1. INTRO

ViennaisthecapitaloftheRepublicofAustria.Itisthecountry’sbiggestcityandseatofmanyinternationalorganisationsasUNandOECDheadquarters.1.73millioninhabitantsliveinaspaceof414squarekilometerswhichisequaltoround20%ofAustriantotalpopulation.Thecityisstructuredin23districtandpresentsto-getherwiththehighdensesoundingareaincludingBratislavaa3millionmetropolitanregionknownalsoasastrongeconomic,culturalandspiritualcenterofthecentralEurope.AlthoughViennaisahistoriccitywithimperialgrandeur,ithasanexceedinglymoderninfrastructureandaconstantlygrowingindustryandranksamongthetopthreecitiesworldwideintermsofqualityoflifeandpublicsafety.AccordingtotheworldwidecityrankingofMERCERSURVERYin2012,Viennahastheworld’shighestqualityoflife!

ViennahasaspecialpositioninAustriaasitisbothacityandafederalprovince.ThemayorofViennaisalsothegovernorof theprovince,while theCityCouncilalsoactsasprovincialgovernment.TheCityCouncilconsistsof100membersandconstitutestheCity’shighestofficialbody.TheCity’spoliciesaregeared, inprinciple,towardssustainability,regionalrelations,gendermainstreaming,activelocationpolicies,aswellaspublicrelationsandparticipation.ViennahousesallinstitutionsofAustria’sfederalgovernment.AustrianprovincesareautonomousentitieswithinamultilevelRTDgovernancesystem.Themainlevelsare:

•Europeanlevel(verticalrelationship) •Federallevel(verticalrelationship) •Regional/provinciallevel(otherregions/provincesaspartners,horizontalrelationship)

Eachoftheprovinceshasitsowngovernmentanditsownconstitution.Theinterplaybetweenthenationalandtheprovincial level isorganizedbythefederalistprinciple. IrrespectiveoftheprovincialautonomyinAustria,Research&TechnologyDevelopment(RTD)policyisstronglyinfluencedbythefederallevel,forthefollowingtworeasons:

•First,thefederationdominatestheacademiclifeinAustriaonbasisoflegislation.Universitiesare underfullfederalresponsibility,supervisedbytheMinistryofEducation,ScienceandCulture.The provincesdonothaveuniversitycompetences.Alsothepolytechnicsaresupervisedbythefederal MinistryofEducation,ScienceandCulture.

•AndSecond,thestrongfederalRTDpolicypresenceinAustriaisnotonlycausedbythelaw concerninghighereducation,butalsobytheamountofpublicmoney,administratedbythetwobig nationalfunds.OneofitistheindustryorientedFFG“AustrianResearchPromotionAgency”which incorporates(since2004)theformerFFF“AustrianIndustrialResearchPromotionFund”.Theother istheFWF“AustrianScienceFund”,Austria’scentralbodyforthepromotionofbasicresearch. VenneseresearchentitiesaresuccessfulingettingmoneyfromFFFandFWF.Forexample,25%of thewholebudgetoftheFFFand57%ofthewholebudgetoftheFWFflowstoVienna31.Alltogether, thefederalgovernmentisfinancingaboutonethirdoftheVienneseR&Dexpenditures,wherebythe provincialgovernmentfinancesaboutthreepercent.AlthoughVienneseresearchentitiesarehighly successfulinattractingfederalgrants,themainpartoffederalmoneyconsistsoftheregularfinancial endowmentoftheuniversities.

AndAustriaconsistentlyscoresamongthetopcountriesinEuropeane-governmentrankings,anaccomplish-mentwhichhasalottodowiththeeffortsundertakenbythecityofViennaitself.Forexample,therearethenumerousactivitiesofthecity’spublicfundingbodies,theViennaBusinessAgency(VBA)anditsCenterforTechnologyandInnovation(ZIT); itsplatformsforICTandthecreativeindustries,VITEanddeparture,respectively;andalsotheViennaScienceandTechnologyFund(WWTF).

TheStrategyPlanforViennaisamodernplanningtooldesignedbytheViennacitygovernmenttocreateanattractivevisionguidanceforfuturedevelopments.Inthefaceofnewchallengesandopportunities,thepri-marygoaloftheplanistoformulateobjectivesforanidealoveralldevelopmentofVienna.Itsmainfunctionistoestablishlinksbetweentheprogrammes,conceptsandmeasuresofmanydifferentareas,whileatthesametimetakingaccountofsocio-politicalvisionsandglobalchallenges.Thisrequiresacontinuedproactiveplanningefforttakingeconomic,socialandecologicalqualitiesequallyintoaccount,allofwhichcontributetomakeacityattractive.Socialjusticeandco-responsibility,viableeconomicsystemsforthefutureandre-sponsiblemanagementofthenaturalenvironmentconstitutethemainpillarsofthestrategyforVienna.Thisapproachemergedasaresultofaninteractivedialoguebetweencommunityrepresentatives,whichcreatedthebasisfromwhichtheStrategyPlanevolved.

FiveStrategyAreasdefinethemedium-andlongtermpolicytargetsforthefurtherdevelopmentofViennaandcreateabinding,butflexibleframeworkforurbanpolicymaking.Itsimplementationisprimarilybasedon strategicprojects.Theseprojects includeambitiousand innovative large-scalepropositionsaswell asshort-termcommitments.TheStrategyPlanaimsatsafeguardingandenhancingVienna’srichandmanifoldqualities inallareasofurban life, thecity’seconomy, labourmarket,sciences,cultureandeducation, itsnaturalenvironmentandurbanlandscape.ItformulatesVienna’senergyfutureasalong-termSmartEnergyVision2050,Roadmap2020andActionPlan2012-2015.Theenergyefficiencyandclimateprotectiongoalsareformulatedwithacloseconnectionwiththeurbandevelopmentplanbyintegrationofuserswhenim-plementingnewtechnologies.

3.1 Vienna within Europe and the region

Regional Partnerships

Viennaisfacinganumberofchallengesrelatingtoco-operationwithitsenvironsandthefederalprovincesofLowerAustriaandBurgenland.Apriorityissueconsistsinimprovingco-ordinationinthefieldsofsettlementandtransportpolicy.OneofthegoalsistodivertthepressureexertedbythecurrentgrowthanddevelopmentpushawayfromVienna’simmediateenvironsandtowardstheregion’slong-establishedtowns,andthustotransformtheurbansprawlintoqualitydevelopmentpatternsandpreventthedespoilmentofthelandscapeinthesurroundingsofVienna.IntheViennaRegion,therecommendedapproachistolinktheagriculturallandandforestareasofthecitydistrictsandthesurroundingmunicipalitiesandthuscreateasupra-regionalgreenandforestbeltthatservesasanecologicalreserveandarecreationareaforthepopulation.Vienna,LowerAustriaandBurgenlandshouldlinktheirnationalparks(LakeNeusiedlarea,Danube,ThayaandMarcawetlands,Natura2000projects)tocreateanunbrokennaturepreserve.Thejointpromotionoflow-impacttourismwouldadditionallyhelptoenhanceandstrengthenthenationalparkareaasawhole.

Vienna within Europe & Cross-border co-operation

Ataninternationallevel,commongoalscreatealinkconnectingViennawiththecitiesintheneighboringCentralandEasternEuropeancountries.TheStrategyPlanprovidesareferenceframeworkwithinwhichVi-enna,asacosmopolitancentre,canmakefulluseofitsintellectualpotentialandgeopoliticallocation.Astheglobalisationprocesscontinues,thetimehascometoresolvetherivalrybetweenregionsinordertocreateabasisforcopingjointlywithsuperregionalissuesandforholdingcommongroundintoday’scompetitiveinternationalenvironment.Asacentralcitywithitsneighboringmunicipalitiesandsurroundingregions,asanationalcapitalwiththeotherfederalprovincesandasametropoliswithotherEuropeanandinternationalcentres,Viennaboastslong-standingandmultifacetedrelationswithitscloserandfurthersurroundings.Cross-borderregionalpolicyconceptsareasuitablemeansofstiflinginthebudpossiblyruinouscompetitionbetweenneighboringcitiesandbenefiteveryoneinvolved.ViennaisapartoftheCentralEuropeanRegionproject-CENTROPE.Thepolycentriccooperationof13regionsinfourneighboringcountries(CzechRepublic,Slovakia,HungaryandAustria)representsalong-lastingframeworkofcross-borderco-operationfordistrictauthorities,enterprisesandsocialbodies.Theprogramtendtothetransformationoftheculturalandeco-nomicallydiverseregionwithapproximatelysixmillioninhabitantsintoastrong,uniqueandattractiveareaprovidingamoreeffectivelyworkflowintheaspectofthecrossborderissues.Integrationandcollaborationstandforadynamicandsustainabledevelopmentoftheregion.AsaresultoftheincreasingcompetitionbetweenEuropeanregions,providingahigh-qualityspatialdatainfrastructureandefficienttoolsforspatialanalysiswithnewinformationandcommunicationtechnologieshavebecomefundamentaltothesupportofpoliticalandeconomicdecisions.

Vienna Region TEN Junction

Althoughitis2,000kmfromtheBlackSeaand1,500kmfromtheNorthSea,thetrimodalportofViennahastheadvantageofofferingdirectlinkstothethreemainmeansoftransport,namelywater,railandroad.Europe’sfurthereconomicdevelopmentdependsstronglyonthesuccessfuldevelopmentoftheTrans-Euro-peanNetworks(TEN)andtheirextensionintoCentralandEasternEuropeanaccessioncountries.Forthisrea-son,thisissuehasbecomeoneofthepriorityareasofEUtransportandcommunicationpolicy.TheViennaareawillnecessarilyassumeacentralrolewithinthisnetworkaloneonaccountofitsgeographicallocation.

Inordertocreatethisenvironment,ViennamustbelinkeduptothemainCentralandEasternEuropeantransportroutes,whileatthesametimeimprovingtheurbanandregional infrastructure.Inthiscontext,developmenteffortsmustfocusonecologicallysustainabletransportsystems,i.e.aboveallrailandwatertransport.However,TENconceptisnotrestrictedtotraditionalmeansoftransport,butalsoaimsatpromot-ingtheinterconnectionandinteroperabilityoffuturetelecommunicationnetworks,whichwillincreasinglyconstituteanalternativetomaterialgoodstransport.TheVienneseportisalsoofincreasingeconomicimportance,anditsbusinessontheDanubeisbooming.ThePortofViennaGroupwasabletosignificantlyincreaseitsturnoverandprofitsinrecentyears.Comparedtolastyear,turnoverwentupby6.7percentto50.8millioneuros.ThelogisticscentreofthePortofViennahandlesnolessthantwelvemilliontonnesofcargoperyear.Daily,1,800containersarehandledinthecon-tainerterminalalone.Althoughelevenmillioneuroswerere-investedinthecompany,profitsstillamountedtoeightmillioneuros.

The hub between East and West

Vienna’sgreatestadvantageasabusinesssite is itsgeographicalpositionat theheartofEasternCentralEurope.OneofthemajorfactorsforthepositivedevelopmentinthepastdecadesliesinVienna’sfunctionasahubfortheemergingandfuturemarkets.AfterthefalloftheIronCurtainin1989Viennesecompaniesrecognizedandusedtheopportunitiestoestablishtheconnectionbetweentheeastandthewestmarket.Byanaverageof40%percentoftheirrevenuesinEasternandCentral,Viennabasedcompaniesenjoythelead-ingpositionintheseregions.ThekeytothesuccessinbusinessisaconsequenceofthestrongconnectiontiebetweenthelocalandEastEuropeancountriespresentednexttothegeographicalproximityalsointhehistoricalrelationshipandadeepunderstandingoftheEasternandCentralEuropeanculturalandtraditions.The“CentreofLegalCompetence”,alegalservicesagencyforbusinessesinCentralandEasternEurope,isafirststeptowardsestablishingViennaasaninternationalservicecentreofferingveryhighinformationdensi-tyonmarketopportunitiesandinstitutionalframeworkconditionsinthetransitioncountries.Thestrongeconomictiesofthelocalbusinesseswiththese,accordingtoexperts,futuremarketsmakeVi-ennalessvulnerableforinternationalcrisis.Therelativelysmallimpactofthe2009crisisconfirmsthis.Asacentreofcompetenceinthefieldofurbanandenvironmentaltechnologies,Vienna’sUrbanTechnologyNetworkoffersEasternEuropeanpartnercitiescomprehensiveknow-howandexpertise.

3.2 The economy and the labour market

Vienna’seconomicperformanceisoverallsatisfactory.(CITAT:Mayerhofer,P.(2003)ZweiterBerichtzurinternationalenWettbewerbsfähigkeitWiens.Wien:ÖsterreichischesInstitutfürWirtschaftsforschung.(SecondReportontheinternationalcompetitivenessofVienna).Vienna’sdiverseamenitiesmakethecityattractivetolivein,howeveritseconomicinfrastructureinparticularranksitamongstEurope’stopper-formers.ItpresentsoneofthemostinfluentialandinnovativeeconomiccentersinEuropeandhasahugeimpactonthesoundingarea.Onlyamodernandforward-lookingmarketeconomywillbeabletosafeguardjobsinthelongrun,while,inturn,afunctioninglabourmarketwithanadequatesupplyofqualifiedandcreativeprofessionalstaffisaprerequisiteforacompetitivebusinesslocation.TheViennacityauthoritieshavebeenendeavouringtotargetpromotionmeasuresinawaythattheybenefitboththelocalandregionaleconomyandtheurbanlabourmarket.ThisapproachisessentialtoensurethatViennacontinuestofeatureamongtheEuropeancitieswiththehighestemploymentrates.

Vienna’seconomyconsistsofawiderangeofindustrial,tradeandservicecompanies,whichareabletosatisfythemajorpartofregionaldemand.Arichmultitudeofdifferentlinesofbusinessconcentratedinasinglelocationiswhatcharacterisestheeconomicstructureofafunctioningmetropolis.Onaninterna-tionallevel,however,Viennacompeteswithurbanregionsinotherhighlyindustrialisedcountries,whileintheglobalmarketplacelargeglobalplayersareincreasinglytakingtheleadinthedifferentindustries.Inordertoprevailintheemergingglobaleconomy,itisthereforeanurgentandessentialpriorityforViennatospecialiseinspecificeconomicsectors.Ontheonehand,thisrequiresfindinganddevelopingbusinessnichesthathavenotyetbeenclaimedbyanumberofEuropeancompetitors.Ontheotherhand,anysuchspecialisationmustbebasedontheexistingregionalpotentialandthespecificadvantagesofthebusinesslocationVienna.Viennaalreadyboastsinnovativeresearchanddevelopmentinstitutionsandsuccessfulcompaniesinareaswithahighfuturepotentialsuchasmedicaltechnology,biotechnologyandpharmacol-ogy,environmentalandtransporttechnologyaswellastelecommunications.PromotingtheseareasandmakingViennaattractivetobothforeignanddomesticplayersintheseindustrysegmentsisaprimetargetofurbanpolicy.Nexttothismaingoalbasedofinternationalspecializationofthebusinessmarket,Viennawillalsotrytoimprovetheservicesinthefollowingsectors:

Austriaisasmallbutsmartmarket,andVienna’shigh-techindustryisclearlyorientedtotheglobalmarket.Thecityrepresentanattractivebusinesslocation,ahubbetweenEastandWest,iscurrentlyahosttooneofthethreeinternationalUNheadquarters,andoneofEurope’shottestspotsintermsofcreativeindustriesanddigitaltechnologies.Viennahassuccessfullycompletedthetransformationtowardsaknowledgeandservice-basedeconomy.Morethan80percentofvalueiscreatedinthetertiary,servicebasedorientedsec-tor. 8%ofallenterprisesinViennaareICTcompanies.TheICTindustryisoneofthepillarsofthecity’seconom-ics.Accordingtoastudy,thevalueofVienna’sICTindustryis6.5timeshigherthanthatofVienna’straditionalmainstay,thetourismindustry.Thesectoraccountsforapproximately10%ofVienna’sgrossregionalincome.In2007Vienna’sICTindustrypostedearningsof€24.3billion(grossrevenuesincludingexportsandforeignsubsidiaries),400ofover8,000registeredcompanieswitharevenuesexceeding€1millionin2007.MostoftheICTmultinationalsareprimarilycooperatemainlywiththeneighboringcountriesinCentralEurope,GermanyandSwitzerlandhowever, itsactivitiesandinfluencerangefarbeyondEurope.ThemainexportmarketsareCentralandEasternEurope(58%),EU(24%),Asia-PacificandAustralia(8%),NorthAmerica(6%),andSouthAmerica(4%).

OneinfivedependentlyemployedpersonsinViennaworksinthetechnologicalfield.TheICTsectoremployaround10%ofVienna’sworkforcewhatisequaltoaround70.000employers.Eighty-ninepercentoftheICTcompaniesinViennaemploy1-9persons,9%have10-49employees,and3%employ50ormore.Ninety-ninepercentofalltheICTcompaniesinVienna

3.3 Promotion of science, education and culture

Inmoderneconomies,knowledgeisbecominganincreasinglyimportantinputbesidestheclassicalproduc-tionfactorsofcapital, labourand land.Moreover,knowledgealsodeterminesthedevelopmentofurbansocietyasawhole:Infact,theknowledgefactorisnotonlyadeterminantofurbancultureandintellectualclimatebutalsoofthequalityofacity’slabourforceandthepopulation’swillingnesstoacceptsocial in-tegrationandanopensociety.Theknowledgereferredto ismorethanmerelyscientificor technologicalknow-how,italsocoverscommunicative,creativeandsocialcompetencies.Artandcultureenrichacity’sintellectuallife.

The Education and Research system

ViennahasalwaysbeenacityofscienceandresearchandisoneoftheoldestuniversitycitiesinEurope.3,440peoplegraduatedfromtheuniversitiesofappliedsciencesin2010/11wherebusiness,technologyandengineeringareamongthemostpopularfields.Lookingatthepercentageoftheemployeesinvolvedinre-search,ViennaranksfourthamongallEuropeancitiesbehindHelsinki,MunichandStockholm.Theresearchlandscapeisaclusterofnineuniversities,fivetechnicalcollegesandroundpublicandprivate1.000researchinstitutions.Since1997theAustriancapitalhasinvestedapproximatelyEUR400millionintoresearchandtechnologyprojectspredominantlyfocusedonthekeyareasofcompetence,includinglifescience,creativeindustries,informationandcommunicationtechnologiesandtransport/logistics.ThecityofViennapartic-ipated inEU6thresearchframeworkprogramsandaccountedfor51.3%ofthetotalAustrianco-fundingvolumeinthepastyears.ThefundingforresearchandinnovationworkofVITE(ViennaITEnterprises)areprovidedbythecurrent7thframeworkprogram(starin2007),theCentreforInnovationandTechnology(ZIT)andtheWWTFProgram.Furthermore,WWTFhaslaunchedtheViennaResearchGroupforYoungIn-vestigatorstopromoteyoungresearchersworkinginthemostimportantfieldsofresearchinVienna.ZIT,initsturn,isresponsibleforpromotingcompanyresearchandinnovationinViennaandforrelevantmarketingandPRactivities(suchastheContentAward).Fundingfocusesonstrongsectorssuchaslifesciences,thecreativeindustries,informationandcommunicationtechnology,andtransportandlogistics.

The Main Library–a new symbol for Vienna’s educational policy

TheCityofVienna’snewMainLibraryislocatedonthe‘Gürtel’inarepresentativeandspectacularbuildingthatisaprominentsymboloftheimportanceoflifelonglearning.ThiscentralinstitutionofVienna’snetworkofmunicipal librariesrepresentthestate-of-the-artof libraryscienceandwork,andmeetalltherequire-mentsofthemultimediaage.Offeringconsumer-friendlyextendedopeninghoursandpremisesforexhibi-tionsandworkshops,thelibraryservesasaneducationalandtrainingcentreforindividuals.Moreover,thenewMainLibraryisalsoanenhancementofthelocalcom-munityduetoitsembedmentinthelocalurbanstructure,itsfunctionalityandculturalofferings.Theprojectcostabout360millionandwascompletedbytheendof2001.

Tradition and everyday-life culture

Long-term policy for green areas

Vienna’sespeciallysensitiveandstructurallyimportantgreenlandscapesmustbepreservedandprotectedagainstdamage.Intheperipheryofthecity,anunbroken“greenbelt”mustbemaintainedandexpandedintotheterritoryofthesurroundingcommunities.Toprovidethenecessaryfinanceforthepurchaseanddesignofopenspaces,funds,sponsorsandpublic-privatepartnershipsshouldplayanincreasingroletosup-plementpublicfunds.Financialassistanceandconsultingserviceshavetobeprovidedtofarmersinthiszonetoensurethecontinuedexistenceoffarms,whichmakeanindispensablecontributiontothemaintenanceofculturallandscapes,inadditiontoprovidingthecitywithfreshproduceatshortdistances.TheDepartmentofEnvironmentalProtection’sstaff(MA22),includingexpertsonenvironmentallaw,noisecontrol,natureprotection,airpollutioncontroletc.,isconcernedwiththelegalandtechnicalaspectsofenvironmentalpro-tection.Themainconcernoftheexpertsistopositionpresent-dayViennainsuchawaythatin50or100yearsitwillofferequallygood,ifnotbetter,livingandenvironmentalconditions.

Innovation way of residential building planning

Newconstructionshouldinprincipletakeplacenexttothebuilt-upareasofthecity,oronunusedinnercitylandreserves.Innercityprojectscanasarulecountonexistingtechnicalinfrastructureandsocialinstitu-tionsintheirvicinity,aswellasanetworkofretailandservicebusinesses.Newprojectsontheperipheryofthecityshould,whereverpossible,beplannedalongexistingdevelopmentaxes,i.e.,alongmajorpublictransport lines, toensurecost-efficiency,compatibilitywithurban lifequalityandenvironmentally sounddevelopment.

Thereductionofmotortrafficresultsnotonlyinloweremissionlevelsandthusinbenefitsforpublichealthandtheclimate,buthasotherpositiveeffectsonthecityandthequalityofurbanlife:lessnoise,moresafe-ty,particularlyforchildrenandelderlypeople,thereclamationofstreetsandsquaresasspacesforliving,aboosttoneighbourhoodretailersandcitycommerce,increasedattractivenessofurbanliving,etc.AllurbandevelopmentplanningforViennahastobebroughtinlinewithVienna’sbasicprinciplesoftrans-portpolicy.Tocreateacompact“cityofshortdistances”,urbanrenewalandurbandevelopmentmustbegiv-enpriorityoverperipheralexpansion.Newdevelopmentsonthecityfringeshouldbelocatedalongtheaxesrunningthroughtheouterdistrictsand,wherepossible,withinwalkingdistanceofefficientpublictransport.Asaforward-lookingmeasure,urbanplannersalsohavetoactearlytosecurethelandneededforapossiblefutureextensionofmajorpublictransportlines.

Majorprojectsandfacilitiesattractinglargenumbersofpeople(shoppingcentres,leisureandentertainmentcentres,publicinstitutions)shouldbeerectedonlyatpublictransportnodes.Businessesthatfitintoaresi-dentialenvironmentshouldbeencouragedtosettleinasmanypartsofthecityaspossibleinordertoavoidtheneedforlongtripstowork.

Atthesametime,separatewastecollection(usedpaper,usedglass,metalsandcans,plasticpackagingandbio-waste)hasincreasedbyalmost3%.Ofcoursethebestpathtowardssustainablewastemanagementisnottoproduceanywasteatall.Thus,toreducewastequantitiesandtobringdowndangerouswasteistheultimategoal.In2009morethan100,000tonsofbiogenicwastewerecollectedwiththehelpofbio-wastecontainers,amongotherthings.Compostingproducesover45,000tonsoffinishedcompostperyear,whichisusedmainlyinorganicfarming.Wastethatcanneitherbeavoidednorseparatedisdisposedofinanen-vironmentallyfriendlywayandusedforpowergenerationintheSpittelau,Flötzersteig,SimmeringerHaideandPfaffenauwasteincinerationplants.Thermalrecyclingatthesefourincinerationplantsalreadycovers36%ofthedistrictheatingmarketinVienna.AnewwastelogisticscentrerightnexttothePfaffenauinciner-ationplantwillbeputintoserviceinspring2013.Wastesupplytootherincinerationplantsisalsopossibleincaseofshortages.Fornon-compostablebiogenicwastetheBiogasViennaplantwasputintoserviceinSep-tember2007.Thisfermentationplantgeneratesdistrictheatingfor600Viennesehouseholdsfromkitchenwaste(primarilyfromcanteenkitchensandinner-citybio-wastecontainers)andwastefrommarkets.

Today,theVienneseusecellphonesforbookingtramandtraintickets,payingparkingfeesortaxifares,buyingdrinksanddiscovertheirwayaroundusingtheadvantageandsupportofnavigationsystems.More-over,thecellphoneapplicationsareusedforhomecontrolfeaturesforheatingorsurveillancetooptimizetheenergyconsume.CompaniesandresearchorganizationasTheViennaUniversityofTechnology,thetelecomresearchcenterFTWandAustrianResearchCentersARCSaretradingintheirfixedlineswitch-boardsformobilealternativesandareusingmobileVoiceoverIPsolutionsforcommunicationwiththeirofficesabroad.NearFieldCommunication(NFC)hasintroducedadditionaloptions,includingagrowingrangeofindustriallogisticsapplicationsaswellasmobilee-healthdiagnostics.MostofVienna’shomecareorganizationshaveswitchedfromhandwrittendocumentationtosmartphonesolutions,acombinationoffieldserviceapplicationswithmobilee-healthcare.AndeversincetheEuropeanSoccerChampionshipstookplaceinAustriaandSwitzerlandinJune2008,mobileTVhasbeenavailable.

NearFieldCommunicationServices-NFC

InSeptember2007MobilkomAustria,TelekomAustriaGroup’smobilesubsidiary,launchedtheworld’slargestandmostcomprehensivecommercialpackageofNearFieldCommunication(NFC)servicesinAustriaincooperationwithitspartnersNXPSemiconductors,Nokia,AustrianFederalRailways(ÖBB)andWienerLinien,Vienna’smainpublictransportationoperator.NFC,developedinAustriabyNXP(formerlyPhilipsSemiconductors)andSony,facilitatesshort-rangecommunicationbetweenelectronicdevicesviaafastandeasywirelessconnection.

TheStrategyPlanrequirestheinterdisciplinarycommitmentofpolicy-makersandadministrativeauthorities.Inordertomeettheserequirements,theCityofViennahasinitiatedacomprehensivemodernisationpro-grammeencompassingallofthecity’sadministrativedepartmentsandinstitutions.Likeallstrategicprojects,theimplementationprogressiscloselymonitored.Moreover,theStrategyPlanisintendedasaninvitationtotheeconomicagents,scientificinstitutions,publicagenciesandprivateindividualstoco-operateinpub-lic-privatepartnershipstoattainaconcertedandcoordinateddevelopmentofthecity.Thus,theStrategyPlanforViennaisafurtherstepclosertocitizens’involvementanddemocratisationinurbanpolicymaking.TheAustrianFederalComputingCenter,calledBRZ(inGerman)istheleadingsourceforintra-administra-tionale-governmentsolutions.HeadquarteredinViennaandemployingastaffofaround1,200,itsupportsover30,000civilservantsinthefederaladministrationandothergovernmentalofficesandhostsanoveralldatavolumeofaround500terabyte.ThelistofcompaniesinViennasupplyingtechnologyforfederalandmunicipalapplicationsislongandincludesinternationalcorporationssuchasIBM,Microsoft,HewlettPack-ard,CiscoandUnisysaswellasmanyinnovativelocaldeveloperssuchasFabasoft,Austria’smostsuccessfulsolutionproviderfore-government,andITsolution,thecompanywhichlicensestheire-signaturesoftwaretotheAustriangovernment.

In1995,theCityofViennalauncheditsonlineappearancewithapressreview.Thiswassoonfollowedbythe“DigitalCity“whichconsistedofafictitiousundergroundmapwithlinesandstationsdirectinguserstothecity’sInternetservices.In1996,interactivecitymapsearchwasintroducedwhichcontinuestobethecity’smostpopularonlineservice.Inthefollowingyearsthedesignwaschangedseveraltimesandadaptedtouserneeds.In1998,theprojectWELCOM“WienerElectronicCommerce”wasintroducedwiththeobjectiveofmakingtheCityofViennafitforeCommerce.In2001,theCityembarkeduponthe“e-Vienna”projecttoex-panditse-Governmentservicesatanew,easilymemorizedaddresswww.wien.at.Thousandsofinformationpageswereofferedalongwithinteractiveservicessavingcustomersvisitstotheauthorities,enablingthemtopayonlineandevenbooksomeoftheCity’sresourcesviatheInternet.The“VirtualOffice”wasborn.Since2005,themaintenanceandfurtherdevelopmentofInternetserviceshavebeencarriedoutthroughanopensource“ContentManagementSystem“.TheViennae-Governmentapproachissummarizedthroughitschoiceofslogan:“MakingDataMove–MakingTimeforPeople”.

TheVirtualOfficecoversalle-GovernmentservicesofferedbytheCityofVienna.StandardquestionsarenolongerhandledbyofficialsbutviatheInternet,thusallowingofficialsmoretimetodealwithmorecomplexrequests.Whenusingthelifecyclesituationaccessthesystempermitsaccesstopersonaldocuments,societyandsocialmatters,health-relatedissues,leisuretimeandsports,environment,businessandecono-my,financialmatters,construction&housingandtrafficandtransport.Theadministrativeassistancepageswerecreatedtoassistusersindealingwiththeauthoritiesandprovideinformationonservicesofferedbythecityadministration.Structuredandcoherentelementswerechosentoexplainandfacilitatetheadmin-istrativestepsinvolvedandeliminatethemwherepossible.Dependingontheservicesrequiredadministra-tiveassistancepagesincludeinformation,downloadformsandonlineforms,aswellasfacilitiesformakingappointmentsandpaymentsonline.

Vienna Citizenship Information System

TheViennaCitizenshipInformationSystemwascreatedtohelpindividualswishingtotakeonAustrianciti-zenshipfindoutwhetherornottheymeetthenecessaryrequirements.Applicantsarealsosavedunneces-saryvisitstotheauthorities’officeswhilemembersofstaffattheauthoritiescanconcentrateondefactocitizenshipcases.TheAustriancitizen’scardwasconceivedwithtwofunctionsinmind:clearidentificationofthecitizenandhigh-qualityauthenticationthroughsafeelectronicsignature.Theelectronicsignatureisusedinsteadofthepersonalsignature.tiesforseverallanguages.

Electronic registration of business and trade

TheInternetserviceforregistrationsofbusinessandtraderosefrom1,121(8%)in2002to8,383(34%)in2005.Theuseofthisserviceallowsforsavingatleastonehourforeachapplicantandatleasthalfanhourfortheauthorityconcerned.Thesee-Governmentservicesarealsosupportedbyenablingtranslationfacilitiesforseverallanguages.

Firsttargetwasthefacilitationofcontactbetweencitizensandtheadministrationbyspeedingupcommuni-cationbetweenindividualadministrativeoffices.Inordertoaddressthisobjective,someimprovementsweredulyidentified.Amongthem,theneedforcommontechnicalstandardsforelectronicaccounting(wheretheadministrationshallcooperatewiththebusinesscommunity),theneedtoimprovespeedyelectronicpay-menttransactionsbetweencitizensandtheadministration(e.g.bycreditcardande-payment),theneedtoextend,toallareasoftheadministration,theelectronicdeliveryofofficialdocumentstocitizensandmem-bersofthebusinesscommunity,theneedtomaketheelectronicformsheetspublic-friendlyonthebasisofthestandardspreparedbylocalauthorities(e-Governmentstyleguide).

E-healthrelatedtechnologiesdevelopedinViennaincludecomprehensivedigitalhospitalprojects:forex-ampleAMEInternational,boastsanimpressivelistofreferenceprojects.HardwaresolutionsareofferedbyPhilipsMedicalandSiemensMedicalSolutions,digitalx-raystoragebyAgfaHealthcare’sViennadevelop-mentlabs,whichhavecontributedtoAgfa’sworldwideleadershipinPACS(PictureArchivingandCommuni-cationSystems)applications.In2007,OttoBockHealthcareViennapresentedasaworldpremierethefirst“mind-controlled”armpros-thesis.
