Already, 2016 is gearing up to be a banner year for construction in our city. Developers will invest approximately $90 million in new development this year alone for South Salt Lake. This edition highlights the new developments that will expand the city's vibrant economy and boost our tax base. We have been strategic in planning for the right development in the right places to protect our neighborhoods, ensure smart growth and enhance the quality of life we enjoy in our small city. The city recently adopted a new Downtown Master Plan for the area between 2100 South and I-80 and encompassing State Street to I-15. South Salt Lake is poised to attract 20,000 new jobs and 10,000 new residents in the coming decades. This translates to 3,000,000 feet of office and retail space and 2,500 new residential units. The city’s population and employment will increase by 30 percent in just one little corner of our community. What an amazing corner it will be! We are excited to welcome WinCo at 2100 South State Street, and the first new housing development in our Downtown. As we continue working with Boyer Company, ICO (Ivory Company), and other major developers, we are certain to see many encouraging changes in this area. On the city's west side, the Riverfront mixed-use development at 3700 South 700 West continues to expand. This project comprises new single family homes, multifamily housing, and flex industrial space. There are also plans for new housing around the 3900 South TRAX station and new businesses opening near the 3300 South TRAX station. We have worked hard to ensure quality development and it's coming to fruition. I hope you take the time to visit the Community Development office the next time you are at City Hall. We have a new wall-sized photo image showing where all the upcoming developments in the city are happening, along with renderings of the projects under construction – it is impressive! Already, 2016 is gearing up to be a banner year for construction in our city. Developers will invest approximately $90 million in new development this year alone for South Salt Lake. Join fellow South Salt Lake residents for a monthly neighborhood watch meeting to help keep our city safe. Meetings take place on the second Wednesday of each month at the Historic Scott School Arts and Community Center at 7 p.m.

The next meeting is Wednesday, May 11.

Neighborhood Watch Meetings

Plan for Pets in an Emergency, too!Due to health regulations, most emergency shelters cannot house animals. Find out in advance how to care for family pets and working animals when disaster strikes. Pets could be taken to a veterinary office, family member's home or animal shelter during an emergency. Also be sure to store extra food and water for pets. For more information, visit the Animal Safety section on redcross.org or visit the Humane Society website at hsus.org.

Coffee with a Cop is part of a national initiative to create a public venue for community members and police officers to come together. There are no agendas or speeches; just the opportunity to ask questions, voice concerns, and the chance to get to know the officers in their local neighborhoods. The South Salt Lake Chamber supports the program as an ongoing way for businesses to increase their involvement in the community's safety. The event takes place on the first Wednesday of each month, from 9-10 a.m. at Village Inn, 2929 S. State St.

Coffee With A Cop

Community and Economic Development DepartmentThis city department steers the engine of growth in South Salt Lake. The team is responsible for planning and zoning, building permits and inspections, housing support, business licensing and outreach, and economic development. The staff members have been extremely busy as the economy has boomed and construction has followed suit. The city averages approximately 550 building permits each year, but surpassed that in 2015, with 611 permits issued. The department typically sees $230,000 a year in building permit revenue, but in the current fiscal year (2015-2016), they expect to collect more than $1 million – a 435 percent increase. The city also licensed 2,150 businesses this year – a 7 percent increase over the previous year. Why does this growth matter? More residents and businesses are contributing to sales tax and the property tax base. This increases city revenue and allows local services to keep improving. More residents mean additional households, an influx of new retailers, expanding schools and services, and greater impact and influence in regional politics. Utah’s population is growing rapidly – in fact, each year the state is adding population

equal to that of Murray City alone. Most of this growth is generated from existing families having children, not just people moving here, and much of the growth is focused on the Wasatch Front. We are uniquely positioned to welcome more homes, as only one-third of our city's land area is currently dedicated to residential housing. Our economic development efforts target new residents, jobs and businesses to ensure South Salt Lake continues to offer a complete array of community services. Last year, the Community and Economic Development Department put the finishing touches on a new Downtown Master Plan. This year, staff members are creating the city's first-ever Economic Development Strategic Plan. This plan will guide the city for years to come, helping shape how the city's commercial base expands with the goal of increasing revenues. We welcome citizen and business input on how we should grow – please share your ideas with us!

Development Update

Pie Pizzeria – 202 E. 3300 S.

The Pie Pizzeria Chain is opening its first restaurant in South Salt Lake. The owners of the business stopped construction for the winter but will resume at the end of April, as weather conditions improve. The pizzeria is scheduled to be open this fall.

Downtown South Salt Lake Mixed Use Development - 2150 S. State St.

The Boyer Company, in partnership with Cowboy Partners and the City of South Salt Lake Redevelopment Agency, will soon break ground on a 14.5-acre mixed-use redevelopment to include an 85,000-square-foot WinCo Foods, 30,000 square feet of associated retail, and 157 multifamily units along the S-Line streetcar. The mixed-use center was designed to be transit-oriented, walkable, and a destination for both neighbors and shoppers across the region. This project will be the catalyst for South Salt Lake's downtown redevelopment. Demolition and construction are anticipated to begin May 2016.

Riverfront – 3700 S. 700 W.

The Riverfront development site is fully under construction. This year, six of the nine planned apartment buildings are under construction, along with 25 of the 52 planned single-family homes and two of the office/flex buildings. The project also includes a trail leading to the Jordan River Parkway and a future elementary school site to help build a complete community in this corner of South Salt Lake.

Ritz Classic Multi-family – 2265 S. State St.

The Ritz Bowling Alley has been demolished, and the developer has begun site prep work to build 287 housing units next to the S-Line streetcar at State Street. Construction is projected to take 21 months to complete. The developer is refurbishing the historic bowling pin sign so it can continue to be a city landmark.

Zellerbach Apartments – 2255 S. 300 E.

The former Zellerbach Paper Company building has been demolished, and the developer will begin site prep work in the next few weeks. The 287 units of housing also include plaza space and a walking path for the public along the streetcar. Construction is projected to take 21 months to complete.

Get to Know the South Salt Lake Planning CommissionThe South Salt Lake Planning Commission is a local government committee that takes an advisory role and makes recommendations to the City Council regarding any changes to the South Salt Lake General Plan, small area plans, and zoning ordinances. The South Salt Lake Planning Commission reviews proposed developments as well as land uses and offers insight and advice that impacts the current and future success of South Salt Lake.

The Planning Commission is comprised of South Salt Lake residents. The current Planning Commissioners are Rachel Lauritzen, Holly Carson, Jeremy Carter, Jonathan Meakin, Brandon Dalton, Leslie Jones, Spencer Walker, Laura Vernon, and Susan Dickstein. Mental HealthAwareness Month

In May, the City of South Salt Lake, National Alliance on Mental Illness (NAMI) and participants from across the country are promoting awareness about mental health. Each year the groups collectively work to fight against the stigma of mental illness, provide support, educate the public, and advocate for equal care, regardless of social circumstances. Every year the movement grows stronger, and while the group believes the issues are important to address year round, the month of May offers the opportunity to draw special attention and care to those affected by mental health conditions.

In the City of South Salt Lake, the focus is on mental health 365 days a year. The coalition meets monthly with partners to strategize best practices and resources. Additionally, the partnership with NAMI Utah has provided the opportunity to have city staff and residents/businesses trained in model prevention programs; Mental Health First Aid and QPR: Question. Persuade. Refer. All training opportunities are open to the public. Economic Development Strategic PlanThe Community and Economic Development Department has begun the process of developing the city's first Economic Development Strategic Plan. The city has hired the firm of Lewis Young Robertson and Burningham to assess South Salt Lake's current economic potential and recommend strategies to attract new businesses and employers. The plan will analyze market trends to identify areas where the city is losing sales tax to other communities from consumers who shop outside of city boundaries for goods and services. The plan will also include an evaluation of the current and potential employment sectors. The city is a major employment center for the Salt Lake County region, and the city wants to continue attracting good employers to the city. The Economic Development Strategic Plan is expected to be completed by mid-summer 2016. It will then be presented to the City Council for review and adoption.

Odyssey House – A Step in the Right DirectionOdyssey House, at 344 East 2100 South, has long been an important resource for people on the road to recovery from addiction. The clients here have taken the first, difficult step of facing their addiction and deciding they need to change. This is essential for re-integrating into the community and making a contribution to society. Many community members do want to help those in need and appreciate that places like Odyssey House are there to assist. Still, the interface between commercial buildings and residential neighborhoods can be challenging.

Early last fall, residents close to Odyssey House on Blair Street were frustrated by several issues that disturbed an otherwise quiet neighborhood. Patients and clients of the nearby Odyssey House were taking up much of the limited parking in front of homes along Blair Street. A mangled fence between the Odyssey House and adjacent car wash had become an eyesore and it appeared that some people were sneaking into the neighborhood in the space underneath the fence. Kendrick LaFleur, a long-time South Salt Lake resident and Mormon ward bishop saw the issues first hand. He had joined the Odyssey House as an intern to fulfill requirements of his Masters of Social Work degree at the University of Utah and sympathized with both sides. “There were a lot of hard feelings. Residents were confronting people that they couldn’t park there. Some residents were suspicious that Odyssey House patients were just bad people who had made bad choices,” he said.

This spring, there are encouraging signs that Odyssey House staff and clients along with residents along Blair Street have found a way to bridge differences and become good neighbors. Clients in the positive recovery program are now volunteering to assist neighbors, while residents have taken the opportunity to learn more about the clients’ efforts to rebuild their lives. Clients have helped neighbors shovel snow, run store errands and assist with repairs. Last month, four clients spent eight hours on a Saturday repairing a 30-foot section of the fence that had become an eyesore. LaFleur says, “We restored a sense of safety and security for the neighborhood.”

The efforts to bring neighbors together “have helped to clear up a lot of misconceptions about addiction and the commitment to recover,” explains LaFleur. “Nearly every person who comes into the program is unemployed, but at the six-month follow-up between 80 and 90 percent are employed.

It’s well worth learning other people’s stories. When we take the chance to interact, we ultimately break down stereotypes,” adds LaFleur, “The lesson we learned is that for a diverse city such as ours, it’s a great idea to use service to build a community and be a good neighbor.”

Jobs and Economic Development Initiative (JEDI) CouncilThe mission of the Jobs and Economic Development Initiative (JEDI) Council is to collaborate with employers to create pathways to employment that benefit businesses and workers alike. The JEDI Council is developing a sustainable Neighborhood Workforce Pipeline for the residents of South Salt Lake. JEDI Council members represent a range of industries, jobs and economic organizations. Representatives from the Utah Department of Workforce Services, South Salt Lake Chamber of Commerce, Promise South Salt Lake, Utah State University Extension, Salt Lake Community College, South Salt Lake residents and other partners are developing a high-performing multifaceted partnership. The goals are to coordinate, recruit, train, and support job seekers in South Salt Lake so that every resident has the opportunity to prosper.

Promise South Salt Lake provides free summer programs for South Salt Lake K-12 youth. These summer programs take place throughout the city at every Promise SSL Neighborhood Center with programming focused on academics. These engaging learning activities include STEM, art, recreation, and experiential field trips for South Salt Lake youth and assist in preventing loss of any learning during the summer vacation.

The “Reading Buddy” program is also part of Promise South Salt Lake's summer activities. Each youth is assigned a reading mentor or “Buddy,” an adult who meets with the same child every day during the week for 30 minutes of physical activity followed by 30 minutes of one-on-one reading. Additionally, (in partnership with the Utah Afterschool Network, United Way of Salt Lake, the Utah State Office of Education, and various other state and community partners), some of the elementary programs will pilot a special summer literacy initiative. This program will feature daily, directed literacy instruction led by certified teachers.

Lunch will be provided for free to all youth participants through Utah Food Bank’s Kids Café program and the Granite School District summer lunch program.

Take your Family to the Jordan RiverThe “Get into the River” Festival will be on Saturday, May 14 from 10 a.m. to 2 p.m. Bring the family and friends to enjoy the natural wonders of the Jordan River ecosystem and the fun of the Jordan River Parkway. And you won’t even get wet!

There are entertaining activities for the whole family at a dozen locations up and down the Jordan River Parkway. In South Salt Lake, the Recreation Department will host a party at Holm Park, located at approximately 1050 West Carlisle Park Lane (3800 South).

Granite Park Jr. High Students ReceiveOutstanding Achievement Awards

The Utah State Office of Education has chosen three South Salt Lake students as recipients of the Outstanding Student Achievement Award. Chiyenna Mark, Arianna Castaneda and Jesse Chief have been selected by the American Indian Education Department for their academic and individual achievements. Each year Dr. Chuck Foster challenges Utah’s students in grades 9th through 12th to achieve outstanding performances in areas of academic achievement, excellent attendance, cultural recognition, community project, performing arts, and standing tall. Out of hundreds of applicants with American Indian heritage, these three Granite Park Jr. High students were selected to receive this award.

Chiyenna Mark was awarded with Outstanding Achievement in Standing Tall. She demonstrates how to be brave and proud of herself and have confidence in her abilities and culture. Arianna Castaneda was awarded in three areas of Outstanding Achievement: Academic Achievement, Excellent Attendance and Standing Tall. She has a leadership gift that combines her academic performances with her cultural pride. Jesse Chief was awarded in all six areas of Outstanding Achievement: Academic Achievement, Excellent Attendance, Cultural Recognition, Community Project, Performing Arts, and Standing Tall. Her performing arts talents include the use of her voice and dance to convey artistic expression for live audiences to support her native culture. Congratulations to these remarkable students on their accomplishments.

South Salt Lake Spring Cleanup - Boxed, Bundled & Bagged ProgramThe snow is melting and our Public Works department is turning their attention back to spring cleanup, road repair and construction projects. They are always striving to make our community clean, safe, and beautiful.

Citywide bulky waste cleanup is held each year in the spring and fall. It is a convenient way for residents to keep their homes and yards clean and tidy. Residents may place boxed, bundled or bagged items, as well as properly prepared appliances and furniture, curbside for pickup.

Ace Recycling and Disposal, the City’s garbage and recycling contractor, will be collecting bulky waste items during the first two weeks of May. Properly prepared items must be placed on the curb by 6:30 a.m. on the scheduled collection day. The pickup schedule will be posted on your garbage can or door in advance.

To ensure easy and safe pickup, all waste items must be within easy reach of the disposal trucks. Do not park a car in front of your pile or obstruct the pile in any way. All items must be cut or broken down to a five-foot length or smaller and must not weigh more than 75 pounds.

Acceptable items include yard waste, certain appliances, and furniture.

Prohibited items include construction or demolition debris, grass clippings, household garbage, and hazardous materials – including Freon found in some older refrigerators and cooling appliances.

Public Works Week – May 15-21, 2016“Public Works, Always There”

The theme for Public Works week this year is “Public Works, Always There.” This year, employees in the Stormwater/Wastewater Division will reach out to elementary schools in South Salt Lake to educate children in first grade classes about stormwater pollution prevention, sewer collection and what the public works department does to assist our community.

Each year, a division within Public Works brings a piece of heavy equipment to demonstrate to the children. The children take part in an equipment naming and coloring contest. The winning name is announced and painted on the side of the equipment. The child who submits the winning name receives an award and gets to ride in the Fourth of July parade in the newly-named vehicle. The 2015 Public Works vehicle was the front loader with the winning name of ‘Gravedigger.’ We look forward to seeing what the South Salt Lake children come up with for the mini-excavator this year.

Chamber Update:Congratulations to Dented Brick Distillery for a fabulous ribbon cutting and grand opening on March 25. The event highlighted local food producers, non-profits and artists.

South Salt Lake RockstarBrandon Bancroft

Brandon Bancroft has worked in the Water Division of Public Works for 16 years. He is one of the most reliable and dependable employees Public Works has ever had. He assists with emergency situations whenever needed and provides support to many essential aspects of Public Works. He recently rearranged his schedule to help the Wastewater Division with an emergency. After wading through nearly 3 feet of raw sewage without complaint, the team was able to quickly fix the issue. He has also led and trained a construction crew that started with very little experience, to become a crew that operates like seasoned veterans. He was promoted this year to supervisor. He brings his skills and talents to this role. Brandon’s positive attitude, integrity, and willingness to help make him a rock star employee.

Zellerbach Paper Building DemolitionThe former Zellerbach Paper building at 2255 S. 300 E. is now just a memory. This building served many purposes on the former Sugar House spur line, including a weapons armory and warehouse. This is the first step in revitalizing the streetcar neighborhood with a housing project that brings in new residents and significantly increases the value of the property. The residential development is under construction with a 2017 completion date. The building will house approximately 700 new residents and lifestyle amenities such as a pool, fitness gym, picnic courtyard, enclosed parking and access to Parley’s Trail.
