In the next 3 years the focus will be on:

• Priority delivery areas with the biggest effect being on biggest number of people in shortest time.

• Strategic programmes focusing on needs of internal/ external stakeholders & especially transport users & the general public.

• Building capacity to monitor & oversee public entities reporting to Minister.

• Developing regulatory systems & capacity to ensure operators in the transport sector meet safety & security standards

• Establishing a single economic regulator for the transport sector.

• Implement the freight logistics strategy• Integrate road networks through the strategic

framework for roads• Operationalisation of the Road Traffic Management

Challenges are biggest regarding:• Access• Safety• Security• Consumer choice

Commonest challenge to commuters - transport is not accessible to all & safety is a concern

Implement freight logistics strategy:

Benefits = sustained economic growth leading to more employment opportunities & social development funding.

Two national projects being rolled out:

1. Freight databank project collects, collates & consolidates available freight statistics on movement of goods & services in SA

2. National freight info systems project integrates information on movement of goods & services across various systems; and generates customised reports

Objectives:

The regulatory framework will guide decisions and interventions, limit discretion & avoid unilateral regulatory intervention.

Regulators will be equipped with comprehensive & flexible range of instruments.

• Expenditure rising rapidly from R5,7bn in 2002/03 to R15,5bn in 2008/09 at an annual average rate of 18,1%

• Public Transport:– R7, 2bn for Gautrain over the MTEF– R1, 6bn for passenger rail infrastructure over the MTEF.

• Public Transport Infrastructure Fund:– R3,5bn over the MTEF

• National Roads:– Spending on national roads grows by 13, 4% annually from

R1,2bn in 2002/03 to R1,75bn in 2005/06– Additional R1,9bn over the MTEF– Growth increases to 26,1% over the MTEF, reaching R3,5bn in

2008/09

• R94 m (2006/07), R70 m (2007/08) & R75 m (2008/09) allocated for:– developing regional transport infrastructure;– implementing rural transport strategy;– reforming RAF;– transport regulation.
