SUBJECT : Naval Aeronautic Organization - Fiscal Year 1938. 1, The following assignments constitute the Nalral Aeronautic Organization for the fiscal year 1938 and are effective 1 July 1 9 3 7 ~ 2. The Bureau of Aeronautics is responsible for the supply of aircraft in accordance with these assignments, The supply of spare airplanes for maintaining authorized operating strengths shall be governed by the following general pro-visions: (a) Fleet Aviation (1) Carsiers and ship based - 50% spare airplanes (2) Patrol Planes - 25% rt tt (3) Fleet LIarine Force - 5q0 fT t 1 (4) Naval Air Station, Pensacola - 20% 'f $7 (5) Flag and Small Units - No spare airplanes (b) Other Squadrons anti Units - So spare airplanes. 3, The Bureau of Aeronautics is a1~-thorized to assign, for utility purposes, such experimental, obsolescent and obsolete air- planes as are in safe flying conditiolz. These airplanes may be aperated in excess of autllorized operating strength, 'cut only authorized operating strength mill be considered in determining personnel allowances and flight orders of squadrons and units con- cerned. 4, Squadrons and- nits shall not be equipped with air- planes, other than expsrimnental, obsolescent or obsolete, in excess of'authorized operating strengths. Spare airplanes trrill. be srxpplied as replacements for 'chose expended or undergoing major overhaul. Temporary reductions in authorized operating strengths are necessary for minor repairs, inspections azd overhauls, 5, Responsible officers shall see that the Chief of Naval Ope~ations is inforriled when other tinan temporary reductions in authorized operating strengths are necessary. 6.
