1.3 Purpose of the plan
Explains the purpose of the plan and summarises the projects and activities (cross-referred to the full descriptions in an appendix of the HMP);
Identifies the parties involved in the plan preparation process.
1.3.1 Reasons for the plan
In January 2012 DRPM 3 developed a prototype template for the preparation of DND Heritage Management Plans. This Heritage Management Plan was prepared as a pilot project to test and adapt this template for a DND heritage building using the Lasalle Block FF03 located at Fort Frontenac, CFB Kingston, Ontario. The preparation of this “test case” HMP was limited in time; the information gathered may be incomplete. It is presented as an example of the type of data or information required for an HMP. Fort Frontenac is a National Historic Site comprising land, archaeological ruins as well as several buildings designated by FHBRO has having national heritage significance. The Lasalle Block FF03 was designated as a Classified building (the highest level) in 1990.

General description, location & geographical context
The Lasalle Block is located on the grounds of Fort Frontenac, a National Historic Site of Canada. It is part of an ensemble of seven historic buildings of which 3 have been designated Classified and 4 Recognized by the FHBRO. The site is prominently situated on the banks of the Cataraqui River at the city of Kingston’s eastern entrance where the Cataraqui River drains into Lake Ontario. The building measures 34.9 m by 12.2 m; it is two storeys high and has a low pitched gable roof. The building is constructed of limestone blocks laid in even courses. Those on the principal façade are smooth faced; those on the gable walls are rough hewn. The eleven bay façade has a tri-partite organization consisting of a central five bay unit and two flanking, three bay end units. Each of the units used to have its own entrance (two have since been walled up), giving the building the appearance of a terrace. The window openings are flat arched and are unframed. The original 12 over 12 wood window sashes were replaced by 6 over 6 sashes that are still in place; however, the exterior shutters have been removed. One elegant concession to an otherwise utilitarian building was the addition of a semi-circular transom light above each entrance. In the hierarchical world of the British military, this architectural feature was reserved for officers' buildings only.

On the British departure in 1870, the barracks was deeded to the Canadian government, which manned it with one of the first units of the newly created Canadian permanent force. This building is currently under the custodianship of the Department of National Defence.

1.4.4 Physical character of the property
Geology, topography, drainage, and climate
Climate: The climate is moderated by Lake Ontario with four distinct seasons and average winter temperature of –8° Celsius and an average summer temperature of 24° Celsius. Geology: The geology is predominantly limestone with shallow soil overburden (approximately 1 to 2 metres) which creates challenges for surface water drainage and construction of underground services and building foundations. Topography and drainage: The site is flat and covered in asphalt (west & south) and in grass (east & north; the building and adjacent parking area drains into the city’s municipal storm drainage system.

There is a park area with a few trees next to the Cataraqui River at the north end of the building.

1.4.6 Significant stages in the history of the property
Historical chronology & major phases of development
(See Appendix 04 for a fuller account) 1827: Construction 1950: Construction of rear addition 1994: Expansion of kitchen, construction of waterside terrace. The plans for The Lasalle Block (formerly the Officers' Barracks) were drawn up in May 1826 and it appears "as built" on a Royal Engineers plan of the Tête de Pont Barracks dated 31 July 1827.

FF03 has been altered over the years, with entrances blocked off, shutters removed, and a 1950s rear addition which doubled its size. A second addition in 1994 expanded the kitchen and provided a waterside terrace.

1.5 Significance, values, features, condition, vulnerability

1.5.1 Significance and values
Summary of FHBRO Heritage Character Statement
Why was Lasalle Block FF03 designated as a Classified Heritage Building? The Lasalle Block was constructed as an Officers' barracks in 1827 to designs by the Royal Engineers of the British Military. Fort Frontenac, originally the Tête de Pont barracks, was the first of four British military complexes in Kingston and played a major role in Britain's defence strategy for Canada. The Lasalle Block is one of the oldest buildings on the site. It is domestic in scale, with simplicity of design, robust use of materials, high standard of workmanship, and spare utility typical of British military construction. It is a very good example of military architecture of the period. The Lasalle Block was designated Classified for its historical associations, architectural importance, and environmental and local significance. The heritage character of the Lasalle Block resides in the building's form, overall proportions, and construction materials, architectural details, surviving interior layout and finishes, and relationship to its site and setting.

1.5.2 Values and Key Features
Key Feature 1: Building’s form Values = Architectural and historical
Description: The Lasalle Block is a long rectangular two-storey structure with a low hipped roof and load-bearing limestone walls. The flat-roofed rear additions, one from the 1950s, and a second from 1994, are sympathetic in mass, scale, and materials. The 1994 work introduces a particular design vocabulary that should be the basis for any further interventions at the rear of the building, to avoid adding another layer of details and forms. The large expanse of the roof, currently covered in red asphalt shingles, and the prominent chimneys are distinguishing features. Condition & Vulnerability: The building is regularly maintained by CFB Kingston’s maintenance crews. Improvements are needed to meet the contemporary standards of the National Fire Code. They should be designed in such a way that they do not negatively impact the building’s form.

Key Feature 2: Overall proportions Values = Architectural
Description: The twelve-bay facade with its symmetrical placement of windows and doors establishes the character of the building and should not be altered. The regular rhythm of the window arrangement contributes to the balance and order of the building and is characteristic of British military construction. Condition & Vulnerability: Window openings and doorways which are blocked alter the symmetrical balance of the facade and should be re-instated, using physical evidence at adjacent units as a basis for design. The existing six-over-six wood double-hung windows are in good condition and are consistent with the character of the design; however the originals were twelve-over-twelve. A return to that configuration, if the opportunity presents itself, would restore the early character of the facades. Shutters were a feature of the design and the hinges survive. These should not be removed. See FF03 photos in Appendix 05
Key Feature 3: Construction materials Values = Architectural
Description: The main facade is in smooth-finish regularly-coursed limestone, with the side walls constructed of quarry-faced irregularly-coursed limestone. The windows are six-over-six wood double-hung. The roof is red asphalt shingles. Painted wood and plaster characterize the early interior. The building materials merit appropriate conservation expertise and regular maintenance. Condition & Vulnerability: The materials are in good condition.

Key Feature 4: Architectural details Values = Architectural
Description: Detailing consists of projecting window sills, quoins, and simple entablatures over the windows. The doors have semi-circular transoms. These details are integral to the character of the building and should be maintained. Condition & Vulnerability: The architectural details are maintained.

Description:

The original internal cellular planning has been altered to create large open areas. Condition & Vulnerability: Any surviving interior finishes should be identified and re-used in further alterations. Any redesign of the interior should respect the locations of windows and doors as well as the massive stone chimneys between units. Painted wood and plaster characterized the early interior and these surfaces should continue to be emphasized. See photographs in Photos Folder.
Key Feature 6: Site and setting Values = Architectural Historical Environmental
Description: The Lasalle Block is a significant element of Fort Frontenac, and its height, classical scale and appearance are compatible with adjacent buildings. It is familiar as one of several buildings comprising Fort Frontenac. Condition & Vulnerability: A landscape program in the 1930s improved and refined the site with lawns and trees. Landscape modifications should be limited to low, small-scale material in keeping with the formal character of the site.

1.6 Management issues
Summary of the main management issues. Conflict between conservation, economic objectives and operational uses. Problems arising from previous or existing management regimes. Conflicts between the Heritage Management Plan and other existing agreed
management plans. Implications of compliance with safety or access legislation for the character and/or
conservation interest. Options for limited resource allocation. There are four principal aspects to bear in mind for each management issue:
current management; constraints/concerns/conflicts; relationship of management to significance; and future management opportunities.
1.6.1 Current management
CFB Kingston is an operational military base. This means that all buildings and structures must provide the greatest amount of support possible to the Canadian Forces operational mission while at the same time providing an appropriate quality of work life to soldiers and civilian employees. Decisions concerning management issues at Fort Frontenac are ultimately the responsibility of the Base Commander. Real property management is a shared responsibility between the Property Officer and other officers responsible for reserving or assigning spaces and for regular day to day maintenance. The Base Construction Engineering Office (BCEO) and Defence Construction Canada (DCC) are responsible for advising on, and implementing major repairs or capital improvements to infrastructure systems, buildings, grounds and some historically associated objects and collections (artillery, furniture etc.). The Capital Construction Program follows an established process (see Appendix 11) as well as projects in excess of one million dollars see Appendix 12). The key management issues at Lasalle Block FF03 are: 1. Adapting the building to changing needs while meeting Code and preserving heritage
character defining elements. 2. Controlling over use of the facilities. 3. Inventory and conservation of historically associated objects.

1.6.2 Constraints/concerns/conflicts
Key management issue 1: Changing needs
Current concerns
This building is very well located with suites, boardrooms and dining areas facing the landscaped area and the Cataraqui River. It is in high demand for events of all sorts each requiring more and more complex support for servicing, communication, safety, sound control, etc. These increasing demands such as sound proofing the dining room or operating a fully commercial kitchen facility require modifications to the building and structure that sometimes conflict with the conservation of the heritage character defining elements.
Resolution of conflicts
Maintenance and building engineering personnel have been informed of the heritage nature of this building and are required to conform to established protocols before major maintenance or repair work is undertaken.
Remaining concerns
The turnover of maintenance and engineering staff that is frequent on military bases creates an on-going challenge for those responsible for the preservation of heritage values and resources.
Key management issue 2: Controlling over use
Current concerns
The building’s capacity to host events is regularly pushed to its limits. This creates a major stress on the building’s structure and finishes as well as for personnel safety.
Resolution of conflicts
The Property Officer is responsible for ensuring that limits are not exceeded. Remaining concerns

Historically associated objects are not inventoried and there is no program for their conservation. Some of these objects could be damaged or lost and their significance is not readily available to military personnel or visitors.

1.6.3 Future management opportunities
(Short-term opportunities, longer term aspirations, resources or actions to resolve issues)
1. The existing six-over-six wood double-hung windows are consistent with the character of the design; however the originals were twelve-over-twelve. A return to that configuration, if the opportunity presents itself, would restore the early character of the facades.
2. The roof is currently covered in red asphalt shingles. Conservation expertise and historical research is recommended when re-roofing is planned in order to confirm appropriate materials and color.
1.6.4 Conservation questions – For information only

1.7 Aims
This section sets out the overall aims (broad policies) for managing the designated heritage property or National historic site, taking into account its various uses and interests, conservation of the designation status and the practical realities of normal management.
1.7.1 Mandatory requirements
AIM 1:
To maintain the heritage building, preserve its character defining elements and repair it in accordance with recognized national heritage conservation standards and guidelines
AIM 2:
To use management practices that are consistent with Aim 1 and which are designed to conserve the heritage qualities of the heritage building through appropriate and sustainable policies and practices.
1.7.2 Voluntary enhancements
Enhancement 1:
Enhance architectural feature “windows” when the existing 6 over 6 double-hung windows will need to be repaired/replaced by installing 12 over 12 new wooden windows.
Enhancement 2: Enhance architectural feature “roof” when the existing roof will need to be replaced by undertaking architectural research and investigations to confirm original roofing material. Decision to maintain existing materials or to replace with original ones will then need to be taken within the context of the impact on the aesthetic aspect of the overall compound.

1.8 Management objectives
Objectives set out the detailed steps to be taken to implement the activities or projects and the HMP aims.
Complex properties may need more than one objective for any given feature/area/interest including general and specific objectives, whereas other plans may achieve good management with a few simple objectives.
Objectives should be SMART:
Specific (to the purpose of the HMP and to the feature/area/interest.
Measurable (to help monitor progress).
Agreed (with the relevant Agencies).
Realistic.
Timetabled (by reference to the detailed work programs).
Management objective 1: General All management should be to the highest standard possible. This is important in all parts of this “Classified” heritage building and particularly so in relation to the management of features. Indicator: Minutes of planning and/or construction meetings that reflects discussions on this point.
Management objective 2: Building M&R
To maintain, repair and preserve the features of Lasalle Block FF03 to government of Canada standards for the conservation of historic buildings and sites. To maintain and repair the buildings and structures in a manner which conserves their character and features by:
• following conservation principles of minimal intervention; • retaining architectural details when repairs are carried out and • matching traditional materials so far as possible.
See Appendix 15 for Parks Canada Standards & Guidelines 2011 Indicator: The triennial building condition report addresses this question.

1.9 Specific objectives related to condition Objectives for each key feature or area:
Describe the feature, referring to supporting information. Summarise condition. Summarise current management practice. Assess the potential vulnerability and state what is required to retain its heritage qualities
(i.e. its significance). Set objectives identifying the work necessary to meet mandatory requirements to
maintain and preserve the outstanding land or maintain, repair and preserve the outstanding buildings including any work required to bring the quality of the designated property up to the required standard.
Clearly identify any works proposed that are over and above the requirements as voluntary enhancement.
Check each objective against the HMP sections on history, assessment of significance and management issues and with other objectives using the ‘conservation questions’ approach, to ensure cross-compliance.
Where necessary, set out the steps to be taken to resolve any potential conflict between objectives including a brief summary of the reasons for decisions.
Feature 1: Building’s form Current condition: The original building’s form is legible on three sides and the 1950s and 1990s additions do not threaten this feature.
