DERT INFORMER We know public safety is measured not simply by the absence of crime, but also by the presence of fairness and justice.Ronald Davis, U.S. Department of Justice In This Issue Dallas Community Court Weekly Event Summary Emails No One Tool School Violence Functional Exer- cise DSDA Constituency and New Member Mixer Training Links—Weather Links— Helpful Hints—Other Resources Outdoor Warning Siren System Dallas ISD Police Department Dallas Independent School District Police Department (DISD PD) employs over 200 people to protect and serve nearly 180,000 students and staff in 228 campuses across the 385.8 square miles of Dallas. In the stu- dent population, DISD PD deals with enroll- ment ages from Kindergarten to 22 which creates unique challenges. DISD PD is a leader in school-based policing. They are aligned with nation-wide best practices de- veloped with Miami-Dade and Los Angeles, as well as within the state with Houston, Austin, and San Antonio. DISD PD switched to intelligence-based policing which not only addresses service calls and targeted incidents, but also monitors an overwhelming amount of social me- dia for threats. DISD PD works with local, state, and Federal partners – like the FBI and ATF – to address the growing occurrences of school violence including active shooter threats. DISD PD works year-round not only on threat assessment, but also for the rise in property crime that occurs during the summer. The department sees a rise in property crimes during the summer months. The Downtown impact of this is increased activity in the West End station. Representatives from the department worked with Parkland, Florida, and in Santa Fe, Texas, after their active shooter incidents to learn from and assist those communities, as well as have a better understanding of how to respond if a similar situation were to happen here. Some takeaways from these events are that police need multiple tools to combat active shooters. Metal detectors in schools are not the catch-all solution, theyre just one available tool in the ongoing efforts of ensuring school safety. To that end, DISD PD is a full-service police department. They have patrol and traffic enforcement units, and resource officers in the middle and high schools. They also have a Criminal Investigative and Crime Analysis Unit; a Crime Scene, Forensics, and Evidence Unit; Narcotics K-9 Unit, and are adding a Bomb Detection K-9 this summer, continuing to work closely with DPD K9 Unit. These resources are elements in DISD PDs mission for safer schools, safer econo- my, safer Dallas”. With schools in Downtown Dallas, DISD PD works with homeless- ness, activity in the West End Station, the former Dallas County Schools Bus System, and a growing student enrollment. DISD police works to build strong working relation- ships with the community, businesses, and law enforcement agencies to challenge the status quo and develop and grow mentoring programs to keep from criminalizing behavior and con- tinue to feed the prison pipeline. School Violence Functional Exercise School violence is a hot issue in the news We have been working with our partners in Dallas schools Dallas Police and Dallas Fire Rescue to conduct functional exercises around school violence scenarios

These exercises are more than discussions These exercises incorporate building blueprints and pieces to represent available resources Facilitators run groups through the scenario place and move resources and add chal-lenges throughout the discussion of tactics

These exercises are designed to develop working relationships between differ-ent agencies and identify strengths and areas for improvement By having these functional exercises we can prepare better devise other trainings and continue to increase our abilities to respond to situations as they arise no matter what the scenario or place

We are working on expanding and evolving these scenarios including devel-oping a way to offer these trainings in other environments To learn more about our training and exercise program contact Tiffany Reid at tiffa-nyreiddallascityhallcom
