Hubs

RATIONALE

The SALINTUBIG and AM-Water Programs of the Department provide the LGUs with capacity development on water supply and sanitation. This is parallel to the provision of infrastructural investment to waterless municipalities and barangays under said programs.

The Regional Hubs are the partners of the DILG in the implementation of its capacity development programs for Local Government Units (LGUs), Water Service Providers (WSPs), and Civil Society Organizations (CSOs) to plan, implement, manage, and maintain water supply facilities in a sustainable manner.

BACKGROUND

In 2013 in partnership with UNDP, UNICEF, NEDA, and DILG, established the Regional Hubs as a delivery mechanism for sustainability. In this Joint Program, the WATSAN Toolbox was developed to deliver capacity development programs to the LGUs using the Human Rights-Based Approach through manuals and IEC materials. The Regional Hubs have been strengthened further to capacitate WATSAN Councils, Water User Associations, and Water Integrity Monitors. The support of the UNDP in the organization, development, and operations of the Regional Hubs has been instrumental in the effective delivery of the department’s capacity development programs for the LGUs.

ROLE

Under the operational management of the DILG, these Regional Hubs provide capacity building mechanism to waterless municipalities and barangays in terms of formal trainings where members of Hubs acted as Resource Speakers. The Regional Hubs provide technical assistance to waterless municipalities and barangays through coaching and mentoring. The Regional Hubs helps in the documentation of best practices on the implementation of water projects. The Regional Hubs also help mitigate corruption in water governance through citizen participation in public finance process like in the creation of citizens’ monitor organization.

COMPOSITION

As of today, there is one Regional Hub for each 15 Regions and three Sub Hubs for MIMAROPA Region (Marinduque, Romblon and Palawan).

There are 70 institutions that are members

of the Regional Hubs. Each Regional Hubs are composed of Water

Districts, Higher Educational Institutions, and Private and Civil Society Organizations (CSOs)

DIRECTION

The Regional Hubs are envisioned to be an independent capacity building unit, providing training programs and technical assistance to LGUs.

The Regional Hubs are envisioned to be accredited training providers, regulated and evaluated by an autonomous institution (e.g. LGA) to ensure the quality of trainings delivered to the LGUs.

The Regional Hubs are also envisioned to be a valuable partner in the implementation of infrastructure projects such as roads and disaster resilient evacuation centers.

With this vision, the LGUs can access the capacity development programs that are within reach and are localized according to the needs of their communities.
