2 Job Purpose

• To lead nationally on building the capacity and capability of the Nursing, Midwifery, Allied Health Professions and Health Care Chaplaincy workforce at all levels through setting the strategic direction and in partnership delivering on education, training and workforce development in Scotland. In addition, provide national and UK wide leadership and advice to SG on all matters relating to nursing and midwifery education. As Executive Director of the NES Board, influence, shape and fully participate in the corporate governance, leadership and management of NES at Board level and as a member of the Executive Team take responsibility for complex decisions and resource management across the organisation. Directly impact on patient care and experience through the provision of high quality education and development for frontline nurses, midwives and allied health professionals. Lead nationally on the development of sustainable education and development pathways to support new service delivery models in line with SG policy. Improve health outcomes and the quality of patient care across NHSS through the leadership of priority education, training and workforce development initiatives on a national basis. To provide Executive leadership for psychology and oversee the development of the Psychology workforce in Scotland. Work in partnership with other organisations e.g. Scottish Social Services Council (SSSC) to provide national and strategic leadership for education and workforce development to support the integration of health and social care in Scotland.

3 Dimensions

This post has a national leadership role in relation to education, training and workforce development for the NMAHP workforce in Scotland which totals circa 80,000. The strategic imperative to shape and plan the education, training and workforce development requirements of this staff cohort has grown significantly in recent years. Territorial Board workforce plans are predicated on role design, moving from a qualified to a trained workforce. Leading nationally on building the capability of this group is essential to enable change and innovation in the delivery of frontline services. This post works nationally and across all the professional groups making a significant contribution to the delivery of boards’ workforce plans and efficiency savings through national approaches in a constrained financial environment. The key dimensions of the post are:-

❖ Executive member of the NES Board contributing to decisions and accountability for organisation budget of circa £400m.

midwifery education in Scotland’s universities impacting on circa 12,000 students and the value of this commission with 10 universities is circa £70 million.

❖ The core function of the NMAP Directorate is to support the education, training and continuing professional developments of nurses, midwives, allied health professionals, health and social care chaplains and their support workers. The Directorate is also responsible for providing education, training and workforce development across wider professional groups and disciplines, often in partnership with other agencies, to support key policy imperatives such as Healthcare Associated Infection (HAI), dementia and health and social care integration. Key Deliverables are:-Ensuring the educational and lifelong learning needs of Scotland’s Nurses, Midwives, Allied Health Professions (nine groups), Healthcare Chaplains, and their support staff are effectively met;

❖ Performance manage nursing and midwifery undergraduate provision at Scotland’s universities and quality enhance all preregistration nursing and midwifery provision in Scotland;

❖ Lead and contribute to NES multidisciplinary responses to service development needs, nationally, regionally and locally in designated areas, including the integration of health and social care workforce development in Scotland;

❖ Provide the organisation with health strategy leadership and strategic insight and advice

❖ Provide strategic advice, information and support on the educational needs of these designated health professions to Scotland’s Universities and Colleges, to SGHD and NHS Scotland, and to the social, voluntary and independent sectors.

❖ Ensure regular disbursement of endowment funds for education of nurses and midwives in Scotland (the GNC Fund).

6 Key Result Areas 1.

1. Lead nationally on developing a strategic direction for the education, training and workforce development of the NMAHP workforce in Scotland, contributing to the delivery of Territorial Board workforce plans; maintaining effective relationships with professional statutory bodies, professional and staff associations, NHS Directors, education providers and the voluntary and independent sectors to provide education which supports safe, effective and person centered care across the NHS career framework- from support workers to advanced and consultant practitioners.

2. Working corporately across all professional disciplines in NES ensure the delivery of integrated educational and workforce development solutions for the NMAHP workforce providing corporate leadership for the development of innovative solutions that maximizes the potential of the educational resources across NES; deliver research activity to provide a strong evidence base for NMAHP educational developments which helps to ensure that research is translated into practice improving the quality of frontline services and develop an effective and sustainable NMAHP career structure.

3. Provide executive and strategic advice to the Board and Executive team on all NMAHP matters informing strategy development and Board decision making; influence and contribute to the development of the NES corporate strategy and annual corporate plans delivering significant elements of the NES strategy to support key national clinical priorities and targets.

4. Lead nationally on the development of education which supports integration of health and social care. Working in partnership with the Scottish Social Services Council on the design and delivery of education and workforce development for key policy initiatives such as:- ‘Reshaping Care for Older People’, ‘Scotland’s Dementia Strategy’ and the ‘Early Years Framework’. 5. Provide strategic executive leadership for the provision of sustainable post registration/post graduate education pathways for the NMAHP workforce to meet the need for new service delivery models and provide executive leadership for the Family Nurse Partnership. 6. Take lead responsibility for the performance management of pre-registration nursing and midwifery education in Scotland and provide strategic leadership in the provision of workplace education networks delivering pre and post registration NMAHP education close to frontline practice; this is supported by online resources such as the ‘Flying Start’ induction programme (completed by over 10,000 NMAHPs) and the ‘Effective Practitioner’.

7. Lead nationally on the creation of multidisciplinary teams and networks which work across traditional organisational and professional boundaries in order to provide educational support for Scottish Government national clinical priorities such as older people, mental health, children and young people (CYP), sexual health, cancer and heart disease and stroke; provide corporate leadership for the education and development for key policy areas including HAI, PCCP, Dementia, Maternal and child health 8. Lead the design of educational solutions to support workforce redesign across the service. Specifically; - (a) delivering the learning and development requirements of clinical healthcare support workers; (b) leading the educational development for 4,500 NHSS community nurses; (c) providing education for role development in advanced and effective NMAHP practice. 9. Support NHSS in meeting its aims and obligations for equality, diversity and patient focus, public involvement (Person Centred Care & Participation) policy, practice and performance. Provide advice and guidance to ensure that learning resources for NHSS staff support the person centred approach detailed in the Healthcare Quality Strategy and the Carers Strategy, as well as the statutory duties contained in the Equalities Act 2010 and the provisions of the Patient Rights (Scotland) Bill. 10. Lead the national provision of educational support for key patient safety aspects of the Healthcare Quality Strategy; - working with NHS Boards, Health Protection Scotland (HPS), Healthcare Improvement Scotland (HIS) and Health Facilities Scotland, (HFS) on the design and delivery of education for Healthcare Associated Infection (HAI); - working in with NHS Boards and Royal Colleges to improve clinical skills through the Scottish Multi-professional Maternity Development Programme.

7 Assignment and Review Work

The post is directly accountable to the NES Chief Executive and works under broad direction within the parameters of Government health and workforce priorities. The post also operates within the Board’s Strategic Framework and corporate plans which are significantly shaped and informed by the strategic input of the postholder as a member of the Board’s senior executive team. The postholder is required to plan on a 3 -5 years planning horizon. The postholder operates autonomously within the NES Strategic Framework and is the highest source of strategic advice and expertise to the NES Board for all aspects of health policy affecting the NMAHP workforce and strategic education/training and workforce implications. The postholder has to provide leadership and win commitment from resources and bodies across the professions, Colleges, SGHD, social services, further/higher education sectors in order to deliver on national workforce priorities. The postholder also has to direct resources across the NES Board and is fully accountable for leading and driving progress on strategy and policy development and implementation. Individual objectives are agreed with the Chief Executive and reviewed by the chair of the Board and the Remuneration Committee. Performance is appraised annually with an interim review at the six month stage of the planning cycle. The Chief Executive and the Board will undertake more frequent informal reviews throughout the year mandating the postholder to take forward strategic priorities as they emerge from government or as opportunities arise to take on new areas of responsibility which are outwith the scope of delegated authority. 8 Communications and Working Relationships

The communication, influencing and partnership working challenges of this post are significant as each of the external and internal stakeholders will have their own often discipline based agenda and perspective. The postholder is also required to understand, be sensitive to and work within the different cultures of the social care and further/higher education sectors. Excluding the postholder’s boss (Chief Executive) and the postholder’s team within NES set out below are the key working relationships which the postholder has to develop and sustain at a highly effective level. ❖ Chair of the Board and non executive members:- to provide strategic advice on all policy developments which impact on the development of the NMAHP workforce to enable non executive Directors to fulfill their role particularly in relation to the development of education and workforce development across health and social care and role redesign within the NMAHP workforce.

9 Most Challenging Part of the Job

The education, training and workforce development agenda for circa 80,000 staff across NHSS is now integral to the delivery of boards’ workforce plans however the ability of NHSS to resource this endeavour is considerably constrained within the current financial environment. The postholder is required to be innovative in the approach to the development and implementation of the strategy and proactive in seeking new sources of funding. The postholder has to provide inspirational leadership across a very diverse range of stakeholder within NHSS and other sectors to be a credible and influential in challenging and breaking down traditional views on the multi-disciplinary development of the NMAHP workforce. The postholder also has the challenge of interpreting and responding to very fast moving national and international agenda which will increase as the reduction in public sector funding in Scotland continues.

10 Qualifications and/or Experience Specified for the Post by the Employing Authority

The post requires an individual who demonstrates high levels of competency in the NHSS leadership behaviours identified as crucial to achieving success in NHSS; specifically-Leading Change, Capacity & Capability Building with Partners and Setting Future Direction combined with high quality personal governance and management. The postholder will require very high levels of strategic thinking, influencing, negotiating and partnership working skills combined with a visible and dynamic leadership which is exercised in a national context. He/she must have the presence, credibility and stature to lead a national agenda and a strategically significant NES Directorate which impacts on front line clinical service delivery.

HOURS AND DAYS OF WORK:

Full Time. Based on a normal working week of 37.5 hours. Office opening hours are 0700 to 1900.

JOB STATUS: Permanent

NOTICE PERIOD: 3 months

ANNUAL HOLIDAYS:

27 days rising to 29 days after 5 years service, rising to 33 days after 10 years service

PUBLIC HOLIDAYS:

8 local/ Public Holidays per annum pro rata

Consequently, all new starts from 1 October 2013 will be automatically enrolled into the NHS Superannuation Scheme (Scotland). Contributions are based on whole time pensionable earnings as set out in the table below:- Sessional workers who work more than 10 sessions per week under NHS condition may be unable to

contribute further to the superannuation scheme.
