"THE HELD AMD THE NEGRO

This work among the negroes has not been neglected; it has been widely, cleverly , and zealously pushed.Among those identified with revolutionary propaganda it is known as 'planting black dynamite'- a phrase which is highly descriptive. Because nearly a ll

o f the negroes are citizens of the United States, as are most o f the Communist missionaries among them, it is d iff icu lt to take any decisive action

. to check this dangerous form o f propaganda. The aliens who foment revolution can be got at quite d irectly - but under present laws the revolutionist is able to hide rather safely behind the shield of his citizenship. This is why the I . W. W. has been able to achieve so large a growth; it is mainly an organization o f American citizens.

There is no more damning evidence o f this menace than the peddling o f this 'Black Lynamite." You only need to pick up a copy o f JThe Messenger,' the Wobbly paper for the colored man, to see it working overtime in every edition. On the con­trary we can see for ourselves colored citizens o f this Democracy, educated, in telligent, and wealthy in every town and v illage .Whatever the crimes o f our forefathers in this respect, and they were universal in their time and place, our c iv iliza tion has made

We defy any well read man or woman to show us another country where the colored man has advanced to the position he holds in the United States.

He has colleges, apartment houses o f the most luxurious type, farms, business in stores and o ff ice s , automobiles, in fact a ll

The following is quoted from le tter o f Mr. R. W. Cheek, Editor o f the "Independent", Box 277, West Raleigh, N. C.:

"Please advise us regarding the National Thrift Society and whether i t is possible for us to secure ’Thrift S lid es '. Our plan is to use these slides in illustrating lectures touching the economic conditions o f our people. Any information you may give us w ill be appreciated."

This o ff ice replied sis follows:

"We are making every e ffo rt to seoure the informa­tion asked for in your le tte r o f the 9th instant, and shall hope to write you in reply thereto within the next few days."

Since that time, I have combed Washington, through govemental and private sources, for the information sou^it by Mr. Cheek but can find nothing.

Perhaps the Interchurch Movement f i le s in your immediate o ff ice can supplement what you already may know about National Thrift, etc Will you not write Mr. Cheek direct, sending third copy to thi3 o f f ic e for f i le s .

Dear Dr. Haynesi

Hr. Post reaffirmed the arrangements for your staff as given to me yesterday by Ur. dampers.

He has sqpplenanted his statement by saying that steps should be taken at onoe by the Children's Bureau and by the Roman's Bureau to get out a report embodying mat­ters relating to Negro ah 11 Iren and Negro women. He says this report should be gotten out In concrete form and made ready for early release throughout the Country.

He says, also, that you should begin at onoe to prepare a b ill for the perpetuation and permanency of the Di­vision of Negro Economics. This b ill , he says, should be in­troduced In Congress at the very earliest date and that all feasible aotlon looking to Its passage should be taken, so that on March 3, when the present arrangements hstre oeased, moneys shall have been appropriated to carry forward the work from that date and during the future fisoal years.

He says that he wants to see you without fail the next time you are here. X understand that you will be here on the 16th. It is possible that on the 17th, 18th ant 19th I shall be taking some examinations, for whloh X male applica­tion sometime ago.

Yhe enclosed February and Larch, 1920, vouchers are self-explanatory. Hov/ever, I understand that they, and their predecessor (January) w ill be held up under a Devised U. S. Statute, pending the issuance o f a "detail" to you for duty at Washington, D. 0.

X-ie oureau o f Labor S tatistics states that it is arranging' the preparation o f the "detail" and that it w ill be issued to"you direct to New York. This seems to be a new phase growing out o f last winter's ruling on expenses, etc. They seem to think there w ill be no d ifficu lt ie s about its going through.

This, also, may be taken up i f I am ordered to New York. From my viewpoint, I see some further complications in the matter, but hope, sincerely, that I am mistaken.

following our conference of August 30, 1 herewith eubnit under­standing and agreement on the operations of Charles 2 , Hall and Willion Jennifer, Special Agents, to assist federal Directors in the reoruiting and placing of Negro labor, this statement to super­sede the statement of Deptembor 2 , signed by Hessrs. Hall and Jennifer, Jointly, with me.

William Jennifer, as apeoial agent, of the U, 3 . iiaploymont Service, official station Detroit, &loh., is to take up the special work in the recruiting and placing of Negro labor in Michigan under the direction of the federal Director of that state, Charles 2, Hall, o fficia l station Columbus, Ohio, w ill do the same under the federal Director of that state. The federal Directors of Illin ois, Indiana, Pennsylvania, New York and New Jersey, I understand, will be notified by you that these special agents are in the servioe and w ill be available, from time to time, for advice and assistance to them in matters of reoruiting and placing Negro labor, upon their oall to the Director General.

It is understood that their activities w ill relate to matters of reoruiting and placing Negro labor in the states named as well as the sending of Negro workers to opportunities offered in other states, their work to be done with the advice and cooperation of the Director of Negro Soo no ml os who w ill cooperate in every way and assist them by furnishing information and advloe that w ill be of assistance in carrying out the reoruiting and placing referred to. These special agents, in turn, will make collateral reports to those made to the federal Directors of the state in which they are working, submitting same, through proper channel a, to the Direotor of Negro -ioonomios, thus giving him information on matters of ooncern in their work of

It is understood that these special agents w ill u tilise the Hegro Workers Advisory Committees in the states where they are located, which committees were formerly established under the supervision of the Director of hegro doonomics for volunteer service* to assist, these special agents in recruiting and placing Negro labor. Such work as is done thxougi these oomalttees is to be Included in re­ports of the special agents. It is distinctly understood by me that the Federal Directors in the states where these men are looated are In charge of their work and that advioe and assistance offered by the Director of Negro -Economic8, as well as ooinntmioations from him to the men in question* w ill be carried on through the Federal Directors of the respective states.

In matters of detail, the policies previously worked out upon the instructions of the Secretary* for the cooperation of the Director of Negro soonanios as his adviser, with the Direotor General of the U. S. riaployment Service and other branches of the Department will serve as a basis for guidance.
