Dear Diamantina Shire Residents

It was sad to hear of the cancellation of our Simpson Desert Racing Carnival of Betoota, Birdsville and Bedourie, but it would have been very difficult for the committees to come to a decision. The way the COVID epidemic is spreading, the decision has proven to be the right one. Let’s hope things are better next year.

On Friday 20th August Greg Donovan, the organiser of the Big Red Bash, put out a media release advising the Australian public to use his words “no jab no jive”, meaning that everyone booking for the Bash has to be vaccinated. I believe it is a very good idea. It will put patrons and locals at ease - even though it’s proven people who have been vaccinated can still get the virus it is of a lesser strength.

I had a Policy executive meeting on 13th August which was supposed to be face to face but Brisbane went into lockdown. Thanks to Zoom, the show goes on.

We had a council meeting on the 16th August and minutes will be out soon. RAPAD meetings are in Longreach on 24th & 25th August.

COUNCILLORS EXTERNAL AUDITORS ARE AT COUNCIL AT THE MOMENT, PRIMARILY CHECKING THE ACCURACY OF THE PROPOSED FINANCIAL STATEMENTS FOR THE YEAR ENDING 30 JUNE 2021 AND THE REVALUATION OF ASSETS WHICH HAS OCCURRED DURING THE YEAR.

I want to recognise the generosity of Barry and Narelle Gaffney. They have donated two items to Council for ongoing display. The first is an old jeep which was previous used by the Birdsville Police many decades ago. Council will determine an appropriate location for it within the Birdsville Courthouse site. The second is a steel frame wagon which was used by the Birdsville Hotel when his family operated it to cart water from a soak in the lagoon to the Hotel. Barry wished it to be located to the Wirrarri Centre. Thank-you for your generosity to the Birdsville community. I hope you both enjoy your retirement to Roma.

Council has engaged Outback Futures to deliver their Head Yakka program within the shire utilising funds from the Queensland governments Mental Health and Wellbeing Package. This is a successful program delivered within Barcaldine Shire particularly and will be complimentary to other mental health initiative currently available. The Team is planning its first trip out in late October/early November to meet residents, businesses and service providers. Please make them welcome and engage with them where you can.

Rates notices for the 2021/22 financial year were sent out on 13 September via your preferred method of delivery, email or mail. To receive the 15% discount on general rates, you will need to have paid them within 60 days. If you are a ratepayer and don’t receive your rates notice within the next two weeks, give Amanda Schnitzerling a call at the office.

The following is an update on projects in progress:

The end is in sight. We’ve had a few issues to contend with along the way. The biggest was the fact that nobody knew exactly what was what and where it was under the ground surrounding the old bore head. It’s hard to have a plan when you have no idea what you’re working with or what you’re going to end up with. Pretty much what we found underground was going to dictate not only the layout bore manifold itself but also how we were going to tie it in to the town reticulation system on the other side of the road.

Then came the realisation that if we were to remove the now redundant pressure reduction/baffle on the other side of the road we would have to turn the water off to the whole town for a considerable length of time because this is the entry point into the town mains.

Thinking that the population of Bedourie would be unimpressed doing without water for a day or more we needed to come up with a way of pressurizing the mains that also allowed us to isolate that part of the system we needed to remove.

The answer was to revisit some work we had done two years ago in Wodonga Street when we had needed to isolate the cooling ponds and had put a bypass in the ground. This loop was still in place and just happened to be close by the water main running up Wodonga Street and so we were able to tap into the line running from the cooling pond and feed it directly in. Effectively, the town has been running on a temporary connection for the last week whilst we have been dismantling all the old pipework in Nappa Street.

Stabilisation of base gravel and placement of 7mm seal has been completed from chainage 72950 to 78000. The crew is currently working on stabilisation of subgrade chainage 78000 to 82000 with soil testing to commence approximately 10/09/2021.

Patrol Crew have completed heavy formation grading on the Birdsville/Windorah road 80A. This crew has moved to the Windorah/Bedourie 93C at Monkira Channels, they will start heavy formation grading to the Shire Boundary. This crew will then start a 10km gravel resheet on this road at various chainages.

On the 24th of August the final coat of 14mm seal was completed on Yaamba Flats.

This crew has completed reseal preparation on the Birdsville / Windorah road 80A and Bedourie / Birdsville road 81A. Works have completed concrete margins on the Sunshine Flats Floodway between chainage 72950 and 78000, this crew will undertake the coming Culvert works in conjunction with Sutton Concreting at Carcoory crossing.

This crew have completed heavy formation grading on the Bedourie / Windorah road 93C RMPC works. This crew has move on to flood damage on the Davenport-Palparara Road.

RATES NOTICESCouncil Rates Notices were issued on 13 September 2021. The notices are for the full year from 1 July 2021 to 30 June 2022. Ratepayers who have elected to receive their notice by email should have received the email on 13 September. Ratepayers that receive their notice by mail should receive it in the next week or so. If you do not receive your rates notice please contact Amanda on 07 4746 1602 or by email [email protected]. To receive the discount of 15% please pay by the due date of 12 November 2021.

In accordance with Council’s budget:

• all service charges have been increased by 3%.

• all general rates have been increased by 3% except for the Rural category.

• capping of 15% has been introduced for rural properties. This means that the general rates increase from last year to this year for rural properties will be limited to 15%. This has been introduced due to the significant rise in rural property valuations by the Department of Resources.

With things getting quieter than usual early this year, I have been able to focus on some projects that I have neglected. One of them is the redevelopment of the regional website www.thediamantina.com

Our current regional website has served us well, but it’s time for it to be updated, and the functionality to change. The redevelopment is planned to be completed by March 2022, and one of the major changes taking place is the website taking its information feed from the Australian Tourism Data Warehouse (ATDW).

ATDW is a national repository of tourism information for all destinations, and any local event, tour, town, park, camping area, food and beverage, accommodation, touring route and other tourism products and businesses that list themselves with ATDW are then listed on Australia.com, Queensland.com, outbackqueensland.com.au and soon our website. This means the business only has to fill in their details once to appear on all of these websites, making it less work for the operator. It also means the information on the websites is up to date, as once the operator updates their ATDW record, every 48 hours all websites that use ATDW as an information source are refreshed.

It can’t be stressed enough how important ATDW is. From a tourism perspective, if a product/attraction/destination/event isn’t listed on ATDW, that product won’t be promoted by any of the major tourism marketing organisations. Tourism Australia, Tourism and Events Queensland and Outback Queensland Tourism Association (OQTA) all only promote products that are listed on ATDW. So if you don’t have an ATDW record for your tourism, hospitality, accommodation, tour, retail or similar business yet, it’s time to get one.

The good thing is, it’s easy! And at the moment, it’s FREE too!Usually ATDW costs $150 per year for members of Destination Management Organisations (like OQTA), or $200 For non-members. It was free for not for profit groups (such as local clubs running not for profit events). But at the moment, because of the impact of COVID on the tourism industry, ATDW is free for all Queensland businesses and tourism related products and events.

If you don’t have an ATDW record yet, and you are a business owner/manager operating in the event, retail, tourism, hospitality or similar space, please get online and get involved! Go to https://teq.queensland.com/Industry-Resources/Marketing/ATDW to get started.

The 2021 Census is now winding up and has been a great success thanks to the cooperation of you all.

It has been my privilege to lead the Census Team for Boulia and Diamantina Shires. Many thanks to the Team members for their hard work:

In the 3 months it has taken to complete the Census process we have travelled over 14,000 kms, visited every house and station in the two Shires, and met many residents of the towns. David and I now consider we are members of the ‘Outback Club’ !!

We sincerely hope that analysis of the Census data leads to improved services and infrastructure for your Shires.

COUNCIL’S CHRISTMAS AND NEW YEARS ACCOMMODATION OPERATIONSIn the past, Council has closed its accommodation over the Christmas/New Years period. This year, Council is adapting to the small increases in summer visitation we have seen in the past few years. New services will be in place to cater for guests.

Bedourie Tourist ParkThe Bedourie Tourist Park will be closed Monday 1 November 2021 to Monday 28 February 2022 inclusive. Any people wanting to stay in a powered or unpowered site in Bedourie during that time is to be directed to the Simpson Desert Oasis Caravan Park. For roofed accommodation, both the Bedourie Hotel and Simpson Desert Oasis can be contacted as per usual.

Birdsville Tourist ParkBirdsville Tourist Park will be open throughout the summer, except for roofed accommodation Friday 24 December 2021 to Monday 3 January 2022 inclusive. During that time, powered and unpowered sites will be available via online booking, and for those arriving in town without a booking, a phone number will be available for service if required. Thanks go to the Town Services crew who will provide this service during that time. Anyone requiring roofed accommodation during the close down period can be directed to the Birdsville Hotel. Our call centre will continue to operate 24/7 throughout the whole summer.

Birdsville LodgeBirdsville Lodge will be closed Wednesday 1 December 2021 to Monday 31 January 2022 inclusive, except for large groups and contractors/works crews. Anyone requiring roofed accommodation during this period can be directed to the Birdsville Tourist Park and Birdsville Hotel. Our call centre will continue to operate 24/7 throughout the whole summer.

DIESEL MECHANIC Applications are invited from experienced Diesel Mechanic to provide an effective and efficient mechanical service involving the repair, servicing and maintenance of Council’s plant, equipment and vehicle fleet. Plant includes Heavy Commercials, Earthmoving, Agricultural Type equipment, light fleet and ancillary items.

We require you to have…• Trade Qualified Diesel Mechanic Certificate.• To hold current HR drivers licence or able to obtain.• A minimum of 3 years’ trade experience.• Be physically fit for hot/dry conditions.• To hold Working Safely in the Construction Industry

CPCCOH1001A (white card).• Experience with CAT equipment preferred.

This position is based in Bedourie which is a small but vital town with fantastic modern facilities including 24/7 health services, schools, sporting facilities and twice weekly flights to/from Brisbane/Mt Isa.

A competitive remuneration package is offered ($95,548 to $118,231 depending on allowances and overtime), including above award wages and 6 weeks’ annual leave. A comfortable home is available in Bedourie at subsidised rent.

Experienced applicants who are self-starters, team players and enjoy adventure are encouraged to apply.

ROAD CONSTRUCTION FOREMANWe are seeking a new Road Construction Foreman to join our busy team. As a Road Construction Foreman, you will be responsible to the construction and maintenance of roads. You will need the ability to analyse and diagnose road maintenance issues in an efficient and timely manner and interpret engineering and road plans whilst leading a team.

The position will be based in either Bedourie or Birdsville which are small but vital towns with fantastic modern facilities including 24/7 health service, school, sporting facilities and twice weekly flights to/from Brisbane/Mt Isa. A comfortable home will be available at subsidised rental.

This is a fulltime permanent position with a competitive remuneration package ($76,808 to $117,977 depending on your experience, allowances and overtime), and restricted private use of a Council vehicle. Council also provides 6 weeks’ annual leave with 17.5% leave loading and 9.5% superannuation.

The hours of work will be the same as the works crews, currently operating on a 10/4 roster during which a reasonable amount of overtime is worked whilst they reside in their modern mobile camp accommodation.

PLANT OPERATOR (GRADER FINAL TRIM)Applications are invited from experienced Grader final trim drivers to join our busy Works team. We are looking for an experienced hands-on applicant with excellent driving skills and a positive attitude. If you have the ability to final trim all types of road construction including DTMR projects, carry out basic operating checks and daily maintenance this could be the opportunity to bring your skills to a dynamic shire and community.
