Further they were asked to submit the details of Headend, SMS, Subscriber's list and a self-certificate that they are carrying all the Mandatory TV Channels, within six months from date of issuance of MSO registration, to the Ministry of Information and Broadcasting, failing which the MSO registration is liable to be terminated I cancelled. 2. Whereas, subsequently vide office Memorandum No. 9|4O6|2OI6-DAS dated 6th March, 2OI7 (http-://gfibold.nic.in_/_W-fi_tp-ReadDaja/decuments/QM dated 6th march.pd| the Ministry had informed that all valid provisional MSOs registrations, unless cancelledlsuspended subsequently, are to be treated as deemed regular registration for a period of 10 years from the date of issuance of respective provisional registration. All deemed regular registered MSOs were accordingly asked to submit the details to the Ministry of l&B but the same has not been received from you. 3. Whereas, you were also requested to enter the seeding data of the STBs installed by you in the Management Information System (MIS) software developed by the Ministry. "LJser Name" and "Password" for entering the data were provided to you through APD of regional unit and also sent through email. But you have not entered any seeding data in the MIS till date even after the expiry of 6 months' period from the date of issue of MSo registration to you. 4. Whereas, as per Rule 10A, of Cable TV Rules, vide Gazette Notification dated 6th July 2OI2, "Every Multi-System Operators and Cable Operator shall be bound to give such information as may be sought for by the Central Government or the State Government or any agency authorized, by the Central Government or authorrzed officer, as the case may be, within such period and in such form as may be specified by such Government or agency or officer". Further, as per the terms and conditions for grant of MSO registration it was reiterated that you have to comply all the terms and conditions of the Cable Television Networks (Regulation) Act 1995 which makes obligatory for you to provide information sought by Ministry as and when required and within the specific time failing which your MSO registration will be terminated/cancelled. ? 5. Whereas, this Ministry vide letter dated 28t1n June, 2OI7 and Show CauseNotice dated 31st August , 2OI7 had requested to you to supply the followingdetails, failing which your MSO registration can be terminated/cancelled
i. Submit the details of Headend, SMS, mandatory TV channels being carriedetc. in the attached pro forma to the Ministry; and
ii. Enter area wise STB seeding data in MIS.
6. Whereas, you have failed to furnish the above said details to the Ministrywithin the stipulated time frame. So as to why your MSO registration may not betermin ated lCancelled as per the position stated above?
7. Whereas you had also not replied to the Show Cause Notice dated3Il08l2OI7, evert after expiry of 15 days. You had been allowed 15 days time toreply the Show Cause Notice, so why not your MSO registration betermin ated I Cancelled?
8. Now, it has been decided to give a Final opportunity to reply to the ShowCause Notice and furnish the information sought vide letter dated 281 0612017 .
If your reply is not received within the stipulated time, it will be presumed thatyou have no comments to offer in the matter and your MSO registration may becancelled.
