Mapagmahal St., Diliman Quezon City OFFICE OF THE SECRETARY MEMORANDTJM CIRCTJLAR NO. 2012 - 67 Aprtl t2, 2Ot2 SUBJECT: ALL PROVINCIAL GOVERNORS, CITY MAYORS, MUNICIPAL MAYORS, PRESIDING OFFICERS OF TTIE SANGGT]NIANG PANLAIA'MGAN, SANGGUNIANG PANLUNGSOD, SANGGT]NIANG BAYAN, AND PUNONG BARANGAYS OF ALL COCONUT-PRODUCING LOCAL GOVERNMENT UNITS (tGUs), DILG R-EGIONAI DIRECTORS AND OTHERS CONCERNED ESTABLISHMENT OF LOCAL COCONUT INDUSTRY DEVELOPMENT COUNCIL (ICIDC) IN THE LOCAL DEVELOPMENT COUNCILS (LDC) OF LGUs section 106 of Republic Act No. zl60 (RA 7160), otherwise known as the Local Government Code of 1gg1 (LGC), provides that "Each local government unit shall_have a comprehensive multi-sectoral development plan tu be initiated by its development council and approved by its sanggunian. For this purpose, the development council at the provincial, city, municipal, or barangay level, shall assist the corresponding sanggunian in setting the direction of economic and social development, and coordinating development efforts within its territorial jurisdiction." Likewise, Section 112 of the LGC states that "The Local Development Councils (LDC) may forrn sectoral or committee.r fo assrst them in performance of their functions." Upon the initiative of the Philippine coconut Authority (pcA) of the Department of Agriculture (DA) and the party-List Ang Asosayon Sang Mangunguma Bisaya_ Owa Mangungumat, Inc. (AAMBIS-Owa), as supported by their relevant study, research, and consultation with the coconut farmers, LGUs and other industiy stakeholders, this Department hereby recognizes the need for the promotion ol the growth and development of the coconut industry, with the end of supporting agenda to uplift the economic welfare and rlghts of coconut farmers in the country, in conformity with the Agri-Pinoy Program of the DA. In furtherance of the said objective, all Local Chief Executives and local Sanggunians of LGUs that are principally coconut-producing, are strongly encouraged to facilitate the establishment of a Local Coconut Industry council (LCIDC) as a sectoral or functional committee within its LDC to be the central body which will propose, initiate and generate policies and programs for coconut industry development in the LGU concerned. The LCIDC, as a sectoral or functional committee of the LDC, shall have the following basic functions as provided under paragraph (g), Article 182 of the Rules and Regulations Implementing the LGC

ESTABLISHMENT OF LOCAL COCONUT INDUSTRYDEVELOPMENT COUNCIL (ICIDC) IN THE LOCAL DEVELOPMENTCOUNCILS (LDC) OF LGUs

section 106 of Republic Act No. zl60 (RA 7160), otherwise known as the Local

Government Code of 1gg1 (LGC), provides that "Each local government unitshall_have a comprehensive multi-sectoral development plan tu be initiated by itsdevelopment council and approved by its sanggunian. For this purpose, thedevelopment council at the provincial, city, municipal, or barangay level, shallassist the corresponding sanggunian in setting the direction of economic andsocial development, and coordinating development efforts within its territorialjurisdiction."

Likewise, Section 112 of the LGC states that "The Local Development Councils(LDC) may forrn sectoral or functional committee.r fo assrst them in theperformance of their functions."

The LCIDC, as a sectoral or functional committee of the LDC, shall have thefollowing basic functions as provided under paragraph (g), Article 182 of theRules and Regulations Implementing the LGC of l99l:

a. Provide the LDC with data and information essential to the formulationof plans, prograrns, and activities;

b. Define sectoral or functional objectives, set targets, and identifyprograms' projects, and activities for the particular sector or function;

c. Collate and analyze information and statistics and conduct relatedstudies;

d. Conduct public hearings on vital issues affecting the sector or

e. Coordinate planning, programming, and implementation ofprojects, and activities within each sector:

f. Monitor and evaluate prograrns and projects; and

g. Perform such other fulctions as may be assigned by the LDC.

As the LGC does not provide for the LCIDC'S constitution, as well as itscomposition, duties and functions not otherwise provided in theabovementioned rule, the Local Chief Executive or local Sanggunian concernedmay provide for such matters in accordance with the provisions of the LGC andconsistent with the basic principle of local autonomy, provided that majority ofthe coconut farmers, farm workers, and other industry stakeholders areproperly represented therein.

In connection therewith, all DILG Regional Directors are hereby directed to:

1. cause the widest dissemination of this Memorandum Circular in their

respective jurisdictions; and

2. Assist LGUs in the establishment of the LCIDC by coordinating with theRegional Offices of the PCA for the conduct of its inlormationdissemination campaign on the matter of institutionalizing the LCIDC, inaccordance with PCA Board Resolution No. 006-20If dated 0g February2011 and PCA Memorandum Circular No. 05, Series of 20ll dated 29September 2011.

The LCIDC shall be instrtutionalized to enhance parrnership betw€en the pcA, thecoconut farmers and l_GUs. The institutionalization i:f sdch local mechanisrn willserve to advance ihe government-initiated progranlr; for the coconut industry andencourage local initiatives to cope with the vast potentials 0fthe industry. The LclDccould be tapFed to he{p pcA in the.effective delivery of extension services to thecoconut farrners in the dif-ferent coconut barangays and municipalities^ lt could also

help speed up development efforts withrn the rndustry f*n a rarger contribution tothe country's economy.

As a start-up adi'ity, an area-wide information dissernrination campaign shafl bevigoroush/ pursued. In particurar, various regional anrl proirrncial conferences toprornote LCIDC shall bE conducted nationwide.

Regional and Frovinclal Conferences

To set the pace for rnobilizing farrners and other stakernolders to form a LC|DC at themunicipalitlr and provincial levels, the FCA through its fletwork of Regional andProvincial ofl'lces shall conduct a series of regional and provincial conf,erences tovigorously prornote said organization and the coconut industrv.

The regional conferences shari be attenclect by key inflorrl1an15, Ieaders ofthe farrningand business sectors ofthe province or municipality tc,gether with local governnrentofficials, PCA Regional and provincial Managers arrd technical staff, and othergovernment agencies within the region or province.

The reSional conferences shall have a minimum of :irl p:iiticipants identified fromamong various industry siakehorders, LGUs and roca governrnent agencies. The pcA

shall serve as facilitator during the coneruct of regi.rrar conference. The poor ofspeakers would be coming from the pCA DA and farrne,rs, groLrp.

A provincial conference shari arso be conducted t'serve as the venue for theparticipants cf the regionar conference to re-echo the lessoirs and experiencesgained. lt shall be conductecl in the different provincers rn,ith a $iinirnum of 60participants identified riom among th€ coconut farrne eaders, business sector,LGUs and locaI government agencies and non-gcrv ernrytent organizations. Thisparticular exercise shall be facilitated by the pcA provincial office in coordinationwith the Lccal Government Units and the coconut farrndrs, grcups.
