Introduction
Purpose of this report
The Environmental Indicators Initiative, under the auspices of the MinnesotaEnvironmental Quality Board, is developing a strategy to provide comprehensiveenvironmental information for decision making that better protects and managesMinnesota's ecosystems. The strategy relies on environmental monitoring via a statewideintegrated network using environmental indicators -- measures of the environment or ofhuman activities that affect the environment.
Environmental monitoring has long been focused on discrete ecosystem elements(e.g., game fish and animals, endangered species, or commodity outputs such as timber)and regulated activities for compliance reporting (e.g., pollution discharge monitoring). Monitoring has produced a wealth of data on individual concerns, but little information onthe health of whole ecosystems. The primary purpose of this report (and subsequentupdates) is to identify and evaluate ongoing monitoring efforts and other sources of data asa first step in integrating these data into comprehensive measures of environmentalhealth.
Identifying high quality sources of environmental information will also encouragethe use of those data in decision making and foster cooperation among individuals andorganizations who collect and use environmental information.
The information in this report
Emerging environmental issues (loss of diversity, ecosystem health andsustainability) and high-risk environmental problems (such as nonpoint-source pollution, toxic contamination of biota and habitat loss) require integrated information about wholeecosystems -- the ecological processes that sustain them, their responses to managementactivities, and their ability to provide the benefits on which we rely. The types ofinformation and the specific monitoring efforts listed here were included because they havepotential for use as environmental indicators within a comprehensive framework thatstresses the interrelationships among resources and human use.
This report focuses on information that is& generated by ongoing, long-term environmental data collection activities& applicable to local, regional, and statewide environmental decision making, and& collected using scientifically sound methods.
Short-term projects or those narrowly focused on local or research issues were generallynot included in this report.
Note: Each set of the environmental data described in this report was collected with aspecific purpose in mind (i.e., to provide guidance for a management decision, to satisfy

legal reporting requirements). The methods of collection and the subsequent analyseswere appropriate for those information needs. As a result, the information may beinappropriate or difficult to use for other purposes (including environmental indicators).
Updates to this report will be available primarily in electronic format. Updates willinclude additional information sources as well as corrections and clarifications of thematerial presented here. Format of Database Descriptions
Each of the following pages describes one environmental monitoring effort or othersource of information on the environment. The format is as follows:
Environmental Indicators InitiativeTable of Contents heading
Table of Contents subheading
Information Source:The 'official' name of the dataset or monitoring program. In some cases, the dataset or program is
known by more than one name. In these cases, the name by which the dataset is most likelyknown was chosen.
Description: A brief description of the information source that gives the reader an overview of theinformation source.
Organization: The agency or organization that collects data and maintains the information source.
Contact: Name, postal address, phone numbers, and e-mail addresses of the person to whomquestions about the information source should be directed.
Online locations: The URL (website address), ftp site, or other electronic address from whichinformation may be obtained.
Keywords:
Geographic Coverage: The geographic area (usually within Minnesota and using location names useful forMinnesota readers) to which the information source applies.
EII ecosystems and resource classes: The EII ecosystem and resources classes for which information issupplied.
Reporting period (begin - end dates): The time period for which the information source contains data. Ifno end date is specified, data collection is ongoing as of the date of this file. This field is intended tostate the periods for which data are applicable, not program (administrative, fiscal year, or other timereferences not directly related to the data) dates.
Frequency of update or new data acquisition: The frequency with which new data are added or existingdata are updated. This field is intented to convey the dates on which data are collected (first timedata collection or updating of previously collected data), rather than how often maintenance isperformed on the database.
Measurements: A brief description of either what spatial and temporal scale the data are intended todescribe(e.g., managment unit 1 deer population size in 1998, summer mean secchi disktransparency in individual lakes) or, where appropriate, the specific units of measurement (e.g.,number of turkeys seen per mile of transect, micrograms of phosphorus per liter of lake water).
Type of data: A general catagorization into 'tabular' (generally numerical, in either digital or hardcopyformat), 'qualitative' (nonnumerical, verbal, descriptive, categorical), 'GIS' (spatially explicit coveragesconsisting of location and attribute data, generally in electronic format for use with a geographicinformation system) and other catagories. This field is used primarily to distinguish GIS data fromother types of data.
