Appendix 4 – Flood Resilient Construction
Water Entry Strategy
The following recommendations are based on the Department for Communities and Local Government
document ‘Improving the Flood Performance of New Buildings’. The development will not be subject to
flooding however that the existing building and proposed extension will have less than the recommended
600mm freeboard over flood levels and has therefore been assessed for flood resilient construction.
Considering the proposed floor level of 61.43m against the maximum flood level of 62.91m indicates that a
water entry strategy is appropriate.
Foundations (Relating to new foundations only)
Durable materials should be utilized that will not be affected by water and construction methods and materials
should be used that promote easy draining and drying.
The traditional concrete trench fill foundations proposed are not porous and are considered appropriate as they
will not create a path for flood waters to infiltrate the cavity walls.
Floors (Relating to new floors only)
The following will need to be considered in the design of the proposed ground floor:
A ground supported floor is proposed and is the preferred option from a flood resilience perspective.
Considering the small size of the floor and low level of the anticipated design flood (150mm below finished
floor level) the floor slab is not considered to be at risk of cracking from uplift pressure.
Hardcore and blinding: good compaction should be achieved to reduce the risk of settlement and possible
cracking as a result.
Damp Proof Membranes will be included in the design to minimise the passage of water through ground
floors. The impermeable polythene membrane will be at least 1200 gauge to minimise ripping. To join
membrane sections overlaps of 300mm or taping with mastic tape with an overlap of 50mm minimum should
be used. Care should be taken not to stretch the membrane in order to retain a waterproof layer.
Floor insulation should be of the closed-cell type to reduce the impact of flood water.
Concrete screeds above polystyrene or polyurethane insulation should be avoided as they hinder drying of the
insulation material due to their impermeabilty.
Suitable materials for skirting boards below the predicted 100 year plus climate change flood level include
ceramic tiles and PVC.
Under floor services using ferrous materials are to be avoided.
Walls (Relating to new walls only)
The following will need to be considered in the design of the building walls:
Use good quality facing bricks for the external face of cavity walls. Do not use soft bricks, such as handmade
clay bricks, which can easily crumble when subjected to water.
Ensure mortar joints are thoroughly filled to reduce the risk of water penetration
Concrete blocks are recommended for the inner leaf. The ‘Aircrete’ blocks proposed have poor drying
characteristics but offer greater impermeability for the water exclusion strategy and are therefore
recommended.
Cavity insulation should incorporate rigid closed cell materials as these retain integrity and have low moisture
take-up. Other common materials, such as mineral fibre, are not recommended as they will hold moisture for
several months after exposure to flood waters which will slow down the wall drying process. Blown-in
insulation can slump due to excessive moisture uptake, and some types can retain high levels of moisture for
long periods of time and are therefore also not recommended.
Above predicted flood level (plus 50mm freeboard) the use of plasterboard or internal cement renders is
appropriate.

Fittings
Considering the very low anticipated instance of flooding to the property, a sacrificial approach is
recommended whereby fittings are designed to be replaced after a flood, Avoid wood fibre based carcases and
use easily removable solid wood doors and drawers.
Place fittings (e.g. electrical appliances, gas oven) as high as practical above floor level to minimise the risk of
being affected by flood water.
Services
Closed cell insulation will be used for pipes which are below the predicted flood level.
Water, electricity and gas meters will be located above predicted flood level.
Electrical sockets will be installed 300mm minimum above flood level for ground floors to minimise damage
to electrical services and allow speedy re-occupation.
Electric ring mains will be installed 300mm minimum above the predicted flood level.
Boiler units and ancillary devices will be installed above predicted flood level and preferably on the first floor
of two-storey properties.
Underfloor heating should be avoided on ground floors and controls such as thermostats should be placed
above flood level.
Wiring for telecommunications equipment and televisions should be protected by suitable insulation in the
distribution ducts to prevent damage. Any proposed design solution for flood insulation on all potentially
vulnerable wiring should be discussed with relevant service providers.
