1. Introduction
Indian Vegetable Oil Economy is world’s fourth largest after USA, China
and Brazil which includes Palm oil.
Oil Palm is the only perennial & Eco-friendly crop that gives highest oil
yield of 4-5 t/ha among other edible oil crops giving regular and assured
income to farmers up to 30 yrs.
Together, Malaysia and Indonesia account for over 85% of world
production of Crude Palm Oil, with most of that produce intended for
exports.
Palm oil, being the cheapest among the edible oil, is widely consumed
among the Indian households.
Indian Scenario:
Indian Oil seed production is about 25-26 million ton comprising less
than 7.00 million tons of edible oil
The yield levels in India are one third of developed countries being the
major cause for shortfall in demand.
The consumption of edible oil in India is at 22 million ton per annum
with a per capita consumption of 16 kg/ person. And it is assumed that
the consumption may touch 30 million ton by 2025.
The deficit of 15 million tons of edible oil is being met through imports
spending Rs.75,000 crores per year.
Out of the total imports, Palm oil accounts to 60% i.e., 8-9 million tons of
the total imports worth of Rs.40,000 crores.
Scenario of Oil palm in Telangana:
Telangana State is one of the potential states for Oil Palm cultivation in
India.
An area of 18932 Ha (47330 ac) is covered till date under Oil palm
covering no. of 9810 beneficiaries in 47 mandals of Khammam,
Kothagudem, Nalgonda and Suryapet.

Introduction of Oil palm in Erstwhile Andhra Pradesh:
Oil palm was introduced in erstwhile Andhra Pradesh in 1986 in an
extent of 132 ha in the holdings of 86 farmers in Pedavegi mandal of West
Godavari district by supplying indigenous seedlings.
Based on the success of the demonstration plots, GOI has sanctioned the
Oil Palm Development Programme to Andhra Pradesh in 1992 under
Technology Mission on Oil seeds & Pulses (TMOP) and from 2004 under
ISOPOM.
The total potential area identified for oil palm cultivation is 4.00 lakh Ha.
in erstwhile Andhra Pradesh which includes Erstwhile Khammam
District.
Government of India have constituted a committee for assessment of
additional potential area for oil palm cultivation in India under the
Chairmanship of Dr. P. Rethinam in Dec’2012 and the committee has
identified Nalgonda & Suryapet Districts of Telangana as potential Oil
Palm districts.
2. Feasibility study for identification of potential area for Oil Palm area expansion in Telangana State
To identify the potential area in the Telangana State, Agri- Horticultural
Society, Hyderabad was awarded with the project to take up study for
preparation of feasibility report for Oil Palm cultivation in Telangana State.
Besides this, M/s.Ruchi Soya Industries has also conducted a feasibility study
for oil plam area expansion in the State.
Accordingly, an area of 2.78 lakh hectares in 206 no. of mandals of 18
districts has been identified as potential for Oil palm cultivation in the state,
which enable the State to attain self-sufficiency under edible oil production.

3. Establishment of Demonstration of new crop i.e., Oil Palm in non-traditional area at State seed farm, Boppaspally (V),
Nasrullabad (M), Kamareddy Dist
Telangana State is one of the potential states for Oil Palm cultivation and
stands fifth in area with 18000 Hectares under Oil palm and second in
production in India. The productivity of Oil Palm & Oil Extraction Ratio (OER)
in the State is also comparatively high compared to other states in India.
Oil palm cultivation, at present is being taken up only in 4 districts of the
Telangana State i.e., Khammam, Kothagudem, Nalgonda and Suryapet. The
districts, Khammam and Kothagudem were identified to be potential districts
by Govt. of India in 1992 and the districts Nalgonda and Suryapet were
identified in 2012 by the Committee constituted by GOI under the
Chairmanship of Dr. P. Rethinam.
As per instructions of the then Hon’ble Minister for Agriculture,
Horticulture & Allied sectors, Dt.14-05-2018 to Director of Horticulture, who in
turn has given instructions to DDH & ADH Oil palm to visit State seed farm,
Boppaspally (V), Nasrullabad (M), Kamareddy Dist for Establishment of
Demonstration unit of new crop i.e., Oil Palm in non-traditional area, along
with DHSO, Kamareddy and his team.
In obedience to the instructions given by the then Hon’ble Minister, a
demo plot of oil palm plantation was established in two acres in non-traditional
area on experimental basis at State seed farm, Boppaspally (V), Nasrullabad
(M), Kamareddy Dist.

4. Re-opening of the Groundnut Oil unit at Beechupally Mandal, Gadwal District on Dt.18-11-2019
The Hon’ble Minister for Agri., Horti. & Allied sectors, Govt. of Telangana
has re-opened the Ground Oil unit of TS Oil fed at Beechupally Mandal, Gadwal
District on Dt.18-11-2019. During the programme, the Hon’ble Minister has
assessed that, the erstwhile Mahabubnagar District has a potential of 50,000
acres for Oil palm and encouraged the farmers, to take up the crop as, in
future, the Oil Palm production will be high in demand when compared to other
crops. Further, promised to open Oil palm unit at Beechupally as early as
possible with the permission of Hon’ble Chief Minister Sri. K. Chandrashekar
Rao garu.
Based on the Agri. Horticultural society survey, it is suitable to take up
Oil Palm cultivation in an area of 2.78 lakh hectares in 206 mandals of 18
Districts of Telangana State. In view of upcoming Irrigation projects like
Kaleshwaram, there will be no water scarcity to cultivate Oil Palm in Telangana
state. Hence, the Minister for Agri., & Horti. has advised MD, Oilfed and
Director of Horticulture to take up survey in erstwhile Mahabubnagar district
along with the already identified potential area in the State.
The Hon’ble Minister for Agri., Horti. & Allied sectors also issued
instructions to takeup exposure visit to 1000 Nos. of farmers of erstwhile
Mahabubnagar district to Kothagudem district to create awareness to farmers
on oil palm cultivation and processing.

5. Organisation of exposure visit to the farmers of Erstwhile Mahabubnagar, Mahabubabad & Nizamabad Districts to
Bhadradri Kothagudem District for creation of awareness on Oil palm cultivation, Dt.27-11-2019
As per the instructions of the Hon’ble Minsiter for Agri. Horti. & Allied
sectors, the Department of Horticulture organised an exposure visit to
Bhadradri Kothagudem District for approx.. 1000 no.s of farmers from
concerned constituencies of Wanaparthy, Nagarkurnool, Gadwal,
Mahabubanagar, Narayanpet, Nizambad and Mahabubabad districts to create
awarenesss on Oil Palm cultivation and processing on Dt.27.11.2019.
The objective of the exposure visit is to create awareness to farmers on
Oil palm cultivation and processing.

6. Detailed report on visit of Re-assesment committee team
members to Telangana during November 28th – 30th, 2019
A committee constituted by GoI has visited Telangana State from 28th –
30th November, 2019 for re-assessment of potential Oil palm area in the State.
A preliminary meeting was held on 28.11.2019 under the Chairmanship of
Hon’ble Minsiter for Agri. Horti. & Allied sectors and attended by APC &
Prl.Secy. to Govt., TS, MD, TS Oil fed, Chairman, TS Oil fed, Commissioner,
CADA, Director, Ground Water Dept., and Officials of Horticulture Department
and TS Oil fed.
During the preliminary meeting, the Committee was given a detailed
information on the prospects of Oil palm area expansion in the state, irrigation
potential with available and upcoming irrigation projects, ground water
capacity etc. and after the meeting the Committee has proceeded to field visits
in 3 teams from 28th – 30th November, 2019.

After completion of Madharam village, the team proceeded to Distributory
Canal at Tadoor village & Mandal where Sri MD. Gaffar AE Irrigation have
joined the team and interacted with farmers who are ready to take up Oil Palm
cultivation in that village.

After completion of Tadoor village, the team has proceeded to
Nagarkurnool Tank (Mini Tank Bund) and interacted with the progressive
farmers of Nagarkurnool Division. The tank is having a storage capacity of
0.268 TMC water & an Ayacut area of 1594 Acres which is covering Yendabetla,
Chandaipally, Bheemaram, Gaggalapally, Tadoor & Nagarkurnool villages.

2nd Day (29.11.2019):
The team has visited Singotam Reservoir at Kollapur along with DHSO,
Nagarkurnool. The Team observed & discussed about the Reservoir having
capacity of 0.55 TMC and Ayacut covering an area of 1800 Acres covering
Singotam & Yenmanbetla villages.
Visit to Singotam Reservoir at Kollapur
After completion of Singotam village, the team has proceeded to Yellur
Reservoir and observed that the Reservoir is having 0.35 TMC capacity of water
covering an Ayacut area of 5300 Acres of Yellur, Kollapur, Rampur, Waridyala
& Narlapur villages.

Visit to Gopaldinne Reservoir :
The Re-assessment committee members along with Team leader have
visited the Gopaldinne village of Weepagandla mandal of Wanaparthy District.
The committee have visited the Gopaldinne Reservoir & observed the
water level in the Reservoir and interacted with the farmers at Gopaldinne
village of Weepangandla Mandal. After that, they have visited the paddy &
cotton harvested fields in the village. The committee members interacted with
the farmers and enquired about availability of water throughout the year, the
crop being cultivated by the farmers, their net returns on present crops and
market facilities. On behalf of the farmers, Sri. Narayana Reddy, RSS Convenor
& farmer of Gopaldinne village of Weepangandla Mandal interacted and
informed that, due to the availability of water in the recently constructed
projects, sufficient water is available and they are going for Paddy cultivation
and they are getting net income of Rs.15000-20000/- per acre on Paddy
cultivation. The farmer also informed that, they are willing to take up
alternative crops which can withstand natural calamities during summer also.
The committee members explained about the importance of Oil Palm cultivation
to the farmers.

Interaction of Committee Members with Local Farmers in Gopaldinne
Village of Weepangandla Mandal, Wanaparthy District.
The Following information was collected by the Committee:
Under Medium irrigation, the project is irrigating 30000 acres in
Weepangandla, Pebbair & Chinnam Bavi Mandals.
The Main source of water to this project is Krishna River of Jurala
Project.
The capacity of the Reservoir is 0.30 TMC.
The soil under this Ayacut is in general Red Loams & Clay Soils.

1. The Team along with officers of Horticulture Department have visited
the project and observed that there is sufficient availability of water.
2. Interacted with the (25) Ayacut farmers and explained the oil palm
cultivation and its benefits to the farmers.
3. The farmers informed the present crops being raised by them like
paddy, maize & Ground nut etc., and they requested to provide
subsidies for oil palm cultivation and to provide marketing and
technical guidance.
Visit to Chinnamaruru Lift Irrigation:
Interaction of Committee Members with Local Farmers in Chinnamaruru
lift Irrigation, Chinnam Bavi Mandal, Wanaparthy District.
1. Chinnamaruru lift irrigation project is located in Chinnamaruru
Village of Chinnam Bavi Mandal and irrigating 3,500 acres in
Chinnam Bavi Mandal.
2. Interacted with the (20) farmers at Chinnamaruru village of Chinnam
bavi Mandal. The committee members explained the oil palm

cultivation, intercrops to be taken up like Banana, Vegetables, Ginger
& Garlic etc. and its benefits to the farmers. Photos of project and
participated farmers are enclosed.
3. The farmers informed the present crops being raised by them like
paddy, maize & Ground nut etc., they requested to provide subsidies
to go for oil palm cultivation and to provide marketing and technical
guidance.
4. The committee members explained the subsidies and to provide
collection centres.
Soil Characters: Red Loams – Clay Soils, Black soil to some extent.
After the completion of Chinnamaruru lift Irrigation, the committee
members proceeded to Srirangapur Reservoir.
The committee members were received by single window chairman Sri
Ananda Raju and later on interacted with the local farmers. Sri Ananda Raju
has explained about the reservoir technical details and local cultivation
aspects.
1. This reservoir storage capacity is 1.89 TMC and expected to become
the life line for Pebbair and Srirangapur Mandals irrigating 22,000
acres.

2. Interacted with the (22) Ayacut farmers and explained the oil palm
cultivation and its benefits to the farmers. Photos of project and
participated farmers are enclosed.
3. The team along with Horticulture Officers visited and explained the
subsidies and to provide collection centres.
Soil Characters: Red Loamy – Clay Soils, Sandy loamy soils.
General opinion of committee members:
The Re-Assessment committee members opined that the soil and
climate of erstwhile Mahabubnagar District is suitable to raise oil
palm cultivation.
Average Rainfall of Wanaparthy District : 538.00mm
In the meeting most of the farmers are inspired and agreed for plantation
of Oil Palm and some of the farmers were contacted over phone also and
assessed that about 1500 to 2000 acres will be planted under Oil Palm in
Wanaparthy Dist. The committee members then proceeded to Gadwal.
3rd Day (30.11.2019):
The team members have visited the Sri. CHITTEM NARSI REDDY reservoir with
DH&SO, Narayanapet and HO, Makthal along with farmers.
Capacity : 3.317 TMCs Present water : 2.70 TMCs
Irrigated Area : Kharif – 31,724 acres Rabi - 17,000 acres

potentiality at Chittem Narsi Reddy Balancing Reservoir of Sangambanda
(V) of Makthal (M) of newly formed Narayanpet Dist. on 30-11-2019
The team next proceeded to Neredgam Grampanchayat of Maganoor
Mandal, conducted the meeting with the farmers and explained them
about Oil Palm cultivation practices from planting to harvesting, also
explained about marketing facilities and requested to come forward for
cultivation of Oil Palm.

General opinion of committee members: The Re-Assessment committee members opined that the soil and climate of
Narayanpet Dist. is suitable to raise oil palm cultivation.
Visit to Koilsagar Project:
Under medium irrigation, there is an Ayacut of 12,000 acres
constructed in Ayyavaripally (V) of Devarkadra mandal under 2 canals
at a cost of Rs.80.00 crores.
The main source of water to this project is by Lift irrigation from
Krishna River of Jurala Project. This was taken up during the year
1955.
The capacity of the Reservoir is 2.276 TMC with FRL + 411.30 mts.
The soil under this Ayacut is in general Red loams & Clay soils.
1) The team along with officers of Horticulture Dept. have visited the project
and observed sufficient availability of water.

4) The farmers informed the present crops being raised by them like Paddy,
Cotton & Castor etc. They requested to provide subsidies to go for oil
palm cultivation and to provide Marketing and Technical guidance.

III. Kurumurthy Raya Reservoir at Karvena (v) of Bhoothpur (m):
This reservoir storage capacity is 17.34 TMC gross and live 16.90 TMCs and
expected to become the life line for Devarkadra & Narayanpet Assembly
constituencies irrigating 1,90,000 acres.
The team along with Horticulture officers visited the reservoir and observed
the construction going on.

committee members interacted with the farmers and enquired about availability
of water in the water sources throughout the year, the crop being cultivated by
the farmers, their net returns on present crops and market facilities. The
committee members explained about the importance of Oil Palm cultivation to

The committee along with Team leader have reached to Thimmampet
village of Zaffergadh Mandal of Janagam District and interacted with the
farmers along with DH&SO, Warangal (R). During the group discussion with
the farmers, the farmers expressed their satisfaction regarding the availability
of water throughout the year due to Sripada Yellampalli Project and
Kaleswaram Project. The farmers explained that, they are taking up cultivation
of Paddy, Turmeric & Cotton regularly. But, due to less returns on those crops,
they are willing to take up alternate crop which can fetch more returns with
less risk management. The committee members explained about the cultivation
practices of Oil Palm and its importance. They also requested the committee
members that, if a training programme on Oil Palm will be arranged, they are
interested to take up Oil Palm cultivation on large scale.

The Re-assessment committee members along with Team leader have
visited the Urugonda village of Damera Mandal of Warangal (R) District on
29.11.2019.
The committee members have visited Paddy & Cotton harvested fields
and vegetable fields and interacted with the farmers regarding availability of
water in water sources throughout the year. During the interaction, the farmer
Sri. Chelukuri Vaikuntam S/o. Laxmaiah and Sri. Lakkidi Madhusudan Reddy
s/o Srinivas Reddy expressed their interest regarding Oil Palm cultivation and
requested for organizing a training programme to the farmers of Damera
Mandal. The committee have collected soil samples for assessments.

The committee then reached Bhagirthipeta village of Regonda mandal of
Bhupalapalli District and interacted with farmers headed by the DH&SO,
Bhupalapalli District. The meeting with farmers was organized at
Grampanchayat of Bhagirthipeta village. Around 30-40 farmers along with
Sarpanch participated in the group discussion. The farmers explained that,
due to continuous restoring of water in chain-linked tanks from different
canals, plenty of water is available throughout the year. But, due to regular
chilli cultivation, they are facing pest problem and price fluctuations in market.
They are willing to take any alternate crop which can substitute the present
crops. They have also collected soil samples to study the feasibility for Oil Palm
Cultivation in Bhupalapalli District.

The committee members along with Team Leaders then visited Kataram
Village of Kataram Mandal and visited the Paddy harvested fields and
interacted with the farmers at MPDO office Kataram. The committee member
during the discussion with farmers, enquired about their interest on new crop
cultivation like Oil Palm instead of traditional Paddy cultivation. Explained
about Oil Palm cultivation practices, its yield and returns in comparison with
Paddy and Other field crops.

The committee also visited the Medigadda barrage observed the status of
water in the barrage. The Asst. Engineer has explained in detailed about the
Kaleswaram Project to the team members and moved to Manthani Mandal of
Peddapalli District and reached the Manthani village.

At Manthani village, the farmers Sri. Nimmathi Venkanna, Shyam,
Srinivas, Raju & others explained that, Manthani Mandal is enriched with
black cotton soils and if continuous rainfall is received, there is a chance of
water stagnation for 2 – 3 days and they will take up Paddy cultivation in both
Kharif & Rabi seasons and expressed their doubts regarding Oil Palm
cultivation in such soils. The committee has clarified their doubts and
explained that, Oil Palm is not suitable for such type of soils. The committee
has collected soil samples for further assessment.

3rd day (30.11.2019):
The committee members along with Team leader have visited
Regadimaddikunta village of Sultanabad mandal of Peddapalli District on
30.11.2019. The committee members have interacted with the farmers
regarding soil characteristics, water sources and crops being cultivated in the
Mandal.

The committee then reached the Karimnagar Town by 9.00 am and
visited the Lower Manair Dam along with DH&SO’s of Karimnagar, Siricilla &
Jagtial and observed the water availability in the Reservoir. They have observed
the Oil Palm trees which were planted 15 years back by the then Asst. Director
of Horticulture, Karimnagar (Sri. N. Sukhender Reddy). The plants are healthy
in growth but, due to not irrigating regularly, the plants are being grown with
male flowers. After that, the committee have visited Paddy harvested fields at
Kothapalli village of Kothapalli Mandal of Karimnagar district and interacted
with the farmers in the fields.

The committee members along with the Team leader and DH&SO’s of
Karimnagar & Siricilla have reached the Rampur village of Mallial mandal of
Jagtial District and visited the Rampur Pump House. The DEE, SRSP, Jagtial
has explained the status of lift irrigation water flow from Kaleswaram Project to
SRSP through flood flow canal. Due to this 6 km on either sides of Flood flow
Canal, the ground water level will be raised and available throughout the year.

mandal of Jagtial District and participated in farmers group discussion
programme organized in Mango orchard at Anthargam village. 40-50
progressive farmers were participated in the discussions. The DH&SO, Jagtial
explained about the purpose of the tour programme of the committee members
to the farmers and also narrated about the prevailing soil, water & climatic
conditions of the District to the committee members.

regarding water availability in the water sources throughout the year, crops
being cultivated, marketing facilities & net income on present cultivation of
crops.

visited the Paddy fields at Anthargam village. Eetha plantation being
maintained as pure crop with drip irrigation system has impressed the
committee members as Oil Palm also can be maintained as well.

The committee then proceeded to Ibrahimnagar village of Gollapalli
Mandal in Jagtial district. While proceeding to Ibrahimnagar, the committee
has observed lot of Mango orchards, Banana fields, Turmeric and Paddy fields
on either sides of the road. A farmers group discussion programme was
organized at Gram Panchayat of Ibrahimnagar village. Around 50 farmers
along with Sarpanch and Vice Sarpanch of Ibrahimngar participated in the
group discussion. The DH&SO, Jagtial explained briefly about the status of
village and mandal. The committee members discussed about the soil, water &
climatic conditions of Ibrahimnagar and explained about the Oil Palm
cultivation in comparison with Paddy & Maize. The farmers explained that, the
village is enriched with water sources and the water will be available
throughout the year in Dug wells. As they are getting very meagre returns on
Paddy & Maize cultivation, they are interested to take up Oil Palm cultivation
which can fetch good returns and free from risks like monkeys and wild pigs.

and conversation with around (30) Nos. farmers in presence of Sarpanch about
possibilities of Cultivations of Oil Palm and Socio Economical conditions of local
farmers.
From Noothanpally along with team proceeded to visit the back water
resources of Sri Ram Sagar Project (SRSP) and there observed and assessed all
possibilities for cultivation of Oil Palm as new crop in the district.
From SRSP along with team proceeded to Donkeshwar village of Nandipet
mandal and there also had conversation with local progressive farmers and
assessed their Socio Economical conditions and along with ground water
availability for assessment of potentiality to cultivate Oil Palm.
From Donkeshwar village the teams visited Naleshwar village of Navipet
mandal and there also had conversation with local progressive farmers and
assessed their Socio Economical conditions and all the climate conditions along
with ground water availability for assessment of potentiality to cultivate Oil

planned about establishment of Oil Palm processing unit there.
From Jaipur nursery proceeded to Godavari Pranahitha canal at Arjuna

with local MLA & around 300 to 400 Nos. of farmers. In meeting, discussed in
detailed and had conversation with local farmers in every aspects towards
finding the potentiality of cultivation of Oil Palm in a big way in Mancherial
District.

A workshop was organised to create awareness on Oil Palm cultivation at
chennur Mandal, Mancherial District on Dt.05-12-2019 under the
Chairmanship of Hon’ble whip & MLA, Sri. Balka Suman and
Sri.K.Ramakrishna Reddy, Chairman, TS Oil fed.
In this awareness programme, nearly 2500 farmers have participated and
the Government Hon’ble whip & MLA, Sri. Balka Suman motivated the farmers
to take up Oil Palm cultivation with drip irrigation facility as the crop provides
profitable and sustainable income up to 30 years. Due to the increased
irrigation potential in the district, oil palm is the best alternative crop in the
district.
