various departments. Approximately 1000 nos. official e-

4. National level Software Projects
Project Description Current status of the Project
1. TreasuryNET Project
This is a web based online Treasury Software under
Mission Mode Project (MMP) in the Treasuries / Sub-
Treasuries of Nagaland. The software will handle
Payment, Receipt as well as Accounts Compilation
modules at the Treasuries / Sub-Treasuries of Nagaland.
The main objective of this MMP project is to achieve
online processing of bills and challans at all the 20
(twenty) Treasuries/Sub-Treasuries of Nagaland and
maintaining the database in a central server at the State
Data Centre / NIC Nagaland Data Centre.
Three more Treasuries have been
taken up for implementation of
TreasuryNET application, which are
(1) South Treasury, Kohima, (2)
Treasury, Dimapur and (3) Treasury,
Mokokchung.
2. MDM-ARMS (Mid-Day Meal Automated Reporting & Management System)
MDM ARMS software is used for real time monitoring
and data reporting of MDM (daily and monthly) through
SMS, Mobile App and through Web app. SMS from the
mobile phones of respondents are sent to Nationwide Toll
Free Number 15544. The Application Software has been
developed by NIC, Himachal Pradesh.
Nagaland has rolled out the MDM-ARMS on 4th
of
August 2017.

3. ePrison
ePrison is a web based application software developed by
NIC Hqrs with the main objectives of helping the Prison
Department in automating and streamlining the process
of record keeping to provide efficient, convenient and
transparent services through ICT.
i) A one-day workshop is being
planned in consultation with ePrisons
team, NIC, HQ, Delhi.
ii) Prison population jail wise for the
state of Nagaland was submitted to
NIC Hqrs.
4. HAPIS (Horticulture Area Production Information System): http://aps.dac.gov.in/
HAPIS is a web enabled information system which
facilitates district wise, block wise and crop wise data
entry and information retrieval of area production,
quarterly new area sown and weekly area sown on the
line of APY information system of Directorate of
Economics & Statistics (DES). At present, HAPIS is
being used in intranet mode and accessible within the
NIC network.

5. Property Registration
QUESTIONNAIRE for
NATIONAL PROPERTY REGISTRATION SYSTEM
(NPRS) Version 1.0
As agreed upon by the state
government for adopting the
Common Generic software in
computerization of property
registration, the questionnaire has
been prepared, approved by the state
government and has been submitted
to the DoLR and NIC Pune for
further necessary customization.
Once the application software is
provided the state government is
ready for implementation.
6. TPDS (Targeted Public Distribution System)
Under this PDS Program, State of Nagaland has also
joined the mainstream by launching NFSA (National
Food Security Act). It is successfully implemented in all
the district and the beneficiaries are availing food grain
under this program efficiently and with transparency.

7. TaxSoft (CT-MMP)
“Commercial Taxes Mission-Mode Program (CT-
MMP)” which has been conceived under the National e-
Governance Plan (NeGP) of the Government of India.
The initiative is spearheaded by the Department of
Revenue (DoR), Ministry of Finance.
In order to improve the efficiency of VAT
administration through citizen-centric, service-oriented
processes, and establishing a certain degree of
standardization with respect to Department of Taxes
administration, it is important that administrative
procedures are simplified and processing timelines are
reduced by usage of computerized systems. Faster grant
of registration and electronic processing of VAT returns
would be important. Nagaland government has opted for
Karnataka State module and of the 12 modules all
modules are in use except for eAudit and eCheckpost
module which is ready but not rolled out. Department of
Taxes, Nagaland is one of the top revenue earners among
all the departments of Government of Nagaland.
In order to meet the increasing requirement of funds
for Welfare and Development Schemes through increased
taxation, the taxation policy must be so formulated that it
strikes a balance between taxation and public
contentment. Government of Nagaland strategically
decided to take effective steps for the development of

NeGP defined state Mission Mode Projects. TaxSoft
software is developed by NIC, Karnataka and is
implemented in the State of Nagaland after customizing
to the requirements of the government of Nagaland State.
8. eOffice
eOffice describes software and processes used to manage
workflow and capture, store and control organization-
wide contents electronically. eOffice can assist in content
control associated with organizational process and
compliance.
Implementation of eOffice in ICAR-
NRCM Nagaland is in progress.
Templates of the infrastructure for
installation of the application by the
State Government is awaited.
9. SPARROW
SPARROW (Smart Performance Appraisal Report
Recording Online Window) is an online system based on
the comprehensive performance appraisal dossier that is
maintained for each member of the Service (IAS, IPS,
IFS etc.) by the State Government/Central Government.
The aim of this system is to facilitate the electronic filing
of APAR by officers in a way that is not only user
friendly but also allows to fill from anywhere anytime as
per their convenience. Similar convenience will be
available to the officers at different Stages in the
workflow hierarchy of filling and submission process.

10. MCTS (Mother & Child Tracking System) / RCH Url: https://rch.nhm.gov.in
It is a name based pregnant mother and child tracking
system, a management tool to reduce MMR/IMR/TFR
and track the health service delivery at the individual
level. It is a generic system that aims to provide
information of different health services received at the
individual level, by monitoring all the encounters that an
individual undergoes in his/her health program. It aims to
help the service provider (Health Worker or Doctor) by
categorizing various health services the individual person
has to get and missed services. It also provides for
effective monitoring of different health services drilling
down to the individual patient information.

11. NREGA http://nrega.nic.in
The NREGA executed by the MoRD has been notified in
all the rural backward districts of the country. The
objective of the Act is to provide employment to those
who demand employment within 15 days of their demand

The Indira Awaas Yojana, AWAASOFT aims at helping On-going project.

13. NSAP http://nsap.nic.in
National Social Assistance Programme (NSAP) executed
by the Ministry of RD, at present, comprises of Indira
Gandhi National Old Age Pension Scheme (IGNOAPS),
Indira Gandhi National Widow Pension Scheme
(IGNWPS), Indira Gandhi National Disability Pension
Scheme (IGNDPS), National Family Benefit Scheme
(NFBS) and Annapurna.

14. ePanchayat MMP http://panchayatonline.gov.in
The MoPR has undertaken e-Panchayat Mission Mode
Project (e-Panchayat MMP) with a view to introduce and
strengthen e-Governance in Panchayati Raj Institutions
(PRIs) across the country and build associated capacities
of the PRIs for effective adoption of the e-Governance
initiative. Under this project, Panchayat Enterprise Suite
(PES) has been conceptualised which comprises 11 Core
Common applications –LGD(Local Government
Directory), Area Profiler(Socio-economic & general
details), PlanPlus(to strengthen Decentralised &
Participatory Planning), PriaSoft(Panchayat Accounting),
ActionSoft (Works/scheme implementation Monitoring
System), NAD(National Asset Directory), Service
Plus(To facilitate Service Delivery), Social Audit,
Training and National Panchayat Portal(Dynamic
Website of Panchayats)

Children) Act,2000 (JJ Act).

Fifth Census of Minor Irrigation Schemes Reference Year 2013-14. Minor Irrigation Schemes have
a major role in Agricultural Development in the county.
Minor Irrigation accounts for major share of the irrigation
potential. Due to change in technology from manual and
animal-based equipments to mechanized equipments and
with availability of advance water distribution devices,
there has been a shift in the share of different types of
Minor irrigation schemes. Census of Minor Irrigation
Schemes is being conducted once in five years
throughout the country under the central scheme
“Rationalization of Minor Irrigation Statistics (RMIS)”.
All the States/UTs are involved in the collection of data
on specific types of schemes, viz. Dug-Wells, Shallow
and Deep Tube-Wells, Surface Flow and Lift Schemes
along with specific features.

18. IVFRT Project
In order to Modernize and upgrade the Immigration
services, “Immigration, Visa and Foreigners Registration
& Tracking (IVFRT)” has been identified and included as
one of the MMPs to be undertaken by the Ministry of
Home Affairs under the National e-Governance Plan
(NeGP). The core objective of this Project is to develop
and implement a secure and integrated service delivery
framework that facilitates legitimate travellers while
strengthening security.
To facilitate foreigners’ for a hassle
free travel, IVFRT-MMP has been
rolled out in Nagaland from 2012
onwards. cFRO established in
Kohima and Dimapur during March
2014 and fully functional.
19. NDAL/ALIS (National Database of Arms License / Arms License Issuance System)
NDAL-ALIS is proposed to have a complete integrated
arms license issuance system starting from the receipt of
applications for arms licenses, document verification,
application acceptance, police verification process, grant
process and printing of license.
The outcome of this process aims to provide the applicant
with all the required verification process with a license to
carry weapon within a certain predefined Jurisdiction.

20. CARA (Central Adoption Resource Authority) http://cara.nic.in
Central Adoption Resource Authority (CARA) is an
autonomous body under the Ministry of Women & Child
Development, Government of India. It functions as the

nodal body for adoption of Indian children and is
mandated to monitor and regulate in-country and inter-
country adoptions. CARA is designated as the Central
Authority to deal with inter-country adoptions in
accordance with the provisions of the Hague Convention
on Inter-country Adoption, 1993, ratified by Government
of India in 2003.
21. e-Court
To computerize all the District Courts and Subordinate
Courts in the State.

25. AGMARKNET http://agmarknet.dac.gov.in The Portal provides both static and dynamic information
relating to agricultural marketing in India. The static
information is about infrastructure- related (Storage,
warehousing, Cold Storage, grading and packing
facilities), Market – related (market fee/ charges,
weighment, handling, market functionaries, development
programmes, market laws, composition of market
Committees, income and expenditure, etc) and
Promotion-related information (Standards, Grades,
Labelling, Sanitary and Phyto-Sanitary requirements,
Pledge Financing, Marketing Credit and new
opportunities available, etc.). The dynamic part comprise
of Price-related information comprising maximum,
minimum and model prices of varieties, total arrivals and

Markets enters the data in the prescribed format, using
the customized application software “AGMARK”. The
information is either sent through State Government or
directly to DMI Hqrs.
The data from the APMCs/markets are transferred to
portal immediately after reported from the APMCs.
26. Online Scholarship Management System / National Scholarship Portal (NSP 2.0)
Various Central and state Scholarship schemes (Post-
Matric, MOMA, NSIGSE, NMMSE, Incentives to Girls
for Secondary Education etc.) are implemented in
Nagaland State by various department such as DTE,
DSE, etc.

NIC Nagaland State Centre with the help of NIC Assam
State Centre has designed and developed an open-source
technology and web-based application S/W called
LaPaMs for efficient, up-to-date, accurate and transparent
management of Land Records data for the Department of
Land Resource, Govt. of Nagaland. This project has been
envisaged to be implemented in all the district
headquarters of Nagaland from the State Data Centre.
The Project has been formally
launched by Chief Secretary, Govt.
of Nagaland on 13th
Oct. 2017. It is
being implemented in Dimapur
district on pilot phase.
Project Proposal has been prepared
for computerization of Land Record
(RoR) for 11 Districts and submitted

33. CCTNS / ICJS (Interoperable Criminal Justice System)
Interoperable Criminal Justice System is a project of
MHA which aim to facilitate Investigation Agencies and
Planners. ICJS has been conceptualized with an objective
to facilitate delivery of justice by digitizing and inter-
linking the data exchange among the courts, police,
prosecution, jails and the forensic labs.
