State Budget 2011–12 Agency Budget Highlights

Message from the MinisterIn 2011–12 the Department of Public Works is supporting future development in Queensland by leading the government’s building capital works program and delivering information and communication technology (ICT) and government services that support growth throughout the state.

Managing growth, tackling congestion and delivering essential infrastructure throughout Queensland are key priorities in this year’s state budget.

It’s a budget which will help to deliver on our long-term vision of creating better services and facilities for all Queenslanders.

At the same time, the budget has a strong focus on sustainability and liveability so that we can all continue to enjoy Queensland’s great lifestyle.

The 2010 Queensland Growth Management Summit identified the need to create greener communities, better infrastructure and planning, and stronger regional growth.

That’s why we’re investing $53.8 million to decentralise government services and reduce pressure on Brisbane’s CBD.

This year’s budget funding will allow work to begin on the refurbishment of existing buildings at the former QUT campus at Carseldine, taking a new major lease for government office space in Ipswich and then constructing a new government owned office building in Bowen Hills.

The budget also has a strong focus on major public works projects in regional Queensland —delivering hospitals, courthouses, cyclone shelters and cultural facilities of the future.

The Bligh Government’s commitment to the regions is epitomised in its hospital building and refurbishment program—the biggest ever seen in Australia.

The Department of Public Works is working closely with Queensland Health to manage the delivery of significant health facilities throughout the state.

This includes the new $1.76 billion Gold Coast University Hospital and $1.4 billion Queensland Children’s Hospital in South Brisbane—as well as major hospital redevelopments in Ipswich, Cairns, Townsville, Mackay and Rockhampton.

Other major capital works projects being delivered through the Department of Public Works include:

• the new $570 million Supreme Court and District Court complex in Brisbane

• the new $452 million Queensland Police Academy

• $60 million (including $30 million from the emirate of Abu Dhabi) for 10 new cyclone shelters in North Queensland.

The budget also includes $8.6 million to build a skilled workforce for the future, with QBuild employing more than 320 apprentices—including Indigenous and female apprentices and trainees.

My department will continue to support public sector reform in 2011–12, through the implementation of the recommendations of the PricewaterhouseCoopers Review of the Shared Services Model for Queensland Government.

The Building Services Authority (BSA) will this year introduce technology to allow lodgement of licence renewals online and increase online educational material. The BSA’s home warranty insurance scheme will continue to provide an important safety net for homeowners, while flood and cyclone-affected communities will have access to ongoing advice and technical support.

The Department of Public Works is also continuing to drive the government’s guiding ICT strategy, Toward Q2 through ICT 2009–2014 to completion. In addition to this, the State Government is developing strategies to ensure that the National Broadband Network brings maximum value to Queensland.

Serving Queensland The Department of Public Works supports government agencies to deliver their services to the people of Queensland. The department has lead agency responsibility for the design, construction, fitout and maintenance of government buildings; whole-of-Government Information and Communication Technology (ICT) direction; procurement; and record keeping in Queensland’s public sector. It also provides high quality, standardised corporate services and business solutions to government agencies and is the primary point of contact for Queenslanders accessing government services through Smart Service Queensland. Under the revised shared service direction, the Department of Public Works has merged CorpTech and the Shared Service Agency as at 1 July 2011 under the title of Queensland Shared Services (QSS), and will be transferring payroll functions to the Department of Education and Training by July 2011.

A significant number of the department’s services are delivered through its commercialised business units:

• QBuild—the government’s building construction and maintenance provider

• Project Services—the government’s in-house provider of building design, project management and property consultancy services

• QFleet—the government’s vehicle fleet manager

• CITEC—the government’s primary information and communication technology infrastructure provider

• Goprint—the government printer

• SDS—the government’s supply manager in the areas of office supplies, furniture and publications.

To meet the high standard of accountability, transparency and integrity in government service delivery expected by both government and the community, the Department of Public Works has established five strategic objectives set out in the Department of Public Works Strategic Plan 2011–2015:

• deliver quality services—measured through client satisfaction and delivery of services within agreed standards

• lead whole-of-Government service reform—measured through the implementation of whole-of-Government programs and benefits to government

• lead whole-of-Government service policy—measured through stakeholder satisfaction with policy effectiveness

• support the government’s priorities—measured through regional and target group representation in the QBuild Apprenticeship Program

• improve organisational capability—measured through staff satisfaction and compliance with legislative, policy and administrative requirements.

The Department of Public Works supports Toward Q2: Tomorrow’s Queensland strategy—the government’s blueprint to address the state’s long-term economic, environmental and social challenges and opportunities— through five ambitions:

• Strong—Creating a diverse economy powered by bright ideas through built infrastructure, supporting the building industry, ICT and services that support growth in Queensland

• Green—Protecting our lifestyle and environment through sustainable fleet management, green ICT and building initiatives

• Smart—Delivering world class education and training by providing graduate programs and local training and employment opportunities through construction trade apprentices, graduate programs in ICT and procurement and traineeships

• Healthy—Making Queenslanders Australia’s healthiest people through implementing a whole-of-department health program to assist staff manage their health, wellbeing and safety (Better Pathways to Health Program)

• Fair—Supporting safe and caring communities through volunteer programs at Roma Street Parkland and Queensland State Archives, and supporting reconciliation through the department’s Reconciliation Management Plan, Working towards Reconciliation 2011–2012.

sites around the state, including Palm Beach, Coomera, Logan, Yandina, Taranganba, Durack and Kingston.

Cyclone shelters

$60 million has been allocated over two years (including $30 million from the emirate of Abu Dhabi) for the building of cyclone shelters to be located in Cairns, Townsville, Cassowary Coast, Proserpine/Airlie Beach, Mackay/Sarina, Yeppoon/Rockhampton and Weipa with three further sites to be announced. These shelters will be available for community use such as auditoriums, theatres, school multi-purpose centres, community halls, gymnasiums or indoor sports centres.

Government accommodation

$53.86 million in capital and recurrent expenditure is provided in 2011–12 to continue planning and for procurement of property solutions to support the government’s decentralisation initiative. The projects include the construction of a new office building of 30,000 square metres in Bowen Hills, the refurbishment of existing buildings providing 13,000 square metres of office space at the former QUT campus at Carseldine and the provision of fitout for a new leased office building of 15,000 square metres at Ipswich. These projects are planned for a staged delivery with overall completion by 2014.

Environmental initiatives

The department will manage environmental initiatives including:

• enact phase two of the QFleet ClimateSmart Action Plan 2011–12 to meet the challenging revised target to reduce carbon emissions of 30 per cent by end of 2012 and 50 per cent by the end of 2017

• introduce a new environmentally sustainable vehicle fleet model for government through QFleet, the government’s vehicle fleet manager

• contribute to initiatives in the built environment, particularly in relation to innovative new sustainability and energy efficiency practices such as energy efficient light retrofits and air-conditioning system upgrades

• review whole-of-Government Strategic Energy Efficiency Policy for Queensland Government Buildings for 2011–12

• manage the State Procurement Policy with the continuing focus on sustainability and use of local suppliers and stronger contract transparency requirements

• implement the Queensland Government Green ICT Strategy 2011–2014 which outlines the government’s approach to sustainable ICT practices, awareness and standards.

Building our future

Supreme Court and District Court complex in the Brisbane Central Business District

In 2012, on behalf of the Department of Justice and Attorney-General, the department will deliver the $570 million, 19 floor Supreme Court and District Court complex in Brisbane. Once completed, the new building will be one of the largest and technically advanced legal facilities in Australia.

Gold Coast University Hospital

The department will work closely with Queensland Health to manage the delivery of the new $1.76 billion, 750 bed Gold Coast University Hospital at Southport adjacent to the Griffith University’s Gold Coast campus.

The hospital is due for completion in December 2012 and will be one of Queensland’s largest teaching and research facilities.

Queensland Children’s Hospital

The department will work closely with Queensland Health to continue to manage the design and construction of the Queensland Children’s Hospital. The new 359 bed specialist hospital is designed to provide children, young people, families and staff with a unique family centred and therapeutic health care environment.

Queensland Police Academy

On behalf of the Queensland Police Service, the department will manage the $452 million Westgate Police Academy project including the design and construction of the site infrastructure, a Command and Learning Precinct, a Policing Skill Programs (PSP) Precinct, a Residential Precinct and the adaptive re-use of existing heritage listed buildings on the site for support services.

Fleet management QFleet manages approximately 13,000 vehicles on behalf of the Queensland Government. Its key services include vehicle procurement; fleet leasing, management and advisory services; vehicle servicing and repairs; disposal through state-wide auctions; whole-of-Government fleet reporting; and the development and management of whole-of-Government fleet policy. During 2011–12 QFleet will:

• spend $163.262 million to procure motor vehicles

• develop and implement QFleet performance reporting for agency chief executive officers to ensure they are kept informed of significant performance indicators in their fleet

• implement phase two of the QFleet ClimateSmart Action Plan 2011–12, to meet the challenging revised target of 30 per cent reduction in carbon emissions by the end of 2012 and 50 per cent by the end of 2017

• use the QFleet Road Safety Manual for the Queensland Government motor vehicle fleet to improve road safety related policy, procedures and performance in government agencies and maximise the overall safety of government motor vehicle drivers.

Polaris Data Centre

Information and communication technologyIn 2011–12 the department, through the Queensland Government’s Toward Q2 through ICT 2009–2014 strategy, will deliver initiatives including:

• establishing an additional multi-agency counter pilot in Maroochydore

• developing a whole-of-Government approach to information security that guides the future management and protection of Queensland Government information, systems and networks, while raising the profile and awareness of information security

• continuing to consolidate the number of government websites and promote 13QGOV as the primary contact phone number for Queenslanders

• developing strategies to ensure that the National Broadband Network brings maximum value to Queensland

• continuing to migrate agencies to a whole-of-Government email, identity management and authentication service

• continuing to transition agency CBD data centres, networks, and infrastructure services to CITEC

• assisting agencies to enhance the ICT skills of their workforce through ICT workforce planning and implementation of the ICT Skills Framework.

CITEC, the primary technology infrastructure provider for the Queensland Government, has a capital expenditure program in 2011–12 of $22.658 million. CITEC’s core business is to deliver consolidated data centre, network and infrastructure services, including solutions integration services for whole-of-Government. CITEC also delivers information brokerage services through the CITEC Confirm service. The Queensland Government Chief Technology Office (QGCTO), established within CITEC, provides leadership, collaboration, management and direction on whole-of-Government information and communication technology issues.

Skilling Queensland apprentices

As one of the largest employers of construction and engineering industry apprentices in Queensland, the Department of Public Works, through its construction arm QBuild, will continue to employ 100 new apprentices each year. This supports the Queensland Government’s TowardQ2: Tomorrow’s Queensland ‘Smart’ initiative by delivering world-class education and training. QBuild employs approximately 320 apprentices at any one time including Indigenous and female apprentices/trainees. A Community Service Obligation of $8.6 million in 2011–12 was allocated in support of this initiative. Since October 1998, a total of 1439 apprentices and trainees have been employed by QBuild in the apprentice program.

Building a better QueenslandA principal role of the Building Services Authority (BSA) is the provision of remedies for defective building work, including a home warranty insurance scheme providing compensation for defective, incomplete or subsidence-affected construction. The Authority delivers information and advice to consumers, builders and contractors through a variety of mechanisms, including publications, education shows and consumer seminars. It currently licences 86,390 contractors including accredited building certifiers. The BSA will continue to build a better Queensland in 2011–12 by:

• introducing technology to allow lodgement of licence renewals online and increase educational material available online

• continuing education seminars for contractors on business management skills and common defects

• continuing to assist with providing advice and technical support in rebuilding Queensland following the floods and Cyclone Yasi.


Recommended
