SECTION 1: INTRODUCTION 1.1 INTRODUCTION 1.1.1 Further to a conversation with Malcolm Drysdale of Vale Of Glamorgan Council, Notts

Sport® has been invited to calculate the anticipated construction costs to design and deliver a synthetic football pitch to replace the existing main 1st tema natural turf pitch at a local football Club in Glamorgan.

1.1.2 This report will cover the following aspects:

§ The proposed location § Design options with anticipated construction costs § Summary This report is designed to be a starting point for the Club to ascertain the potential ways of delivering a synthetic sports pitch to replace the existing natural turf match pitch.

1.1.3 This document accurately details the material, construction and quality requirements for the proposed construction of the new synthetic turf pitch (STP).

1.2 SCALE OF PROVISION 1.2.1 The dimensions of the new sporting facilities (excluding additional spectator area) are

designed against the existing dimensions of the natural turf pitch which are compliant with minimum dimensions for synthetic pitches:

1.2.2 Synthetic Sports Pitch (STP) Total Playing Area: 106.0m long x 70.0m wide Principal Playing Area: 100.0m long x 64.0m wide

(TBC against clubs preferences as required) Total Playing Area (TPA): The area on a sports facility where the player can move

without being out of play (e.g. all of the area inside the fenced enclosure).

Principal Playing Area (PPA): The area on a sports facility bounded by the play lines, (e.g.

on a football pitch the area within the lines where the ball is in play).

1.3 PROPOSED LOCATION The proposed pitch is to be designed and constructed to replace the main natural turf playing pitch at a local Football Club’s stadium and therefore it is an area which offers what we assume would be perfect conditions for the construction of a synthetic sports pitch. The existing pitch is likely to be flat and of minimal falls and would therefore require minimal landscaping or re-levelling works. At this stage we have not provided any detail for re-levelling works as we would advise working to existing levels unless they are heavily out of tolerance against the design standards we work to (no falls greater than 1:100 in any direction).

Finally, during the conversation with Malcolm Drysdale, we were advised that a comprehensive pitch drainage system has been installed and subject to confirmation it appears more than likely that the drainage system is more than suitable to serve the synthetic pitch. If possible, we would suggest trying to retain/sell the stripped turf & top soil to minimise disposal costs which could be sold to club members or fans which is common when club pitches are stripped and can generate some income as a result. It should be noted that although we have included costs to strip an estimated 200mm of existing top soil from the field, when a soil investigation is completed, additional or reduced costs may be necessary when the actual depth of turf & topsoil is confirmed. 1.4 DESIGN OPTIONS As the key project goal is to provide a competitive football pitch we believe that the most suitable grass is a football and rugby specific synthetic grass which is generically termed a 3rd Generation (3G) Grass. This long pile (40-70mm long) synthetic grass surface is specifically designed to support competitive football standards (e.g. FIFA 1* or FIFA 2* standards) and can also support rugby training and coaching but not competitive rugby matches. We believe that the two options for the project team to consider are to have a FIFA 1* compliant 60mm monofilament 3G synthetic grass installed directly onto a prepared base or to have a FIFA 1* and IRB (rugby) compliant 60mm monofilament 3G synthetic grass laid onto a specialist shockpad layer which is in turn laid onto the prepared base construction. At this stage we have only based the construction design on a dynamic base as it offers cost savings as well as performance benefits such as the superior drainage performance without compromising on structural stability. We know from similar schemes that a skilled contractor can ensure that the surface are met with a dynamic base and so unless instructed by the client and/or any funding body, costs for a macadam base are not shown in the following report. It should be noted that in all items the proposed options are not exhaustive and during the design period further options may be considered and preferred, however, overall costs should not be affected unduly. The choice of base will also be determined by the results of any ground investigation. On receipt of this information, it may be that a variation of the dynamic base is recommended due to the underlying ground conditions and so at that point it may be necessary to amend the design accordingly.

SECTION 2: OUTLINE DESIGN INFORMATION

Contractual / Mobilisation / Site Establishment Items

PRELIMINARIES Undertake management and administration duties to satisfy contract terms and conditions. Prepare and publish a construction phase health & safety plan to comply with CDM regulations. ACCESS ROAD Supply, install and maintain a 250m temporary haulage road to traverse the existing sports field leading to the proposed pitch location MOBILISATION Transport all machinery, storage containers, mobile offices and welfare units to site. (All offices and units to be self-sufficient.) SITE ESTABLISHMENT Supply and erect temporary security / safety fencing to site compound and working area. Supply and erect safety signage as directed by the client. Maintain the integrity of the fencing throughout the contract period.

Pitch Base Construction Items

SETTING OUT Measure and position the footprint of the new facility 110m long x 73m wide. Record existing site levels and gradients then set out construction design levels and gradients*. *The slope on a surface relative to the horizontal and expressed for example as 1 in 100 or 1%. Also known as falls. EARTHWORKS Excavate the current surfacing (turf and top soil) from the pitch footprint (assumed depth 300mm) Trim and compact the exposed sub-soils to construct stable formation level. Commission CBR testing to formation level. Dispose all turf & top soil at a location to be agreed on site. *It is assumed that the general thickness of the existing top soil surface is 200mm GEOTEXTILE Supply / install standard geotextile* to formation layer and into all drainage channels. *A man made fibre made into semi-permeable textile sheets and laid over the formation level to ensure separation of base stone aggregates from underlying materials whilst allowing water to pass and also offering a degree of load-bearing ability. PERIMETER EDGINGS* Supply / install single concrete (PCC) edgings in concrete foundations to the external synthetic grass playing area dimensions 110m x 73m. *This traditional retention detail produces a cost effective edge detail that in secure and supervised areas will provide adequate retention. If security or vandalism is a concern then a double kerb edge should be considered.

DYNAMIC PITCH BASE* Supply / install 300mm (based on anticipated ground conditions) granular stone comprising select angular, free-draining, frost resistant aggregates. *The term 'dynamic base' applies to the base composition of a sports pitch construction where the structural layers supporting the shock-pad and synthetic grass consist consolidated and levelled granular select stone aggregates in differing layers according to the size and range of the individual particles. Also known as an ‘unbound’ base.

Performance Control Layer / Shockpad Options *A shock-pad is a resilient layer introduced between the pitch base and playing surface to provide a degree of comfort to players and to create defined playing characteristics for specific sports.

NOTTSPAD® XC Description: A shockpad layer that forms a barrier from outside contamination and enhances load-bearing characteristics and provides specialist performance for football & Hockey.

Benefits:

§ Meets FIH performance standards for Hockey

§ Provides shock absorbency improving player comfort

§ Prevents contamination between construction layers.

§ Prevents migration of construction layers.

§ Provides increased load bearing capabilities in the overall

stability of the system.

§ Reduces compaction of the particulate fill (sand) within the

surface.

Synthetic Grass Surface

TUFTED MANUFACTURED SAND & RUBBER FILLED 3rd GENERATION GRASS WITH PLAYING LINES Description: A high-quality 50-60mm pile height sand and rubber filled synthetic grass surface manufactured from tufted fibres with a three layer backing coated with latex to provide stability. The pile of the carpet is partially sand-filled while the remaining pile is filled with loose rubber crumb to provide player comfort and performance characteristics for rugby & football. Benefits: The surface is specifically designed to replicated real turf as closely as possible and therefore to allow the players to wear studded footwear. This design means:

§ Ideal for football and rugby as the surface can withstand a studded boot. § Only generic type of surface that complies with requirements for competitive football. § The rubber infill allows the players to slide with less risk of carpet burns and abrasions. § Aesthetically the area will look as much like real turf as possible.

Drawbacks: § The surface meets football & rugby standards but is not suitable as a hockey or multi sport surface. § Overall surface level is unstable due to the long pile and loose infill, therefore requiring regular maintenance to

maintain performance tolerances.

Reinstatement Item

Make good all disturbed areas, cultivating and over seeding as necessary if grass. Remove temporary security fencing. Remove steel storage containers, welfare facilities and site office. Remove all machinery from site. Install 1no. new gate for maintenance access to new STP. Leave site is a tidy condition that is acceptable to the client.

Equipment SPORTS EQUIPMENT Supply and install 1 set (2no.) full size football goals & 3 sets (6no.) small sided football goals.

Contingency An agreed provisional sum (usually 5% of project total) included within the tender documents and appearing within returned bids to be used, or used in part, at the discretion of the client during the execution of the works to cover unforeseen eventualities.

SECTION 4: SUMMARY

4.1 SUMMARY The design suggested will meet the requirements of a high quality, compliant 3rd Generation synthetic football pitch, allowing competitive football to be played to recognised standards where the costs are set against surfacing the full 106m x 70m footprint as per FIFA requirements for competitive matches. We would note that the costs in the optional extras section include a 5% contingency that may not be utilised but should be included which is estimated to be around £20,500 + VAT depending on the eventual contract sum. This sum is designed to cover any unforeseen circumstances that are discovered during the actual contract itself but that subject to approval by the project team rather than the contractor. As we have not been made privy to the results of a ground investigation or topography survey, we are working on the basis that the ground conditions are suitable on which to build, therefore:

ü Uncontaminated ground and of suitable structural stability ü Fully compliant drainage system existing on the pitch footprint ü Without services running under the footprint that would impact upon the pitch construction ü Spoil to be kept by the Club ü Existing fencing and lighting is as required

All costs shown in the report include our complete service range previously provided and available on request. We believe that the costs shown reflect current market rates for items relating to the construction of synthetic pitches in the Wales area based on returned tenders for similar schemes.
