The Green Climate Fund (GCF) is one of the primary funding institutions of the international climate finance architecture under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It was set up by the 194 countries who are parties to the convention and is designed to support significant efforts to address climate change mitigation and adaptation.
The GCF started funding projects and programmes in developing countries around the world in 2015. The GCF is expected to be a significant channel for distributing a significant portion of the 100 billion USD in annual climate finance that developed countries have committed to mobilising by 2020. These funds will flow from a variety of public, private, and innovative sources through many channels.
The overall goal of the Fund, as defined in its governing instrument, is to contribute to the achievement of the ultimate objective of the UNFCCC by promoting the paradigm shift towards low-emission and climate-resilient development pathways. Its climate investments are placed in the context of sustainable development and securing additional economic, social, developmental, and other environmental benefits while taking gender equality and other human rights considerations into account. The GCF aims to achieve this by providing support to developing countries, particularly those most vulnerable to the adverse effects of climate change, to limit or reduce their greenhouse gas emissions, and to adapt to climate change impacts.

The Deputy Director, reporting to the Director of the Division of Mitigation and Adaptation, leads the development of frameworks and processes promoting effective management of resources and integration of best practices into the
Division’s work, providing substantive guidance on strategic, methodological, technical and scientific matters, and coordinating the portfolio of projects from approval to first disbursement.

Purpose• Lead technical and strategic development within the area of mitigation and in
order to strengthen the organization’s delivery of its mission.• Create frameworks that synthesize best practice on mitigation and adaptation.• Lead the division’s work on knowledge management on the Fund’s mitigation
and adaptation activities.
Engagement• Represent the area of mitigation and adaptation to internal and external
stakeholders in order to build GCF’s reputation as a thought leader.• Coordinate engagement with countries and accredited entities to improve
the quality of project proposals, working closely with the Division of Country Programming and the Private Sector Facility.
Delivery• Provide management support to the Director and supervise technical expert
staff of the division.• Guide the sector specialists in structuring, processing, documenting, and
managing public sector projects.• Lead the post approval process of projects up to first disbursement.• Lead the establishment and monitoring of mitigation activity pipeline and
portfolio and support the implementation of the results management framework for mitigation.

The profile of the successful candidate
Requirements
For the Deputy Director, Division of Mitigation and Adaptation - Mitigation Coordinator, we are looking for an experienced senior manager with a background in one of the relevant technical sectors such as water, infrastructure, or agriculture. The person needs to be well-informed about climate issues and able to assist others to interpret their work in an environment/climate context.
We are looking for someone with experience and know-how when it comes to projects and programmes on climate change, both on climate mitigation and adaptation. The person needs to be able to function at a strategic management level, with good delegation skills as well as an eye for detail.
• Experience in specific sectors would be useful - with a focus on public and private sector project development, review, implementation, and execution.
• Experience with a relevant multilateral body on project development and implementation would be a plus.
We seek a strong person, a negotiator who can stand their ground in meetings with senior partners. While task managers and technical specialists are dealing directly with the processes, the Deputy Director needs to be able to resolve important and often complex issues. They need to have the strategic understanding to be able to take executive decisions.
The Deputy Director needs to possess excellent diplomatic skills and is expected to be accountable and responsible without flaws. The workload is very high.
• Master’s degree in engineering, economics, environmental studies, or another relevant field;
• 15 years of relevant professional work experience with evidence of project management experience in relevant sectors and areas where mitigation and adaptation are a priority in developing countries;
• Demonstrated experience with project origination, project financing, structuring, negotiations, and project management. Strong climate finance skills a plus;
• Excellent investment, business development, networking, integration, negotiation, and relationship management skills that enable them to work successfully across industry sectors, regions, external stakeholder groups in developing countries and emerging markets.
• Fluency in English with knowledge of other UN languages an advantage.
*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. Selection among short-listed candidates will also take into account performance at interview, appropriate testing, and references.
