• DoN Study “Efficiency and Effectiveness of DoN Materiel Establishment” (Booz/Allen/Hamilton) identified target opportunities for savings.

• Senior level DoN IPT established to complete review of services spend across SYSCOM to identify opportunities for strategic contracting.

• International differences may constrain strategic acquisition of foreign requirements

• Equipment installation services are too system specific to be scalable

• Recurring services more scalable than Non-recurring services
