    DoDDOCUMENT REQUEST NO. 4The National Commission on Terrorist Attacks Upon the United States (the"Commission") requests that the Department of Defense (DoD or the "respondent")provide the Commission with copies of the following documents no later than Jun e30, 2003 (the "production date"):1. All transcripts, tapes and other documents related to any Significant EventConference, or any other interagency phone confere nce, on 9/11/01.2. All docume nts related to the C-130 aircraft that departed Andre ws A FB shortlyafter 0930 on 9/11/01, including the crew list and their current locations. Include theflight plan, the mission and the controller logs/tapes. Include any debriefings, afteraction reports or other inq uiry into the actions of that plane on that day.3. All transcripts, tapes and othe r documents related to any interagency phoneconference that NORAD (including all of its components) conducted or participated inon 9/11 related to the hijackings of 9/11 and NORAD's response thereto.4. All transcripts, tapes and other documents related tcfany internal NOR AD phoneconferences or communications on 9/11 related to the hijackings of 9/11 andNORAD's response thereto.5. Transcripts of all communications and orders conveyed to pilots scrambled insupport of the North East Air Defense Sector's (NEADS) response to the hijackings of9 / 1 1 .

    6. All transcripts, tapes and other documents of the parent wings of aircraftscrambled in support of NEADS' response on 9/11, related to the response of suchaircraft to the hijackings of 9/11.7. All transcripts, tapes and other documents of the Air Force Bases from whichaircraft were scrambled in support of NEADS's response on 9/11, related to theresponse of such aircraft to the hijackings of 9/11.8. The pilot logs for each pilot that was scrambled in support of NE AD S' response tothe hijackings on 9/11, including but not limited to the pilots th at scrambled out ofOtis Air Force Base, Langley Air Force Base, An drew s Air Force Base, Toledo AirForce Base and Selfridge Air Force Base.

    9. The Air Traffic Control Logs fo r each base from which fighters were scrambled in support of NEADS'response on 9/11, including but not limited to: Otis Air Force Base, Langley Air Force Base, AndrewsAirForce Base, Toledo Air Force Base and Selfridge Air Force Base.10. All NORAD logs related to the exercise VIGILANT GUARDIAN, beginning with the morningshift change on 9/11 and for the 24-hour period thereafter.11. Intelligence scenarios and briefing papers for all national military exercises, since January 1993,in which a plane was hijacked and/or used as a weapon and which involved any of the followingDoD entities: NORAD, JCS, and Special Operations Command (SOCOM).

    i ' 'J^'12. The final briefing and intelligence scenarios for NORAD Exercises AMALGAM VIRGO 01and 02. With regard to AMALGAM VIRGO 02, please provide documentation of the scenario as itexisted prior to 9/11 as well as the version used in the actual exercise.13. All documents of the Office of the Assistant Secretary of Defense (Special Operations/Low-Intensity Conflict) prepared for or signed out by the Assistant Secretary, that address the mission ofNORAD.14. Portions of the following Office of the Secretary of Defense (OSD) documents that relate toNORAD:(a) Defense Planning Guidance

    (b) Contingency Planning GuidelinesThis request includes current versions of the aforementioned documents, an d those versions thatwere in effect on 9/11/01.15. Portions of the following Joint Chief of Staff (JCS) documents that relate to NORAD:(a) Joint Strategic Capabilities Plan

    This request includes current versions of the aforementioned documents, and those versions thatwere in effect on 9/11/01. With respect to those documents that were in effect on 9/11, pleaseprovide th e staffing package that accompanied th e documents when submitted fo r approval by theDirector of the Joint Staff.16. Portions of the following NORAD documents that relate to domestic air defense and/orcombating terrorism:(a) Integrated Priority List(b ) Requirements Review ReportThis request includes current versions of the aforementioned documents, and those versions thatwere in effect on 9/11/01.

The docum ents should include the takeofftime, flight plan, and ordnance load of such aircraft.19. An Info rma tion Pape r or fact sheet that establishes how clocks were synchronized and to wha tstandard on 9/11/01 for the following: the Joint Surveillance System rada r tapes, the Na tionalMilitary Command Center logs, the Cheyenne Mountain Operations Center logs, the Northeast AirDefense Sector logs, and the First Air Force/Continental Air Defense Region logs.20. The final briefing and intelligence scenario for the National R econnaissance Office (NRO)exercise scheduled on 9/11 concerning a plane crash into NRO headquarters.21. The final briefing and intelligence scenario for the October 24-26,2000 emergency drill basedupon the crashing of an airliner into the Pentagon.22. The final briefing and intelligence scenario for the May 2001 DoD training of medicalpersonnel to respond to a guided missile in the form of a hijacked 757 airliner crashing into thePentagon. ; . - - . .

    y23. All files of Lt. Col. Daw ne Deskins, USA F, Northeast Air Defense Sector, related to thehijackings of 9/11.24 . There are conflicting accounts of when NORAD first received notification from the FAA thatAmerican Airlines Flight 11 had been hijacked. Please provide all docum ents relating to the FAA'snotification to NORAD of the hijacking of Flight 11.25. The National Military Joint Intelligence C enter (NM JIC) Senior D uty Officer log for the 24-hour period beginning w ith the morning shift change on 9/11, and for any subordinate desks thatrecorded events related to the hijackings on 9/11.26. The National SIGINT Operations Center (NSO C) Senior Du ty Officer logs for the 24-hourperiod beginn ing with the morning shift change on 9/11, and for any subordinate desks that recordedevents related to the hijackings on 9/11.27. The National Imagery an d Ma pping Agency (NIMA) logs that document imagery requests andresponses for the 24-hour period beginning w ith the morning shift change on 9/11.28. The Alternate Na tional Military Com mand Center (ANMCC) Senior Duty Officer log for the24-hour period beginning with the morning shift change on 9/11, and for any subordinate desks thatrecorded events related to the hijackings on 9/11.29. The National Emergency Airborne Comm and Post (NEA CAP) Senior Duty Officer log for the24-hour period following activation of the Comm and Post.

    30. The Transportation Comm and (TRANSCOM) Operations Center Senior Duty Officer log forthe 24-hour period beginning with the morning shift change on 9/11, and for any subordinate desksthat recorded events related to the hijackings of 9/11.31. The Air Combat Comm and (ACC) Senior Duty Officer log for the 24-hour period beginningwith the morning shift change on 9/11, and for any subordinate desks that recorded events related tothe hijackings of 9/11.32. NO RAD regulation 55-11, entitled "Air D efense Fighter Alert (U)."33. Schedules of the SECDEF, DEPSECDEF, and USD(P) as maintained and revised on 9/11.34 . Final data from the Defense Special Missile and Astronautics Center (DfiFSMAC) thatestablishes the time of impact fo r each of the hijacked aircraft.35. Copies of the JCS/DoD message to commanders, worldwide, raising the threat level to "Delta."36. Copies of the JCS/DoD O rder raising the defense condition to D efCon 3.The Com mission requests that the documents requested above be prov ided as soon as they areavailable, even though all requested documents may not be provided at the same time, throughmeans of a "rolling" production. The Commission further requests that the respondent provide anindex of all documents produced, indicating which documents are responsive to what requests.If any requested documents are withheld from production, even temporarily, based on an allegedclaim of privilege or for any other reason, the Commission requests that the respondent, as soon aspossible and in no event later than the production date, identify an d describe each such document orclass of documents, as well as the alleged basis for not producing it, with sufficient specificity toallow a meaningful challenge to any such withholding.
