1 INTRODUCTION Licensee: St. James’s Gate Brewery Location of Activity: St. James’s Gate, Dublin 8 Licence Register Number: P0301-01 The St. James’s Gate Brewery (SJGB) is based in Dublin at National Grid Reference 3392 E, 1430 N. It covers an area circa 24 hectares. The Brewery was granted an Integrated Pollution Control (IPC) licence on the 4th July 2000. This licence was converted to an Integrated Pollution Prevention and Control (IPPC) Licence on 9th November 2005 through the addition of Amendment A to the licence. Condition 2.9.2 requires the Brewery to prepare an Annual Environmental Report (AER) for submission to the Environmental Protection Agency (EPA). This report, in compliance with condition 2.9.2 of the IPPC licence, details the environmental performance at the site for the period January to December 2009 and has been prepared in accordance with the Guidance Note for Annual Environmental Reports, published in October 2000. 1.1 Description of Activity 1.1.1 St. James’s Gate Brewery The Brewery is engaged in the brewing of stout for the UK, Irish, mainland Europe and North American market. Following the closure of the Guinness Park Royal Brewery in London in mid-2005, all UK stout production was transferred to St. James’s Gate. As a consequence the St. James’s Gate site underwent a capacity expansion programme during 2005. Stout is produced using traditional brewing materials: malt, barley, roast barley, hops, water and yeast. In the Brewhouse, malt and barley are milled into coarse flour (grist), keeping the barley husk material as intact as possible. The milled grist is then mixed with hot water in a process known as mashing, in which the starches in the malt are converted into fermentable sugars. The porridge-like mash is transferred to a kieve and the sweet wort is filtered off to a third vessel, the kettle. In the kettle, hop extract is added and the wort is boiled. The hops are used to give bitterness, aroma, flavour and some preservative value to the beer, while roast barley provides the unique colour and some of the flavour components of Stout. After boiling in the kettle the wort is decanted and pumped, with cooling en route, to the Fermentation Plant. The Fermentation Plant receives chilled stout wort directly from the Brewhouse. Yeast is added to carry out the primary fermentation, converting the sugars in the wort into alcohol and carbon

dioxide, which is a by-product of the fermentation process. Afterwards, stout is centrifuged to remove the yeast and the green beer is matured in Maturation Vessels, clarified and blended to Bright Beer Tanks for subsequent packaging in the Keg Plant or despatch in bulk from the Tank Station. In the Keg Plant, beer from Bright Beer Tanks is pasteurised before racking into four sizes of kegs (60, 50, 30 and 20 litres) for distribution to the domestic and export markets or is dispatched in bulk via tankers to packaging sites within Guinness Supply in Ireland and UK. Beer is produced 24 hours per day and 365 days per year. There are 200 people currently employed at the Brewery in production units. 1.1.2 Beverage Blending Agents Plant The Plant consists of a Brewhouse, evaporation/concentration unit, a storage tank farm and a packaging facility. It is designed to produce a concentrate, which is exported to over 50 countries worldwide. The concentrate is produced using malt, roast barley, yeast, hops and water. It will go on to produce bottle, canned and draught products wherever Guinness stout is sold. The product is exported in Unitanks, flexitanks and road tankers via Dublin port. 1.2 Management Structures The St. James’s Gate Brewery is part of Diageo Global Supply, which in turn is a subsidiary of Diageo plc. The Brewery has a structured management approach to the operation of the business in terms of product quality, environment, process control, safety, training and analytical capability. Management systems for quality, environment, energy, safety, food safety and training are audited on an on-going basis through internal audits and external third-party surveillance audits. Registration to specific management systems has been achieved as follows:

1.3 Environmental Policy The policy is given below. St. James’s Gate Brewery The St. James’s Gate Brewery will manage its operations, products and services in a way, which supports environmental sustainability and local biodiversity. It will operate in an environmentally responsible way to protect and enhance our people, brands and the communities in which we work and live. It will strive to become a truly sustainable organisation, by reducing our carbon footprint and contribute zero harm to the environment in line with our Destination 2011 strategy. It will:

• comply with the requirements of the Integrated Pollution, Prevention and Control licence.

• comply with all relevant Environmental legislation, legal and other requirements, that

relate to the Environmental Aspects.

• comply with all Diageo corporate policies and procedures.

• minimise energy and water use, minimise solid waste, greenhouse gas, air and effluent emissions at source and optimise CO2 recovery.

• optimise the use of raw materials.

• undertake a programme of continuous improvement in environmental performance,

with an emphasis on pollution prevention.

• train and motivate employees to conduct their work in a environmentally-responsible manner.

• ensure that adequate resources are deployed to enable the environmental policy to be

implemented.

• communicate the environmental policy to all interested parties and make it publicly available.

2 SUMMARY INFORMATION 2.1 Self Monitoring Data Except where otherwise stated, summary information is provided for the period from January 2009 to December 2009 inclusive, as specified in the EPA’s Guidance Note for Annual Environmental Reports. The information is presented in line with the Guidance Note as an annualised mass emission figure, derived from the average measured mass emission value multiplied by the duration of the emission. 2.1.1 Emissions to Sewer The following sub-sections present the Brewery’s self monitoring data for emissions to sewer at the three emission points (SE-1, SE-2 and SE-3) during 2009. 2.1.1.1 Overview There are three licensed emission points to sewer from the site: SE-1, SE-2 and SE-3. The discharge from SE-1 consists of process effluent and surface water run-off and is screened and then pH-adjusted in the on-site Effluent Neutralisation Plant before being discharged to the Dublin City Council sewer for final treatment in the Ringsend Wastewater Treatment Plant. In late 2005, the process emission from SE-2 was diverted to the Effluent Neutralisation Plant, ultimately discharging via SE-1, and therefore since 2006, only surface water run-off has been discharged via this emission point. The discharge of process emissions from SE-3 was also discontinued in late 2005 and only surface water run-off has been discharged from this point since then. Samples from all three emission points are collected on a 24-hour flow-proportional composite basis and are monitored for the parameters set out in Table 1. In November 2009, the Brewery submitted a proposal to the Agency to reduce the frequency of monitoring at SE-2 and SE-3 from daily to monthly. In December 2009, the Agency agreed to this proposal and therefore from 2010 onwards the monitoring frequency for SE-2 and SE-3 will be reduced to a monthly frequency.

Table 2 summarises the discharge from the main emission point to sewer, SE-1, during 2009, with the trend from 2001 to 2009 for BOD, COD and Suspended Solids annual loads shown in Figure 2. Note 1: Compliance is assessed in accordance with Condition 3.3.2 of the licence. As in 2008, in 2009 the annual BOD load has continued to reduce through implementation of the Effluent Reduction Programme. However, as shown in Table 5, there were a total of eight non-compliances in relation to the BOD concentration during 2009. These non-compliances were attributable to a combination of factors, including our reduction in effluent flow arising from our water usage reduction initiatives, which results in higher concentration effluent; production activities (e.g. accidental release of small quantities of product); and the growth of biomass in the effluent plant, for which we have implemented a corrective action plan. There were no non-compliances in relation to BOD load. A number of initiatives under the Effluent Reduction Programme continued in 2009 which contributed to continuing reduction in BOD load. Figure 5 shows the average daily BOD concentration since 2001 and Figure 6 shows the average daily BOD load since 2001.

2.1.2 Emissions to Water There is a single licensed emission point to water from the site, SW-1, which discharges to the River Liffey. Up to March 2007, this emission point discharged cooling water which originated from an underground well at the site. However, in March 2007, the discharge of cooling water ceased and since then only surface water has been discharged via an interceptor at SW-1. The licence requires that flow, temperature and pH are monitored on a continuous basis; that BOD and COD are monitored on a monthly basis; that suspended solids, sulphates (as SO4), fats, oils and grease, detergents (as MBAS), ammoniacal nitrogen, total oxidised nitrogen, total phosphorus (as P) and heavy metals are monitored on a quarterly basis; and that pesticides and biocides are monitored annually at SW-1. In addition, the licence requires monitoring at two locations in the river upstream (ASW-2) and downstream (ASW-3) of SW-1. However, since there is no longer any process emission to surface water from SW-1, monitoring at this location has been discontinued. The Brewery continues to carry out monitoring at the two ambient monitoring locations (ASW-2 and ASW-3) in accordance with the conditions set out in the licence. 2.1.3 Emissions to Atmosphere The following subsections summarise the emissions to atmosphere from our licensed emission points at the Combined Heat & Power Plant (A1-3, A1-4, A1-5, A1-6 and A1-7), the afterburners in the Roasthouse (A2-1 and A2-2) and the grain intake area (A2-3, A2-4 and A2-5). 2.1.3.1 Combined Heat & Power Plant There are three main emission points associated with the three CHP turbines (A1-3, A1-4 and A1-5), each of which is monitored for Nitrogen Oxides (as NO2) on an annual basis. There is also a bypass stack on Turbine 1 (A1-6) and a stand-by boiler (A1-7), which are also monitored for Nitrogen Oxides on an annual basis. Monitoring of the emissions from emission points A1-3, A1-4, A1-5 and A1-7 was carried out in February 2009 and monitoring at emission point A1-6 was carried out in July 2009. 2.2 Monitoring and Enforcement 2.2.1 Agency Site Audit On 10th July 2009, the Agency carried out an Audit at the site. The Agency’s Audit Report of 18th August 2009 identified three non-compliances in relation to the conditions of the licence, and a total of five observations. The Brewery responded to the Agency’s Audit Report on 14th September 2009, setting out corrective actions for each of the non-compliances and observations, including the target date for completion and the status of the actions that had already been closed out. 2.2.2 Agency Monitoring – Emissions to Sewer The Agency visited the site in February, April, August and October 2009 and collected grab samples from emission points SE-1, SE-2 and SE-3. The results of these grab samples are summarised in Table 18, with the corresponding results from the Brewery’s analysis also shown. No sample was collected from SE-2 in August 2009. All of the results determined by the EPA, the Brewery laboratory and the Third Party laboratory were below their respective limits set out in the licence. While there is some variation between the results obtained by the EPA and those from the Brewery’s monitoring programme, in general the two sets of results are consistent with one another. In September 2002, the Brewery joined the EPA laboratory inter-calibration scheme. Results to date for the Brewery in the scheme have indicated that the Brewery is analysing at the same level versus its peers in the scheme.

2.2.3 Agency Monitoring – Emissions to Atmosphere On 11th June 2009, Euro Environmental Services carried out monitoring of the emissions to atmosphere at three emission points (A1-4, A1-5 and A2-2) on behalf of the Agency. The parameters monitored at emission points A1-4 and A2-2 were below the limits set out in the licence. The concentration of Nitrogen Oxides at A1-5 was above the limit set out in the licence. The Brewery investigated the cause of this high concentration and notified the Agency of the corrective action plan. Subsequent monitoring at A1-5 in November 2009 showed that the corrective action plan had been successful in reducing the concentration of Nitrogen Oxides to below the licence limit (measured at 58 mg/m3). The Monitoring Report from Euro Environmental Services also identified an observation in relation to the measurement of velocity, temperature and pressure of the emissions to atmosphere at the CHP plant. The Brewery is assessing the options to address this observation. 2.2.4 Third-Party Audits There were three Third-Party audits carried out by Certification Europe during 2009: two in relation to the Environmental Management System standard ISO 14001 and one in relation to the Energy Management System standard IS 393 (replaced by IS EN 16001). The three audits were carried out over a total of four days. 2.2.4.1 ISO 14001 Audits On 24th and 29th April 2009, Certification Europe carried out a Re-Certification Audit of the Environmental Management System. The audit identified a single non-conformance and two observations / comments. Certification Europe re-certified the Brewery to ISO 14001:2004. On 25th November 2009, Certification Europe carried out a Surveillance Audit on the EMS. The audit identified a single non-conformance and a single observation / comment. The Brewery maintained its certification to ISO 14001:2004. 2.2.4.2 IS 393 Audit On 4th November 2009, Certification Europe carried out a Surveillance Audit on the Energy Management System against the Irish Energy Management System standard IS 393 and the European standard IS EN 16001 (the replacement to IS 393). The audit identified no non-conformances but did identify a total of 11 observations / comments. The Brewery maintained its certification to the Irish Standard IS 393 and was subsequently certified to the European Standard IS EN 16001 at the end of November 2009.

2.3 Energy and Water Consumption 2.3.1 Energy Consumption Steam and electricity are generated in the Combined Heat and Power (CHP) Plant operated on site by Gatepower Ltd. In addition, the Brewery imports electricity from the grid. Overall energy usage fell in 2009 compared to 2008. A focused energy efficiency programme, coupled with the on-going certification to the Energy Management Standard IS EN 16001 drove the decrease in energy usage on the site. A number of energy efficiency projects were delivered in 2009, and this programme will continue into 2010. 2.3.2 Water Consumption Water (Town and Service) is supplied to the site by Dublin City Council. Town (Potable) Water is used during the brewing process. Service Water is used in fire hoses and other ancillary activities. Historically, cooling water has been drawn from an underground well on site; however, since March 2007 this cooling water has no longer been in use, with the cooling water replaced by an alternative cooling medium. Water consumption at the site is summarised in Table 22.

TOTAL 15 2.4.2 Environmental Complaints In 2009, there were three incidents at the Brewery that gave rise to complaints. Table 24 summarises the complaints received, the identified cause and the corrective actions taken. Table 24: Summary of Complaints Received in 2009

apartment building adjacent to the Effluent Plant complained of an increase in odour from the plant.

The complainant could not be contacted and therefore the exact cause of the increase in odour was not identifiable. The activities carried out at the plant were reviewed to identify potentially causes of an increase in odour. One of the potential causes identified was cleaning of the tanks during which the hatches are open to provide ventilation. A second potential cause was from the skips containing the grain screened from the effluent.

The plant was inspected to determine whether its operation on the day of the complaint could have caused an increase in odour. No particular cause was identified. The option of providing covers on the skips containing the screened material was investigated with the contractor that provides the skips and covers have since been installed.

08/09/2009 A resident from the apartments adjacent to the CHP plant complained of a high level of noise from the CHP plant during the morning of 8th September, and again during the night of 8th September.

The noise from the plant was due to a fault in the operating mode of two of the turbines while the third turbine was undergoing its statutory inspection which resulted in the venting of steam from the plant.

The two turbines were operated at minimum output during the inspection of the third turbine to minimise the venting of steam. The operational settings on the two turbines were corrected to permit operation in the alternative mode required during inspections.

Due to the low temperature at the time, a pressure transmitter froze causing the system to vent steam.

3 MANAGEMENT OF THE ACTIVITY 3.1 Environmental & Energy Management Plan St. James’s Gate Brewery is certified to the International Standard for Environmental Management Systems (ISO 14001), and to the Energy Management System standard IS EN 16001. The Environmental & Energy Management Plan for 2010 is a combined plan covering both Environmental and Energy targets. It defines a set of objectives and targets for the company to work towards. Of its nature, it is liable to alteration in the light of changing circumstances and the company’s future plans. It is also subject to revision from time to time and proposals, plans, targets and goals may vary accordingly. Therefore, progress on a particular objective or target is subject to change. Progress on the objectives and targets achieved during the previous year is reported in the Annual Environmental Report. In addition to the EEMP, a Register of Opportunities (or Ideas Log) is maintained for potential Energy Usage reduction initiatives. The Plan is prepared in accordance with the requirements of ISO 14001, IS EN 16001 and with Conditions 2.2, 2.3 and Schedule 6 (i) of the IPPC licence. It has also been developed taking into account the guidance set out in the Agency’s Guidance Note for Annual Environmental Reports, the Register of Environmental Aspects and Impacts, the Register of Energy Aspects and Impacts, and in particular the significant impacts identified in these Registers. 3.2 Environmental & Energy Management Programme This section sets out the Environmental & Energy Management Programme for Diageo Ireland (St. James’s Gate Brewery). To protect soil, surface waters and groundwater from pollution.

Rationale

Specific requirements relating to the protection of groundwater and surface water are contained in Guinness Ireland’s (St. James’s Gate Brewery) IPPC Licence Reg. No. P0301-01.

The long-term monitoring programme that had been agreed with the agency has been implemented. This involves quarterly sampling of the groundwater on site for a suite of parameters. Overall, the water quality has not deteriorated in terms of the general suite parameters. Variations in concentrations between sampling rounds occurs for all parameters, although there are no obvious trends for any parameter.

1.2 To undertake a programme of remedial work on foul sewer pipelines and storage tanks.

December 2009 Phase 1 of the survey has been completed, including a survey of the manholes. The scope for Phase 2 is being developed, including a CCTV survey. Remedial work will be carried out in light of the findings from Phase 1.

1.3 Rationalise the number of points of emission to sewer from the site.

July 2009 A proposal to reduce the frequency of monitoring at emission points SE-2 and SE-3 was submitted to the Agency in November 2009. The Agency approved the reduction in monitoring frequency in December 2009; monitoring at emission points SE-2 and SE-3 will be carried out on a monthly basis.

An effluent reduction programme was established to focus on reducing BOD load from the site. The areas identified in the programme included the Brewhouse, FBP and BBA areas.

4.4 Establish a baseline for GFE 2effluent flow to help reduce the level of process waste in the BBA area.

Guinness Ireland’s IPPC Licence (Reg. No. P0301-01) requires that a noise survey of the site operations be carried out annually.

Objective 11.0 Optimisation of the keg plant external keg washers.

Rationale The external keg washers provide a hot cleaning function for kegs returned from trade. This operation occurs before internal cleaning, sterilisation and

filling with beer. There are 2 washers which use fresh water, recovered water, cleaning chemicals and steam for heating. The basis of the saving is to reduce cold fresh water addition which has savings in water, effluent, steam and cleaning chemicals.

No. P0301-01) requires that procedures for identifying training needs are established and maintained. There are also requirements in place to ensure that appropriate training is provided to all personnel whose work can have a significant effect on the environment.

4 LICENCE-SPECIFIC REPORTS This section summarises the results from the Licence Specific Reports completed during 2009. 4.1 Noise 4.1.1 Noise Survey The annual noise survey was carried out in September 2009 in accordance with Condition 9 of the licence. Due to the location of the Brewery within a city centre, noise levels measured at these locations may not all be attributable to site activity. Therefore, the noise survey identifies the specific noise level which is the noise that is attributable to activities at the site. The specific noise level is used as the basis for determining compliance with the limits set out in the licence. The results of the 2009 survey indicate that the daytime noise limit of 55 dB(A) was complied with at each of the seven Noise Sensitive Locations (locations 1 to 7). The results also indicate that the night-time noise limit of 45 dB(A) was complied with at locations 4, 5 and 6, but that is was exceeded, albeit marginally, at locations 1, 2, 3 and 7. There were no tonal or impulsive components to the noise measured at any of the Noise Sensitive Locations.

4.1.2 Noise Reduction Programme In January 2009, a review of the noise sources in the CHP area was carried out, which identified a number of measures to reduce noise levels, including the installation of acoustic panels on the steam valves. The installation of these panels has reduced the noise level in this area, measured at a distance of 5 m, by 5 dB. The overall reduction in noise at the closest Noise Sensitive Location to the CHP plant is estimated to be in the order of 3 to 4 dB. Additional noise reduction measures are planned for 2010 to further reduce the impact of noise from the site at the Noise Sensitive Locations.

4.2 Testing and Inspection of Underground Tanks and Pipelines 4.2.1 Bunding A bund integrity survey was completed in late 2006. A total of 130 bunds and bunded areas were inspected and data sheets for each area were compiled. Twenty-one priority items and forty-one other actions were identified from the survey, with the remedial work completed in 2007. As part of the bund integrity programme, bund integrity tests commenced in 2007 and were completed in 2008. During 2009, the bund data sheets were reviewed and updated in light of changes in their use in recent years. The next round of bund integrity testing is due to commence in 2010. 4.2.2 Pipelines In 1995, the Brewery embarked on an extensive programme of inspection of the underground effluent pipelines within the St. James’s Gate Brewery site. Subsequently, a significant programme of remediation and repair work was instigated and this has been completed. This repair work focused primarily on upgrading large sections of internal sub-floor drainage, which at the time was found to be defective. (Reference: report 1890-50-RP-001; PM Ltd.). An additional programme of inspection and testing, directed at the external underground pipeline network and underground tanks, has also been undertaken. To facilitate the work, the site was divided into eight zones. During 2002, inspection and testing was completed on five of the zones and the remaining three zones were completed in 2003. The compilation of the detailed report commenced in December 2003 and was completed in February 2004. The report identified 100 sewer lines and 105 manholes that were in need of remedial work and this work commenced in 2005. The purpose of the drainage and remediation works is to secure the process effluent drainage system in order to protect the receiving environment of the River Liffey and to allow the site to function in an efficient compliant manner in terms of its requirements under the IPPC licence and statutory legislation. Furthermore, the site must remain operational during the course of the remedial works, and therefore it is proposed to use non-invasive renovation options where possible. During 2009, Phase 1 of the remedial works programme on the foul sewer pipelines was completed, which included a survey of all of the manholes previously identified. In light of the works from Phase 1, the programme for Phase 2 is being developed, which will include a CCTV survey and completion of additional remedial works identified during Phase 1.

4.3 Hydrogeological Investigation In compliance with Condition 10.3.3 of the licence, a hydrogeological investigation of the site took place between November 2005 and January 2006. Soil samples and groundwater samples were collected, the results were reviewed, and a submission made to the Agency regarding ongoing monitoring. A programme of quarterly sampling for a range of potential contaminants was agreed with the Agency. Following the monitoring programme in 2008, O’Neill Groundwater Engineering (OGE), the contractor carrying out the monitoring programme, recommended that the frequency of the programme be reduce from quarterly to biannually. This biannual programme was carried out in April and October 2009 and will continue until October 2010, at which point it will be reviewed with the Agency. The conclusions from sampling round 13 of the programme (October 2009) are set out below (from OGE Report No. 0470901).

• There are no monitoring wells in which concentrations of all heavy metal parameters showed definite increasing or decreasing trends over a number of sampling rounds. The concentrations over the thirteen sampling rounds still remain highly variable for all heavy metal parameters with the exception of Cadmium. There is an overall trend of the peaks of certain parameters declining e.g. Selenium and Copper.

• There were notable increases in Copper and Chromium levels in a number of up gradient, down gradient and centrally located monitoring wells. Heavy metal concentrations have historically been highly variable and therefore further monitoring will be required to identify possible trends.

• Cadmium concentrations have appeared to stabilise over the last two years of sampling. Nine of the eleven monitoring wells have been consistently under the Dutch S-Value.

• Selenium and Nickel concentrations have seen an overall reduction compared to the previous sampling round. However, all the wells still exceed the Dutch S-Value for Selenium and eight of the eleven for Nickel.

• Mineral oil has consistently been non detectable up until Sample Round 13. The last round when any mineral oils were detected was Round 8. This was undertaken in December 2007. There have been a number of detections in both up gradient and down gradient monitoring wells in this round [Round 13]. It is too early to be definitive as to whether or not these are anomalous results.
