Executive Summary

Brief about area

Nishilamari Micro watershed is located in Mazbat Block, Udalguri district of Assam state. The total

project area of the watershed is about 6258 ha out of which 5000 ha has been undertaken to be

treated under Integrated Watershed ManagementProgrammes (IWMP) starting year 2011-2012. The

watershed includes five Gram Panchayat/VCDC namely Orang, Gelabil, Saikia Chuburi, 66 No.

Dhansiri & Rowta. Assamese, Tea Tribe and Boro are the primary inhabitants of the village. The

livelihood of these people is primary based on rainfed agriculture, vegetable, cultivation, Poultry

farming, and Piggary and wage labourer. The major source of income of the people is from

agriculture. Important crops are paddy and winter vegetables. Cultivation, Poultry, piggery are more

preferable work in project area. The productivity of all the crops is in average. With the help of

natural & human resources, it is possible to uplift their socio-economic status. There is immense

scope to conserve and utilize soil and water properly under this watershed. The nearest town is

Orang & Rowta which is about 15 to 20 km from the project area and is well connected by tar road.

There is no bus facility in the entire area. Share autos are the only transportation facility for the

watershed villages. Udalguri-7 (Nishilamari) project is located in Mazbat Block, Udalguri district of

Assam state. The project area falls under Bodoland Territorial Autonomous council (BTAD). The

project is a cluster of Six micro-watersheds with 3A2C5 Code.

Institutional arrangements

The new common guideline has provided for establishment of dedicated institutions for the purpose

of implementation of IWMP. It includes a Central Level Nodal Agency (CLNA), below it State

Level Nodal Agencies (SLNAs) in all the states, below it District Watershed Development Units

(DWDUs) at the district level; Project Implementing Agencies (PIAs) at the project level and

Watershed Committees (WCs) at village level.

Treatment area and details

Since 1996, Government of India has issued guideline for the implementation of area development

programme adopting watershed approach. Watershed approach aims at restoration of ecological

balance preserving environment and stabilizing the income of village community both farmers, asset

less and landless agricultural labour. The importance of watershed development cannot be

underestimated. On one hand is the need to increase food productivity and hence productivity from

soil and the other decreasing soil erosion and depleting water availability. The scope of soil

conservation is very wide and encompasses much more than physical work for ero sion control. The

concept of soil conservation, now-a-days has been expanded to mean protection of the soil against

physical loss by erosion or against chemical deterioration. Thus, the effective conservation and

management of land, water and vegetation resources aimed at obtaining optimum and sustained

return from these resources without degrading them can be achieved by adopting watershed as basic

unit of development. Watershed being a natural hydrological entity, it responds most effectively to

various engineering, biological and cultural treatments. Monitoring of runoff and silt at the outlet of

the watershed can help assess the impact of various treatments aimed at conserving soil and water,

and protecting vegetation. Watershed management involves protection of land against all forms of

degradation, restoration of degraded land, sediment control, pollutants control, and prevention of

floods, etc. A workable size of the watershed can be decided in accordance with the aim and

objective of the particular system as well as the size of the stream for which it forms a catchment.

Watershed of smaller size

has distinct advantage of involving a smaller number of families within a resource unit with a

common social and economic pattern. Demarcation of watershed and subsequently sub watersheds

can be done either by using toposheet of the area available with Survey of India or by interpretation

of remotely sensed imagery of the area. Prioritization of sub watershed should be done on the basis

of sediment yield and pollutants concentration in the runoff from the sub watershed. The entire

watershed can be treated gradually over a number of years as per the availability of financial and

other resources. Numerous treatment technologies in the form of engineering measures a nd

agronomic practices are available. But identification of most suitable technologies as per the site

condition and their application in correct way is most important to achieve the desired results. These

technologies when adopted within the boundary of watershed, facilitates favourable interaction

among various watershed factors such as Physiographic, land slope, soil characteristics, land use,

hydrological behaviour etc, land and water resources to produce food, fodder, fuel and fibre on

sustainable basis. Out of the 444 lakhs available for watershed development, about 56%, i.e 245

lakhs is allocated for natural resource management. Since the cluster has 2 rivers Nishilamari and

Nowa, and various drainages, drainage repair and boulder pitching was found to be

major need of the area. This would help to control soil erosion and stabilize drainage banks. Based

on surveys and PRA activities, number of livelihood activities like wood craft, bee keeping, Tarza

making etc are suggested to boost the economics of the area. Along with livelihood activities and

microenterprises suggested, capacity building of asset less and small farmers as well as institutional

arrangement are suggested for sustainable management of the watershed.

CHAPTER 1

Introduction and Background

INTRODUCTION

Udalguri district bounded by Bhutan and West Kameng district of Arunachal Pradesh state in the

north, Sonitpur district in the east, Darrang district in the south, and Baksa district in the west. Area

of the district is 1852.16 km². The district has two subdivisions: Udalguri and Bhergaon consisting

of 9 circles, 11 developmental blocks, and 802 villages. This district located at 26.7452°N

92.0962°E with an average elevation of 180 meters (590 feet). The southern parts of the district are

situated on the plains of the Brahmaputra Valley Zone. Major tributaries of the river Brahmaputra

viz. Pachnoi, Dhansiri, Jiya Dhansiri, Mora Dhansiri, Noa, Kulsi, Dipila and Bornoi, which originate

from the foothills of the Himalayan Range flow through the district and they mainly contribute

towards the sustenance of the agrarian economy of the district. The soils of the district are more or

less heterogeneous in nature. The northern part of the district is composed of clay and clay loam

soils whereas the middle part is loamy and sandy. The soil of the southern part of the district is

composed of deposited sand and clay. The district has a sub-tropical humid climate with semi-dry

hot summer and cold winter. Agro-climatically, the district falls under the North Bank Plain Zone.

During summer (May to Early September), heavy rainfall occurs due to south-west monsoon for

which the district experiences flood. It is observed that the district receives an average annual

rainfall (normal) of about 2,000 mm and the temperature varies between Max= 34.500C and Min=

13.500C. Relative humidity ranges between 82% and 88%. Despite various efforts made in the past,

the present status of irrigated agriculture in the district is not satisfactory (compared to the state and

the national standard). More and more agricultural land is required to be brought under irrigation on

priority basis (there being potentiality), both for increasing production and productivity through

intensification of agriculture. An introductory background of the project Udalguri-7 (Nishilamari

CHAPTER – 3

BASE LINE INFORMATION OF WATERSHED

Nishilamari project has a total population of 39980 out of which 20451 are male and 19529 female.

The sex ratio is 954 females to 1000 males. There is 1226 SC and 12486 ST population in project area.

The literacy rate is 59% with male literacy rate is 62 % and with female literacy 38% of total

population. The total population belongs to SC, ST caste & mainly involved in agriculture and animal

husbandry.

The Nishilamari Project contains 3042 cows, 42 buffaloes. Majority of people depends on agriculture, for their livelihood. Cows and

buffaloes are of local/indigenous breed. Shortage of surface water has reduced the fodder and pasture availability for animals. Milk

collection center is away from project area. The daily milk production from project area ranges from 30 to 40 lit/day. Thus average milk

production per head is about 2.5 lit/day. Milk production is not appreciable in this village hence; promotion of cows can be promotional

event to improve livelihood aspect of this cluster.

Table No. 3.4: Migration Details:

Migration of the villagers observed mainly from March to May when they do not have any work to do. The agricultural labourers find some

employment during the summer season in nearest city. However, in the idle period, large numbers of villagers migrate in major cities such

as Guwahati and other cities. They even migrate to nearest district as agricultural labours i.e. harvesting and for construction works. The

income they earn during the migration period ranges from Rs. 3000 to Rs. 5000 per month.

Nishilamari watershed well connected to Dhekiajuli, Udalguri, Tezpur & Mangaldoi road. Although

Nishilamari cluster has a primary and secondary school, for higher education, students have to go to

Orang Town, which is about 14 km away from the villages. The villages do not have any Primary Health

Centre for which villagers have to go to Orang, which nearest place.

Details of Common Property Resources

Presently the Common Property Resources (CPRs) in the area are very less in number. The existing CPRs are developed by the VCDC and

the Irrigation and Public Health (I& PH) Department. The existing CPRs consist of irrigation tanks, pasture land and wastela nd. These CPRs are being maintained and managed by the respective VCDC and other government department. People collect drinking water from the

wells. The irrigation tanks were proposed by the community in order to meet the water needs for drinking and irrigation. The purpose of Pasture Development is for ensuring availability of fodder.

The livelihood of the villagers depends on agriculture and animal husbandry & during lean seasons, they migrate for daily wages to other

parts of the state. Few people are engaged in services. Under this project, livelihood activities such as Goatery, sericulture, cultivation,
