Recommendations
• Johannesburg has a need in Sparse and Low density areas where coverage is only about 30%.
• By adding 19 additional pay points spatial coverage could be increased from 73% to 90.8%
• Coverage in the worst-off areas will increase from 28% to 55.3%
• Eigth locations with demands exceeding 7000 recipients can be prioritized
• Mobile services could be considered as interim measures

Recommendations
• Sparse and Intermediate density areas are poorly served (Coverage is 35-45%).
• Seven new Homes for the Aged are required
– Lenasia South Ext 7 and Ivory Park require small facilities to accommodate up to 100 residents
– Orange Farm needs a 140 capacity home
– The other four at Lenasia Ext 5, Diepkloof, Soweto/Moletsane and Soweto/Emdeni would require homes with capacities up to 180 residents
• Overall access will increase from 74% to 99%
• To provide these homes will cost R289m.

Recommendations
• Of all the services analysed a need for additional Children’s Homes appears to be most pressing.
• Overall coverage of the demand in Johannesburg is 53%.
• Accessibility and availability are both problematic.
• To reach a 90% target in Johannesburg would require an additional 14 homes at an estimated cost of R382.5m
– Five additional Children’s Homes are required in Soweto
• (Emdeni (2), Moletsane (1), Protea North (1) and Zondi (1)).
– Two are also required in Orange Farm.
– Other areas such as Diepkloof, Ivory Park, Lenasia South Ext 7, Eldorado Park, Meadowlands, Midrand and Cosmo City need one each.
