His professional experience of the construction process from inception to completion of a project and his expertise in avoiding and resolving disputes can be applied to support employers, construction professionals, contractors and sub contractors during the construction phase of live projects to ensure that the client’s position is not compromised by their actions, to avoid disputes, or to resolve disputes as they arise

Richard Fagg, Director – London & South East, Bouygues Development Richard leads our activities in London and the South East and has over 20 years experience in the property industry, in a range of sectors including health, education, housing and regeneration. He is currently developing Hallsville Quarter, a new town centre in Canning Town, Newham, part of one of the largest urban regeneration schemes in the UK. In whichever sector or market he is involved, Richard believes passionately in partnership and true development sustainability. His considerable experience, enthusiasm and creativity help to optimise not only the financial viability of schemes but also the social and economic outcomes for the local communities involved. This led him to become a Community Governor for Hallsville Primary School in Canning Town.

Paula Higgins, Chief Executive, HomeOwners Alliance Paula had a long career as a civil servant, working on regeneration, housing, planning and environmental issues. As part of her work she was lobbied by the hundreds of groups that represent industry. But she struggled to find anyone to put across the views and interests of the homeowners and those who aspire to own. Paula left the civil service to do something about it. The HomeOwners Alliance was born to champion and service homeowners and homebuyers, transforming government policy and industry practice. HomeOwners Alliance directly engages with government and the media by conducting independent research and publishing independent advice for the key moments in owning a home.
