1 Management Summary
This Opinion Paper aims to overcome traditional thinking regarding execution of professionalmobile radio (PMR) projects When conducted by conventional methods PMR projects such
as radio network renewal for police authorities or public transport companies are oftenhindered or even fail because of unresolved budget and organizational issues
Detecon provides in such cases an approach called an operator model which acceleratesPMR projects One part of this operator model and concurrently an interesting approach toovercome budget constraints is the PMR multi-user approach which effectively cuts coststhrough use of synergies But there are a number of commercial legal and organizationalissues which must be tackled in a PMR project
Deteconrsquos operator model provides a guideline and high level solution for PMR projectswhich expedites and accelerates PMR network and services implementation
The operator model outlines solutions for each of the following aspects Investment and operational costs for PMR networks and applications

Due to the very wide range of different PMR operators on different business markets andsubject to varying constraints each PMR operator case requires its own customizedoperator model to accelerate its new PMR implementation But all such cases can bederived from this global model
2 Current Situation
Operators of professional mobile radio (PMR) networks are usually faced with contradictoryrequirements arising from increasing technical demands on the one hand and budgetconstraints on the other
Typically PMR operators are public authorities such as police public safety and securityforces fire departments rescue forces utility companies such as power companies andpublic transport and other industrial companies such as chemical parks car factoriesoilgas fields etc The PMR network is one of the most important tools used by theseorganizations to perform their core business whether public safety and security theprovision of electricity or mobility or other tasks For example a police operation withoutradio communication among all of the team members and to their control center does notwork Likewise a public transport network cannot be controlled and operated without radiocommunication with all vehicles
The core business of these PMR operators faces increasing quality and servicerequirements That means that the technical requirements to support systems such asprofessional mobile radio system are expanding More and more business processes mustbe supported by the radio network so the voice capacity feature sets and data capability ofthe network must be expanded to carry data applications for the improvement of core
business

Typical examples for these data applications are operational control systems (for the corebusiness) such as fleet management and automatic vehicle location systems eg for publictransport as well as for automatic vehicle control at factory premises (forkliftshellip)
Furthermore existing PMR systems are quite often still based on analogue technology
meaning they have a very small feature set require high effort when increasing capacityand have no or limited data capabilities as well as no security from eavesdropping
These existing networks have passed the end of their economic lifetime but what is morethe operational expenditures of these ldquooldrdquo networks will increase rapidly according to theoperational cost curve for radio networks as shown inFigure 1 From the economic point ofview these networks should be replaced as soon as possible to save costs

A look at this situation indicates that the most economic way to meet the aforementionedincrease in demands in common practice is to build a new PMR network of modern designBut very often the necessary level of investment is a strong obstacle to obtaining approval
New approaches for starting PMR projects under constraints of limited CAPEX and OPEXbudgets must be developed Deteconrsquos approach is to apply a multi-user model which ispresented in this document with its new operator model requirements

The current situation was triggered by the limited capabilities of the analogue technologyusually used for PMR networks Although several PMR operators have similar operational
regions each operator has his own PMR network These networks are called single-usernetworks
But in the last few years we have created in a significant number of PMR replacementprojects a union of several PMR operators with the aim of reducing investment andoperational costs These PMR replacement projects use multi-user approaches based onnew digital PMR technologies such as TETRA

The operator benefits and major motivations for launching such multi-user projects are
First of all the major benefits are reduction of investment and operational coststhrough the utilization of synergy effects ndash cost reduction can be around 50 to75 in comparison to a single-user model depending on the operating modeland the degree of overlap of operational areas
The second reason is to ensure compatibility of the technical systems of thepartners For example police forces of different districts must be able tocommunicate easily with one other or with rescue teams which may beinvolved in an operation Consequently the possibility for cross-companycommunication must be implemented
4 TETRA Project Acceleration
TETRA PMR projects can be substantially accelerated by preparing a comprehensive PMRoperator model which provides solutions for all financial commercial and organizationalaspects of a new PMR project Detecon supports this modeling based on its world-wideexperience in the creation of operator models and launching of mobile network operators

The most effective way to reduce considerably investments in a TETRA network is theapplication of the multi-user approach The investment reduction effect depends on thenumber of partners and on the degree of overlap of the operational regions As anillustration a theoretical calculation by Detecon shows investment reductions of more than

Usually all of the partners of a multi-user approach have an existing organization withnetwork operation and maintenance groups It is important to form a lean overlappingorganization for operations if the targeted synergies are to be achieved

Stadtwerke Muumlnchen GmbH (SWM) is one of the biggest municipal power companies inGermany In 2006 it implemented a new TETRA network from the vendor EADS The goalof this project was to support the utilityrsquos own staff for service maintenance and trouble-shooting with a new powerful communications infrastructure The TETRA network wassupposed to support information exchange disruption management and staff safety Thenew network fulfilled the modern requirements of a power company such as safety andsecurity performance and economy of internal communications
ldquoThe Stadtwerke Muumlnchen will operate the TETRA network itself but it also intends toprovide TETRA communication services to third partiesrdquo1 following the aforementionedapproaches for a multi-user TETRA network
ldquoThe marketing of these professional services and solutions to third parties generates specialchallenges for the system infrastructure hellipThe EADS TETRA network supports theseservices of independent and secure usage of the network by different organizations viavirtual private network (VPN) functionalitiesrdquo1
52 Public Transport Regiofunk
The union of public transport companies in Germany recognized early on that the migrationto new digital radio systems required innovative approaches Consequently they applied theaforementioned multi-user approach and founded regional project groups called ldquoregiofunkrdquogroups One example is the Regiofunk-Rhein-Ruhr initiative (rrr) which comprises more than20 public transport companies in the Ruhr Valley2
The first step on the road to a common PMR network taken by three public transportcompanies within the rrr was the establishment of a common TETRA network3

The operational area of these companies covers the cities Dortmund BochumGelsenkirchen Herne and Castrop-Rauxel which are in the most densely populated andheavily industrialized area of Germany ndash the Ruhr Valley in North Rhine-Westphalia
During the preparation of the PMR project the three companies had to tackle a number ofchallenges One of these challenges was the enormous differences in structure and size ofthese companies as shown in Figure 6

Yet another PMR project example is Degussa which has achieved impressive savings
The target of the Degussa project was the renewal of the existing analogue PMR network at
their sites in Rheinfelden and Grenzach near Lake Constance Germany These locationsare in the vicinity of other chemical companies such as Bayer and Roche as well
The Degussa approach was to build up a common PMR network using TETRA technologyfor at least 3 companies According to Degussa research this approach would lead to areduction in the investment of 35 and in the OPEX of 66 (seeFigure 75 for details)

6 Prospects for Development
The potential for overcoming budget constraints in all sectors of PMR operations will movethe multi-user network approach into a leading position among different network solutions It
is important for PMR operators to find at an early state the partners with the best fit whichwill allow them to build and operate such a network They can then take advantage ofmodern professional mobile radio communication systems to respond to the increasingservice and quality requirements of their core business
There are many initiatives to implement multi-user PMR networks eg public transport inHamburg in the region Mannheim Ludwigsburg and Heidelberg and in NurembergFurthermore in the industry sector Degussa has already implemented a multi-user PMRnetwork together with other companies of the chemical sector such as Roche and Bayer attheir sites in Rheinfelden and Grenzach near Lake Constance with impressive cost-reductioneffects (investment reduction of 35 operational cost reduction of 66)

2 Current Situation
Operators of professional mobile radio (PMR) networks are usually faced with contradictoryrequirements arising from increasing technical demands on the one hand and budgetconstraints on the other
Typically PMR operators are public authorities such as police public safety and securityforces fire departments rescue forces utility companies such as power companies andpublic transport and other industrial companies such as chemical parks car factoriesoilgas fields etc The PMR network is one of the most important tools used by theseorganizations to perform their core business whether public safety and security theprovision of electricity or mobility or other tasks For example a police operation withoutradio communication among all of the team members and to their control center does notwork Likewise a public transport network cannot be controlled and operated without radiocommunication with all vehicles
The core business of these PMR operators faces increasing quality and servicerequirements That means that the technical requirements to support systems such asprofessional mobile radio system are expanding More and more business processes mustbe supported by the radio network so the voice capacity feature sets and data capability ofthe network must be expanded to carry data applications for the improvement of core
business

Typical examples for these data applications are operational control systems (for the corebusiness) such as fleet management and automatic vehicle location systems eg for publictransport as well as for automatic vehicle control at factory premises (forkliftshellip)
Furthermore existing PMR systems are quite often still based on analogue technology
meaning they have a very small feature set require high effort when increasing capacityand have no or limited data capabilities as well as no security from eavesdropping
These existing networks have passed the end of their economic lifetime but what is morethe operational expenditures of these ldquooldrdquo networks will increase rapidly according to theoperational cost curve for radio networks as shown inFigure 1 From the economic point ofview these networks should be replaced as soon as possible to save costs

A look at this situation indicates that the most economic way to meet the aforementionedincrease in demands in common practice is to build a new PMR network of modern designBut very often the necessary level of investment is a strong obstacle to obtaining approval
New approaches for starting PMR projects under constraints of limited CAPEX and OPEXbudgets must be developed Deteconrsquos approach is to apply a multi-user model which ispresented in this document with its new operator model requirements

3 Market Trends
The current situation was triggered by the limited capabilities of the analogue technologyusually used for PMR networks Although several PMR operators have similar operational
regions each operator has his own PMR network These networks are called single-usernetworks
But in the last few years we have created in a significant number of PMR replacementprojects a union of several PMR operators with the aim of reducing investment andoperational costs These PMR replacement projects use multi-user approaches based onnew digital PMR technologies such as TETRA

The operator benefits and major motivations for launching such multi-user projects are
First of all the major benefits are reduction of investment and operational coststhrough the utilization of synergy effects ndash cost reduction can be around 50 to75 in comparison to a single-user model depending on the operating modeland the degree of overlap of operational areas
The second reason is to ensure compatibility of the technical systems of thepartners For example police forces of different districts must be able tocommunicate easily with one other or with rescue teams which may beinvolved in an operation Consequently the possibility for cross-companycommunication must be implemented

Stadtwerke Muumlnchen GmbH (SWM) is one of the biggest municipal power companies inGermany In 2006 it implemented a new TETRA network from the vendor EADS The goalof this project was to support the utilityrsquos own staff for service maintenance and trouble-shooting with a new powerful communications infrastructure The TETRA network wassupposed to support information exchange disruption management and staff safety Thenew network fulfilled the modern requirements of a power company such as safety andsecurity performance and economy of internal communications
ldquoThe Stadtwerke Muumlnchen will operate the TETRA network itself but it also intends toprovide TETRA communication services to third partiesrdquo1 following the aforementionedapproaches for a multi-user TETRA network
ldquoThe marketing of these professional services and solutions to third parties generates specialchallenges for the system infrastructure hellipThe EADS TETRA network supports theseservices of independent and secure usage of the network by different organizations viavirtual private network (VPN) functionalitiesrdquo1

The union of public transport companies in Germany recognized early on that the migrationto new digital radio systems required innovative approaches Consequently they applied theaforementioned multi-user approach and founded regional project groups called ldquoregiofunkrdquogroups One example is the Regiofunk-Rhein-Ruhr initiative (rrr) which comprises more than20 public transport companies in the Ruhr Valley2
The first step on the road to a common PMR network taken by three public transportcompanies within the rrr was the establishment of a common TETRA network3

During the preparation of the PMR project the three companies had to tackle a number ofchallenges One of these challenges was the enormous differences in structure and size ofthese companies as shown in Figure 6

Yet another PMR project example is Degussa which has achieved impressive savings
The target of the Degussa project was the renewal of the existing analogue PMR network at
their sites in Rheinfelden and Grenzach near Lake Constance Germany These locationsare in the vicinity of other chemical companies such as Bayer and Roche as well
The Degussa approach was to build up a common PMR network using TETRA technologyfor at least 3 companies According to Degussa research this approach would lead to areduction in the investment of 35 and in the OPEX of 66 (seeFigure 75 for details)

6 Prospects for Development
The potential for overcoming budget constraints in all sectors of PMR operations will movethe multi-user network approach into a leading position among different network solutions It
is important for PMR operators to find at an early state the partners with the best fit whichwill allow them to build and operate such a network They can then take advantage ofmodern professional mobile radio communication systems to respond to the increasingservice and quality requirements of their core business

2 Current Situation
Operators of professional mobile radio (PMR) networks are usually faced with contradictoryrequirements arising from increasing technical demands on the one hand and budgetconstraints on the other
Typically PMR operators are public authorities such as police public safety and securityforces fire departments rescue forces utility companies such as power companies andpublic transport and other industrial companies such as chemical parks car factoriesoilgas fields etc The PMR network is one of the most important tools used by theseorganizations to perform their core business whether public safety and security theprovision of electricity or mobility or other tasks For example a police operation withoutradio communication among all of the team members and to their control center does notwork Likewise a public transport network cannot be controlled and operated without radiocommunication with all vehicles
The core business of these PMR operators faces increasing quality and servicerequirements That means that the technical requirements to support systems such asprofessional mobile radio system are expanding More and more business processes mustbe supported by the radio network so the voice capacity feature sets and data capability ofthe network must be expanded to carry data applications for the improvement of core

The union of public transport companies in Germany recognized early on that the migrationto new digital radio systems required innovative approaches Consequently they applied theaforementioned multi-user approach and founded regional project groups called ldquoregiofunkrdquogroups One example is the Regiofunk-Rhein-Ruhr initiative (rrr) which comprises more than20 public transport companies in the Ruhr Valley2
The first step on the road to a common PMR network taken by three public transportcompanies within the rrr was the establishment of a common TETRA network3

The target of the Degussa project was the renewal of the existing analogue PMR network at

The potential for overcoming budget constraints in all sectors of PMR operations will movethe multi-user network approach into a leading position among different network solutions It

Stadtwerke Muumlnchen GmbH (SWM) is one of the biggest municipal power companies inGermany In 2006 it implemented a new TETRA network from the vendor EADS The goalof this project was to support the utilityrsquos own staff for service maintenance and trouble-shooting with a new powerful communications infrastructure The TETRA network wassupposed to support information exchange disruption management and staff safety Thenew network fulfilled the modern requirements of a power company such as safety andsecurity performance and economy of internal communications
ldquoThe Stadtwerke Muumlnchen will operate the TETRA network itself but it also intends toprovide TETRA communication services to third partiesrdquo1 following the aforementionedapproaches for a multi-user TETRA network

The union of public transport companies in Germany recognized early on that the migrationto new digital radio systems required innovative approaches Consequently they applied theaforementioned multi-user approach and founded regional project groups called ldquoregiofunkrdquogroups One example is the Regiofunk-Rhein-Ruhr initiative (rrr) which comprises more than20 public transport companies in the Ruhr Valley2
The first step on the road to a common PMR network taken by three public transportcompanies within the rrr was the establishment of a common TETRA network3

Yet another PMR project example is Degussa which has achieved impressive savings
The target of the Degussa project was the renewal of the existing analogue PMR network at
their sites in Rheinfelden and Grenzach near Lake Constance Germany These locationsare in the vicinity of other chemical companies such as Bayer and Roche as well
The Degussa approach was to build up a common PMR network using TETRA technologyfor at least 3 companies According to Degussa research this approach would lead to areduction in the investment of 35 and in the OPEX of 66 (seeFigure 75 for details)

6 Prospects for Development
The potential for overcoming budget constraints in all sectors of PMR operations will movethe multi-user network approach into a leading position among different network solutions It
is important for PMR operators to find at an early state the partners with the best fit whichwill allow them to build and operate such a network They can then take advantage ofmodern professional mobile radio communication systems to respond to the increasingservice and quality requirements of their core business

The union of public transport companies in Germany recognized early on that the migrationto new digital radio systems required innovative approaches Consequently they applied theaforementioned multi-user approach and founded regional project groups called ldquoregiofunkrdquogroups One example is the Regiofunk-Rhein-Ruhr initiative (rrr) which comprises more than20 public transport companies in the Ruhr Valley2
The first step on the road to a common PMR network taken by three public transportcompanies within the rrr was the establishment of a common TETRA network3

Stadtwerke Muumlnchen GmbH (SWM) is one of the biggest municipal power companies inGermany In 2006 it implemented a new TETRA network from the vendor EADS The goalof this project was to support the utilityrsquos own staff for service maintenance and trouble-shooting with a new powerful communications infrastructure The TETRA network wassupposed to support information exchange disruption management and staff safety Thenew network fulfilled the modern requirements of a power company such as safety andsecurity performance and economy of internal communications
ldquoThe Stadtwerke Muumlnchen will operate the TETRA network itself but it also intends toprovide TETRA communication services to third partiesrdquo1 following the aforementionedapproaches for a multi-user TETRA network

The union of public transport companies in Germany recognized early on that the migrationto new digital radio systems required innovative approaches Consequently they applied theaforementioned multi-user approach and founded regional project groups called ldquoregiofunkrdquogroups One example is the Regiofunk-Rhein-Ruhr initiative (rrr) which comprises more than20 public transport companies in the Ruhr Valley2
The first step on the road to a common PMR network taken by three public transportcompanies within the rrr was the establishment of a common TETRA network3

Strassenbahn Herne ndash Castrop-Rauxel GmbH (HCR)
The operational area of these companies covers the cities Dortmund BochumGelsenkirchen Herne and Castrop-Rauxel which are in the most densely populated andheavily industrialized area of Germany ndash the Ruhr Valley in North Rhine-Westphalia
During the preparation of the PMR project the three companies had to tackle a number ofchallenges One of these challenges was the enormous differences in structure and size ofthese companies as shown in Figure 6

The target of the Degussa project was the renewal of the existing analogue PMR network at
their sites in Rheinfelden and Grenzach near Lake Constance Germany These locationsare in the vicinity of other chemical companies such as Bayer and Roche as well
The Degussa approach was to build up a common PMR network using TETRA technologyfor at least 3 companies According to Degussa research this approach would lead to areduction in the investment of 35 and in the OPEX of 66 (seeFigure 75 for details)

The union of public transport companies in Germany recognized early on that the migrationto new digital radio systems required innovative approaches Consequently they applied theaforementioned multi-user approach and founded regional project groups called ldquoregiofunkrdquogroups One example is the Regiofunk-Rhein-Ruhr initiative (rrr) which comprises more than20 public transport companies in the Ruhr Valley2
The first step on the road to a common PMR network taken by three public transportcompanies within the rrr was the establishment of a common TETRA network3

The target of the Degussa project was the renewal of the existing analogue PMR network at
their sites in Rheinfelden and Grenzach near Lake Constance Germany These locationsare in the vicinity of other chemical companies such as Bayer and Roche as well
The Degussa approach was to build up a common PMR network using TETRA technologyfor at least 3 companies According to Degussa research this approach would lead to areduction in the investment of 35 and in the OPEX of 66 (seeFigure 75 for details)
