Broad objectives:

� System connectivity should be sustainable, reliable and affordable.

� Development of sub Transmission-system is to ensure quality of supply, along with bringing down the technical losses to an optimal minimum value .

� By quality power supply mean voltage regulation with in a limit laid by Grid code.

� Optimal use of existing network infrastructures of Transmission Utility (OPTCL) and/ or concerned Distribution licensee.

� Direct connectivity from Grid S/S interface for Concentrated load (Cluster points) & minimum linkage with DISCOMs network except for those isolated points.

� Create common asset with reduced financial liability and would take care technical needs of cluster points.

� Net-work development should be in integrated manner, so as to, conserve ROW & would meet the future loads of the MLIP.

� Phasing of works can be done depending upon the materialization of Projects.

� Compliances with OGC & Distribution (Supply) Code & relevant regulations in force.

�System connectivity for Mega Lift points being at voltage level 33 kV, it is preferred to have direct connectivity from Grid S/S interface (OPTCL System) for concentrated loads (Cluster points).

� For other isolated points, connectivity shall be with DISCOMs networks.

� Development of Sub- Transmission-system (33kV) is to ensure reliability & quality of supply. By quality power supply means, voltage regulation with in a limit as laid by relevant Regulations.

�Provision of D/C 33kV Lines (HPole), should be explored to meet the future needs & reliability consideration, with due regard to economy. At first phase 1st ckt shall be utilized and 2nd ckt shall be taken up in tandem with development of 2nd

Phase Mega LIPs.

�Sub-Transmission system for connectivity (i.e. Line from Grid S/S interface to point of power supply) & sub-system of 6.6 kV including MSDS (33/6.6 kV sub-station) shall be under the scope of the Developer & shall be covered a part of Bid documents.

�Projections for 33kV line up to point of power supply tentatively worked out;

�Based on PFRs & data feed back from Zonal committees.

�Developers need to get themselves satisfied with the above data, by their own arrangements during their proposed field visit.

�DoWR shall provide necessary support to facilitate interactions with concerned Distribution Licensees in the matter.

General Remarks • The data-base relating to system connectivity, as detailed in annexure

“Assessment of Infrastructure” may be up dated.

• System connectivity indicated therein, is suggestive only. One may find

out alternative proposals with remarks, if any, in the matter.

• System connectivity being at voltage level 33 kV , physical connection

needs to be suitably designed either to have at direct interface with

Transmission Utility’s Grid Sub- station or with distribution 33 kV systems

of DISCOM. Service area for each of 33/6.6kV sub-stations is identified by

pooling a set of nearby projects and such sub-distribution station can be

fed by independent 33kV feeder from nearby EHT Grid Sub-stations with

an overall objective of reliability in supply & reducing 33 kV inventory.

Such schemes should be based on Techno-economic study/analysis.

• The projects that are out of above pooled scheme/ common feeding sub-

set may be fed from existing 33 kV infrastructure of distribution licensee,

subject to permissible KVA-KM Loading.


Recommended
