Project Background
Devgam (IWMP-5) project is located in Amreli Taluka, Amreli District of Gujarat State. The project is a cluster of eight micro-watersheds
with 5G1B7d2q, 5G1B7d2r, 5G1B7d2l, 5G1B7d2k, 5G1B7d1k, 5G1B7d2f, 5G1B7d1l, 5G1B7d2j. Total area of watershed (Devgam,
Mayapadar, Lakhapadar, Bhayavadar, Ishwariya, Bambhaniya) is about 7023Ha of which 3523Ha is proposed to be treated under
Integrated Watershed Management Programme (IWMP).
Devgam is 15 Km away from Kunkavav and well connected with pacca road.

Need of Watershed Development Programme Watershed Development Programme is selected on the basis of thirteen parameter namely Poverty Index, Percentage of SC/ST, Actual
Wages, Percentage of small and marginal farmers, Ground water status, Moisture Index, Area under rainfed Agriculture, Drinkin g water
situation in the area, percentage of degraded land, Productivity potential of the land, Contiguity of another watershed that has already
developed/treated Cluster approach for plain or for hilly terrain. Based on these thirteen parameter a composite ranking was been given to
Devgam cluster.
Since the waste land is maximum in the project area and due to the low moisture index the area is classified under IWDP block. Drinking
water is a major problem in this project area. In a broader view the soil of this region is suitable for agriculture crops and cash crops but
due to lack of water harvesting structures and irrigation water agriculture itself has become a constraint and the productivi ty potential has
considerable gone low. The soil is very porous and hence rate of infiltration is more however production of the land can be significantly
enriched with the help of better management practices and availability of timely irrigation and use of organic and inorganic fertilizer.

Project Implementing Agency
Project Implementing Agency (PIA) is being selected by an appropriate mechanism by State Level Nodal Agency (SLNA). PIAs would be
responsible for implementation of watershed project. These PIAs may include relevant line departments, autonomous organizations under
State/Central Governments, Government Institutes/Research Bodies, Intermediates Panchayats, voluntary Organizations (VOs). The PIA of
Devgam watershed project is Social Forestry, Amreli.
District Watershed Development Unit (DWDU)
The organization and its objectives:
The District Watershed Development Unit (DWDU), Amreli is a district level nodal agency and was established where area is more than
25000Ha for the smooth implementation of watershed projects in the district. The District Development Officer (DDO) is the chairman of
the DWDU. The DWDU have dedicated and experience staffs compromising one Project Manager (deputation from Gujarat Forest
Department) a Technical Expert (on contract basis) and Multidisciplinary team of Agriculture Expert, Community Mobilization Expert, Civil
Engineer, Computer Operator, Surveyor and Accountant are recruited.
The objective of DWDU are supervising, planning, implementing, documenting and promoting watershed development projects and r elated
development activities in the district.
Social Forestry, Forest Division will work as PIA for IWMP-5 project.

SWOT Analysis of the Forest Department:
Strength:
1) Presence of dedicated and experience staffs at all level (Field, Middle Management and High/ Officer Level) of the Forest
Department.
2) Presence of field/local level staffs at the project area.
3) Regular visit of the RFO/ ACF to the forest area or project area
4) Use of modern techniques in the field with proper technique
5) Previous knowledge of convergence with various line departments.
6) Prevailing accounting procedure of the Department.
Weakness:
1) Various schemes are being implemented by the department with limited human resources/ staffs.
2) Presence of Poor infrastructure at the field level
Opportunities:
1) Proper Implementation of the Project
2) Can easily identify and resolve the problems of the area.

Basic Information of Project Area
Devgam is located about 40Km away from Amreli (District Headquarter). The project area is with high temperature and average rainfall.
The geographical area of the Devgam is 7023Ha of which 3523Ha will be treated. Soil of this land is about Black and Medium Black and its
texture is clay loam to clay. Amreli District is comes under South Saurashtra Agro Climatic Zone.
Land use pattern
The net geographical area is 7023Ha of which 1070Ha is under agriculture and 5065Ha is under rainfed. Area is not much sloppy so there is
no water logging in this area. Main crop in this area is cotton and they take this only in Monsoon and those who have well an d bore they saw
only fodder crop for their animals. Soil depth is about 25 t o75 cm.

Land and Agriculture The area is completely dependent on rainfall. The rainfall is highly scanty which has resulted in recurrent phenomenon of draught three to
four years. The average rainfall is about 627mm. Average soil erosion in this area is about 15 to 20 %. Whole area is depend s on rainfall
there is more problem of drinking water as well as for irrigation. Main crop in this area is cotton and groundnut. Drinking water is available
through Narmada Yojna and through local bore for the 8-9 month.

Demographic Status: Devgam village have total 647 household with net population of 3395 with 1705 male and 1690 female. The sex
ratio is about 991 females to 1000 males. There are about 49 BPL households. The average family size is about five members. The literacy
rate is 53.43% among them 30.37% are male and 23.06% are female.

Migration Pattern:
People migrate during summer season to different parts of the state like Surat and Ahmedabad as diamond workers. As soon as kharif
season ends most of people tend to migrated. People with little irrigation facilities and livestock they stay in the village (which includes
aged person from 40+) remaining went. Regularly they migrate to same places and work as diamond workers. One more reason behi nd
migration is, the income is almost 50 thousand to 70 thousand during that period.

Infrastructure Facilities: Devgam cluster is well connected with pacca road with Kunkavav Taluka. All villages have electricity. Villages
have primary school, a health centre and a post office. For middle and higher secondary education, the students have to go to Kunkavav or
Amreli taluka places. Agriculture is main source of their income and apart from these their income depends on laboring and some of from
services.

Livelihood Pattern
The main sources of income of villagers are Agriculture, Animal Husbandry, laboring and others. Most of them are in agriculture, labors are
working in farms and some are in animal husbandry. In Jaswantgadh cluster has not having forest area so there is no chance of dependence
on forest.

(I) Uneven rainfall
Most part of Devgam is dependent on monsoon. Water is essential for agriculture. Due to uneven rainfall and lack of irrigation facility
crop cultivation affects. Therefore, the success or failure of the monsoon determines the success or failure of crop production.
(II) Pasture and Wasteland area
Pasture and wasteland in this area is about 10 to 15 % in Devgam Project and which is generally not used for agriculture.
(III) Traditional farming practices
This leads to low productivity. There is a lot of ignorance about the use of new farming methods and technologies such as multiple
cropping. They don’t use farm yield management and other input in proper way, so they don’t get 100% output.
(IV) Lack of irrigation facilities
People in this village follow the traditional method for irrigation and they have lack knowledge of new techniques of irrigation
facilities.
Watershed Activities

Watershed Management as a strategy has been adopted by Government of India especially in the rainfed area of semi-arid tropics. These
areas are characterized by low and undependable rain, low soil fertility low literacy rate, migration, less knowledge about new technology
used in agriculture and many more. Several studies identified that there is a dire need of a systematic and scientific approach to deal with
watershed development. The common guidelines generate a fresh and flexible framework for the next generation watershed development.
Scientific Planning
(I) Cluster Approach
The new approach envisages a broader vision of geo-hydrological units normally of average size of 1,000 to 5,000 hectares
comprising of clusters of micro-watersheds. Devgam project consist of two micro-watersheds d2q, d2r.
(II) Baseline Survey
To access the impact if any watershed development programs
a detailed baseline survey has to be conducted. This acts a
benchmark for any intervention during and post implementation
of any development program. A detailed baseline survey was
conducted which involved household census survey, Bio-physical
survey and Village level data from Talati cum Mantri. Household
census survey includes a detailed questionnaire which was been
filled by visiting each and every housed hold in the village. This
gave in the details of the demographic profile of the literacy
percentage, SC/ST population, number of BPL household, cattle
population, net consumption rate in the village, average milk
production of the cattle and various schemes running and their
benefits.

Bio-physical survey was conducted to identify various natural resources available in the village. It included the soil typology, well in the
area, crop taken in the field, cropping pattern, fertilizer used and various sources of irrigation in the field.
(III) Participatory Rural Appraisal (PRA)
The past experience of watershed has given
tremendous input to focus on creating accountability of the
stakeholders towards the program. This has created an
emphasis to include all the stakeholder communities and
their local Indigenous technological Knowledge (ITK) while
planning for any activity. Participatory approach provides a
new path for planning, implementing, monitoring and post-
withdrawal activities with a complete accountability of the
stakeholders. Various PRA techniques like resource
mapping, social mapping and season calendars were used
to understand the physical and social orientation of the
village in general and watershed in specific. These tools put
the villagers in ease that the complicated questionnaires.
Various tools like Matrix Ranking, Venn diagram were used
to identify various local vegetations (apt for afforestation), Fodders crops, various institutions and their significance in the life of the
farmers.

(IV) Use of GIS and Remote Sensing for Planning
Use of various high scientific tools has been promoted at various stages of watershed development.
(a) Prioritization
Geographical Information System (GIS) has been used for prioritization process. Various layer maps were created like Geo-
morphological, Soil, BPL population, SC/ST population, Ground water status, Drinking water facility, Slope percent. These were
all given proper Weightage according to the DoLR specification. This helped in prioritization of various watershed areas.
(b) Planning
A action plan matrix was formulated by State Level Nodal Agency (SLNA) taking in to account various features like slope percent,
soil depth, soil texture, soil erosion in the area for waste land, forest land and agriculture land. Global Positioning System (GPS)
was used to identify each and every water conservation structures available in the project area. This was used to create a map.
Contour map of vertical interval of 1 meter at a scale of 1:8000 was used for identifying various locations for soil and water
conservation structures.
(c) Hydrological modeling
Hydrology modeling technique was used for locating drainage, stream length, flow direction, sink, flow accumulation. This model
overlaid over cadastral map to calculate the catchment area of each structures like check dam, etc. This has helped to remove the
human error which generally occurs while calculating the catchment area of a check dam.

Institution Building
(I) Watershed Committee (WC)
It is a committee that is constituted by Gram Sabha to implement the watershed project with technical support of WDT in the village.
This committee is registered under Society Registration Act 1860. The Gram Sabha of the village selects the chairman of the watershed
committee with secretary who will be a paid functionary. A watershed committee was formed accordingly in Devgam village. Since the
watershed has only on village so no separate watershed sub-committee was formed in the village. Capacity Building training to the
watershed committee is given by WDT.
The watershed committee has a pivotal role to play during and after the project implementation period.

Self help Groups are motivated, small homogeneous groups organised together through credit and thrift activities. Self Help Group
initiative especially for women helps uplift their livelihood. Generally Self Help Groups include landless and poor women.
Before formation of SHGs, during PRA activities, Focused Group Discussion (FGDs) was held with the women, which came up with the
following observations:
a) Lack of proper credit facilities due to low intervention of formal financial credit institution
b) Excessive exploitation of weaker section by money lender.
c) Lack of attitude for saving among poor people.
d) Lack of knowledge on credit and thrift activity and banking.
With a detailed discussion with some of local NGOs working in the area like SEWA, it was planned to have some capacity building
training regarding SHG activities. It was also proposed to have some livelihood activities which will promote women empowerment.

Watershed Development Works
Watershed development works are to be done during second phase of watershed project. A multi-tier ridge to valley sequence approach
should be approached towards implementation of watershed development projects. A net budget of 50 % is allotted for this work.
Following three types of works are to be take in the work phase
a) Ridge Area Treatment
Main objective of ridge area treatment is to Slowing down the velocity of runoff, checking soil erosion and improving local soil
moisture profile.
b) Drainage Line Treatment
Main objective of drainage line treatment is to reducing soil erosion, trapping silt which slows the rate of siltation in wat er
harvesting structures in the lower reaches of the watershed, creating a hydraulic head locally which enhances infiltration of surface
runoff into the groundwater system; and increasing the duration of flow in the drainage line.
c) Land Development
Main objective of land development is to reducing soil erosion by slow down of the runoff, to maintain the soil moisture and to make
soil fertile by different types of treatments.

Agriculture is primarily depending on water, but this is what lacking in Morzar cluster. The surface water is scanty due to uneven rainfall
and ground water is partly available, so they take crops in single season.
All this can change with the integrated land and water management during the watershed project. The planned percolation well helps to
increase underground water table and it also helps to preserve soil moisture. This will help in additional area coming under cultivation and
increasing productivity too. The farmers can take more than one season of crops. Different varieties of crops can be taken.
Different types of crop demonstration has been taken to show the variety of crop production in this area so that farmer move from one crop
to another crop and due to use of Vermicompost, drip Irrigation and other facilities they can get more productivity.

Employment
Employment has always been a problem in the village. The principle occupations of the people are agriculture, animal husbandry and casual
labour works. However, agriculture works is more over depends on rainfall so sometimes it suffer due to uneven rainfall in ar ea and they
only take single crop for whole season which keep them engage for only 4-5 months. With uneven rainfall lack of fodder problems comes so
animal husbandry is also indirectly affect. Thus, the people mainly depend upon casual labour, either in the village itself or outside it.

Quality and Sustainability Issues
(I) Plans for Monitoring and Evaluation
A web-based GIS system is being developed for monitoring and evaluating the in its project in its planning and implementation
phases. The system would be available on a public domain and can be accessed by all the stakeholders of the project. The system
shows the entire state of Gujarat and all of those areas selected over the next 18 years. Filtering allows the user to zoom on to one
particular project. Details related to soil type, land use classification, inhabitation etc., can be obtained village-wise. Furthermore,
survey-number wise details related to ownership, irrigation source, yield etc., can also be accessed by the user of the system. This
system is being used for pooling up the details obtained from the DPR. In other words, the DPR is made available online in the form
of a database which will help the stakeholders know areas of importance viz., already treated areas/historical works in the area,
proposed areas for treatment etc., for further treatment and planning. The system would also show the satellite imageries of various
years from the project inception stage to the project closing stages. This allows the user to evaluate the effectiveness of the
treatment and thereby plan corrective measures for the project area. The system would serve as an aiding tool to the planner and
evaluators for judging the efficacy of the project.
Yet another component of the Web-based GIS system is the Mobile based Monitoring & Evaluation System, which will help the
ground staff alias WDTs (Watershed Development Team) to transmit information from the ground level to the central server. Also,
any higher-up official in charge of the project can obtain information regarding the project area on their mobile phone by means of

and SMS. The system works in the following manner. The WDT equipped with a GPS instrument marks the latitude -longitude
information of various treatment areas during DPR. The probable sites are then transferred on to the central server. During t he
works phase, any progress in the treatment areas is reported to the server by means of an SMS by the WDT. Similarly, any nodal
officer or higher-up official can view the progress in a project by means of summarized reports generated over frequent periods of
time.
(II) Plans for Project Management
The project management of any watershed programme is very important. It mainly depends upon the community organization and
the village level institution. In Devgam, watershed committee and various User Groups have been formulated for post operation and
maintenance of assets created during project period. Major emphasis will be on equity and sustainable benefit of the project even
after implementation stage. A proper link-up will be built during project period with various institutes and capacity building
organization. They will act as a major kingpin during post implementation for scaling up the successful experience during project.
(III) Watershed Development Fund
The major source of financial assistance after post implementation period is Watershed Development Fund. The contribution of it
will comes mainly fund the following.
(IV) User Charges
Various user groups will be formed in village. These user groups will collect user according to the designated rules formed during
the formation of user group. These funds will be transferred to the WDF funds as per these formulated rules. The secretary of
Watershed Committee (WC) shall maintain the records of the following.
