Executive update – Solution Based Casework (SBC)
Shifting from SBC to DCP Practice Approach
DCP adopted SBC in 2013
SBC has strengths but it does not meet the requirements of the Children and Young People (Safety) Act and the implementation process has been challenging
SBC’s utilisation varied widely across DCP and the sector
Decision to transition away from SBC was also informed by Australian Centre for Child Protection Report Assessing the Quality and Comprehensiveness of Child Protection Practice Frameworks (2018)

Integrated framework for practiceFocused on safety and supporting children and young people to grow up well cared for, connected and empowered to reach their potential
Underpinned by Practice Principles and Foundational theories and knowledge

Move forward the acquittal date Respondents were split between keeping it as it is and moving it forward The ability to do this is dependent on the ease or complexity of reconciling and reporting data
Data reconciliation and reporting The ability to validate data at regular intervals before quarter end would be beneficial (pre-match) The ability to reconcile and report data is varied among service providers (different degrees difficulty / ease) Shared data management system would help, data reconciliation method should be reasonable
Move from Not-for-profit funded Agreement to Goods and Services Agreement Majority of respondents would not be supportive of this More information on Goods and Services Agreement was required before this could be considered
(e.g. what are reporting requirements, operational meeting requirements, impacts to operations, rates)
Other ideas and comments Block funded Agreements could be varied at regular intervals Treat growth payments and surpluses separately (i.e. don’t recoup surplus funds to offset growth payment) The current approach is working Don’t understand why all growth payments need to be made at the one time The volume of current change is substantial, clear communication channels are needed between DCP and the
sector to support an effective transition, shared decision making is needed to ensure changes are understood
