6 the monthly meeting of the Board of Police Commission.

7 I am your chair, Willie Bell, from District 4, and I

8 call the Board to order at this particular time. It's

9 good to see all your smiling faces here at Galilee

10 Missionary Baptist Church. The pastor has not arrived

11 as of yet. Perhaps she would be forthcoming. But I'm

12 going to ask Chaplain Avis Taylor to come forward.

13 CHAPLAIN TAYLOR: Good evening everyone. Let

14 us bow. For those who wish, let us pray.

15 Father, we certainly are grateful for your

16 presence in this place. We thank you that we are

17 meeting on purpose, God, to make a difference, not only

18 in the city but in the lives of people. We ask that you

19 make us effective leaders and responsible followers.

20 Bless anyone that needs any need right now.

2 I'm going to ask the commissioner to introduce

3 themselves and any other brief remarks they might want

4 to make starting to my left, my far left.

5 COMMISSIONER SHELBY: My name is Richard

6 Shelby, police commissioner, District 1.

7 COMMISSIONER VANN: I'm Bishop Edgar Vann,

8 police commissioner, District 2.

9 COMMISSIONER CRAWFORD: I'm police

10 commissioner Reginald Crawford, commissioner of District

11 3. That's this particular district that we are in, and

12 I welcome everyone to this commission meeting in the

13 community.

14 CHAIRPERSON BELL: To my immediate right is my

15 vice chair, Lisa Carter. And she can come forward to

16 introduce herself.

17 COMMISSIONER CARTER: Good evening, everyone.

18 My name is Lisa Carter, and I represent District 6,

19 southwest Detroit. Thank you.

20 COMMISSIONER MOORE: Good evening. Police

21 commissioner Ricardo Moore, District 7, which

22 encompasses the 2nd, 6th and 10th Precincts.

23 MS. DEWAELSCHE: Good evening. I'm Eva Garza

24 Dewaelsche, police commissioner and so pleased to be in

2 chief administrative officer, Detroit Medical Center,

3 member of the Board of Police Commissioners, appointed

4 by Mayor Duggan.

5 CHAIRPERSON BELL: And to my immediate left is

6 the immediate past chair. You are?

7 COMMISSIONER TAYLOR: Jessica Taylor, and I am

8 at large.

9 CHAIRPERSON BELL: Thank you. And to my far

10 left sitting in for the chief, Chief James Craig, is

11 Assistant Chief -- one of my favorite assistant chiefs,

12 Assistant Chief Steve Dolunt. And he can introduce

13 himself also.

14 ASSISTANT CHIEF DOLUNT: Hi. I'm Assistant

15 Chief Dolunt. Your chief is at the west side meeting

16 that the mayor is having with all his community heads.

17 I'm sitting in for the Chief.

18 CHAIRPERSON BELL: And I'm going to ask our

19 attorney for the Board, Linda Bernard, to introduce the

20 rest of the staff. I want to indicate that George

21 Anthony, secretary to the Board, is absent tonight for

22 training. So, Ms. Bernard?

23 MS. BERNARD: Mr. Chairman, just sitting to

4 CHAIRPERSON BELL: Thank you. Once again, we

5 are happy to be here at Galilee Missionary Baptist

6 Church. And we thank you in advance for your great

7 hospitality and for your attendance tonight. I sort of

8 peeked into the fellowship hall. There's going to be

9 more fellowship after the meeting.

10 And we are so kind, is anyone here that would

11 like to come forward from Galilee Missionary Baptist

12 Church to share some brief remarks in terms of

13 hospitality tonight? Any members here tonight? Yes,

14 sir? Thank you. Take the mic, please, and give your

16 REVEREND HAMILTON: My name is Willie

17 Hamilton, associate minister here. Truly glad to have

18 all of you here tonight and also have a special meeting.

19 And I'm glad to have you here to inform us of lot of

20 things. But for our service here, we are glad to have

21 you any time. We have an 8:00 service, 11:00 service at

22 our church. Everybody knows it's here. The doors is

23 always open to everyone to come and just have a good

24 time.

4 COMMISSIONER TAYLOR: So moved.

10 carries. The next item of business would be officers

11 report and that would be your Chair.

12 Hopefully all you should have received a copy

13 of the duties and responsibility of the Board of Police

14 Commissioners. If you do not have a copy, raise your

15 hand. I'll make sure you get a copy at this time.

16 Could you circulate these copies, please?

17 I just want to share briefly that the Charter

18 has been circulated. We normally address the Charter.

19 But I think it's important at this particular time that

20 we speak to the reality of the Board of Police

21 Commission based on Emergency Order 42. That is what we

22 are under at this particular time, as of I think

23 November of last year.

24 In reference to, you know, the mayor was

25 completely reinstated to his full duty and

1 responsibility, council and the city clerk. But that

2 was not the case with the Board of Police Commission.

3 And I just want to share briefly with you, this is

4 Emergency Order 42. And you can always look this up on

5 line. Everything is pretty much on line in this day and

6 age.

7 But notwithstanding, anything to the contrary

8 to Emergency Order Number 11, the following powers of

9 the Board of Police Commissioner should be reinstated

10 immediately. A, the power to consult the chief of

11 police and with approval of the mayor establish

12 policies, rules and regulation. B, the power to review

13 the department budget prior to its submission to the

14 mayor and to make recommendation to the mayor regarding

15 such budget. C, the power to receive and investigate,

16 including the power to Subpoena witness, administrative

17 oaths, take testimony, required production of evidence

18 and to apply to the appropriate court for enforcement of

19 same and to continue his current investigative staff and

20 level for this purpose and recommend resolution of the

21 complaints to the mayor concerning operation of the

22 police department.

23 D, the power to forward all allegations of

24 criminality to the appropriate internal or external law

25 enforcement agency for further investigation. And E,

1 the power to make an annual report to the mayor, the

2 council and the public for the handling of such

3 complaint.

4 All other powers granted to the chief of

5 police by Order Number 11, which is Emergency Order

6 Number 11, should continue. And the mayor should have

7 authority to negotiate and execute a contract among

8 other things extend the current chief of police service

9 to the city.

10 I just want to make sure that you understand

11 the issue in terms of the Charter, mandate and what we

12 are under. You're going to hear more about that as we

13 go forward with the speakers tonight. But I think that

14 clarity would help you in terms of what we are trying to

15 get reinstated. That should take place hopefully in

16 December of this year, one year from the emergency

17 order.

18 And we have received support from the council

19 president, Brenda Jones, a sign that she would be voting

20 in favor of being reinstated. Also, Councilman Maurice

21 Sheffield has stated publicly in terms of that support,

22 and Councilman James Spivey has already indicated -- and

23 I think we have I know the support of Scott Pinson from

24 this District 3 in terms of support. So, that support

25 has been galvanized and awareness that we want to make

1 sure that you understand the Charter and what we are

2 operating under.

3 I think in the past, we did not make that

4 crystal clear to you. But you can find the results and

5 the findings of Emergency Order Number 11 and Emergency

6 Order 42 on the internet. And if you have any questions

7 concerning it, you can always see one of the

8 commissioner because we've been dealing with this ever

9 since we have been elected in January, of what -- well,

10 we took office in January, 2014, is that correct?

11 So, we can move forward with the agenda at

12 this time. I am going to ask on our first speaker

13 tonight, Attorney David Robinson. Attorney David

14 Robinson is a former police officer who went on to law

15 school, and he pretty much retired from the police

16 department. But I had the opportunity to work with him

17 when he was a young officer, when I was a young officer

18 years ago in the old 14th Precinct.

19 But he was -- really grasped the situation.

20 And his brother was on the police department. And he's

21 somebody I just really look up to and appreciate his

22 legal background. And he is going to share some insight

23 in reference to what he has experienced with reference

24 to litigation involving not just the Detroit Police

25 Department but other agencies also.

1 But I'm going to stop now and let him speak.

2 And we are going to turn this forum around for where he

3 can interact with you also. Thank you, Mr. Robinson.

4 MR. ROBINSON: All right. Thank you for the

5 invitation to come and speak before the honorable

6 commission. And I thank you out there for listening. I

7 was a cop for about 13 years. And then I have been

8 doing the law thing now about 29 years. I have been on

9 both sides of the issue in terms of when I was a police

10 officer/lawyer, I was representing the police officers

11 and doing things on behalf of the police department.

12 And then I taught police officers the law in

13 the academy. I taught briefly at Wayne State University

14 in the law courses. And now I've been on the other side

15 bringing civil lawsuits against police for police

16 misconduct. And I have brought lawsuits against not

17 just the City of Detroit but other municipalities and

18 other police agencies and so forth.

19 It's interesting that my sergeant, Sergeant

20 Willie Bell, asked me to come to speak to you tonight

21 in that I guess the City of Detroit politics are sort of

22 in the throws of what it is that a Board of Police

23 Commissioner as a citizen review can serve and for the

24 benefit for this city. Clearly, we have seen recently

25 in the newspaper stories of police officers taking the

1 lives of young African-Americans.

2 The last one certainly highlights what I

3 believe to be the necessity to have the integral

4 involvement of a citizen review board with some sort of

5 teeth in order to restore what I believe to be the

6 confidence of the citizens in light of these incidents

7 where the only way that we will know the truth of what

8 really occurred is by way of a video tape.

9 Certainly, with Office Slager, if I'm

10 pronouncing his name correctly exactly, it would have

11 been business as usual had that video not been

12 displayed. I want to highlight one other quick point

13 because if we contrast what happened in South Carolina

14 with what happened in Ferguson, you got to -- if you

15 studied it, if you looked at it, the young man that was

16 with Michael Brown, he was an eyewitness to what it is

17 that Darren Wilson did to Michael Brown.

18 But interestingly, because of his humanity, he

19 could be impeached. If you were to compare the conduct

20 of Darren Wilson to the conduct of this new officer, I

21 assure you that Michael Brown was killed in essentially

22 the same fashion that Walter Scott was. And so, again,

23 there is no better time and no more urgent time for

24 citizens to feel confident in their police, in the

25 policing of their communities.

1 And so, how do you do that? You do that

2 through the body of civilians in order that you, a

3 citizen, have a representation with regard to how your

4 police department is operating. Clearly, I have been

5 involved in many lawsuits. And the need again for a

6 process that is going to involve scrutiny of police has

7 to start again from I think a grass roots community

8 perspective.

9 So, you certainly are here as advocates

10 hopefully for the restoration of the Board's authority.

11 And I strongly endorse that, that you do show your

12 support continually for that. Now, in terms of a

13 solution so to speak to the problem, again, it's going

14 to take not the perspective of one entity. So, to say

15 that a chief of police in other words needs to run the

16 whole show, that never has worked and it never will

17 work.

18 The culture of policing is such that things

19 that have happened in Ferguson and things that have

20 happened in Staten Island and things that have happened

21 in Cleveland and things that have happened in South

22 Carolina and every city that you can think of, you got

23 to ask yourself why do these things keep happening?

24 Well, the culture that starts from the top

25 literally has to be changed because when -- and I again

1 go back to this last example 'cause it's so stark. The

2 incident occurred. The officer had put on to paper a

3 version of what it is that he claimed took place.

4 Again, it isn't enough to say that a video should have

5 been the thing that would ferret out the truth.

6 Even without the video, the culture of

7 policing, to be changed, could also lead to the same

8 revelation of the officer literally having committed the

9 murder of Walter Scott. So, police departments, chiefs

10 of police, have to be open to looking at it from a

11 non-police perspective as it were if we are going to get

12 to the truth. And what do we want? We want the truth.

13 What does Mr. Scott's mom and dad want? Just the truth.

14 All right.

15 I can reflect on some of the cases that I've

16 had. And I'd like to sort of try to talk myself out of

17 business because I have in the course of the litigation

18 that I've done attempted to bring to the police

19 department and the law department ideas of how it is

20 that things should be done in order to stop the

21 lawsuits. Okay. Lot of money. Lot of money. But it

22 doesn't make sense. Paying the money doesn't change

23 anything.

24 So, somebody needs to, you know, grab ahold to

25 again, what I'm talking about changing the culture in

1 order to save money. And again, I put myself out of

2 business. Back in the years before 2003 when the

3 justice department came in to the city and caused the

4 city to enter into the Consent Decree to change the

5 three areas of concern about pretrial detainees,

6 excessive force and the wrongful seizures that were

7 occurring, it was so interesting that pretrial

8 detainees, for instance, there was a case about a lady

9 by the name of Mildred Brazeel (phonetic).

10 And there were like 15 or 16 of these cases we

11 had. Mildred Brazeel was an example. She was a

12 68-year-old lady that had gotten into an argument with

13 her live-in mate. And he was probably 70. And she had

14 taken a pitch fork or something and tried to go after

15 him. They both were drunk. And the police came and

16 decided to arrest her and take her to the 13th Precinct.

17 When she got there, Mildred Brazeel started

18 complaining to her keepers that she had chest pains and

19 difficulty breathing. All right. They didn't do

20 anything. Her complaints fell on deaf ears. It was so

21 bad to the degree that the ladies that were in her cell

22 with her began to chime in and complain on her behalf

23 because they saw that nobody was doing anything.

24 Well, in the night, Mildred Brazeel fell off

25 of the bench that she was laying on, on to the floor.

1 The hours had passed. And then in the morning, the

2 detention officer comes in, and all the other ladies are

3 aroused because they got to go to court. Mildred

4 Brazeel couldn't be aroused. She was on the floor. She

5 was in rigor mortis. And it was interesting because

6 when you looked at the blotter -- and that's the thing

7 that the desk supervisor keeps of all the events that go

8 on during the shifts, they have to record. One of the

9 things that they are supposed to record is the fact that

10 they're checking the detainees given what is required

11 under the policy.

12 Well, in her case, she was complaining of

13 chest pains and difficulty breathing. That should have

14 given her a little more of a heightened status, but it

15 didn't. And when then you look at the evidence --

16 because they had found her dead in her cell. So, the

17 evidence techs came by. And this is so simple, so

18 simple. The evidence techs came, and they documented

19 the evidence, the evidence of this lady on the floor

20 dead in rigors, right.

21 You look at the blotter. The blotter said

22 that they checked her every 30 minutes. They are

23 looking at a dead lady every 30 minutes. But that

24 didn't rise to the -- didn't raise a red flag to anybody

25 because nobody concerned themselves about how this thing

1 happened. It was, well, Mildred Brazeel just had a bad

2 heart and so unfortunately she died. Well, all right.

3 That's just Mildred Brazeel.

4 What about Tommy Thomas, what about Tory

5 Carter? What about -- and I can't even think of all the

6 names, but there's so many people, similar sorts of

7 things. And then nobody put two and two together. And

8 what I'm saying is you got to change the culture. All

9 right.

10 Somebody else, maybe outside of the psyche of

11 the police, that blue psyche, should take a look at it,

12 some other third party, some objective somebody. And

13 again, one of the other things -- I am switching gears

14 right now because this is kind of important in terms of,

15 again, changing the culture. There should be a

16 non-intimidating process of a citizen coming to the

17 police department to make a complaint. I've got clients

18 that come to me and they say, Mr. Robinson, this and

19 that has happened. I say, well, you know, go to

20 Internal Affairs and, you know, tell them about it.

21 They will take your complaint.

22 Then they go to Internal Affairs. And then

23 the first thing out of Internal Affairs' mouth is that

24 well, listen, I'm going to take your complaint. But,

25 you know, if you lie, it's a felony; and I will get a

1 warrant against you. Okay. So, does that encourage the

2 person or does that discourage the person?

3 All right. And so, again, despite the fact

4 that Internal Affairs is supposed to be sort of

5 independent from the police department per se and

6 objectively look at things, they have a tendency not to

7 do that. Police have a tendency to think like police,

8 whether or not they are Internal Affairs or not.

9 So, again, the process of citizens being able

10 to take a complaint I think would be a little less

11 intimidating to the average citizen for the process.

12 What are we trying to accomplish here? Search for the

13 truth. What's the benefit of the search for the truth?

14 Making things work right. Isn't this that we are

15 supposed to be trying to accomplish here? I mean,

16 because again, if you stop police from doing misconduct,

17 that helps the police department. It helps the police

18 officers.

19 When the incident occurred with Michael Brown

20 and with Mr. Garner, one of the things that you never

21 heard by any police officer was what was told to me by

22 Louis Anderson when we were working together. He would

23 always say how important it was to treat the citizens

24 with respect because you never know when you're going to

25 need them. So, again, think out of the box. As a

1 police officer, I wear a vest, I got a gun. You know, I

2 can call for help. Those are all things that are safety

3 factors for me when I'm out there on the street. But

4 what about the safety of humanity, indignity, in

5 treating somebody with respect because you never know

6 when you're going to need them.

7 I read all of that grand jury stuff with

8 Darren Wilson. And, you know, you scratch your head,

9 you say, wow, how could the grand jury come up with what

10 they came up with a non-indictment? Well, the fix was

11 in from the beginning. Okay. If you read the grand

12 jury's testimony if you want to call it that, there was

13 no absolute cross examination of him. So, changing the

14 culture. Okay. This was the prosecutor's feeling in

15 that regard.

16 So, you know, they can be on the hook too here

17 with regard to the thing that I'm talking about changing

18 that culture so that we become what it is that we are

19 supposed to be. And that is a civil society where bad

20 things don't happen. I mean, I'm talking about an ideal

21 situation. Is that ever going to happen? No. But can

22 we strive for it? Absolutely by changing the culture.

23 All right.

24 CHAIRPERSON BELL: Thank you, sir. I really

25 appreciate it. I think you gave a -- commissioner, do

2 Attorney Robinson at this time?

3 COMMISSIONER VANN: Mr. Chairman, I just want

4 to say that I'm happy to see him tonight. I got called

5 into a deposition with him. During that particular

6 time, I actually saw the evidence and the pictures of

7 course of those victims who were adversely treated in

8 custody, which led to the Consent Agreement. And I can

9 verify myself of Attorney Robinson's great work and what

10 he has done to heighten the cause of justice for all of

11 the persons in the city of Detroit.

12 So, thank you for stopping by and letting us

13 know. I remember the story quite well in my first stint

14 as a police commissioner. And I was scared to death

15 when I went up there the first time. But certainly I

16 want to applaud you for that and for coming tonight to

17 share with the residents of the city some of the issues

18 as it relates to the kind of police community relations

19 that we know that we need. Thank you.

20 MR. ROBINSON: Thank you.

22 Mr. Robinson, for your remarks. Commissioner Crawford?

23 COMMISSIONER CRAWFORD: Yes. Through the

24 Chair, I'd also like to thank Attorney Robinson. It's

25 been some years since we talked. And I just want to add

1 that the cost of civil litigation for the City of

2 Detroit from the year 1987 to 2000 was 142 million

3 dollars. That's what it cost the taxpayers, 142

4 million. The last -- prior to the bankruptcy being

5 filed, the year I think it was 2013, was 4.1 million.

6 That's what the cost of litigation was because of the

7 police department.

8 One of the council members used to track this

9 every year, And I was in communication with her. And

10 that was Sheila Cockrel. She kept up with the cost of

11 litigation involving the Detroit Police Department and

12 citizens. So, that needs to be noted.

13 CHAIRPERSON BELL: Very expensive. Thank you,

14 Commissioner Crawford. The next item on the agenda

15 would be Leslie Matthews from Michigan United. And she

16 is going to come forward to speak to Michigan United,

17 DPAC. And we've been interacting with Ms. Matthews and

18 others for the last six months or so. It's been really

19 rewarding. We've had two community forums. And it's

20 been very helpful in terms of interacting with the

21 community and interacting with these individuals who

22 have been on the cutting edge of not just this issue but

23 other issues in the community. Thank you.

25 share a little bit with you about Michigan United.

1 Michigan United is a state-wide coalition fighting for

2 the dignity of all people, for an economy that works for

3 many and a democracy that is strong. We believe that

4 people powered Michigan is the best kind of powered

5 Michigan that we can have.

6 We feel that through developing leadership,

7 those directly impacted by injustice, deep civic

8 engagement, that it would mobilize voters and on-going

9 campaigns that achieve meaningful change for our

10 communities.

11 I'm glad to be before you this evening. I'm

12 going to talk a little bit about our work with Michigan

13 United, DPAC. But I'm going to talk to you a little bit

14 about me. One of the things that I am is I am an

15 African-American mother. And one of the things that

16 frightens me is every day that my son goes out the door,

17 whether my child is going to return to me or not, not

18 just because of criminals but because of interaction

19 with other people.

20 My son is 20 years old, and he is a organizer

21 for SEIU. And one of the most frightening experiences

22 that my son has ever experienced as a young

23 African-American male was, I look like somebody, mama.

24 I'm doing what a 17-year-old does. I'm chilling in

25 front of the house talking to some girls. And some

1 police came up to me, and they disrespected me; and they

2 called me names.

3 And he said, mom, I wet my pants. And I was

4 livid, and I wanted some help. And I really didn't know

5 where to go. Let me be clear. I am for justice. I am

6 also for policing. But I'm also for policing with

7 dignity. I do not want to live in a society that is

8 lawless. So, police are very very necessary. Good

9 policing is very very necessary.

10 So, when I heard the plight with the Detroit

11 Board of Police Commissioners back in December, I

12 listened. And I said, that's something that we can do

13 something about. And so, we took it to other clergy.

14 And the clergy said, that's what we want to do. We want

15 to be a prophetic voice in the city of Detroit. And we

16 want to help to build a better community.

17 Civilian police oversight is a necessity. We

18 have to have an agency that is independent of the police

19 department that we can go to and that we can get justice

20 from that will help obtain justice for its citizens.

21 DPAC was a part of the group that went and talked to

22 Barbara McQuade, the U.S. district attorney, Eastern

23 District attorney.

24 And we assisted in getting body cameras in

25 Ferguson. We are currently trying to assist the

1 commissioners now with a campaign called ROC, Restore

2 our Commissioners. We want our city council to come on

3 board with us, December, 2015, and completely and

4 totally restore our police commissioners. It is not

5 enough to say that the only thing that we need is a

6 review board. I don't understand how someone who could

7 be given back their power could not give back the police

8 commissioners their power.

9 I think the Detroit voters have been

10 disenfranchised long enough. I think that we have been

11 beat down as voters long enough. I think that we've

12 been beat down as citizens long enough. I think that we

13 deserve a Detroit for all people. And I think that we

14 can do this if we all get together and we all get behind

15 the commissioners and we all raise our voices together

16 and let our council people know and let our mayor know

17 that this is what we want. This is what the Charter

18 mandated, and this is what we want.

19 We want our vote to be recognized, recognized

20 from 2011, recognized from 2014 and 2013. We want our

21 vote recognized. So, what I'm inviting you to do is on

22 May the 5th, we will be at Mt. Zion Baptist Church. And

23 we will hold another forum, and we will be talking about

24 this very same thing. And we are going to beat the drum

25 in the city of Detroit, and we are going to beat it loud

15 civics here. City council of Detroit is empowered by

16 the Charter and elected by the people, the same Charter

17 that empowers the Detroit Police Commission, they'd like

18 to -- and also be appointed. So, it's just kind of

19 ironic that the council would be in a position to have

20 to give us power back or restore power when it's the

21 same Charter that empowers all of us. And I have never

22 heard the history of politics in the state of Michigan

23 or Detroit where a group of elected officials can take

24 power from another group of elected officials

9 bit of hypocrisy one might say that the council has some

10 kind of power to take power away from another elected

11 body. That's all.

3 body. Hello to everyone else in the room.

4 CHAIRPERSON BELL: This is the normal format.

8 SERGEANT KEVIN MILLER: Captain Timothy Leach

9 is in Lansing. So, he certainly sends his apologies.

10 The 11th Precinct is located at 5100 East Nevada, which

11 encompasses approximately 15.9 square miles. The 11th

12 Precinct is commonly referred to as the Northeastern

13 area of the city of Detroit, bordering the neighboring

14 cities of Hamtramck, Highland Park, Warren, Hazel Park

15 and Ferndale.

16 The boundaries of the 11th Precinct are north,

17 east 8 Mile Road at John R. Street to east 8 Mile Road

18 at Hoover; east, Hoover at east 8 Mile Road, to Connor

19 Road to French Road; south, Miller Street at

20 Van Dyke to Carpenter Avenue bordering the city of

21 Hamtramck; west, I-75 freeway to east McNichols to John

22 R. Street on east 8 Mile Road.

23 The 11th Precinct goals and initiatives. The

24 11th Precinct has been selected as the model precinct

25 for the Detroit Police Department. This is a

1 prestigious honor for our precinct, for some of our many

2 goals which are increase community partnerships, improve

3 response time for calls for service, patrol units to be

4 more proactive, continue to develop and implement plans

5 to increase police visibility, reduce crime and address

6 quality of life issues.

7 There are presently two crime prevention

8 initiatives, which is of course as the neighborhood

9 policing officers, deployment of community relations

10 personnel in each area of the precinct. There are three

11 zones that the neighborhood policing officers are over.

12 And of course they have cell phones that the citizens

13 are able to call them directly.

14 The other measure is security surveys. They

15 are offered regularly and conducted upon request from

16 businesses and residents by the precinct they were

17 policing, police officers. So, there are approximately

18 five security surveys done monthly, dependent on how

19 often one calls in and requests that service.

20 You will see that there are pages 2 and 3, I

21 think you guys received the -- you will see there that

22 pages 2 and 3. There are community events, meetings.

23 And one in particular is the community meeting that

24 Captain Leach has every second Tuesday, monthly, between

25 6:00 p.m. to 8:00 p.m. So, he is actually meeting with

2 schedule that's giving you all of the events that will

3 be going on throughout the remaining of this year.

4 Lieutenant Ronald Lockhart is here from the

5 11th Precinct. And you have the NPO, which is -- one is

6 Officer Eric Hill in the back there, Officer Douglas

7 Nichols and Officer Kevin Chambers. Are there any

8 questions?

9 COMMISSIONER MOORE: First of all, I want to

10 commend you, Sergeant, on a job well done. I have never

11 seen a sergeant present before the Board of Police

12 Commissioners. You did an outstanding job. This

13 calendar is nice as well. Do you have any information

14 -- and maybe I should direct this to the assistant chief

15 -- on the body camera pilot program that's taking place

16 here. Do we have any information on that, Assistant

17 Chief?

18 ASSISTANT CHIEF DOLUNT: The pilot program is

19 in Number 11. Ron, can you address that?

20 LIEUTENANT LOCKHART: Lieutenant Ron Lockhart,

21 11th Precinct. What is your question, sir?

22 COMMISSIONER MOORE: Status -- do we have any

23 feedback on the body camera pilot program?

24 LIEUTENANT LOCKHART: What we are doing is

25 right now we are in the testing phase. There's three

1 different vendors that are vying for our business. And

2 these are for the -- these are for the cameras -- these

3 are for the cameras that attach to your lapel, attach up

4 here. They are attached to your shirt. And it's better

5 than the cameras in the cars because if you go inside of

6 a house or if you have to chase somebody, the camera can

7 still work and it's still on.

8 And what we are doing is we are testing in

9 three phases. We are just finishing up phase one.

10 Phase two is going to start on Monday. And then we are

11 going to do a month with that camera. Then we are going

12 to go to the third phase a month after that. So, it's

13 coming.

14 We should have had it a while ago, but it's

15 coming now. So, every officer that works patrol in the

16 Detroit Police Department at some point in time will

17 have a body camera.

18 COMMISSIONER MOORE: Do officers appear to

19 like the body cameras or --

20 LIEUTENANT LOCKHART: They do in the long run.

21 And I think -- he is gone now, but I think Attorney

22 Robinson said it best. The bottom line is it's a search

23 for truth and the search for justice. And the camera --

24 the camera doesn't lie.

1 CHAIRPERSON BELL: Anything else?

2 COMMISSIONER CRAWFORD: Through the Chair,

3 Officer, on the issue of body cameras -- well, I'd like

4 to expound a little later. I attended a regional

5 conference a couple days ago in Akron, Ohio. And that

6 was the issue. That's what this conference was about.

7 It was a NACOLE conference of body camera

8 implementation. It was noted that citizen complaints go

9 down tremendously and also abuse of force.

10 There's a couple cities that were cited across

11 America. One of them was Rialto, California. I think

12 the citizen complaints they cited were down 87 percent

13 because they all have body cameras on. And the use of

14 force is down 29 percent. So, there's been dramatic

15 drops in use of force and also citizen complaints when

16 officers are wearing body cameras. And that's two fold

17 too, for the citizen and the officer.

18 LIEUTENANT LOCKHART: Sir, you're absolutely

19 correct. Also, the officers that are out there doing

20 what they are supposed to do on a daily basis, they have

21 nothing to fear with the camera. But for those officers

22 -- and I'll be honest with you, every department has bad

23 apples. And like every department, we want to weed out

24 our bad apples. So, the only ones that would have a

25 problem with it are the officers that aren't doing the

1 right thing anyway. And we want to get rid of those

2 officers anyway.

3 COMMISSIONER CRAWFORD: By the way, it was

4 reiterated again yesterday in the media that the

5 president, President Obama, last year there was this

6 talk of trying to allocate I think it was -- I think it

7 was 373 million dollars -- don't quote me on that number

8 -- for body cameras. But that was about 50,000 body

9 cameras for police officers across the country. But

10 there are some 780,000 police officers across the

11 country, 780,000.

12 And that's -- the citizenship in America is

13 316 million. So, just to give you an idea of those

14 numbers. But as to 50,000 -- so. It's going to be

15 incumbent upon -- if the money does come to departments,

16 it's going to be dealing with them only buying so many.

17 So, it's incumbent on the various police departments to

18 buy their own.

19 LIEUTENANT LOCKHART: I would like to see

20 every officer in America have them. Every officer has a

21 gun, every officer has a badge, every officer has a

22 bullet-proof vest. So that should be standard

23 equipment.

24 COMMISSIONER DEWAELSCHE: I do have a couple

25 of questions for the sergeant regarding his report on

1 community policing. So, you indicated there are

2 security surveys that are conducted, five a month. That

3 seems like a very small number to me. And I'm

4 wondering, is that because you don't have enough

5 community policing officers or how do you go about

6 informing businesses and residents that they can get a

7 community survey done of their facility or home? Is

8 that something that you do on a regular basis because I

9 would think you would be inundated with requests if

10 people knew about that.

11 LIEUTENANT LOCKHART: Well, I'm going to --

12 first I want to start with the businesses. Whenever a

13 business requests a survey, we do go out there and do

14 the survey. And when the officer is out there on the

15 street and they take the report, the officers will let

16 them know. I can't say that that happens in every

17 situation. But when the officer initially takes the

18 report, the business owner says, hey, my shop was broken

19 into, the officer will come out there. They will take a

20 report. And they will let them know at that time that

21 our community policing, our neighborhood police officers

22 will do a survey.

23 And just to answer your question though, we

24 don't get a lot of requests. And that's probably

25 because a lot of people -- a lot of people don't know.

2 Thank you for bringing that to my attention.

3 COMMISSIONER DEWAELSCHE: Then my other

4 question was how many officers do you have assigned to

5 do this kind of work, community policing?

6 LIEUTENANT LOCKHART: Well, there's three per

7 precinct. And we have three officers that do that.

8 COMMISSIONER DEWAELSCHE: Okay. Thank you.

9 LIEUTENANT LOCKHART: You're welcome.

10 COMMISSIONER CARTER: Through the Chair, quick

11 question. Lieutenant, I know that there was an

12 initiative that the chief put forward for all precincts

13 to meet with clergy in their areas. Do you know if that

14 started in your precinct? And if so, how many churches

15 are actually in your precinct?

16 LIEUTENANT LOCKHART: We absolutely have done

17 that. And one of our clergy members, one of the members

18 from our clergy council was here just a little while

19 ago. I don't know what happened to him. But he was

20 just here. So, we have about six or seven clergy

21 members. And we do meet once a month. And the doctor,

22 the pastor that was just sitting over there a little

23 while ago, he is actually on our board.

24 COMMISSIONER CARTER: Thank you.

2 LIEUTENANT LOCKHART: No. The doctor whose

3 wife is also a doctor. I can't think of his name right

4 now.

5 CHAIRPERSON BELL: Thank you. Any other

6 questions or concerns?

7 COMMISSIONER SHELBY: One question. The 11th

8 Precinct has a large population of Middle Easterners.

9 How is the communication with those groups?

10 LIEUTENANT LOCKHART: We interact well with

11 not just Middle Eastern, there's also a large number of

12 people from India and Pakistan. We typically don't get

13 a lot of runs there. But the interaction is fine. We

14 treat them just like we would any other citizens.

15 CHAIRPERSON BELL: Any other questions,

16 concerns? Assistant chief, would you acknowledge --

17 introduce all the staff members of your command, please?

6 be honest with you. We have a few stalwarts that came

10 outstanding. I appreciate it. And I have a great deal

11 of love and affection for the 11th Precinct. It's my --

12 I spent a couple years working there, and it was a

13 rewarding experience because I think Commander Haddad

14 was the commanding officer who moved on to chief of

15 police. And we had a great interaction with the

16 community in terms of aspects of policing community

17 relationships. You all did a great job. It was a great

18 experience.

19 The 11th Precinct, I want to say that it's

20 continuing on. So, that's a blessing. And you shared

21 in your home with what precinct now?

4 Sergeant Miller is the first sergeant to probably do it.

5 And he is using his speaking voice for what it's worth.

6 And it's Ron's job -- he is in a Beatles band. Did you

7 tell him that, Ron, or no?

8 LIEUTENANT LOCKHART: I did not tell him that.

9 ASSISTANT CHIEF DOLUNT: It's an actual

10 Beatles tribute band. He plays George Harrison, right?

11 Anyway, he has a wig on I'm assuming.

12 COMMISSIONER VANN: To the assistant chief,

13 I'd like to know for the sake of our residents and

14 community members who are here, I know that there's been

15 some recent stories that involved Detroit police

16 officers. And I don't know if you'd like to address

17 that and also possibly give us an opportunity to know

18 whether progress is being made with the incident with

19 the mother and the children as well.

20 ASSISTANT CHIEF DOLUNT: Well, today a

21 lieutenant and a police officer were indicted federally.

22 I think they have been under investigation for some

23 time. And the FBI concluded their investigation, turned

24 it over to the United States Attorney's Office, who

25 presented to the grand jury. And they felt there was

1 enough there to indict those two officers.

2 They are now suspended without pay pending the

3 outcome of their trial, federal trial. It's well

4 documented that we have -- we are still under

5 investigation in our major violated unit both federally

6 and through the county. So, we are waiting for the

7 results on that.

8 Some additional investigation going on with

9 that. I think the chief was right on point when he

10 said, things that are done by some aren't a reflexion of

11 all. They are innocent until proven guilty like anyone

12 else. It's very disturbing. It's a bad day in the

13 department. But we will get through this as we always

14 do.

15 As far as the woman who had the two children,

16 I was at that scene. It was very troubling for the

17 officers as well who seen this. I was troubled by a few

18 of the neighbors that said, well, you know, no, I don't

19 know. That was, I'm always hearing that it takes a

20 village. Some -- a few neighbors or some concerned

21 people to step up. And they didn't. And it wasn't

22 until she was being evicted that we found out about

23 that.

24 And then we had yesterday or two days ago

25 where I had six kids between the ages of 8 and 8 months

1 in a house with no heat or electricity. To the mother's

2 credit, she had a job. The kids were fed. They were

3 clothed. Unfortunately, they couldn't bathe because

4 they had no heat, water or electricity in the house.

5 And that's sad as well.

6 I give her credit for working. But I think

7 the problem nationwide is we have kids raising kids.

8 Grandparents shouldn't have to raise their kids' kids.

9 Kids should have to raise their own kids. And there's

10 no license to become a parent. So, we are dealing with

11 -- I'm not going to condemn anyone. We'll just keep on

12 pushing through this and we will be okay. Better times

13 are coming.

14 COMMISSIONER VANN: Thank you.

15 CHAIRPERSON BELL: Thank you, Commissioner

16 Vann. I'm glad you sort of brought that out because it

17 was a breaking story this afternoon. So, it's good to

18 share that type of dialog. I would like to just pause

19 before we move on to perhaps committee reports, perhaps

20 Commissioner Crawford can give us a brief overview of

21 the conference in Akron, Ohio. And we can perhaps

22 explore it a little bit more fully at our next meeting

23 next week. But you made come comments already.

24 COMMISSIONER CRAWFORD: The conference in

25 Akron, Ohio, was a conference -- regional -- Midwest

1 Regional Conference. But it's sponsored by NACOLE,

2 which is the National Organization for Civilian

3 Oversight of Law Enforcement. That's across the

4 country.

5 And so, civilian oversight, there are

6 different models in different cities across the country.

7 I don't believe there's any two alike. I think

8 personally we have the best model here for civilian

9 oversight. That's the Detroit Police Commission, which

10 has been around for 41 years now.

11 In this conference particularly, it was about

12 body cameras, about the body cams that some police

13 departments are slow to implement basically across the

14 country. There are pilot programs going on in Akron as

15 we speak. Cleveland is about to -- well, they are

16 engaging in the pilot program also because of what

17 happened in Cleveland with the 12-year-old, Tamira Rice,

18 being killed by the officer. Akron also has one.

19 Detroit, we have one currently. And we started one last

20 year. And this is our second pilot program.

21 So, body cameras are coming to your local

22 police department. As I stated, at the conference,

23 there has never been or there historically wasn't an

24 issue with video, police controlled videos I call them.

25 You remember a show called COPS, it's still on, where

1 they brought cameras into your house? And I still today

2 don't know how they did that, come in your house with a

3 video camera with the police, and they are riding in the

4 back of the police car.

5 And, you know, there's another show called

6 48 Hours. And we do recall we had 48 Hours here in the

7 city of Detroit when Ayana Jones was killed. So, I

8 don't know what the issue is with the -- with some

9 police departments do not want to be caught on camera.

10 There's another show called Caught on Camera. And

11 that's happening too. But body cameras are -- I

12 wholeheartedly support them, endorse them and am an

13 advocate of them.

14 But that's not the end of it. You saw what

15 happened in South Carolina. That was on video. But I

16 can take you back to -- as I stated to the Rodney King

17 video. Remember that? You remember what happened?

18 They told you, you didn't see what you saw. And what

19 you saw is what we are going to tell you what you saw.

20 And they were tried by a Semi Valley jury, which they

21 were not convicted.

22 Then a federal indictment indicted them. And

23 then ultimately they were convicted. By the way, that

24 was Sergeant Stacey Koon, Officer Winn and Officer

25 Persinio (phonetic). I remember the names because I

2 of Eric Garner in New York being choked up. I can't

3 breathe. Called in, no indictment. So, we have to go

4 beyond body cameras too. So, that's good. But we have

5 the video.

6 Then there needs to be good investigations,

7 indictments, prosecutions, convictions and prison time.

8 CHAIRPERSON BELL: Thank you, Commissioner

9 Crawford. I would like to, before we move into the

10 Resolution part in terms of new business, if you

11 represent an organization, I would like for you to

12 stand, to just say briefly what organization.

3 COMMISSION CRAWFORD: This is a Resolution

4 honoring Miss Carolyn Green.

5 "WHEREAS Mrs. Carolyn Green has been a

6 resident of the Eleventh Precinct for thirty-nine years,

7 and has been an active Community Relations Council

8 member. She was married to the late DonEl Green, Sr.,

9 and is the proud parent of six(6) children, eighteen

10 (18) grandchildren, and eight (8) great grandchildren;

11 and

12 WHEREAS, Mrs. Green graduated from the Detroit

13 High School of Commerce. Following graduation, she

14 pursued her secondary education at Highland Park Junior

15 College where she took Liberal Arts courses. In 1966

16 she was hired by General Motors and retired after

17 32 years of service; and

18 WHEREAS, Mrs. Green is committed to helping

19 the people in her community and the youth within the

20 Eleventh Precinct. She participates in the community

21 relations meetings and other precinct activities as

22 well; and

23 WHEREAS Mrs. Green is currently a member and

24 past president of the church's Missionary Society, a

25 member of the Seasoned Saints Senior Ministry and the

7 Mini Station 3. In addition, Mrs. Green volunteers for

8 the Angel's Night campaign, and works with the Eleventh

9 Precinct's "Just Say No" drug program; and

10 WHEREAS Mrs. Green loves to volunteer and help

11 wherever she is needed. She is what every community

12 leader hopes for and more; and

13 NOW, THEREFORE, BE IT RESOLVED, that the

14 Detroit Board of Police Commissioners, speaking for the

15 citizens of the city of Detroit and the Detroit Police

16 Department acknowledges the generous spirit of

17 Mrs. Carolyn Green. Her unselfishness and dedication to

1 Well, the city don't have any money. So, we're raising

2 -- and it's about maybe 90 kids. They all have to keep

3 a good GPA. And we travel. We just got back from

4 Washington, DC. Memorial Day weekend we are going to

5 North Carolina. And we are in bad need of buses. We

6 are talking about children who swims three or four hours

7 a day when they get out of school. So, they can't get

8 in no trouble.

9 By the time they get home, they tired, and

10 that homework have to kick in. And they can't swim if

11 they are not up to date with their school. All our

12 children come in the top ten when we go somewhere. So,

13 it's not like we just came. We have just had seven come

14 back for sectionals. Sectionals is -- next is

15 nationals. We've had one to go to nationals. We had

16 one is a Navy Seal. We have one that's training Navy

17 Seals.

18 So, I mean, some good and a lot of them has

19 got their college education. So, I'm an advocate for

20 the Detroit Recreation Swim Team. And if anyone could

21 help with some type of financial, whatever support. And

22 by the way, they do the five mile at Belle Isle in July

23 for breast cancer. So, they go to Canada and back

24 three-and-a-half times.

25 Yes, sir. My granddaughter -- Danielle, stand

6 my family and my friends for coming, my pastor,

7 everybody who took out their time just to come to be

8 with me. I just thank everybody, and I thank you all.

9 MS. JACKSON: My name is Kim Jackson, and I'm

11 Relations. And I have a certificate for this young

12 lady. And I don't know if she knows she is getting it

13 or not, but her name is Danielle Green. And she is such

17 perhaps we can embrace that in some form of support. I

20 didn't know that she was our honoree. And her family

21 and fan club was already here, and what a blessing.

22 And I just wish you God speed in terms of, you

23 know, just sharing your blessings with others. And

24 that's what it's all about because surely our young

25 people need support. And you're offering that type of

2 with us because at the last community meeting, one of

3 the members next door, they wanted to know Police Week.

4 And the information in my book was not listed. But

5 Police Week is right after Mother's Day. We all know

6 about Mother's Day. That's on May, what, the 10th, the

7 second Sunday in May. And Police Week is from the 11th

8 all the way to the 15th. That's Police Week.

9 And this will give you the opportunity to

10 interact and support your local police department. We

11 are talking about the Detroit Police Department. And

12 thank you for that type of calendar. That sort of

13 clears that up.

14 Now it's your opportunity to come before the

15 Board at this time. We have two minutes. Please give

18 MS. COOPER-REID: Good evening. I'm Jo Ann

19 Cooper-Reid. And I'm the director of the Detroit Police

20 Victim Assistance Unit; so, a little small unit that

21 provides crisis intervention to victims of sexual

22 assault, domestic violence and homicide.

23 And Commander Bettis and my Commander Wilson

24 asked me to come today and just do two minutes on what

25 we do to make the commissioners and the community aware.

1 We are trying to get out into the community. We have

2 actually been in effect since 1975 as the Detroit Police

3 Rape Counseling Center.

4 But unfortunately, a lot of greater Detroit

5 does not know that we exist. We get a copy of every

6 police report of domestic violence, sexual assault and

7 homicide that is committed in the city of Detroit every

8 day. We contact those victims either via telephone,

9 mail or in person. And we try to avail them of the free

10 and confidential services that we provide.

11 We are also on 24/7 pager to the hospitals of

12 the DMC, primarily Detroit Receiving Hospital, so that

13 we can see the victims of domestic violence and sexual

14 assault in the immediate aftermath.

15 So, we want to let everyone know that we are

16 in existence. I brought with me today one of our social

17 workers. Our staff is primarily social workers. And

18 one of our homicide advocates. And we have some

19 information for the commissioners and for the community.

19 overworked, understaffed. And I don't know if you know

20 this. But on the 27th, people are coming from DC to do

8 meetings to let the community know that you're there?

9 MS. COOPER-REID: As the Assistant Chief said,

10 we are a little bit understaffed. But we do try. We

11 are trying to get out in the community a little bit

12 more. Let me just say one more thing. We're 80 percent

13 funded by the Victims of Crime Act funding, which is

14 administered through the State of Michigan Crime Victims

15 Services Commission.

16 And we were just informed about two weeks ago

17 that the state anticipates getting increased funding, in

18 which they will trickle down to us. And we are one of

19 the larger grants within the state because they do

20 recognize that we have the numbers. Okay.

6 MS. MOORE: Hello. My name is Audrey Moore,

7 and I have a problem. My car was stolen three times in

8 six months. And the last time it was stolen,

9 unfortunately the robber dropped his phone. So, I was

10 able to get that -- I picked up the phone after looking

11 outside. And of course he had it where it was a code on

12 it anyway. I took it to the 11th Precinct, and they

13 couldn't open it up.

14 So, my son, I went and got him, and he decoded

15 it anyway, got it open, had all the pictures of all the

16 cars he stole and everything. And I was dealing with

17 Captain Rochon at that particular time. And everything

18 went down, and he was apprehended, the whole nine yards.

19 I called HEAT. And HEAT is if the person is supposedly

20 apprehended. And they wouldn't talk to me. They said

21 you didn't go through me first.

22 And so, then she said, well, I will turn it

23 over and see what they say, and back and forth, back and

24 forth, back and forth. I talked to everybody. And so,

25 finally, the 4th of July, a police officer called me and

2 And I think that's awful, you know. I never

3 got a response back because at first they said if

4 somebody call from 11 and tell them about it, maybe they

5 will look into it. I called Captain Rochon a million

6 times. No response. I talked to a secretary last week.

7 In a meeting, get back with me. No response. And that

8 turns, you know, citizens off you know. Even if I

9 didn't get anything from it, they could have responded.

10 That's my concern. Since I seen the assistant

11 chief here, and you can't get to anybody, I thought

12 maybe he can get me some information.

13 CHAIRPERSON BELL: I'm sure that the assistant

14 chief or his staff will meet with you afterwards to get

15 your information and respond appropriately to you. Are

16 you living in the 11th Precinct?

17 MS. MOORE: Yes.

18 CHAIRPERSON BELL: 11th Precinct person in

7 Zander. Again, I'm from the Victoria Park Jefferson

8 Chalmers area for the 5th Precinct. And I want to

9 commend you guys on, you know, the job well done you

10 know. It's unfortunate you guys are operating under the

11 conditions that you are. And I just want to encourage

12 everybody out here to contact your district

13 representatives, your council representatives, the

14 members at large and encourage them to give back the

15 power the people duly elected them to have. So, that's

16 the first thing.

17 Second, I want to encourage everybody to be

18 involved in their respective community police district.

19 I am from the 5th District. And we are transitioning

20 from the Eastern District, to the 9th and 5th Precinct.

21 As we do such, we are looking forward to engaging the

22 community a lot more.

23 We recognize as a community, we are the first

24 level of defense. And we need everybody else to

25 recognize that as well. So, one of the things I would

5 something that we know of each other and we know when

6 they meet and they know when we meet, something so we

7 can share best practices. We don't need to recreate the

8 wheel for every situation. Some wheels, we want to

9 create our own. But some wheels, you know, we can

10 share. We can share those best practices.

11 And so, you know, I just want to encourage

12 everybody to vote, to call your elected representatives,

13 get them their power back. And thank you very much.

14 CHAIRPERSON BELL: Thank you very much. We

15 will make sure you get that information. In reference

16 to City Wide, I think they went through a

17 reorganization. And Bill was at the last meeting. He

18 spoke. I think he is getting ready to rotate out. But

3 Butler. I live in the 4th District. And I come before

4 the Board this evening to speak about the ordinance that

5 was passed regarding businesses increasing their video

6 cameras in their business and also the lighting. Based

7 on the ordinance that was passed by our Detroit City

8 Council, all businesses were supposed to increase their

9 lighting, upgrade their video system.

10 So, I am here because I would like to know, is

11 it a responsibility of -- or well, one of the duties of

12 the Police Commissioners, for our safety, to stay on top

13 of that as to how many businesses have complied? And

14 one of the things that was put in the ordinance is that

15 -- this ordinance passed last year -- that the

16 businesses, before they can be re-licensed again, must

17 comply with those two things.

18 So, my question is, is that something that you

19 guys can work on for the community to help to increase

20 our safety?

21 CHAIRPERSON BELL: I think assistant chief

22 probably can properly respond to that concern.

23 ASSISTANT CHIEF DOLUNT: Through the Chair,

1 through our organization is adopt a park. The park is

2 called Dad Butler. We now have on the premises of that

3 Dad Butler the Little Free Library. Have you heard of

4 that, any of you heard of that? The Little Free Library

5 is a little box that sits in the park. And the kids are

6 allowed -- there are books in it. They are free. You

7 go and get them.

8 When we put it out in the year 2014, in

9 December, twice now, it has been tore up. My question

10 is that when the attorney was speaking, when are we

11 going to -- we can't change people's minds. But I know

12 that you as commissioners, some way you could get more

13 help to the police officers. 11th Precinct is doing all

14 they can. A priority is not a park. We know that.

15 But my thing is that when we come together,

16 the churches, and walk the streets of Detroit, you're

17 going to get the attention of the criminal because the

18 criminal plans. We don't. We go to church on Sunday.

19 You got a captive audience.

20 I'm asking is there a way that we can

21 galvanize citizens through the block clubs and walk the

22 streets of Detroit and take our city back?

23 One last thing is I have a movie here at our

24 church called, "God is Not Dead," on January -- I mean

25 on April 19th. You're all invited. Any questions of

3 say that we are all working towards that effort in terms

4 -- you heard about the minister alliance coming together

5 by precinct and also the mayor office, the council

6 office. We are all busy trying to galvanize to deal

7 with issues in Detroit, including the Board of Police

8 Commissioners, regardless of by district.

9 This is one city that we are trying to deal

10 with the reality, especially the fact that our young

11 people -- we're looking at the churches. Thank God we

12 have churches because they are engaging. But we just

13 need to be more active in terms of community, especially

14 dealing with our young people. So, we appreciate you.

15 Thank you.

16 MS. WILLIS: Good afternoon. My name is

17 Erlene Willis, and I also live in Victoria Park. My

18 husband and I, we had the choice of staying in the city

19 of Detroit or leaving the city of Detroit. In 2012, my

20 husband -- I work up, my husband was dead next to me. I

21 called the precinct off of Jefferson. It took 35

22 minutes before I got an ambulance in my home.

23 I have to commend the city of Detroit for the

24 excellent police officers. I had six police officers in

25 my bedroom before I got an ambulance. Now I'm living

1 alone. I have had four attempts at break-ins in my

2 home. They closed down the Jefferson and St. Jean

3 precinct. So, now if I call, I'm told that I have to

4 call Gratiot and Houston-Whittier.

5 I have had my whole first floor rewired at my

6 expense because I have to sleep upstairs. I'm terrified

7 because it takes so long, 15, 20 minutes now for me to

8 get a police officer. When my alarm goes off, I'm

9 breaking my neck to run down to the basement, I mean

10 down to my first floor. And now the alarm company is

11 telling me go get yourself a 38 or 45 with six bullets

12 in the chamber, in a box.

13 And I'm a registered nurse. It would kill me

14 to kill someone. Thank you.

15 CHAIRPERSON BELL: Thank you, ma'am. Could

16 you just hold on for one second? I want to acknowledge

17 your concern. But as you well know, we don't dispatch

18 from the precinct itself. But you will have a new

19 precinct come spring, May or June.

20 The 5th Precinct would be on Conners just

21 south of Mack. But if you have any other concerns, you

22 know, 911, and -- I would talk to you afterwards in

23 terms of living in the 5th Precinct. I think we are

24 doing due diligence with Captain Cox. I'm not --

25 Captain Bliss and the NPO's. And I'll make them aware

7 will be taking place this Sunday at the Coleman

8 Alexander Young International Airport. The Tuskegee --

9 honorable Tuskegee Airmen will be flying young people to

10 encourage them to go into aviation. They will be flying

11 them around City Airport, as far as the Belle Isle and

12 surrounding areas.

13 And I would like for our people in this

14 community to know that from 10:00 a.m. until two, they

15 will be flying young people. And it's absolutely free.

16 But they're going to select the first 25 people. So,

17 you got to get there early. Thank you very much.

5 a big mouth. I don't have a problem with speaking up.

6 So, I'll speak up for them.

7 And any problems or concerns that they have, I

8 bring it to Captain Leach and Lieutenant Lockhart. And

9 before I know it, I have a phone call saying I don't

10 know what you did. And I told them, it's not me, it's

11 them. And I want to make sure that I give all the thank

12 you to you guys. Wholeheartedly, I appreciate you so

13 much. I'm very grateful to be in the precinct that I'm

14 in.

15 So, I just want to say thank you. I want to

16 make sure, you know, Caption Leach, even though he is

17 not here. I want to tell them thank you. He's the only

18 captain that I have ever met with on a monthly basis.

19 And he wants to know what's going on. And we have a

20 standard appointment every month with him and Lieutenant

21 Lockhart so I can inform them and they can inform me on

22 what's going on. So, I just want to say thank you guys

23 so much. And I love you. I love my NPO's. So, I thank

9 always say, if you don't know your captain, there's

10 something wrong. You should know your captain. This is

11 a new spirit of cooperation with DPD in terms of

12 extending yourself.

13 And the Board are supportive of that.

14 Anything that we can engage, we would love to come out

15 to engage and speak. Now that we have your schedule, we

16 can come out and one of us, whatever. I know you got a

17 representative, you know, here in terms of -- I just

18 want to thank and acknowledge that time commitment.

19 That's what we are talking about, trying to maintain the

20 spirit of Detroit with you in terms of your commitment

21 to giving back to the community and the police. We

2 Hamilton. I just have one question. I used to work

3 with the city too and the water department. But I want

4 to know, is there any phone number I can call for any of

5 the precincts to have them to come by because there are

6 a lot of areas that we have the drug guys are still

7 holding up and taking some of the housing. Plus they

8 are making contacts on the street. So, on my block, it

9 has these -- we still have our block club in prayer now

10 because our president gone. But I just wondered, is

11 there any particular phone call I can call?

12 CHAIRPERSON BELL: Yes, sir. Pause right

13 there. Any other -- come to the mic, okay. Reverend,

14 I'll get back to you. We got some other speakers.

15 Don't go too far though. Yes, sir.

16 MR. LAWSON: Good evening, Isaiah Lawson. I

17 usually don't say anything. I come to the meetings and

18 stuff like that. I have other stuff going on that I'm

19 trying to do with the meetings. But there's something

20 that I have noticed. And I think that if I don't say

21 anything, I will regret it. What are we -- okay. How

22 many people in here, just the group, who is 50 and

23 younger, 50 and younger? Okay. Who is 43 and younger,

24 43 and younger? Who is 17 and younger?

25 CHAIRPERSON BELL: It's a mature crowd.

1 MR. LAWSON: Those are the ones that are being

2 killed by police officers. And what I'm saying is, what

3 are we doing to actually engage the youth because that's

4 who is afraid. That's who is scared. I mean, if I see

5 my grandfather get shot down because he ran from the

6 police because of a tail light or whatever the driving

7 issue -- we don't know all that goes around.

8 But what are we doing in DPS or what are we

9 doing with charter schools so they know how to behave?

10 My mother taught me when I was nine years old, she told

11 me, this is how you behave when an officer is there. I

12 have many friends that never got that information. I

13 know, I mean, honestly I was told look down, be quiet.

14 They asked you something.

15 We need to do something to involve that if we

16 aren't already doing something as I really don't want

17 any more of our boys or girls to be caught in that

18 situation where just, you know, just not even knowing,

19 automatically being scared. I mean, ask me, ask some of

20 my students at Osborne, ask how do they feel about the

21 police. I mean, it's -- they need to know how to behave

22 in that situation but also how the police are

23 interacting with them, you know.

24 They don't want to be deemed criminals from

25 the beginning or victimized out the gate. Okay. I

3 Osborne?

4 MR. LAWSON: I don't teach. I work with

5 youth. I run a before and after care program for youth.

6 CHAIRPERSON BELL: As you well know, we have

7 Explorers, PAL, the mayor's got a program. They are

8 rolling out the jobs interaction. And DPD is doing a

9 great job trying to reach out and support the community.

10 We probably cannot do enough. And one of the things we

11 would hope to do in the next two or three weeks is move

12 our 3:00 meeting to East English Prep, you know, Academy

13 High School in terms of interacting with young people.

14 So, you're right to address those concerns.

15 We are trying to reach our young people, have that type

16 of dialog. And we support your effort in terms of we

17 can't do enough as adults and as church members and

18 pastors. And it takes all. It's a village.

19 MR. LAWSON: I'm sorry. I actually think we

20 can do more. I mean, I don't think it's enough. I

21 mean, I -- personally I went to an empowering movement,

22 black males empowering movement. And they just left.

23 And we don't keep in contact with the students. We

24 don't know what's going on. And I think even if we just

25 had some type of program -- I don't want to take up too

6 do they call it now? It's not the 9th any more, right?

7 They changed it. It's Central District. It used to be

8 the 9th off of Gratiot though.

10 a DPD representative. We can interact and hopefully we

11 can share.

22 got to share with the young people. But please work

3 MR. MIMS: Good evening. Byron Mims,

4 president of the Krainz Woods Neighborhood Organization.

5 And my question is whether or not you guys -- whether or

6 not like our neighborhood could get like maybe official

7 positions from you all as to your take on the lighting,

8 the public lighting situation.

9 The mayor is saying that there's a national

10 standard they're going to. And what is of particular

11 interest is that we have the Ryan Correctional Facility

12 or Ryan Detention Center now on Mound. And when those

13 were established, we were under the impression through a

14 memorandum of understanding that we were going to get

15 beefed up security, beefed up lighting.

16 And there have been a number of prison breaks

17 since the establishment. So, I'm curious as to whether

18 or not you guys have an official position on the

19 lighting in our area because I don't think the national

20 standard is sufficient.

21 CHAIRPERSON BELL: That's not a debate here.

22 If you attend the mayor's forum, like the community

23 meetings, and if you talk to --

24 MR. MIMS: He's come to my house.

25 CHAIRPERSON BELL: Okay. So, I can't

2 extensively -- even though we have improved lighting,

3 people are not a hundred percent satisfied. I heard it

4 in my neighborhood. I have been to the forums. It's

5 ongoing dialog with that. But this is not the forum to

6 really address that issue. But it's something they are

7 dealing with. You say the mayor has come to your house?

8 MR. MIMS: He has come to my house.

9 CHAIRPERSON BELL: What can we say? He's the

10 mayor.

11 MR. MIMS: I was just curious because see I

12 worry like -- I worry like if someone came down the

13 wrong way on Robinwood, on my street, that telephone

14 pole was standing since 1929. And it was dead of night,

15 that light went out. They smash the pole. Now, that

16 pole fell. It was right by my garage. Now, had it hit

17 my garage, I would have had to go after the city because

18 I got some stuff in my garage.

19 So, I'm just -- I was just curious to know,

20 you know, whether or not that's a concern because see I

21 worry about law enforcement in my neighborhood. I work

22 closely with them. And if my garage -- it's like pitch

23 black. And I worry about them and everyone else. I'm

24 just curious as to whether or not --

25 CHAIRPERSON BELL: We understand that. We've

1 been to forums. And the most recent one at the Detroit

2 Golf Club, 500-plus people showed up. That issue

3 materialized. And the chief responded and the mayor's

4 people responded. They're working on it now in terms

5 with the lighting issue.

6 So, we understand your frustration. But it's

7 an improvement, but it's still not 100 percent

8 addressed, the community concern. And it's something

9 that they weighed in on.

10 MR. MIMS: I just hadn't heard from like law

11 enforcement, like they're --

12 CHAIRPERSON BELL: Law enforcement, we are

13 concerned. We understand lighting is crucial to public

14 safety. Trust me, the last year or so, it's been

15 improvements on that.

16 MR. MIMS: I agree, public safety. But

17 they're trying to make myself and other residents pay

18 for something that really benefits the public more so

19 than even us. And like we've been there for like

20 60 years. This is the 60th year that my mother is in

21 that home, okay? And making us pay another $17 --

22 CHAIRPERSON BELL: Sir, that's not an issue

23 that we can address as you know.

24 MR. MIMS: I just thought I'd ask.

25 CHAIRPERSON BELL: That's an issue they're

2 people. So, we can move on.

3 COMMISSIONER CRAWFORD: Through the Chair, on

4 that issue of lighting -- and I might put a little light

5 on the subject from a personal perspective. The City of

6 Detroit put in new lighting on my block, which is blocks

7 from here, just a few blocks from here; and that was

8 some -- I guess it was three months ago. That lighting

9 that they put in two doors down and across the street,

10 new pole, new light, it only stayed on for one night.

11 Called the City of Detroit, told them the

12 light is out. And I gave them some time. I am very

13 patient. I only made one call. The other day, came on.

14 That light is back on. So, it took them a while. It

15 took them five, six weeks to get out and repair it. And

16 I do attribute some of that due to the weather and, you

17 know, they are making their way around to getting it

18 fixed, that particular light.

19 But I will add that if you think the lighting

20 is insufficient now, wait until the leaves come on the

21 trees. I'm serious. You will see a big difference. I

22 mean, so what you're -- your personal liking, I don't

23 know. But when those trees -- leaves come on those

24 trees, it's going to illuminate less.

25 CHAIRPERSON BELL: Let us move on from the

1 lighting. It's an issue on going. But it's a drastic

2 improvement. We cannot solve all the issues in the city

3 of Detroit in a short period of time. But it's due

4 diligence in reference to that issue. So, service is

5 drastically improved. We all know that. So let us try

6 to abide by that and respect the process. If we have

7 concern, we know who to call in terms of dealing with

8 that.

9 MS. SMITH: Bernice Smith. Good evening,

10 Bernice Smith, member of the Police Advisory Committee.

11 The young man was with me at Tappas. And I told him

12 then to go see the council. So, I don't know why he's

13 come here.

14 But anyway, there's two things that are on my

15 mind. I agree with having the monitors for the police.

16 Definitely we need it. We need it all over the United

17 States as far as that concern. Maybe it would cut down

18 on some of the police brutality.

19 Now, for the young lady that mentioned the

20 fact that she is scared; well, I am scared too. But I

21 am a fighter. So, I suggest to her to see not only our

22 dear Judge Conrad Mallet. He could get in touch with

23 Mr. Gilbert who has bought over 70 buildings in our city

24 and also Reverend Vann. Reverend Vann I'm sure would

25 help you with getting a bus for Mrs. Green.

1 So, these are things that -- utilize those

2 people that we have that's in front of us, all right,

3 because I know Conrad Mallet is very heavy with the big

4 shots down in midtown where I live. So, I know about

5 him. Then I'm sure that he can talk, make a telephone

6 call. What did the governor -- mayor do the other day?

7 He made a telephone call, and they bought the building,

8 right?

9 So, you see Conrad, right there. He'll get in

10 touch with Mr. Gilbert, and he'll help you out. And for

11 this young lady, I think we need to give her some advice

12 also. Our chief here, he can definitely help you in

13 your situation. And, Reverend Vann, help this woman

14 with getting a bus, baby. All right. I thank you very

15 much.

16 CHAIRPERSON BELL: Thank you. I think we are

17 at the point of closing out. I just want to -- I just

18 want to -- talk afterwards, please. I just want to

19 thank all of you for coming out. I appreciate it. It's

20 been a two-hour meeting, but it's been a rewarding

21 meeting. And I just really appreciate your attention

22 span and how respectful you were in terms of coming to

23 the mic and being patient to listen to the speakers and

24 indulgent of the commissioners.

2 and the captain or sergeant. It has been a really great

3 meeting. So, we looking forward to more interaction.

4 We know we can do more. But that's why we are here, you

5 know, in terms of giving of ourself. And that's

6 commitment. But in the spirit of Detroit, we cannot

7 deny there's a drastic change in reference to how we

8 handle city service.

9 I want to give credit to our mayor, credit to

10 our council, credit to our city clerk and credit to our

11 Chief Craig in terms of DPD and the rank and file, and

12 you. The bottom line, if you are still here, you are

13 still committed. And I just want to acknowledge this.

14 And if anything we can do as commissioners, we are

15 willing to cooperate with you.

16 And I'm hoping that the commission can spend

17 ten minutes with you in terms of not leaving the

18 building and the church right away because we do have --

19 Willie Hamilton, come forward. Do we have some

20 refreshments? You don't have all that food for us to

21 just walk out the door. Would you make that
