Welcome!

More than 3,000 political scientists from some 80 countries

accepted the International Political Science Association’s in-

vitation to gather in Québec’s metropolis to discuss the great

challenges of contemporary governance.

Governance is a crucial issue. In our modern era, society is

evolving at a rapid rate. It is therefore vital that there be con-

stant reflection on what governance must involve, and that

it be redefined at times according to new premises to maxi-

mize its effectiveness and efficiency so that it has credibility

and legitimacy in citizens’ minds. Democracy is based on this

confidence, which is even more essential in a context where

the entire political class is, at all times, subject to scrutiny by

the media and the general public. The themes that you will

be addressing during this congress represent the profound

structural challenges faced by society. I am convinced that

from your exchanges will emerge lines of thought for advanc-

ing knowledge of strategies and models of governance

around the world.

I am honoured that Montréal is hosting the 23rd World Con-

gress of Political Science. The city is recognized as an inter-

national metropolis of knowledge, innovation, and culture, as

well as a political science hub. In Québec, we are proud of

the quality and rigour of our scientists as well as their cali-

bre.

dans la métropole québécoise pour discuter des grands

défis de la gouvernance contemporaine.

La gouvernance est une question cruciale. Dans notre ère

moderne, où la société évolue à un rythme effréné, il im-

porte de constamment réfléchir à ce que doit constituer la

gouvernance, voire la redéfinir sur de nouvelles bases,

pour maximiser son efficacité, pour qu’elle soit crédible et

légitime dans l’esprit des citoyennes et des citoyens. La dé-

mocratie repose sur cette confiance. Celle-ci, elle est d’au-

tant plus essentielle dans un contexte où l’ensemble de la

classe politique est, à tout instant, susceptible d’examen

par les médias et le public. Les thèmes que vous aborderez

au cours de ce congrès constituent des enjeux profonds et

structurels de société. Je suis convaincu que de vos échanges

émergeront des pistes de réflexion pour l’avancement des

connaissances sur les stratégies et les modèles de gouver-

nance à travers le monde.

Je suis honoré de voir Montréal accueillir le 23e Congrès

Welcome to Montréal for this edition of the World Congress

of Political Science. The Government of Québec is proud to

be associated with an event that enables nearly 3,000 people

to converge on Québec and that confirms the strategic na-

ture of the International Political Science Association Secre-

tariat’s presence in our city.

Over the next few days, you will have an opportunity to con-

sider and discuss ways to improve governance, a challenge

that most societies are facing. Québec, which is pleased to

welcome you, is a long-standing democracy that continually

seeks to improve the interaction between public institutions

and the population.

It is in this spirit that the Premier of Québec recently an-

nounced that all laws and regulations as well as practices gov-

erning the disclosure of information and public spending

would undergo a review process. This initiative aims to pro-

vide Québec with the highest standards of transparency and

equip people with useful information for exercising their role

as citizens.

As Minister of International Relations and La Francophonie, I

am pleased to see that Montréal and Québec possess a strong

power of attraction when it comes to holding major interna-

tional events. We are at the peak of the summer season and I

hope you will have a chance to note – and fully enjoy –

Québec’s vast array of festive, cultural and tourist attractions.

dans notre métropole, du secrétariat de l’Association inter-

nationale de science politique.

Au cours des prochains jours, vous serez invités à réfléchir

et à discuter des façons d’améliorer la gouvernance, enjeu

auquel sont confrontées la plupart des sociétés. Ce Québec

qui a le plaisir de vous accueillir est une démocratie de

longue date, qui tente d’améliorer continuellement l’inter-

action entre les institutions publiques et la population.

C’est dans cet esprit que le premier ministre du Québec a

récemment annoncé un processus de révision de l’ensem-

welcome to all those attending the

23rd World Congress of Political

Science and thank you for choosing Montréal as the host city

for your event.

Montréal is renowned in North America and around the

world for its warm hospitality and its many cultural, environ-

mental and tourist attractions. Our metropolis boasts the in-

frastructure and attractions to draw major international

conventions and is hailed by meeting organizers and dele-

gates as a creative city of knowledge.

This five-day convention will be an opportunity to share

expertise with your colleagues, as well as discuss the chal-

lenges of contemporary governance and new ways of doing

things to achieve a more efficient, honest, open and demo-

cratic society. Meeting this challenge is what communities

expect from leaders worldwide.

I would like to join city officials in congratulating the organ-

izers of this event for their hard work and dedication and

wish all of you a productive meeting.

Welcome to the International Political Science Association’s 23rd World Congress in Montreal.The theme of this year’s event is “Challenges ofContemporary Governance.” We live in a time ofgreat challenges, and it is paramount that politicalscientists contribute to debates on issues of gov-ernance. By staging its World Congress, IPSAhopes to foster a global conversation that ad-vances our knowledge of these and other issues.We are pleased to have you among us.

Challenges to governance arise, in many cases,from within. Since the mid-1970s, many countrieshave moved from autocracy to democracy; more

recently, however, this move toward greater democracy has been stalled and in somecases reversed. The financial crisis of 2008 dealt a difficult blow to many countries.For countries in East, Central and Southern Europe, economic and political problemshave gone hand in hand. Political science has helped us understand the forces drivingthe push for more democracy and the institutions that form the bedrock of maturedemocracies. But research on corrosive forces undermining democracy and en-trenching autocracy is equally important.

Democracy has faced strong challenges in some regions. The Arab Spring seemed tosignal a shift toward democracy in a region with a long history of autocratic rule.Steps to achieve democracy have been slow and hesitant, however. In sub-SaharanAfrica, the advent of multi-party elections in many countries was heralded years ago;now the question is whether free and fair elections can bring about greater democ-racy. Democracy came earlier to Latin America, but crime and narcotrafficking remainserious problems. Asia presents a mixed portrait. The China model, for instance, isone of rapid economic growth coupled with strong autocracy. Political science re-search has helped to identify the specificities of individual countries and regions,and comparative research continues to enrich our understanding.

Globalization has also advanced. The 2008 financial crisis showed that we belong toa vast interconnected system. Because of its global scope, climate change cannotbe addressed with few countries acting alone, and in spite of its global threat solu-tions have not been forthcoming. International cooperation is also required to stemthe spread of infectious diseases as well as fight crime and terrorism. Global gover-nance is required, but it will not be easy in a world marked by major cleavages.

Meanwhile, conflicts among countries persist. In Asia, tensions over disputed bordersand islands have taken on renewed significance, and the resulting emphasis on na-tional security has had adverse effects on domestic politics and democracy. Also wor-risome are renewed disputes over the borders between Europe and Russia.

Our world is an unpredictable place. There have since been popular revolts againstdemocratically-elected leaders in Thailand, Turkey, South Africa, Ukraine, andVenezuela. In this global context, a broad-ranging set of theoretical and empiricaltools are necessary. The World Congress is one such tool, as it fulfils IPSA centralgoal to promote political science on a global level. We hope you interact with yourcolleagues from different backgrounds, and we look forward to working together tobetter understand these challenges.

We owe a debt of gratitude to those who made this World Congress possible. ProgramChair Vincent Hoffmann-Martinot and the IPSA program committee did an exemplaryjob of staging this event. Avec sonCongrès mondial, l'AISP cherche à favoriser une conversation globale faisantavancer nos connaissances en science politique et en d’autres domaines. Noussommes ravis de vous compter parmi nous pour cet événement.Les défis de la gouvernance se présentent souvent de l’intérieur. Depuis le milieudes années 1970, plusieurs pays sont passés de l'autocratie à la démocratie. Mais,plus récemment, ce mouvement vers davantage de démocratie s’est arrêté, parfoiss’est même inversé. La crise financière de 2008 a porté un coup dur à plusieurspays. Pour certains pays en Europe de l’Est, d’Europe centrale et d’Europe du Sud,les problèmes économiques et politiques sont allés main dans la main.La science politique a permis de comprendre quelles forces agissent en faveur dela démocratie, et quelles institutions consolident les démocraties matures. Mais ilimporte tout autant de s’interroger sur les forces corrosives sapant la démocratieet qui installent l'autocratie. Dans certaines régions, la démocratie fait face à des défis sérieux. Le printempsarabe a semblé signaler un tournant vers la démocratie dans une région ayantune longue histoire avec le pouvoir autocratique. Toutefois, les étapes en ce sensfurent marquées par la lenteur et l’hésitation. Il y a quelques années, dans denombreux pays d’Afrique sub-saharienne, on annonçait l’avènement d’électionsmultipartites. Maintenant, on se demande si des élections libres et équitables pour-raient apporter une meilleure démocratie. L’Amérique latine est arrivée plus tôtà la démocratie, mais la criminalité et le trafic de stupéfiants constituent toujoursde très graves problèmes. L’Asie offre un portrait mixte. Par exemple, le modèlechinois est celui d'une croissance économique rapide couplée à une autocratieforte.La recherche en science politique a permis d'identifier des spécificités propres àdifférents pays et régions, et la recherche comparative permet d’améliorer notreinterprétation. La mondialisation, aussi, a progressé. Notre appartenance à un vaste réseau interconnecté a été explicitée par la crise financière de 2008 ; le pro-blème du réchauffement climatique, par sa nature planétaire, ne peutraisonnablement être abordé à travers un seul pays, ou même quelques-uns, agis-sant seuls... Malgré les pronostics les plus inquiétants peu de solutions sont pro-posées.La coopération internationale est tout aussi nécessaire pour enrayer la propaga-tion de maladies infectieuses que pour combattre le crime et le terrorisme. Lagouvernance mondiale est nécessaire, elle ne sera pas aisée, particulièrementdans un monde marqué par d’importants clivages.Pendant ce temps, les conflits internationaux persistent. En Asie, la contestationde frontières et de la propriété d’îles revêt une signification nouvelle et l’intensi-fication de la sécurité nationale qui en résulte a eu des effets négatifs sur la poli-tique intérieure et de la démocratie. Le renouveau des conflits quant auxfrontières de l’Europe et de la Russie préoccupe également.Notre monde est imprévisible. En Thaïlande, en Turquie, en Afrique du Sud, enUkraine et au Venezuela, la population se révolte contre des gouvernants démoc-ratiquement élus. Dans ce contexte global, un vaste ensemble d'outils théoriqueset empiriques est nécessaire. Le Congrès mondial représente un tel outil, répon-dant à l’objectif central de l’AISP de promouvoir la science politique à l'échellemondiale. Nous espérons que vous et vos collègues provenant de différents horizons pourrezinteragir et nous sommes impatients de travailler ensemble à mieux comprendreces nombreux défis.Toute notre gratitude va à ceux qui ont rendu possible ce Congrès Mondial. Welcome to the 23rd World Congress ofPolitical Science, which takes place inthe vibrant city of Montreal this year! Iam extremely honoured to coordinatethis scientific event showcasing thebest and brightest minds on the inter-national political science scene.

The IPSA World Congress has been heldon a triennial basis since La Haye in1952. This year’s event in Montrealmarks the start of a new bi-yearly

timetable intended to further consolidate relations between politi-cal scientists from all of the world’s continents and regions. Theglobalization of scientific exchange facilitated by the Internet hasrevolutionized communications between individual and collectiveplayers throughout the world. But it has also sparked a growingneed to meet and hold discussions in the same place on a regularbasis. The increased frequency of World Congress event should goa long way toward fulfilling this need.

The theme of the World Congress – Challenges of ContemporaryGovernance – was broadly conceived and adopted by the ExecutiveCommittee to spark interest among all participants, regardless oftheir area of specialization. The theme was also intended to promotethe sharing of theoretical frameworks and empirical approaches ap-plied to countries north and south, and developed countries anddeveloping countries alike.

As was the case for recent World Congress events, panels will be di-vided into four categories of sessions corresponding, respectively,to general congress sessions, principal themes, research committees,and the local organizing committee.

Throughout the preparations for this World Congress, we took careto uphold the highest level of scientific excellence while guaran-teeing a balanced representation of fields within the discipline andthe different regions of the world, between men and women, andbetween emerging and established political scientists alike. With as-sistance from its generous donors, IPSA’s Global South SolidarityFund provides travel assistance to political scientists in developingcountries.

This first biennial World Congress in Montreal is expected to be agreat success both organizationally and scientifically, thanks to sus-tained efforts by the remarkable team of dedicated individuals onthe local organizing committee and at IPSA’s head offices in Mon-treal. A special word of thanks goes out to World Congress and EventManager Yee Fun Wong, to World Congress coordinators ValérieBeech and Roksolana Bobyk, and to Financing and CommunicationsDirector Sarah Veilleux-Poulin.

If you have any questions, comments or suggestions, please contactme before, during or after the World Congress. Your input and com-ments concerning previous editions of the event were highly ap-preciated, as they helped us to better lay the groundwork for the2014 event in Montreal. Depuis La Haye en 1952, le congrès de l’AISP se tenait sur unebase triennale. Ce congrès de Montréal inaugure heureusementun nouveau rythme d’organisation, tous les deux ans, afin d’in-tensifier les relations et interactions entre les politologuesprovenant de tous les continents et régions du monde. La global-isation des échanges scientifiques facilitée par Internet a sansconteste révolutionné la communication entre les acteurs indi-viduels et collectifs d’un bout à l’autre de la planète. Mais elle aégalement suscité un besoin croissant de se rencontrer et de dia-loguer ensemble dans un même lieu à intervalles réguliers. Cetteplus grande fréquence des congrès mondiaux de science politiquedevrait répondre à cette attente.

Le thème du congrès “Les défis de la gouvernance contemporaine”a été pensé et adopté par le comité exécutif de manière suffisam-ment englobante pour qu’il puisse stimuler l’intérêt de l’ensembledes participants quel que soit leur champ de spécialisation. Il doitpermettre de faire circuler les cadres théoriques et les approchesempiriques applicables tant dans les pays du Nord que dans ceuxdu Sud, aussi bien aux sociétés économiquement développéesqu’aux pays émergents.

A l’image des derniers congrès de l’AISP, les multiples panelsseront organisés en quatre catégories de sessions correspondantrespectivement aux sessions générales du congrès, aux princi-paux thèmes, aux comités de recherche, et au comité local d’organisation.

Tout au long de la préparation de ce congrès, nous avons parti -culièrement veillé à assurer le niveau le plus élevé d’excellence scientifique tout en garantissant une représentation équilibréedes champs de la discipline, des différentes régions du mondegrâce au concours précieux des associations nationales et régionales de science politique, des femmes et des hommes, maisaussi des juniors et des seniors. Le Fonds de solidarité du Sudglobal mis en place par l’AISP avec le concours de ses généreuxdonateurs permet d’apporter une aide à la mobilité aux politistesdes pays en développement.

La réussite attendue, tant scientifique qu’organisationnelle, de cepremier congrès biennal à Montréal est à mettre au compte d’ungroupe remarquable de personnes fortement engagées au sein ducomité local d’organisation ainsi que du siège de l’AISP. Je tiensen particulier à exprimer tous mes remerciements à Yee FunWong, directrice de l’organisation du congrès mondial, à ValérieBeech et à Roksolana Bobyk, coordonnatrices du congrès mon-dial, et à Sarah Veilleux-Poulin, directrice du financement et descommunications.

This year’s event marks the second timethe International Political Science Associa-tion holds its World Congress in Montreal.In August 1973, Sir George Williams Univer-sity – now Concordia University – hostedthe 9th World Congress of Political Science,which drew a turnout of some 1,044 polit-ical scientists. John E. Trent of the Univer-sity of Ottawa, then president of the localorganizing committee, called attention tothe fact that universities from Quebec andCanada collaborated closely on the organi-zation of the event, and he thanked Mon-

treal’s Loyola College for its financial contribution toward the printing ofthe World Congress program. The following year, I began my undergradu-ate studies at the Université de Montréal. In their courses, several of myprofessors, among them local organizing committee member James IanGow, mentioned that meeting the likes of then-IPSA president SteinRokkan, Karl Deutsch, Johan Galtung, Albert Hirschman and many othershad been the high point of the event. The opening session of the 1973World Congress also saw Montreal Mayor Jean Drapeau welcome the par-ticipants.

Some 40 years on, Montreal is set, once again, to host the World Congressof Political Science and inaugurate the event’s new biannual cycle. Thisevent furthers consolidates the close ties between the Ville de Montréaland IPSA, particularly since 2001, when the IPSA Secretariat took up res-idence at Concordia University. From one year to the next, IPSA has en-joyed consistent growth, and this year more than 3,000 political scientistsfrom 80+ countries will present their work and debate the major issuesrelated to contemporary governance. More than ever, citizens are demand-ing that governments enact policies that are better adapted to the chal-lenges of our new century. Political scientists have a great many solutionsto propose, and our hope is that they will have the ear of decision-makers.Over and above our professional activities, IPSA has always sought to bea place where various perspectives can be debated and shared, and whereparticipants can attest to the cultural diversity of our association and ben-efit from a springboard toward further comparative studies.

This World Congress would not be possible without the financial supportof a number of organizations. I would like to thank the Government ofQuebec, and in particular the Ministère des relations internationales,which has always given careful consideration to our requests. We wouldalso like to thank the Social Sciences and Humanities Research Council(SSHRC) and the Fonds de recherche du Québec (FRQ) for their unwa-vering support, and thanks also go out to our colleagues from Quebecand Canada. Thanks to their support, numerous researchers will be ableto present their research findings. L’année suivante, je débutais monbaccalauréat à l’Université de Montréal et plusieurs professeurs, dontJames Ian Gow, membre du comité local, soulignaient dans leursclasses comment les rencontres avec Stein Rokkan, alors président del’AISP, Karl Deutsch, Johan Galtung, Albert Hirschman et bien d’autresavaient été des moments forts de ce congrès. Quarante ans plus tard, Montréal accueille à nouveau le congrès mon-dial de science politique et débute le cycle biennal de nos congrès. Cetévénement ne fait que confirmer le lien étroit de la Ville de Montréalavec l’AISP en particulier depuis 2001, alors que le Secrétariat de l’AISPs’est établi à l’Université Concordia. Années après années, l’AISP n’acessé de croître et aujourd’hui plus de 3000 politologues venant de 80+pays présenteront leurs travaux et débattront des grands enjeux liés àla gouvernance contemporaine. Plus que jamais, les citoyens réclamentdes gouvernements des politiques mieux adaptées aux défis de ce nou-veau siècle; les politologues ont de nombreuses solutions à proposer etil faut souhaiter qu’elles recevront des décideurs une écoute attentive.Mais au-delà de nos activités professionnelles, l’AISP a toujours vouluêtre un lieu d’échange et de partage entre diverses perspectives tout enoffrant aux participants un témoignage de la diversité culturelle denotre association et surtout un tremplin vers davantage d’études comparatives.

Ce congrès mondial n’aurait pu se tenir sans la participation finan-cière de plusieurs organismes. Je tiens particulièrement à remercier legouvernement du Québec, et en particulier le Ministère des relationsinternationales et de la francophonie, qui a toujours eu une oreilleattentive à nos demandes. Nous aimerions également remercier le Con-seil de recherches en sciences humaines (CRSH) ainsi que les Fonds derecherche du Québec (FRQ) qui n’ont cessé de nous appuyer ainsi quenos collègues canadiens et québécois. As president of the local organizingcommittee (LOC), I am very excitedto welcome you to the World Con-gress of Political Science in Mon-treal on behalf of my colleagues onthe LOC as well as the political sci-ence community in Quebec andCanada.

The program and the quality of the panels set up for theevent, notably by program president Vincent Hoffmann-Mar-tinot, speak to the vital role IPSA plays as an instrument fordisseminating political science throughout the world. The im-pressive work carried out by IPSA’s 51 research committeesacross all fields of political science, and the fact that our re-searchers hail from more than 80 countries, make IPSA’sWorld Congress a unique and essential event for the politicalscience community.

As you can well imagine, staging a major event like the WorldCongress of Political Science involves the collaboration of aconsiderable team of organizers and specialists. An evengreater debt of gratitude is owed to my colleagues on theLOC. Thanks to their dedication and collaboration, the LOCwas directly involved in organizing some 50 panels slated forpresentation at the World Congress. I would also like to thankthe Government of Quebec, the Ville de Montréal, the Palaisdes congrès de Montréal as well as Tourisme Montréal forsupporting the organization of this event.

Notre missionL’AISP a été fondée à Paris en 1949 sous l’égide de l’Organ-isation des Nations Unies pour l’éducation, la science et la culture (UNESCO) pour promouvoir l'avancement de la science politique et supporter la collaboration parmi lespolitistes à travers le monde. Canada

Canada is a diverse North American country made out of 10provinces and 3 territories. Located in the northern part ofthe continent, it extends from the Atlantic to the Pacific, andis the second largest country in the world. It shares theworld’s biggest border with the United States, totalling 8,900kilometers (which includes both land and shared water-ways), as well as two maritime boundaries with the au-tonomous Danish territory of Greenland and theautonomous French overseas islands of Saint Pierre andMiquelon. Canada is a federal state governed as a parliamen-tary democracy and a constitutional monarchy, with QueenElizabeth II acting as head of state. Canada has a populationof 35 million and two official languages, English and French.

Montréal

With a population of about 1.7 million (or over 3.8 million ifyou include the greater metropolitan area), Montréal is thelargest city in the province of Québec and the second mostpopulated city in Canada. With its French roots, British her-itage and North American upbringing, Montréal offers OldWorld flair mixed with New World energy, 17th-century colo-nial architecture sharing the same skyline with sleek high-rises, plus an eclectic blend of cultural influences from allover the world. From historic Old Montréal to the trendyPlateau to family-friendly HoMa, charming Little Italy and asafe, always happening downtown core, there’s lots to ex-plore and lots of ways to get up close and personal with thelocals, all within safe walking distance.

Canadian Currency

Canadian currency is the Canadian dollar, which is dividedinto 100 cents. There are 5, 10, 20, 50 and 100 dollar bills and1 and 2 dollar coins. Smaller coins are 5, 10, and 25 centpieces. Banking and credit cards are also welcome almosteverywhere. Cash in foreign currency is not generally ac-cepted.

Internet

Most hotels offer access to Wi-Fi in their rooms or throughtheir Business Centers. Certain areas of the city, like the OldPort offer free Wi-Fi access. While you are on the Promenade(see map of coverage area), simply tell your device to connectto the network called "Vieux-Port de Montréal". Next, openyour Web browser. A connection page will open. Click "Con-nect" and you’re done! You will now be able to surf the Web.

Île Sans Fil, a non-profit organization, provides free internetaccess in more than 250 public places in the city of Montréal.To view a complete list of libraries, bistros, cafés, parks andother places serviced by Île Sans Fil, please visithttp://www.ilesansfil.org/welcome/

Most coffee shops and restaurants offer their patrons free in-ternet access. Montréal is also well-provided for with internetcafés and there are several throughout the city.

International and National Phone Calls

The country code of Canada is +1 and the local area code forMontréal is 514. To call Montréal from abroad, dial: 00 1 514followed by the local number. International phone cards withcheap rates can be found at a variety of corner stores in Mon-tréal. Pay phones accept phone cards, credit cards andchange.

Driving

Québec uses the metric system, so speeds are indicated inkilometres (100 km/h = 62 mph) and gas is sold in litres (33/4 litres = 1 US gallon). Rights on reds are strictly prohibitedon the island of Montréal. Use a hand-held cell phone thatdoes not have a hands-free function is prohibited while driv-ing. Parking in the city centre is not difficult; there are manyof paid parking lots and meter parking. Some parking metershave been replaced by automatic pay stations. Numberedblue and white signs indicate where these parking spaces areavailable.

Taxes & Tips

The purpose of the Karl Deutsch Award is to honour a prominent scholar engaged in the cross-disciplinary research of whichKarl Deutsch was a master. The recipient presents the Karl Deutsch lecture or leads a special session at the IPSA World Congressof Political Science. The award is made on the recommendation of the Committee on Awards. It is supported by the Karl Deutschfund.

Karl Wolfgang Deutsch (1912-1992)

Born in Prague, Karl Deutsch immigrated to the US in the late '30s. He taught at MIT, Yale, and Harvard. He assumed the role ofPresident of IPSA from 1976-79. He was also President of the American Political Science Association and director of the Inter-national Institute of Comparative Social Research at the Science Center in Berlin. He passed away in November 1992.

Pippa Norris is a comparative political scientist. She serves as the McGuire Lecturer in Comparative Pol-itics at Harvard’s John F. Kennedy School of Government, Laureate Research Fellow and Professor of Gov-ernment and International Relations at the University of Sydney, and Director of the Electoral Integrityproject. Her research compares elections and public opinion, democratic institutions and cultures, genderpolitics, and political communications in countries worldwide. A well-known public speaker and prolificauthor, she has also directed Democratic Governance at the UNDP in New York and served as an expertconsultant for many other international organizations, including the OSCE, World Bank, UNESCO, NDI,and UN Women. She has published more than forty books including, in 2014, Why Electoral IntegrityMatters (NY: Cambridge University Press), Advancing Electoral Integrity, edited with Richard W. Frank

and Ferran Martinez I Coma (NY: Oxford University Press) and Comparing Democracies, edited with Lawrence LeDuc andRichard Niemi (4th edition, Sage Publications, UK). Juan Linz Prize / Prix Juan Linz

The purpose of the Juan Linz Prize is to honour a prominent scholar engaged in the Decentralization, Multinational and Multi-ethnic Integration and Federalism Comparative Research of which Juan Linz was a master. The recipient presents the Juan Linzlecture or leads a special session at the IPSA World Congress of Political Science. The award is made on the recommendation ofthe Committee on Awards. It is supported by the Juan Linz fund.

Juan Linz fund was created and sponsored by the EUSKOBAROMETRO observatory of the University of the Basque Country, isopen to new other institutional participants and managed by the Spanish Political and Administrative Science Association.

L'objectif du Prix Juan Linz est d'honorer un éminent chercheur engagé dans la décentralisation, l'intégration multina-tionale et multiethnique et la recherche comparative sur le fédéralisme, domaine d'expertise de Juan Linz. Stein Rokkan Award / Bourse Stein Rokkan

The Stein Rokkan Award is one of the IPSA travel grants that the association began offering its membersin the early 1990s. The purpose of the Stein Rokkan fellowships is to assist a small number of graduatestudents to attend the world congress by covering their basic travel and accommodation costs. The re-cipients receive financial assistance towards travel and subsistence. The awards are made on the recom-mendation of the Committee on Awards, and they are supported by the Stein Rokkan fund.

La bourse Stein Rokkan constitue l’une des subventions de voyage que l’AISP a commencé à offrir àses membres au début des années 90. Stein Rokkan (1921-1979)

A promoter of social and political science, Stein Rokkan contributed greatly to the field of comparative politics, notably duringhis teaching years at Bergen University. He assumed the role of President of IPSA from 1970-73. He was also Vice-President ofthe International Sociological Association, Chairman of the European Consortium for Political Research (which he helpedfound), and President of the International Social Science Council.

Promoteur des sciences politiques et sociales, Stein Rokkan a grandement contribué au domaine de la politique comparée,notamment pendant qu’il enseignait à Bergen University. Secrétaire général de l’AISP de 1988 à 1994, il a tourà tour occupé le poste de secrétaire du Réseau de chercheurs sur l’étude comparative du gouverne-ment et de la politique locale (RC-05) de 1976 à 1979, membre du Comité exécutif de l’AISP de 1979à 1985, et directeur du programme du 13e Congrès mondial de science politique de l’AISP (Paris1985). Il a aussi été secrétaire de l’Association norvégienne de science politique et professeur à l’U-niversité d’Oslo. Il est décédé en mars 1998.

Wilma Rule Award / Prix Wilma Rule

This award was instituted by the Executive Committee on the recommendation of the Committee on Par-ticipation and the Committee on Awards. It was designed to encourage research in the area of gender andpolitics and was launched at the congress in Québec City in 2000. It is given to the best paper on genderand politics. The IPSA Awards Committee has recommended naming the award in tribute to the work ofWilma Rule.

Institué par le Comité exécutif sur la recommandation du Comité de participation et du Comité des prix et bourses, ceprix a été conçu pour favoriser la recherche dans le domaine de l’identité sexuelle et la politique. Lancé au congrès de

Québec en 2000, il récompense le meilleur article traitant de l’identité sexuelle et la politique. LeComité des prix et bourses de l’AISP a recommandé de nommer ce prix en hommage aux travauxde Wilma Rule.

Wilma Rule (1925-2004)

Wilma Rule received a B.A. in Political Science and in Journalism in 1949 and an M.A. in Political Sciencein 1950 from the University of California at Berkeley. Her Ph.D. was granted by the University of Hawaiiin 1968. She was awarded a postdoctoral fellowship for the Inter-University Consortium for Political andSocial Research at the University of Michigan and did additional postdoctoral work in organizational be-havior at Northwestern University. She was an assistant professor at Northern Illinois University from

1969 to 1975. She served as long-time Secretary-Treasurer of the Representation and Electoral Systems Section of the AmericanPolitical Science Association.

Her study of gender and politics led to a lifetime of research on electoral systems and how they facilitated or hindered the elec-tion of women and underrepresented minorities to public office. Wilma Rule was a leading writer and political science re-searcher whose work resulted in a number of articles and books that challenge conventional notions about the reasons for thelack of political representation by women in the US.

Titulaire d’un B.A. en science politique et journalisme (1949) et d’une M.A. en science politique (1950) de l’Université deCalifornie à Berkeley, Wilma Rule obtient son PhD de l’Université d’Hawaï en 1968. Elle bénéficie d’une bourse postdoctoralede l’Inter-University Consortium for Political and Social Research de l’Université du Michigan. Elle poursuit d’autresrecherches postdoctorales en comportement organisationnel à la Northwestern University. Professeure adjointe à la North-ern Illinois University de 1969 à 1975, elle a longtemps été secrétaire-trésorière de la section Représentation et Systèmesélectoraux de l’American Political Science Association.

Son étude de l’identité sexuelle et la politique l’a menée à consacrer sa vie aux systèmes électoraux et à examiner en quoiils facilitent ou entravent l’élection des femmes et des minorités sous-représentées dans la fonction publique. Wilma Ruleétait une brillante auteure et chercheuse politique dont les travaux ont donné lieu à de nombreux articles et ouvrages quiont bouleversé les notions conventionnelles justifiant le manque de femmes dans la politique américaine.

Dr Sunil Kumar is a young political scientist from India. He is currently working as an Associate Professor in Political ScienceDepartment of Shyam Lal College [Evening], University of Delhi, India.

Dr Sunil has an outstanding academic record and research publications. A gold medallist of University of Delhi [1990], a JuniorResearch Fellow with University Grants Commission [1991], a post-doctoral fellow from Tel Aviv University, Israel [2002-03],and a Commonwealth Fellow at the University of Oxford, UK [2010-11] Sunil has written extensively on contemporary issueslike communalism, secularism, party systems, democracy, governance, human rights, Diaspora and corruption which have notonly been figured in various refereed national and international journals but have also been published as peer-reviewed books.

Some of his key publications include Communalism and Secularism in Indian Politics: Study of BJP, Rawat Publications, Delhiand Jaipur, 2001; Human Rights in Changing Times, [edited with Gyan P Agarwal and Reenu Gupta], Cambridge Scholars Pub-lishing, England, 2013; and Combating Corruption: The Indian Case [co-authored with Professor Yogesh Atal] Orient Blackswan,Hyderabad, 2014.

As an expert/examiner/editor, he has been associated with various premier institutions like Commission for Scientific and Tech-nical Terminology, Indian Council of Social Science Research, Indian Institute of Public Administration, Annamalai University, Vi-mala International Research Journal for Humanities and Social Sciences besides University of Delhi.

Meisel Laponce Award / Prix Meisel Laponce

The Meisel-Laponce Award was created by the International Political Science Review (IPSR) to honor John Meisel and JeanLaponce, the first two editors of IPSR.

The prize is awarded at every second World Congress of Political Science to the best article published in IPSR in the previousfour years. The first award was given at the IPSA World Congress in Madrid in July 2012.

The next award will be granted at the 2016 World Congress in Istanbul.

Le prix Meisel-Laponce a été créé par la Revue internationale de science politique (RISP) pour honorer John Meisel et JeanLaponce, les deux premiers rédacteurs en chef de la RISP.

John Meisel

Of Czech origin, John Meisel is the Sir Edward Peacock Professor of Political Science Emeritus at Queen’s University. He is aCompanion of the Order of Canada, a former President of the Royal Society of Canada and a one-time Chair of the CanadianRadio and Telecommunication Commission of Canada. Except for Visiting Professorships at Yale and in the UK, he spent hiswhole academic life at Queen’s where he pioneered studies of elections and political parties, the role of government in thearts, the politics of regulation and challenges to national cohesion. He was the founding editor of The Canadian Journal ofPolitical Science and of The International Political Science Review. Teaching, research, writing and nature have been his passionsand he finds it hard not to get involved in issues affecting the common weal. He can be reached at meiselj@queensu.ca.

Jean Laponce

Born in Decize sur Loire, Jean Laponce studied at the Institut d’Études Politiques de Paris and at the University of California,Los Angeles. He taught at the University of British Columbia where he is now an Emeritus Professor. He also taught at Universityof Ottawa and at the University Aiki Shukutoku in Nagoya. Member of the IPSA Executive Committee from 1966 to 1972, hewas President from 1973 to 1976. He joined John Meisel to co-edit the journal IPSR in 1985. He is the author of The Protectionof Minorities, 1961; The Government of France under the Fifth Republic, 1962, People vs Politics, 1970; Left and Right, 1981;Languages and Their Territories, 1984; Loi de Babel et autres régularités des rapports entre langue et politique, 2006; Le Référen-dum de Souveraineté, 2010. He established, with Jean Gottmann, the IPSA Research Committee 15 - Political and Cultural Ge-ography. He also created the IPSA Research Committee 50 - Language and Politics.

RC01 Award for Concept Analysis in Political Science / Le prix du RC01 pour l’analyse de concepts en science politique

The award is given every three years at the World Congress of the International Political Science Association (IPSA). It is co-sponsored by C&M and the Centro de Investigación y Docencia Económicas (CIDE) in Mexico City.

At the 2012 IPSA World Congress in Madrid, the IV C&M Award will be given to a published scholarly work between 1 January2009 and 31 December 2011. Any category of formal publication may be submitted, whether book, book chapter, or journal ar-ticle. Only English language publications are considered.

The notion of “concept analysis” is to be understood broadly. It is intended to cover concept analysis, concept formation, andconceptual innovation as well as the fields of operationalization, measurement, and data collection.

Décerné conjointement par C&M et le Centro de Investigación y Docencia Económicas (CIDE) de Mexico, le prix pour l’analyse de concepts en science politique est offert tous les trois ans au cours du Congrès mondial de l’Association inter-nationale de science politique (AISP).

Au Congrès mondial 2012 de l’AISP de Madrid, le quatrième prix C&M sera attribué à un travail scientifique publié entrele 1er janvier 2009 et le 31 décembre 2011. "Causal Explanation and Multi-Method Research in the Social Sciences" (Political Methods 26, February 2010).

After a long and often fiercely fought debate over the respective values of quantitative and qualitative methods in the social sci-ences, multi-method research (MMR) is emerging as a new methodological paradigm. The debate on MMR meets with the on-going discussion about standards of good causal inference and explanation. It is now widely acknowledged in the philosophyof science and social sciences that one should strive for causal explanations that include propositions of both causal effectsand causal processes. Our paper provides a systematic discussion of the potential of MMR to assess and produce robust causalexplanations, which is an issue that has received surprising little attention so far. We argue that the salient dimension to be ad-dressed in light of the plea for causal explanations and MMR concerns the distinction between deterministic and probabilisticcausality. In the first part of the paper, we detail the implications of determinism and probabilism for the formulation of causalexplanations and cross-case and within-case propositions in particular. Based on this framework, we evaluate the potential ofMMR to develop and test causal explanations in the second part. We conclude from this discussion that the causal inferencesgenerated through MMR are considerably less certain than the current state of the debate about MMR suggests.

Every year, IPSA’s Research Committee 27 - Structure and Organization of Government (SOG), sponsor of the journal Gover-nance, awards the Levine Prize. The Prize is awarded to a book that makes a contribution of considerable theoretical or practicalsignificance in the field of public policy and administration, takes an explicitly comparative perspective, and is written in anaccessible style. It is named in honor of Charles H. Levine, who was an accomplished member of the Research Committee andserved on the editorial board of Governance. The prize is awarded on the recommendation of a distinguished committee.

This special colloquium is organized by Laurence Bherer (Université de Montréal), Mario Gauthier (Université du Québec enOutaouais), Magali Nonjon (Université d’Avignon), Alice Mazeaud (Université de La Rochelle) and Louis Simard (Université d’Ot-tawa), in collaboration with the Institut du Nouveau Monde (INM). INM is a Montréal-based organization whose mission is topromote and support citizen participation in democratic life and the renewal of ideas. Since 2003, this organization has beenworking to inform citizens about key issues, to facilitate ongoing debate on these issues, and to promote the value of the ideasand projects arising from this debate in public opinion and in the eyes of decision makers.

Ce colloque est organisé par Laurence Bherer (Université de Montréal), Mario Gauthier (Université du Québec enOutaouais), Magali Nonjon (Université d’Avignon), Alice Mazeaud (Université de La Rochelle) et Louis Simard (Universitéd’Ottawa), en collaboration avec l’Institut du Nouveau Monde (INM).
