  • 142152TekstvakWhat is a Visual Memory Aid?A Visual Memory Aid is storage place for newborn ideas and concepts. During a good brainstorm or envisioning session, participants see new connections and come up with new ideas. They can see these ideas in front of them. New ideas are very volatile, it's hard to capture them or transfer to people who were not present during the brainstorm session. A week later, the ideas often have faded out of our memory. We recall a vague notion of a good feeling and positive energy but we cannot easily reproduce what we had in mind. The Visual Memory Aids contain everything that can help remember and capture the energy of what happened during the international meetings: sketches, impressions, opinions, quotes and ideals. The Visual Memory Aid is a place where concepts and images are structured further and made communicable. The Visual Memory aid is also a place to storage the Music story and a way via which we can spread the story. Therefore, all the separate Visual Memory Aids are collected and one overall overview/journey has been made of it.

During the kick off MUSIC meeting in RotterdamMUSIC cities met for the first time.

All showed their committed to apply TransitionManagement (TM) and use GIS as a tool to makeprogress in their quest to meet their climate targets.

    Five months we meet again.

What has happened since? How and in which

context did each city apply TM and GIS? What isthe next step? What are the objectives for Novemberin Aberdeen?

These are the main questions the thirty participantscovered during this intense two day Music PartnerMeeting in Luxembourg City.

    WHAT DO YOU SEE?

Five very different cities work on theirclimate challenges using transitionmanagement & GIS for the first time.

The more we know and understandabout each others context the more wecan understand and learn from eachother... We started our meeting bylooking without understanding...

Imagine you are in front of 30frontrunners with this transition pitch, you want to to engage the arena process......you have 10 minutes to reach out totheir harts and mind!

Define and discuss your city energysystem:- Complete the energy modelling graphwith a list of demand devices per sector, conversion types, local energy production.- Locate the demand devices per sector onthe map.- Identify on both map and graph the CO2emission activities.- Identify and discuss opportunities toreduce CO2 emissions.

IT WAS MOST INTERESTING TO SEE HOWTHE DIFFERENT CITIES USED TRANSITION ANALYSISCONCEPTS IN THEIR OWN CONTEXT

Ghents specificity lies in the production ofenergy on its territory. This production isbased on coal for one plant, on gas for twoothers and on waste for one plant providingsteam to a hospital. There is also greenelectricity being produced. The graph of thedifferent sectors shows the variety ofdemand devices and of energy carriers to beprovided for each type of devices.Notes Ulrich

Aberdeens overview on the graph includedstatistics on the import sector,on the transport and commercial sectors. Some figures: 47 % of the importsare from Natural Gas; 65 % of energydemand comes from the residential sectorand 19 % from the agriculture sector.

Aberdeen has an important agriculturesector which makes it distinctive to otherMUSIC partners. The number of dailycommuters was mentioned as an importantissue and an opportunity to reducethe CO2 emissions. A Combined Heat andPower (CHP) plant is also seen asan opportunity. Notes Ulrich

Five stocks have beenquantified during the firststep of analysis. Thequestion is now : how arethey going to develop?Growing, shrinking, totallydisappearing ? Threepossible scenarios- 1- The DOOM one, thegerm is dead for thebenefice of promotors andupper Class- 2- Montreuil keepsfeeding the germ : itremains a social andeconomic experimentation,garden.- 3- The germ vanishes intoits realization. Montreuilbecomes a urban park.industrial and technicaleco-solutions...

Now what is the urge ?Today Montreuil is afragmented city, intransition....(Notes Montreuil)

  • VISUAL MEMORY AIDMUSIC PARTNER MEETING MAY 2011

    LIKESMUSIC!

Montreuil is fully covered with urban areas, except for a couple of parks. Thewestern part is covered with old buildings(19th century) whereas the easternpart is characterised with social collectivehousing from the 1960s. Montreuilimports gas for collective housing and otherdemand devices across the demandsectors. Electricity from nuclear powerplants is also imported for all sectors.

But Montreuil also exports electricity fromsolar panels. Montreuil identifiedas the main sectors concerning CO2emissions reduction the residential heatingsystems (biomass, co-generation), the energyefficiency of housings (refurbishment),the raising of awareness among thepopulation on the use of energy and, finally the reduction of car use (alternativemodes). Ludwigsburg has a CHP plant running.Besides they export electricity from varioussources: solar panels, wood chip powerplant, biogas, geothermal (combinedwith CHP) and waste power. The residentialsector represents as much as 45 % of thedemand and the industry 12 %. Demandservices in terms of heating and cooling wereidentified as the main hot spots.

Solutions include the use of Geothermalpotential and the development of a solarcadaster. More e-mobility is also requiredthrough the use of alternative engines.Notes Ulrich

Rotterdam produced one map and twographs. One graph for the urban area itselfand one graph for the harbour. 83 % of theoverall city energy consumption is takingplace in the harbour. 63 % of the dwellingsare from social housing companies, whichfacilitates the dialogue on the technicalevolution of the buildings.

From the harbour there are huge heat lossescoming from the petroleum refineries andthe energy industry. Transport is the secondsector in both urban and harbour areas.Rotterdam gave on the graph the details onthe five main categories of the industrialsector within the urban area.. Notes Ulrich

LOOKING FORWARD GIS- The main objectives of Aberdeen is to useGIS for interpretation of social deprivation.

    - Gent hopes that the GIS model developedwithin the MUSIC will help to detect morebusiness cases for CO2 reduction.

    - Ludwigsburg is still finding out on how touse GIS in MUSIC.

    - The GIS project work for Montreuil is tosetup a GIS architecture itself that can beused by the city administration and thepublic. A request from Montreuil is to setup a model of transportation modes.

    - Rotterdam and Gent would like to workcloser together on a sustainability index andhow to measure progress over the years.

Derk Loorbach is a specialist in societal transitions. He hascompiled information from interviews. There are a couple of rules:all here as individuals, frontrunners within your organizations, you have been handpicked open creative dialogue.

Urban unsustainability lock-in. All sustainability problems areinterconnected. Persistent problems: how do we get peopleinvolved? Why dont the alternatives that are out there breakthrough? We believe the real problem is institutional. We need tolook differently at this problem. Not optimize the currentoptimization strategies. From a historical problem you see that inthe 1950s and 1960s, the problems werent wicked: there wasconsensus on the solutions and consensus on the nature of theproblem. A command and control government to deal with this.In the 70s, there was more discussion on what the problems andsolutions exactly are. The market was seen as a method to figureout the best reaction to problems: laissez-faire government.Currently: as many definitions of problems as there are people, for solutions as well. Markets might optimize and createefficiency, but also lead to more consumption. So now we arethinking on the role of government, governance. Need a policytransition: the current way of governance is part of the problem.

Derk has tried to trigger us. What needs to be done for sustainabledevelopment? What can make you more effective in your practice?Next time: our understanding of what makes change in society, from this understanding how we can be more effective and be partof this movement. Some clues are: do you really see what ishappening and where the energy is? Think of projects that wereeffective in reaching this energy. Can we extend the passengers onthe boat from mayor and policy makers to inhabitants and otherpeople? (Notes Suzanne)

    I AM THE PROBLEM?

Balance is important in an arena session:- Head and heart (intellectually stimulating &sense making)- Doom and bloom (acknowledging wickedproblems & opportunities)

In a normal arena, you have differentworldviews, which causes clashes anddiscussions. Wake up calls induced by otherarena participants. The facilitators give a set-up (as in volleyball) and the game is playedbetween the participants.

    AM I THE PROBLEM?

BEFORE THE ECONOMIC CRISIS, THERE WAS TOO MUCHBLUEPRINT THINKING. NOW, IT TURNED OUT THISDOESNT (ALWAYS) WORK.

AS A LOCAL COUNCIL, WE NEED TO FACILITATE FOROTHER PARTIES, AND TAKE CARE OF THINGS THATCOMPANIES CANT TAKE CARE OF

IF LOCAL AUTHORITIES ALWAYS DO WHAT THEY DID,THERES NEVER GOING TO BE OPPORTUNITY FORCHANGE. FRUSTRATING THAT WE GO BACK TO WHATWE KNOW.

WHILE YOURE MAKING PLANS, SOCIETY IS MOVING INTHE OTHER DIRECTION.

ARENA PROCESS TO DATE1. WHAT IS THE NEW PERSPECTIVE?2. WHERE ARE YOU IN THE PROCESS?3. HOW EMBEDDED IS YOUR PROCESS?4. HOW STRONG IS THE ARENA NETWORK?

LUDWIGSBURG: energy as top priority! Arena zero took place and wasattended by 30 people. The next step is the establishment of a projectteam and the development of a vision for Ludwigsburg in 2050.

ROTTERDAM: tapping into social energy to densify and green the inner city! Not focus on energy alone but put energy in a wider perspective. FirstTM arena took place. With the arena the city explores its new role : frominitiator to facilitator. The arena process will be linked to Rotterdamcontribution to the Architecture Biennale 2012.

MONTREUIL: test ground for local democracy and sustainability! With thearena process we experiment with new participatory processes. ThisRICH city with a fertile ground for innovation can become a NICHE cityfor the rest of the country.

GHENT: time for action!. We organized six successful transition arenas. As aresult we now have five Climate Working Groups exploring concreteactions. The environment department can not implement the projectson their own: other departments will also undergo TM exercise. We areextending our network.

ABERDEEN: oil and gas city explores renewable energy! There is a need for abigger sense of urgency to move away from oil and gas. First arenaorganized with a small and energetic group.

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

    ARENA PROCESS CONCLUSIONS

All cities have embedded and kicked off their arena process.

They are in the process of validating their transition analysis

together with frontrunners, or are already co-creating their

visions for the future! Frontrunner Ghent has already launched

its transition agenda and is exploring how how to activate their

    network.

The cities expressed a need to substantiate and visualize the TM

visions with concrete data and tools. Examples are energy

maps, renewable energy scans and abatement cost curves. The

IGUESS system can assist to produce these data.

The coming half year, the DRIFT team will move from a coachingto a monitoring role. The DRIFT team will collect thelessons learnt from the different cities and their context andimprove the TM methodology.

THE CITIES ARE TELLING OUR TM STORY...WHICH IS GREAT!

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

GIS TO DATE1. WHAT IS THE CURRENT STATE OF AFFAIRS?2. WHAT ARE YOUR WISHES?3. HOW CAN TM AND GIS MEET?Cities presented existing and potential examples of

usage of energy related information in their cities.

(example Rotterdam with a case study for the

    calculation of solar potentials... )

They also presented their current and desirable data

    infrastructure in relation to GIS.

The MUSIC team from CRP Henri Tudor is complete!

The data inventory is almost finished and the

development of the IGUESS system has started.

    Ulrich gives a brief demonstration

of how it might look like.

=> Pilot cities are needed for case

    study models!

WHEN THE MUSIC IS OVER TURN OUT THE LIGHTS!

REMEMBER THAT A MODELIS NEVER THE ABSOLUTETRUTH

GIS TM WEDDING VOWS:GIS and IGUESS canprovide and processconcrete data andinformation about thecity to obtain newinsights and newinformation.GIS can help TM topresent ideas and resultson the internet.GIS can help inanswering what-ifquestions (what if wemake half of the roofs inour city green roofs?.GIS can help to visualizepossible future visions.

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

CONCLUSIONSFROM I-GUESS TO WE-GUESSWe are going into a very good direction. Everyoneis taking ownership of the process. GIS will be theright tool to answer the questions we have. It canalso be used for policy development and policydecisions (...) We are happy with the meeting andthe engagement between GIS and TM. Good to seethat people can see the potential now of GIS as it isbecoming more real.

Main theme for Ludwigsburg: marriage! Movingfrom two separate methologies (TM and GIS) to ajoint effort this could also help the practicalimplementation.

KEEP THE SYSTEM AS SIMPLE ASPOSSIBLE AND AS COMPLEX ASNEEDED.

WE CAN ENCOURAGE COMPETITIONBETWEEN THE CITIES!

UNCERTAINTY: YOU CANNOT PREDICT THEFUTURE! BOTH GIS ANDTM TAKE THIS INTOACCOUNT.

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

OIL CITY EXPLORES RENEWABLE ENERGYABERDEENTM: Oil and gas industry has influenced the city development in many

ways- in terms of housing, transport infrastructure, expanding.Expectation is that Aberdeen will continue to expand. Socialcohesion is a problem. The poorest and the richest groups in theUK live in Aberdeen. The arena flags complacency and inertiaand a blame culture: there is no sense of urgency to think aboutother economic sectors then oil and gas. The city council is heldresponsible for all bad decisions. Aberdeen is running its 3rdarena. The frontrunner buy-in and attendance is limited.

GIS: Demonstration of web based system with all kind of informationabout energy use in Aberdeen. Examples on how informationfrom other departments can be integrated in the heat mappingmodel. Possibly a special map will be made for the MUSICproject.

TE(*): Installation of photovoltaic cells on Loirston Primary College, which is part of a bigger program in Scotland. Urgency is that thecouncils needs to cut energy costs (forced by UK law). Theinnovative part is that private actors are involved which install thesolar panels. The project is innovative and large scale (easy toreplicate). The delivery is going to take place in early 2012 andexpected to be completed in march 2013.

(*) Project framed as transition experiment.ABERDEEN IS KEEN TO FURTHER DEVELOPSUSTAINABILITY IN THE CITY, ESPECIALLYSAVING MONEY ON HEATING IS APRIORITY FOR ABERDEEN.

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

    ROTTERDAMMERS MAKE THEIR OWN CITY.ROTTERDAM

TM: Facing the economic crisis, Rotterdam is looking for a newrole- from blueprint thinking to facilitation. The arenafocuses on the inner city of Rotterdam, which has only 5percent inhabitants. Densifying and greening the inner cityin Rotterdam is a priority. The project is a showcase for theArchitecture Biennale in 2012. Several pre meetings withfamilies, entrepreneurs, creative industries have been held.

GIS: The main goal is developing tools for measuringsustainability in urban planning. Measuring data, datagathering, analyzing and visualizing tools are missing- thisgap can be filled with GIS.

A decision support system needs to be developed- howmuch does one project contribute to, for example, reducingthe heat island effect?

TE: Sustainable area development: new approach to areadevelopment: multi-actor and creating value (more thenmoney!). How to develop an area in such a way that it ispopular and will stay popular in the coming 15 years?Available funds are decreasing, new kinds of funding haveto be explored based on values for the future.

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

    FROM TALKING TO DOINGGHENT

TM: The story of the arena is well documented and serves as the basisfor climate action plans. We learnt to walk a double path- doingthings and reflecting. We do not have just one vision but a set ofvisions, captured in pictures- four images. Plan: 50 actions fortomorrow, before the elections. Prepare to make decisions basedon knowledge and not on desires: Climate Steering Group-political vehicle but will be broadened with external partners.Climate Advisory Board: members of arena and independentthinkers.

GIS: Some challenges : renewable energy scan does not generate newdata and the survey is not finished yet so there is uncertaintyabout the quality of the GIS layers; there is a high workload;define better what is needed for GIS. Ghent wants to make energymaps. There is a demand to substantiate the TM vision with (GIS)tools.

TE: After the TM arena process, five persons offered to be anactivator of a concrete project: Blue economy; Organic wastetreatment; and Growing your own crops in deprived areas.

    CLIMATE WORKING GROUPS:MAKING THEM WORK!

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

    TEST GROUND FOR SUSTAINABILITYMONTREUIL

TM: Montreuil en transition: opportunity to bolster the externalpart of the Climate Plan. Blog: people can also contributethrough the blog. First arena in November, next arena willbe in January 2012. TM gives the opportunity to experimentwith new participatory processes.

GIS: Choice who will host the GIS platform (SICIM). Databasewill have to be built. Selected case studies: solar cadastral, heat island effects, fuel poverty. Partnership agreement onUrban Heat Island (UHI) with Department de Seine SaintDenis and the Provence University. Main output will bedata.

TE: Positive energy school: target zero energy, zero carbon andzero nuclear waste. Straw is being used for the isolationbetween the walls. Renewable oils will be used in order notto be totally dependent on photovoltaic and to tackle thepeak moments of energy usage. Natural lightningdetermines the size and location of the rooms. The schoolchallenges: tax system, building certificates and PVsubsidies.

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

ENERGY IS TOP PRIORITYLUDWIGSBURGTM: Interviews with 30 people, good mixture. In interviews a clear

sense of urgency came up. Big highway is a problem- traffic. Firstarena took place last week. Energy is one of the main priorities.Inner city is also priority- what is the heart of Ludwigsburg?

GIS: New basic information (examplesL map of gas distribution andmaps of green roofs, map of CO2 vulnerability and heat hotpotsand soil erosion). For 2011-2012 we plan to have a thermal andhyper spectral flight of the city. A tool is needed to connectinformation (energy consulting tool).

TE: Community Centre Sonnenberg is a new sustainable communitybuilding in a deprived area. The new building will be veryenergy-friendly. Citizens will be informed about energy-savingmeasures- increasing awareness is a challenge in this deprivedarea. Several projects are taking place to upgrade this area.

  • VISUAL MEMORY AID MUSIC PARTNER MEETING NOVEMBER 2011

CITY PLANSROTTERDAM: Second TM arena on December 8. GIS information will be used to

improve our story with facts and maps. Architecture Biennale 2012 will be oneweek before our meeting in Ludwigsburg- outcomes can be shown. Make a linkwith economic indicators- include them in the sustainability index.

MONTREUIL: More arenas! Coming January next arena. GIS: important to see thatsomething real is coming to us. Easier to know how we can participate in it.

GHENT: GIS: catch up and stalk some people. TM: we went really fast, good to hearall the positive responses in Aberdeen! Now we have to reflect on it and makethe climate groups work.

ABERDEEN:Andrew is going to move to another position in the city council- he willremain involved in the TM arena. Niki, city coach from DRIFT, is going toAustralia for the coming nine months. Use the TM arena for furtherengagement. Envisioning workshop is planned. Andy from civic architects isgoing to visualize the process and vision. MUSIC is a challenging project!

LUDWIGSBURG:TM arena zero has taken place. Very interesting to see IGUESSfirst we could not believe that it worked but now we have seen the prototype.Different scenarios, very interesting to talk with people from Tudor.

    INTRODUCTIONDear MUSIC creative people,

After the transition pitch of the Aberdeen MUSICteam and a 24-hour stay on Scottish soil you wereinvited to brainstorm on sustainable futures ofAberdeen. Please find in this ID-BOOK the resultsand the tools we used to envision the future together.

I hope the experience, the tools and this example ofan ID-BOOK will help you as your arena processshifts from an analytical to a creative phase! Thiscreative phase is all about generating, developing andstructuring refreshing, inspirational and rich ideasinto a desired transition agenda.

Hopefully, the ideas captured in this ID-BOOK willinspire the Aberdeen frontrunners in theirexploration process of the future!

If any of you has any questions on how to facilitatecreative envisioning processes or on how to structurethe results feel free to call or email me.Good luck,[email protected] | 00316 234 68 381

THE ID-BOOK IS A PRACTICAL TOOL TO CAPTURE IDEAS. IT IS ATEMPORARY STORAGE PLACE FOR IDEAS, PRESENTED IN AVISUAL AND EASILY TRANSMITTABLE MANNER.

The ID-BOOK is a storage place for newborn ideas and concepts.During a good brainstorm or envisioning session, participants seenew connections and come up with new ideas. They can see theseideas in front of them. New ideas are very volatile, it's hard tocapture them or transfer to people who were not present during thebrainstorm session. A week later, the ideas often have faded out ofour memory. We recall a vague notion of a good feeling and positiveenergy but we cannot easily reproduce what we had in mind. TheID-BOOK contains everything that can help remember andcapture the energy of what happened in the brainstorm: sketches, impressions, opinions, quotes and ideals. The ID-BOOK is a placewhere concepts and images are structured further and madecommunicable. In the ID-BOOK all ideas are good. The ideas thatgenerate most energy should be explored further .(Het id-boek - Pepik Henneman, 2008Online:http://www.innovaders.nl/images/ideeenboek-innovaders.pdf)

  • ID-BOOK Aberdeen 16/11/11 Pepik Henneman

PREPARATION CREATIVE PHASEBy now the MUSIC cities all have embedded thetransition arena within their organization. Transition

teams have been established, frontrunners have been

interviewed and the first arenas have taken place.

As soon as the transition analysis is validated and thefrontrunners share a sense of urgency, it is time tomake the shift from the analytical to the creativephase.

This creative phase requires a different mode offacilitation and a different mode of interaction.

The objective is to tap into the power of imaginationand allow for a free, fun, associative interaction.

The ideas will not appear right away in a structuredmanner: they will emerge. It is the task of thetransition team is to capture the ideas with the mostenergy and to make them communicable. Theseideas can gradually mature into new images of thefuture, transition paths and transition experiments.

IN THE CREATIVE PHASE OF THE ARENA PROCESS WE ITERATEBETWEEN GENERATING, PRESENTING, CONSOLIDATING ANDSTRUCTURING IDEAS FOR THE FUTURE.The transition team can emphasise that new future ideas do notimmediately have to be checked on feasibility. It is more importantthat those who propagate them are excited about the ideas and thatthe other arena members can understand the idea and can associatefurther with the idea. In practice it is the enthusiasm generatedduring the presentation which has a steering effect on the choicewhich ideas will be developed further.Experienced facilitators continuously tune in on the energy andenthusiasm that comes with an idea. If an idea catches on and thearena members can visualize it, it gives a common sense ofdirection. In the arena process, the brainstorming phase continues until theideas meet and can be structured into desired perspectives of thefuture, transition goals and transition experiments. THE HAND OF ABERDEEN

The HAND exercise is a warming up exercise. It helps

To articulate a shared picture of regional qualities and

    developments before an envisioning session.

The results of the Aberdeen HAND exercise reflect

the understanding and first impressions of the MUSIC

team during the evening of the 16 th of November

2011. Some elements of the transition pitches came

back and some elements were derived from

direct experiences or other influences shaping theparticipants mental picture of the city.

By presenting the ideas, the presenter takes ownership

of the ideas. By asking open questions the audience

enriches the idea: I wish, I knew... How can you...

A simple way to find out which ideas generate energy

And can lead to desired concepts is to ask the

DEAR FRONTRUNNERS!Will Aberdeen be marketed as the GREENGRANITE CITY in 2040? Will the Aberdeen peopledisconnected to oil revenues be a critical success factorin the transition to a sustainable economy andlifestyle? Can Aberdeen invest on time in its SOCIALCAPITAL? Will Aberdeen become INDEPENDENT ofoil before the oil runs out? Can Aberdeen tap itsPOLITICAL ENERGY to accelerate change?

These are the questions of MUSIC team wonderabout after being briefed on the a transition analysis ofAberdeen and having spent a few hours in the city.

Please find here the main ideas we developedduring our envisioning exercise.

IMAGE OF THE FUTURE 1PRIDE DRIVEN CHANGE!

    Vision 2050:

Transition from 1950 fishing port to current oil wealth. It is

not going to continue for ever:

at some point people need to realize that the wealth

Aberdeen is enjoying now will not be permanent

The lack of sense of urgency to deal with this is what we want

to address. How can we motivate people to become interested

in the idea of change? Acknowledging that the people who

have done well in this system do not necessarily want to

change it... We use political energy to motivate change have

an incentive now... We harvest the energy of pride!

Promise: We will make you independent!Target group: This can mean different things for

    different people

    From => To:

    dependence => independence

    (energical, political, economical)

    fossil tech. => future tech.

UK royalties => local energy economy

big oil => smaller production units

    monopoly => poliopoly (new word)

In stead of a few large companies controlling the destiny

of Scotland, more locally owned and locally controlled.

Examples: sheep energy, algae energy, hot rocks energy...

IT DOESNT REALLY MATTER WHERE WE ARE IN THECURVE... THE RAMP UP OF THE OIL ANDTHE OIL WEALTH WILL STOP!

    Vision 2050:

The oil and gas driven lifestyles will not help Aberdeen

    in the future.

People in Aberdeen who are disconnected to the oil&gas

Revenues may become key players in the after oil city.

These underprivileged people have a basic understanding to

survive. As the oil runs out the rich with their porches will

    leave.

Promise: Learn how to survive without oil money

    Target group: Oil people

    Implementation:

Invest in the social energy of Aberdeen. Focus on the people

not involved in the oil: what doe they want? What can they

do? What can we learn from them?

    1. Turn parks in to gardens

    2. Use your money for a green social city

    3. Change crops from potatoes to different kinds of

    ABOUT CONNECTING...

    Dear MUSIC team,

This fourth MUSIC Partner Meeting was all about

connecting. We re-connected together: we gave each other

updates on outcomes of the transition arenas and the

practical applications of IGUESS and ETEM. We connected

GIS, transition management and the investment projects. We

established the link between the transition management

arenas and the Future Conference to be held in Ludwigsburg.

We explored how we can connect with other cities and

organisations during the Mid Term Conference in Ghent in

November. And we touched up on our role a frontrunners

related to implementing new ways of working within our own

organisations as we have been practising in the MUSIC

    project.

We hope that this digital memory aid will help you reconnect

with the main aim of this meeting: get a common sense of

the possibilities of GIS and Geo computation for energy

transition planning and the development of CO2 emission

reduction strategies; sharing views of the future emerging in

    the arena processes.

And... Ludwigsburg team, thank you for the hospitality!

    Eshter, Ulrich and Pepik

HOW CAN GIS HELP TO GET A SENSE OF THIS FUTURE?

  • VISUAL MEMORY AID MUSIC PARTNER MEETING APRIL 2012

ARE WE ON THE RIGHT TRACK?LUDWIGSBURGThreehundred years ago a duke decided to have a hunting

lodge in the middle of a forest. Then for private reasons he

decided he wanted to live there. The new lodge grew into

one of the largest Baroc palaces in Europe. Around this

palace grew the city we call Ludwigsburg. Compared to

more established surrounding cities as Stuttgart,

Ludwigsburg has always had to face the existential

question:why Ludwigsburg?. As it never could take for

granted that people would keep living in this city, heavily

relying on attraction of power residing in its palace. Still

today the city of Ludwigsburg questions itself: are we on

    the right track?

We hope that perspective and practices of transition

management and the visualization and modelling power of

GIS will help frontrunners in this beautiful city explore new

possibilities regarding more sustainable energy systems,

whilst staying connected with the present and the past of the

    city.

  • VISUAL MEMORY AID MUSIC PARTNER MEETING APRIL 2012

    HELPING LUDWIGSBURG...THE FUTURE CONFERENCE

The city government of Ludwigsburg wants to organise a

new edition of the Future Conference. This local

conference will focus on the questions:

What are the successes of the last three years?

Are we on the right track and what to do in the

    coming three years?

The aim is to have 300 people attending. There is a special

need to reach specific target groups- especially those

groups that are not automatically interested to participate.

The MUSIC team was asked to think along and generate

ideas for the organisation and the participation process,

connecting the TM process to the conference.

    Five suggestions

Who is we? Why one track? Reformulate the

question from: are we on the right track? to

are the people & city government on the right

    track

    1. There is not one track to the future. To

answer this new question participants need to

share what their track is towards the future.

The synthesis could be to find out how

different tracks can reinforce each other and

towards what type of futures they can lead.

    2. Show people the complexities of decision

making- giving them virtual votes and a

virtual budget can help them to take

    responsibility to prioritise options.

    3. Acknowledging the difficulty to involve

particular communities to such a event, start

    scouting community leaders now. Prepare

and train them to participate during the

    venue. Phone Apps, Pop-up shops,

    Neighbourhood leadership programs could

    be of help.

    4. The Future Conference is a great opportunity

to give the frontrunners from your TM arenas

a stage to share their practice and views in a

World Cafe or Open Space setting.

THE GIS PLAN: DEVELOPING iGUESShttp://iguess.tudor.luThe integrated Geospatial Urban Energy Information & Support

System (iGUESS) is being developed to reduce CO2 emissions and

to help developing renewable energy transitions.

The final goal is to provide cities with current and projected

geospatial energy maps for their urban planning processes.

    The MUSIC objectives include:

    - the introduction of energy as an additional layer in the urban

    planning process;

    - help translating this information into decisions.

Henri Tudor will develop different modules to compute renewable

energy potentials (solar, geothermal, wind), energy savings

potentials, fuel poverty visualisation as well as the urban heat

island effects or the visualisation of green roof potentials. These

modules are linked with an overall emission calculator (ETEM) to

explore future developments and potentials in an urban area.

The end product will be a system providing tools to compute

renewable energy potentials for an urban area, saving potentials,

urban heat islands and costs for future energy transitions.

    iGUESS:

    is a decision support platform providingaccess to distributed data sources andanalysis&modelling tools through asingle web-based interface;

provides access to tools that computerenewable energy potentials and otherspatially bound mitigation actionpotentials. These potentials maps are fed

into an energy model (ETEM) to find thebest combination of planning actionssubject to a set of objectives (e.g.emission targets) and constraints (e.g.budget), helping urban planners to

    decide when, there and on whichtechnologies to invest and install;

    builds on open source software

    technologies, providing transparency

and access to other modelling and

    planning tools which respect open

    software standards;

is modular so that a new module can

    always be built in;

interface is a web-based GIS, which

    facilitates the comparison of different

    models runs;

    incorporates uncertainties associated

with input data and modelling results

    into the decision support.

    EXPLORING MORE CITY EXCHANGES

GIS TM PILOTThe pilots are transition experiments in itself- working with

multi stakeholders in implementing innovative energy

    measures in public buildings.

On a very concrete level, information on energy saving

(visualised with the help of GIS) and the visions developed

within Transition Management can be presented to a wider

audience in these buildings (e.g. an exposition in the district

    centre in Ludwigsburg).

=> At our next partner meeting in Ghent, we will organise a

special session about the pilots, to exchange more on the TM

aspects, the tendering procedures, the participation process

    and other interesting topics.

    PLANNING TOWARDS GHENT

ROTTERDAM: Actually we dont know yet- we needto reflect a bit what is strategically the best way. We

finished the arenas. We just had our peak moment at

the Biennale. Our big question is: how can we use the

1,5 year ahead and use MUSIC as breaking iron

within own organisation and in the city? What will

happen after MUSIC? Preparing that from now on.

We will also work on the sustainability profile and

will have a lot of work to do on the GIS content.

MONTREUIL: Arnaud will be back to manage the TMprocess; four more TM arenas are planned. The

school building (innovative pilot) will be almost

finished. GIS: share it with arena members. Using

    GIS for the city.

GHENT: GIS: catch up and stalk some people. TM: wewent really fast, good to hear all the positive responses!

Now we have to reflect on it and make the climate groups

    work.

ABERDEEN: In November all arenas will be finished. Newperson in place to replace Andrew (Donna is only in

charge temporarily). Pilot project: PVs will be installed.

    LUDWIGSBURG: More TM arenas... Future conference inNovember- maybe mini Future Conference on energy;

Happy with the input given by the MUSIC partners!

    BEFORE THE MUSIC ENDS...

The conversation on what to do after the arena quickly led

to what to do within the organisations to consolidate the

new ways of working prior to MUSIC ending...

How to continue iGUESS to guarantee nothing is lost?

TUDOR might host iGUESS also after MUSIC. Cities have

seen the potential of iGUESS. In particular Rotterdam,

Ghent and Aberdeen would like to continue. IGUESS is

already showing potential for the city of Luxembourg and

MUSICs final 1.5 year of implementation is coming up. A lot has happened since the start of the project in 2010. In this partner meeting, we consolidated what we have achieved so far, looked ahead at what we still want to achieve in our final year, and celebrated our results. Please find in this memory aid some of the key findings of our partner meeting. This meeting was less about discovering the potential of TM and GIS and more about leveling. We tried to get a good and concise understanding of the journey every city went through. Thank you for being sharp in your presentations and discussions. We encouraged and helped each other to understand how we could further harvest the results of GIS and TM apart and together. The city plans prove that you have aspirations for 2013. Go4it!

The aim of MUSIC is to contribute to more sustainable urban areas. Keep sharing your findings and results and inspire other cities to take on the transition perspective and involve their frontrunners. Show how GIS type information can help make the right sustainable decisions!

Montreuil was looking for new ways of local democracy, new ways of citizen participation. There were many dialogues, but often very boring. The TM process has a different approach. A group of 15 persons is coming to the arenas. 3 more arenas are planned- final one in May 2013. How do we transform the current 300 actions into a few operational projects? What will the arena become?

gIS: We work in partnership with other organizations. We will especially work on Urban Heat Island effect. We have set up a data base and a Map Display infrastructure.

  • 7ROTTERDAM STYLE: SEVEN STRATEgIES

Densification + greenification = sustainable city?

    Leuvehoofd, Rotterdam design: Piet Oudolf

TM: We worked on a vision for the quality of life and densification for the inner city. In Rotterdam only 5 % of the inhabitants live in the inner city- densification is needed. How to do that in times of crisis? We did mapping and brought together people in 3 arenas. This led to 7 new strategies for densification and 7 for greenification. First arena: government bashing. Second arena: ideas. 3rd arena was a matchmaking session between government frontrunners! We presented our strategy at the International Architecture Biennale in Rotterdam 2012. This changed the way of thinking of the local government. We need to take this to city level- one step further. Maybe we can use this approach to other sustainability initiatives.

gIS: We performed energy mapping. The solar module has been developed. Next step is to do an energy mapping for other energy layers in Rotterdam. We will continue the work on the sustainability profile in Rotterdam. This shows for each neighbourhood the positive and negative aspects. It provides reliable data and information. We will use this to accelerate the processes.

fIRST ARENA: gOVERNMENT bAShINg. SEcOND ARENA: IDEAS.

There are many ideas out there- but it is not happening! The government budget was shrinking and our city needed to be better equipped to facilitate cocreation processes.

TM: MUSIC helps us with HOW to do it. Many former participation projects failed. Now a new arena process was started by the University of Ghent and we have a new city council with an ambitious policy plan for the coming years.

EUROcITIES AWARDGhent has won the 2012 Eurocities award (theme: cooperation) for the Climate Alliance! Click here for movie.

It produces a lot of follow-ups: a mobility arena, some climate working groups, a new arena process, initiated by the University of Ghent and we have a new city council with an ambitious policy plan for the coming years. The sustainability policy we had will be continued- we are glad about this! Many ideas and expectations from frontrunners. How do we handle this? What is our role as local authority? How to choose between tools? When are we successful? Are the results in balance with the inputs? When is TM successful? And what do you do after? How to upscale? How to interest bigger business?

Ghent uses GIS to have a geographic view on energy; To have better informed decision making. We have various maps with data for energy reduction potential and wind energy potential. Next steps: showing all these data in a user friendly environment.

The main conclusion regarding the GIS and TM relation talks is that we can now all show the possibilities of GIS to urban planners and more important, to non-planners and other stakeholders.

IgUESS AIMS TO qUANTIfY RESULTS, TO INSPIRE AND TO ExPLORE WhAT POTENTIALS ARE OUT ThERE.

The aim of IGUESS is to provide modules to find solutions. The main question answered by each module is: Tell me when and where in my city I can install PVs, drill for heat, have urban heat island effect. We want to link the modules to an energy scenario tool (ETEM). This is a tool to explore urban development scenarios, for example on reduction of CO2 emissions.

LUDWIGSBURG: How to select ideas for projects? We have a lot of great ideas- but we can not do them all.

DRIFT: If there is not enough energy to do it, then dont do it. Prioritise with the group. If actions are important but there are no people to do this, you know you need to look for new partners.

PEPIK: Iconic projects can serve as frames of innovation- Maybe they will never be realised, but they are a vehicle for communication and innovation.

MONTREUIL FRONTRUNNER: Montreuil was a horticultural city- now we are working on urban agriculture. Levelling mutual expectations (TM team and frontrunners) is important. Structuring the arena in terms of mandate and power.

GHENT: We are struggling. We do not want to create another structure, but some structure might be needed.

  • 2dear music partners, It was good to meet you again! Nice to hear your stories and nice to see that our international network has become so productive in its connections, exchanges and tangible results that we can extend our project.

With GIS we are really bridging the gap between researchers and practitioners. We are building new tools that can actually be used in practice. It is nice to see that applying transition management was a rich personal learning experience and that cities now embrace transition management and make it their own.

Please find in this digital memory aid an impression of the inspiring presentation of Flor Avelino on power in transition processes; an overview of the agreed iGUESS tests; a first reflection on the learning and results of the transition arenas; and some notes and pictures of the Montreuil experience (passive school, murs pches, Mozinor Launching event and dialogue with madame Voynet). We conclude with the proposed schedule on the way ahead.

    See you soon!

    Esther, Chris, Ulrich and Pepik

  • 3storytelling: once upon a time

GhentOnce upon a time we started a project on transition management and we did not know what was ahead of us. We were walking in the dark. Looking back it has been very interesting () Conclusion: With the experiments, we did not land yet where we want. It was hard work, and it is a good thing that the virus is spreading! Higher authorities are also noticing this now- The Flemish Government has asked the City of Ghent as frontrunner to join the transition process in Flanders.

AberdeenOnce upon a time in a far away land called Aberdeen there was a little girl called Aberdeena. Aberdeena was a sad little girl as everything she touched turned into carbon emissions, which made the future climate uncertain. One day she met a group of wise frontrunners who told her of a vision where the things she touched no longer turned into carbon emissions: Aberdeena, we are the wise frontrunners and we have a vision of a bright future with diverse opportunities, green and beautiful landscapes, with proud and happy citizens who are life long learners and travel around on zero carbon space scooters. ()

storytelling is a powerful tool to share experiences and results. thank you for updating each other in such a lively way. Frontrunners are setting the agenda and you have become frontrunners yourselves doing a lot of work with only few resources!

Ludwigsburg Since the Future Conference Ludwig and Ludwiga have a vision for 2050. Our mayor is ambitious and this is challenging. We could really see how transition management is hard in terms of capacity and that frontrunners have different ideas. This story has a happy ending: the district centre has opened: beautiful and wonderful in the heart of the suburb. Many citizens will come there- children at the daycare, seniors, etc. It is a great opportunity to bring the energy theme to this area.

RotterdamWeve seen a lot of spin off, participating in the MUSIC project creates space. It has given a boost to the GIS work in our organization and the relation with policy making. We have been able to develop a sustainability profile with 100 indicators, to score a neighbourhood on sustainability. We have become a frontrunner ourselves. Other organisations are very interested in what we are doing, they want to cooperate with us and look at our studies. This positive energy also generates a lot of work. The next phase is that we want to move from facilitating others to real co-creation.

  • 4Who has the poWer in your transition?

on poweRFlor Avelino has very clearly explained to us who has the power in societal transitions. With her self-containing framework in innovative power, transformative power, consolidating power, niches radical niches, extrinsic and intrinsic motivation she captured our imagination! What power do we use? Often we feel powerless facing institutions. This is because they outlast us. But from a transition perspective, institutions referred to as the regime have the capacity to reproduce structures and ways of doing and thinking. The niches have the capacity to innovate. Most of us in the MUSIC network feel we have transformative power. As a niche-regime we can connect niches with the regime! Our secret is that we are intrinsically motivated.

What power do you use? On what level do you operate?

how can you empower civil servants? civil servants might feel disempowered if suddenly everything changes. then it is a matter of hoW you introduce a new policy/strategy in your organisation and hoW you involve people from the start.

From interreg perspective, i feel powerful and powerless at the same time. We have all four conditions for power (resources, willingness), but we cannot do anything without the projects that make the change on the ground.

social initiatives are nice, but they have more social effects than ecological effects. so we need examples that actually improve co2 reduction. even though the ecological impact might seem small, they can trigger the action. the interesting thing is that big industries respond to this.

In transition arenas we increase the collective intrinsic motivation:

  • 7the montreuil experience Montreuil is a surprising French city. Next to Paris it has its own identity, its own way of doing things. In the 17th century poor wine farmers managed to climb the social ladder by adopting very innovative production methods for fruit trees. For decades the peaches of Montreuil were of legendary fame. After this technological and social transition Montreuil became an industrial city. During the firsts 70 years the communists where in

the story oF the montreuil music teamOne upon a time a group of marvelous people called frontrunners launched an urgent story on climate change in Montreuil. 20 people came together, discussed and reached a shared vision of our city which can be can summarized by the words diversity, proximity, citizenship and green awareness and experimentation.

Our ideas spread over Montreuil and met a fertile ground in the strong community life and network. One by one, the frontrunners created a network of people and associations inspired by transition at local level. The seeds were planted and fortunately, ideas became projects and the gardeners launched many initiatives. We are very proud of our frontrunners.

And our story is not finished, it is only just beginning. Our transition agenda opens an outlook on how to implement the transition in Montreuil. It reveals a path to transition and resilience, a way we have to go through. This project has raised more questions than answers!

majority and solidarity became a way of life. Since 2008 Montreuil has a green Mayor, the formal minister of ecology Dominique Voynet. We witnessed the launch of the Montreuil transition arena in a very symbolic location: the dismantled revolutionary 3D industrial site Mozinor which has now become a hot spot for up-cycling. The challenge in Montreuil is to link social sustainability with ecological sustainability.

  • 8visiting the energy passive school

The positive energy school is the Montreuil CO2 reduction project showing how we can do things differently. The school is a wood building with straw (and cork) wall insulation and a plant oil heating system. What is special is that building the school was a cooperation between landscape designers and architects. The building was placed in the middle of a garden. It was not simple because the space was limited. Environmental issues: water, energy, building materials.

Meeting with MadaMe la Maire I have been an activist for ecology since I was sixteen. For activists, sometimes it is really difficult- but we believe in what we are doing. I like being honest and telling the truth. Montreuil is a city with big contrasts. The environmental challenges are also social challenges. Montreuil sometimes feels very lonely, most policies in France are national policies, and they often do not match with the local situation and needs. Many people with a minority background come to Montreuil. They want a better life for themselves and for their children; they want to enjoy the lifestyle the age of industrialisation has brought forward. () We have the principle of the polluter pays, but in practice the people who buy organic foods and drive a hybrid car end up paying more. And poor people cannot even afford this. This is not right.
