The Mackay Hospital and Health Service (Mackay HHS) has eight hospitals, two Multi-Purpose Health Services and two additional community health services that employ more than 2000 staff. The Mackay Base Hospital is the referral hospital for smaller facilities at Bowen, Dysart, Clermont, Collinsville, Moranbah and Sarina. It services approximately 182,000 people in an area of around 90,000km2.

The organisation is now seeking to appoint an Executive Director Finance, Procurement and

Infrastructure responsible for ongoing organizational performance, strategic advice and

leadership in the delivery of finance, procurement and infrastructure across the Mackay

HHS. The successful incumbent of this role will report to the Chief Executive and be part of

the senior executive team of the organization.

The successful candidate will need to demonstrate:

• Leadership experience in a health service in a corporate services / finance environment

• Appropriate tertiary qualifications in business or accounting

• Experience of successful operational management within a large, complex Acute Care

organization

MACKAY HOSPITAL AND HEALTH SERVICE

The Mackay Hospital and Health Service (Mackay HHS) has eight hospitals, two Multi-Purpose Health Services and two additional community health services. The Mackay Base Hospital is the referral hospital for smaller facilities at Bowen, Dysart, Clermont, Collinsville, Moranbah and Sarina.

The region covers Sarina in the south, Clermont in the west, and Bowen and the Whitsunday Islands in

the northeast. It services approximately 182,000 people in an area of approximately 90,000km2.

Mackay Hospital and Health Service has eight hospitals, two Multi-Purpose Health Services and two

additional community health services that employ more than 2000 staff. The Mackay Base Hospital is

the referral hospital for smaller facilities at Bowen, Dysart, Clermont, Collinsville, Moranbah and Sarina.

In addition, Proserpine Hospital, (located in the Whitsundays) is a 33 bed facility offering acute,

maternity and surgical services.

Our staff are passionate about community engagement and delivering outstanding healthcare services

to the communities in the MHHS region.

To reflect the growing demand for health care in the region, the Mackay Base Hospital has been

redeveloped, at a cost of $408 million, which will increase the bed capacity from the current 180 beds to

208 beds.

The redeveloped hospital is a digital hospital and is equipped with leading edge technology to assist staff

to provide the highest level of care and comfort to our patients. The hospital provides specialist services

in obstetrics, gynaecology, paediatrics, orthopaedics, psychiatry, urology and oncology and many other

specialty areas. New services implemented in late 2013 include a Cardiac Catheter Laboratory and an

MRI scanner.

EXECUTIVE DIRECTOR FINANCE PROCUREMENT AND INFRASTRUCTURE POSITION PURPOSE

The Executive Director Finance Procurement and Infrastructure is a senior Executive position

reporting directly to the Mackay Hospital and Health Service Chief Executive for ongoing

organisational performance, strategic advice and leadership in the delivery of finance, procurement

and infrastructure across the Mackay HHS.

The position works with the wider Mackay HHS Executive to ensure financial stewardship and

governance arrangements are in place to meet financial targets and ensure MHHS sustainability in

the delivery of health services to the community.

KEY DUTIES AND RESPONSIBILITIES

The key accountabilities and responsibilities of the Executive Director are:

• Leadership and management with a strong focus on providing high level advice andsupport to the Chief Executive, the Board and other Executives on strategic and operationalmatters. Lead effective financial, asset and infrastructure management across all the portfolioareas of Mackay HHS.

• Strategic Planning including contributing to the development and implementation of theMackay HHS Strategic Plan. Develop annual operating plans for the portfolio and driveinnovation in service delivery through business improvement and service redesign programs.

• Financial /Procurement / Infrastructure including development of capital andoperating budgets, maintaining strong financial controls and ensuring regular financial reportingsystems are in place. Oversee the management of assets, facilities and the strategic ICT service.

SELECTION CRITERIA

The ideal applicant will be someone who can demonstrate the following:

• Ability to provide effective strategic leadership, management and advice within a large and

diverse organisation.

• Experience in the successful provision of the financial management function, including

leadership, strategic professional advice and recommendations, of a large, complex

organisation.

• Highly developed communication and interpersonal competence, including the capacity to

negotiate, resolve conflict and positively influence and motivate others in a significant

environment of reform and change.

• Proven issue identification, analytical and research skills, problem solving skills and a

demonstrated ability to develop innovative, sensitive and practical solutions and provision

strategic advice to complex issues.

• Experience in the provision of effective strategic and operational planning expertise.

• Ability to supervise and manage staff in line with contemporary human resource management

practices, including employment equity, anti-discrimination, occupational health and safety.

Extensive experience in the delivery of financial and corporate services at a senior executive level in the

public healthcare sector is highly desirable.

QUALIFICATIONS PROFESSIONAL REGISTRATION OTHER REQUIREMENTS

A post graduate degree in Business or Accounting and membership of a recognised professional accounting body is highly desirable.

Major challenges currently associated with the role include:

• Being able to understand the complexity of health funding and translating this so that clinicians

and other staff across the organisation understand the link between funding and clinical service

provision.

• Understanding the impact of how we manage activity from an operational perspective and again

educating the wider organisation on this.

Maintain strong financial controls throughout the Mackay HHS.

Manage cash flow to ensure viability of Mackay HHS.

Oversee the management of outsourced contracts including procurement, accounts

payable and biomedical services.

Oversee any financial sustainability strategies.

Ensure business cases are reviewed and approved before submission to the Executive

and the Board.

Provide financial business analysis and modelling and cost analysis as required.

Ensure the development of establishment budgets for all staff areas which will be aligned

Travel: May be required as part of this position.

Vaccine Preventable Diseases (VPD) Requirements: It is a condition of employment

for this role for the employee to be, and remain, vaccinated against the following vaccine

preventable diseases during their employment: measles, mumps, rubella, varicella

(chicken pox), pertussis (whooping cough).

Existing staff that are engaged prior to 1 July 2016 are not subject to this condition of

employment unless they apply for a role with VPD requirements that is with a different

Queensland Health entity (ie one HHS to another HHS, Department to a HHS, or HHS to

Department).

Hepatitis B Vaccination: Health Care Workers in Queensland Health whose occupation

poses a potential risk of exposure to blood or body fluids must be immunised against

Hepatitis B according to the National Health and Medical Research Council Australian

Immunisation Handbook and the Queensland Health Infection Control Guidelines.
