Statement of Capacity For Essential Skills Online Learning
• With the current model of support, Design Your Change Consulting Inc. has the capacity to work with up to 30 - 35 referrals per month.
• In our experience average participant self study hours range from 40 to 60 hours to complete their learning plan. Given this calculation, ES Facilitator support hours would range from 10 to 15 hours per participant.
• Should it be required, Design Your Change Consulting Inc. has the capacity to hire additional sub contractors to meet the needs of the program and participants.

Essential Skills Pilot Program for Immigrants Overview
• In March 2011, Design Your Change Consulting was sub contracted by The Skilled Trades Employment Program (STEP) to facilitate a pilot project; Essential Skills Program for Immigrants (ESP). The pilot project was implemented to gather data on the following questions:
– Does the Essential Skills upgrading support their participants in obtaining their goals (i.e. pass exams)?
– Will their participants engage in the process?– Can this support be provided online as well as in person?
• The Essential Skills component was a service the ITA (Industry Training Authority) had available for tradespeople. STEP was interested to participate in the Essential Skills with their participants
• The program was a pilot with 30 participants, all of whom were immigrants. English as a Second Language activities were provided to upgrade English skills as needed.
Pilot Participant Overview
• Of the 34 individuals referred, 30 were accepted into the ESP.
• Participants were from the Interior of BC. and:– Were challenging the Red Seal – Had failed the IP exam and wanted to challenge again – Doing an apprenticeship but needed some essential skills upgrading in order to pass
the apprenticeship exams
• Participant Computer Requirements: – Basic Computer Skills – Modern Windows computer with high speed internet access – Windows XP, Vista or Windows 7 – Internet Explorer/Google Chrome

ITA Assessment Completions
• 30 participants completed the ITA Assessments for their designated trade.
• 100% completion of assessments
• 30 learning plans were developed from the Assessments and meetings with participants
• 100% completion for development and implementation of individualized learning plans
Completion Essential Skills Pilot
14 participants completed their learning plans. The completion rate is another measurement of this project but given the nature of the way participants are engaged with the ITA Essential
Skills program even those who did not complete the training were motivated to
continue to engage with the ITA.
47% completion of learning plans. For those who completed the average
length of time in the program after the ITA ES Assessment was 4.8 months. The shortest time to
complete was 12.8 months and the longest was 8.5 months.
Red Seal Certification
7 participants passed their Red Seal Exam after
completion of Essential Skills
23% obtained their Red Seal Certification
Participants Still Engaged in the ITA Process
23 participants continue to be engaged in the ITA
process with STEP
77% are still involved in process to obtain certification for
their trade!

• The pilot program demonstrated Essential Skills (Reading, Document Use and Numeracy) is deliverable online -- SUCCESSFULLY.
• The key to success is the support. Support is tailored to each individual’s learning needs.
• Support is flexible, adaptable and unique.
Final Comments
• To date, Design Your Change has supported approx. 100 individuals in the trades; men and women to upgrade their Essential Skills online.
• Minimal overhead costs due to virtual learning environment.

• Have the capability, capacity and flexibility to: – Work online and in a class environment (if required), – Work with tradespeople anywhere in BC or any
other province or state.
