Speaker Bios Digital Economy, Trade and Development H.E. Ann Linde is Minister for EU Affairs and Trade at the Ministry of Foreign Affairs in Sweden. Previously, she served as State Secretary to the Minister of Home Affairs Anders Ygeman (2014-2016). She was also Head of the International Unit of the Party of European Socialists (PES) in Brussels (2013-2014). Between 2000-2013 Linde was Head of International Staff in the International Secretariat for the Swedish Social Democratic Party and a member of the party office management group. For much of her life, she has been a committed member of international youth committees. Notably, she was a permanent co-opted member in the Swedish Social Democratic Youth League (1981- 1991) and a member of the Council of Europe’s Steering Committee for Youth, where she took responsibility for the area of South Africa. Furthermore, Linde has been board member for The Anna Lindh Memorial Fund since 2015. ANN LINDE Dr. Mukhisa Kituyi became the seventh Secretary-General of UNCTAD on 1 September 2013. As Minister of Trade and Industry of Kenya (2002 - 2007) Prior to becoming Secretary-General, Dr. Kituyi was Chief Executive of the Kenya Institute of Governance and a Fellow of the Brookings Institution. Dr. Kituyi was among the experts advising the presidents of East African Community (2008 - 2012). , He was a consultant for the African Union Commission (2011 - 2012), helping to develop a pan-African free trade area. Dr. Kituyi studied political science and international relations at the University of Nairobi and at Makerere University in Kampala, Uganda, receiving a BA in 1982. MARCELO CIMA

H.E. Marcelo Cima is the Ambassador and Permanent Representative of Argentina to the WTO and the United Nations, Geneva.

Mr Cima has been a member of the Argentine Foreign Service since 1985. He has been posted to the European Union in Brussels, and to the United States of America in Washington D.C twice. Working at the Ministry of Foreign Affairs he was Director General for Export Promotion, Director for Capital Goods, and Technology Export Promotion, acting Undersecretary of Investment Development. He holds a degree in Law, Master in International Relations and International Economic Policy, and Master in Public Management.

H.E. Tauqir Shah is Pakistan’s Permanent Representative at World Trade Organization since March, 2015. He is co-coordinator of the Friends of eCommerce for Development Group, launched by a group of developing country members in WTO Geneva, with a view to constructively engage in the digital trade debate in the Multilateral System.

Prior to his appointment as Ambassador, he worked as Principal Secretary to Chief Minister of Punjab (2008-2014). In his role he was focal point for GSP-plus, agriculture development, labour and human rights and gender empowerment policies and many other social and economic initiatives. Previously, he worked as Gender Advisor for UNDP Pakistan and ILO Advisor to Government of Pakistan on Women Employment Concerns and bonded labor (2002-2008). He also worked in Ministry of Economic Affairs and National Security Council of Pakistan.

Dr. Shah volunteers for number of Non-Profit organizations working for gender empowerment, human rights, rural and community development, and sustainable economic development particularly in the field of agriculture.

TAUQIR SHAH

Anna Stellinger is Director-General of the National Board of Trade, appointed by the Swedish government for a period of six years. She holds university degrees in French and political science from Lund University, Sweden, and an International master’s degree in International Relations from Sciences Po de Paris, France.

For 10 years Anna Stellinger was a researcher and a Director of Research at several non-partisan think tanks and institutes in Paris, France. Before taking up her position as Director-General of the National Board of Trade, she was the Director of SIEPS, the Swedish Institute for European Policy Studies.

Anna Stellinger is a member of the University Board of Lund University, and a member of the Swedish Council on Basic Values.

DANIEL BLOCKERTModerator

H.E. Daniel Blockert is the Ambassador and Permanent Reppresentative of Sweden to the World Trade Organisation since 2014. He has a Bachelor of Arts, a Bachelor of Political Science, and a Master’s Degree in International Relations, all from the University of Stockholm.

Parallel with his studies Mr Blockert worked in the record business in Stockholm. After finishing his studies in 1999 he got a position as an EU coordinator at the Ministry of Agriculture. After the Swedish Presidency of the EU in 2001, Mr Blockert then worked with trade related issues at the Ministry of Agriculture, mainly in connection with international organisations such as WTO, OECD and FAO.

In 2003 Mr Blockert transferred to the Department of Trade Policy at the Ministry for Foreign Affairs, and in 2007 he became head of the WTO unit in the same department. In 2009, Mr Blockert took up the post as Counsellor and Deputy Head of Mission at the Swedish Embassy in Singapore. Early in 2011 he returned to the Department of Trade Policy at the Ministry for Foreign Affairs, where he served as a Director and Deputy Head of Department.

HELANI GALPAYA

Helani Galpaya is CEO of LIRNEasia, a pro-poor, pro-market think tank working across the emerging Asia Pacific on ICT policy and regulatory issues.

She researches and engages in public discourse on issues related to net neutrality, policy and regulatory barriers in Internet access, e-Government, broadband quality of service, how knowledge and information disseminated via ICTs can improve inclusiveness SMMEs (small, medium and micro enterprises) in agriculture and micro-work markets. A primary thrust of her current research is on digital labor in South Asia, where she’s studying issues of marginalisation and economic development among those working on online platforms that enable freelancing and micro-work in India, Sri Lanka and Myanmar. She is also carrying out nationally representative surveys of Internet use by households and individuals in India, Pakistan, Bangladesh, Indonesia, Cambodia, Myanmar and Nepal. She’s examining how experiences and perceptions of harassment, surveillance and privacy impact how people of Myanmar experience the Internet, and how electricity tariff structures impact energy poverty and economic development in Sri Lanka.

She is an advisor to the UN Broadband Commission’s Working Group on Bridging the Gender Divide. She also on the Advisory Board of the Harnessing and Sharing Economy for Local Development initiative of the Centre for Implementation of Public Policies promoting Equity and Growth (CIPPEC), Argentina.

RENE SUMMER

Rene Summer is a Director of Government and Industry Relations at Ericsson Group engaged in contributing to the development of positive long term ICT business conditions, by shaping Ericsson’s public policy thought leadership, fostering trust and constructive long term relationships with policy makers around the globe. Rene’s policy work is focused on; Geopolitics, National Digital Economy Strategies, Data Driven Innovation, International Data Flows and Cyber-security. Previously, he held various, business development, market analysis and strategic assignments across different Ericsson Business and Market Units. Before joining Ericsson, he was working as a consultant at large US based IT Company as well as Swedish Telecom Software SME. Rene has been on the board of Internet Industry Association of Australia and he has also been a member of several working groups of various industry associations and government appointed working groups. He holds an MSc degree from Reading University UK in International Business and Finance with expertise in Business Strategy, Economic Policy and Financial Markets.

Dr Tim Kelly is a Lead ICT Policy Specialist in the World Bank Group, which he joined in 2008, and is based in the Nairobi office. He wrote the policy chapter of the 2016 edition of the World Development Report, on the theme “Digital Dividends”. He previously managed World Bank reports on Maximizing Mobile and eTransform Africa, as well as the Broadband Strategies Toolkit. On the operational side, he is currently managing ICT programs in Comoros, Malawi, Somalia and Tanzania. He was formerly Head of the Strategy and Policy Unit of the International Telecommunication Union (ITU), and previously worked with the OECD and Logica.

Over the last 25 years, Dr Kelly has specialized in the economics of information and communication technologies. He has written or co-authored more than 30 books on the subject including the World Bank’s ”ICTs for post-conflict reconstruction”, ITU’s ”Internet Reports” and ”World Telecommunication Development Report” and OECD’s ”Communications Outlook”. He has an MA (Hons) degree in geography and a PhD in industrial economics from Cambridge University.

Magnus Rentzhog is a Senior Adviser at the Swedish National Board of Trade (Kommerskollegium), providing support to the Foreign Ministry of Sweden in negotiations, both in the WTO and in bilateral and regional agreements. He has worked extensively on trade in services and investment related issues and conducts research in these areas. His research focuses on the growing importance of services in manufacturing (servicification), services and global value chains, and the digitalization of trade. His studies have been widely spread and often cited in academic work and by business organizations and trade negotiators.

TORBJÖRN FREDRIKSSONModerator

Torbjörn Fredriksson is the Chief of the ICT Analysis Section at the UN Conference on Trade and Development (UNCTAD). He is responsible for the Information Economy Report (IER) and UNCTAD’s work on ICT sector development, ICT Policy Reviews, e-commerce development and ICT measurement. Mr Fredriksson has been instrumental in the launch of the eTrade for All initiative, which seeks to unlock the potential of e-commerce in developing countries. He joined the UN in 2000. Before joining UNCTAD, he held positions at the Invest in Sweden Agency and the Swedish Ministry of Industry and Commerce.

Candace Nkoth Bisseck is passionate about empowering people by improving their life, business and career via digital technology.

She has been the country manager of the eCommerce website Jumia Market in Cameroon since 2014, allowing thousands of Cameroonian traders to generate additional revenues, teaching them how to use the internet and digital tools to sell beyond their physical shop and beyond their city. Previously, she worked as a consultant in the fields of innovation, telecommunications and digital economy in Europe, Africa and Asia. Candace is now working with Stanford Seed, helping SMEs in Africa to scale-up their business via innovation.

Furthermore, Candace is also a recurrent speaker and advocate for eCommerce and Digital Innovation and a lever for development, and has been invited by organizations such as United Nations and local governments (http://bit.ly/2sbC2bg, http://bit.ly/2l4ffrL) to share her expertise on these topics. She is the founder of digitalfordevelopment.org, a platform aiming to shed the light on digital initiatives supporting the socio-economic development of the least privileged.

CANDACE NKOTH BISSECK

Marcos Vaena leads the work on Sector and Enterprise Competitiveness at the International Trade Centre (ITC), a joint agency of the World Trade Organization and the United Nations, focusing on enhancing the competitiveness and inter nationalization of SMEs. His work focuses on enabling sector-wide transformation through value chain development and upgrading, including leveraging digital technologies and e-commerce as a driver towards a more inclusive global trading system.

Previously, Marcos worked in management positions with the Private Sector in Latin America, at the World Bank’s private sector arm (IFC) and at UNDP in country-based assignments in the Asia-Pacific and Africa regions, with a specific focus on SME development programs and sustainable supply chains. Marcos holds a Master’s Degree in International Relations and International Economics from the Johns Hopkins University, School of Advanced International Studies (SAIS) in Washington DC and a Bachelor’s Degree in Business Administration from the Federal University of Rio de Janeiro, Brazil.

Christophe Kiener heads the Unit which is in charge of services and digital trade in the European Commission’s Directorate-General for Trade. Prior to his appointment in January 2016 he had been working on international trade negotiations in areas ranging from industrial tariffs, to agriculture, investment, services and export credit. Christophe studied at the Graduate Institute for International Studies (University of Geneva) and at the College of Europe both in Bruges and in Warsaw.

CHRISTOPHE KIENER

Chris Connolly is a lawyer, researcher and consultant on privacy and electronic commerce. He is a consultant to the United Nations Conference on Trade and Development (UNCTAD) where he has been the lead author of several reports on privacy and cyberlaws. His recent publications include ”Data protection regulations and international data flows: Implications for trade and development” (UNCTAD 2016), the Global Cloud Computing Scorecard (BSA / Galexia 2016) and the European and Asia-Pacific Cybersecurity Dashboards (BSA / Galexia 2015).

Chris is also a director of Galexia where he provides specialist consulting services for privacy and cyberlaw projects. He has advised Governments on the development of privacy, cyber-crime and electronic commerce laws in many counties, including Indonesia, Malaysia, the Philippines and Singapore. He is also a member of the Editorial Board of the Data Protection Leader journal.

Chris has previously held senior roles at the University of New South Wales in Australia where he lectured in the Masters of Law course for over a decade. He was also the founding editor of the Internet Law Bulletin. Chris currently splits his time between Australia and Europe. He is based in the UK

HARSHA LIYANAGE

Dr Harsha Liyanage is a Co-founder and Executive Director of Grasshoppers.lk, the fast growing eCommerce fulfilment network in Sri Lanka. Harsha is an ICT4D sector expert with over 25 years’ experience in a variety of industries including: eCommerce, telecentres, start-up social enterprises and economic sustainability.

His long involvement with the grassroots sector has led to consultancy work for many organizations including the UN, IDRC and many other International Deve-lopment Organizations. Since 2010, Harsha has founded eNovation4D Ltd. UK based small consultancy company, with the objective to disseminate the ICT4D expertise between the Global South and Global West. He is also the founder of Sarvodaya-Fusion, the ICT4D Social Enterprise on IT education to bottom of the pyramid communities.

His recent work involves providing consultancy services to Telecom companies in Sri Lanka, Development organizations in Ethiopia, Government of Rwanda, and also to International development organizations based in Europe. He has been an invited speaker to many global conferences including World Sum-mit of Information Society (WSIS). Harsha had been a Visiting Research Fellow to IDRC, Canada (2007 / 2008), and elected South Asia Regional Coordinator for GKP (Global Knowledge Partnership) (2006 / 2008). He has published the eBook ‘Sustainability First’.

Hanne Melin leads eBay’s Public Policy Lab for Europe Middle East and Africa. Since 2011, eBay’s Policy Lab has examined how globalization and technology empowers in particular micro and small enterprises and found them leveraging the online commerce platform model to engage in expansive commerce, often on a global scale. Hanne Melin is part of a team that conducts research and develops policy vision for this reality. Before joining eBay, Hanne was an associated at Sidley Austin LLP, practicing EU competition law in Brussels for five years. Hanne is a member of the Board of Directors of the non-profit Business for eTrade Development; she holds an LLM from King’s College, guest lectures at Lund University (Sweden), and is a frequent speaker and writer in her field.HANNE MELIN

Victor do Prado currently works as Director of Council and TNC Division at the WTO. He previously served as deputy Chief of Staff to Director-General Pascal Lamy and has also worked as a Counsellor in the WTO Rules Division where he acted as a Secretary of the WTO Committee on Subsidies and Countervailing Measures.

During his work at the WTO, he held the position of the Chairman of the Subsidies Committee, served as a panellist in various cases, and was a Member of the Brazilian Delegation in dispute settlement proceedings several times.

Victor do Prado holds a Degree in Law from the University of São Paulo and a Master in International Relations from the Brazilian Diplomatic Academy. He has lectured at the University of Paris, the Freie Universität Berlin and at Georgetown University Law School.

HANS MAGNUSSON

Hans Magnusson is the Acting Director and Assistant Director General for International Organizations and Thematic Support at the Swedish International Development Cooperation Agency (Sida). Mr Magnusson has more than 30 years of experience from working with development cooperation in Sweden and Latin America and has, among other things, been the head of cooperation in Guatemala, Assistant Director General for Development Cooperation with Conflict and Post Conflict Countries, Deputy Director General for Operations and Assistant Director General for Latin America.

He has also been a Senior Policy Adviser on Civil Society at the Ministry for Foreign Affairs and has had several other positions with the UN and civil society both in Sweden and Latin America.

Hans Magnusson studied Education at the University of Uppsala and Sociology, Pedagogy and religion at the Linné University in Kalmar and holds a Master at Central American University José Simeón Cañas, in San Salvador.

JONAS BORGLIN Moderator

Jonas Borglin is the CEO of NIR since October 2013. Mr. Borglin’s background is within marketing, consulting and business development within both Nordics, EMEA and Asia/Australia. He has previously held various positions at American Express and has successfully developed a global consultancy service within the company. As a leader, Mr. Borglin is curious to find improvements and growth opportunities within businesses and partners as well as within individuals and takes pride in motivating his surrounding to perform better. Mr. Borglin dedicated one year for his passion for photography and visual communication.

Hosuk Lee-Makiyama is director of ECIPE, a brussels based think tank. He is regularly consulted by the G7 governments, all the principal international organisations on trade (including WTO, World Bank and OECD), and has been appointed to numerous advisory committees on digitalisation, trade and economic reforms. He has appeared as an expert in the US Congress, European Parliament, UK House of Commons and other parliaments and regularly comments in Financial Times, BBC, Reuters, CCTV, and was named ”One of the 20 most influential people for open internet” by the Guardian UK. Lee-Makiyama is also a fellow of LSE and co-founder of Open Political Economy Network in London. He tweets sardonically (and not very well) as @leemakiyamaHOSUK LEE-MAKIYAMA
