Tender Notice for Republic Day Tableaux -2018

On behalf of Central Board of Direct Taxes [Income tax Department] the Directorate of

Income tax (PR,P&P), hereinafter referred to as 'Directorate', invites applications from agencies to

conceptualize, fabricate and display a tableau during Republic Day Parade 2018.

Agencies fulfilling the pre-conditions as given in the tender document available on the

website of the Department of Income tax i.e. www.incometaxindia.gov.in and e-procurement portal

i.e. www.eprocurement.gov.in may send in their technical and financial bids in two separate

envelopes clearly super-scribing "Technical bid" and "Financial bid" on the top of the envelops to

Tender Document

A. Guidelines for designing the tableau and eligibility criteria: 1. The Theme of the tableau would be "Clean Money" which will showcase the steps taken by the

Govt. for eradication of the menace of Black Money. 2. The Agencies are required to enclose sketch of the design of the Tableau with the tender

documents. The sketch should be simple, easy to comprehend and should avoid statistical data and unnecessary details. It should be able to convey the theme by itself through visual impact and should not require any explanation, writing or elaboration. It should have visual symmetry from both sides.

3. As far as possible, there should be some movement, sound and animation on the tableaux. 4. Generally, the tableaux are mounted on the tractors/trailers provided by the Ministry of

Defence, free of charge. 5. The number of performers on the float should be kept to the minimum. Normally, on one trailer

not more than 10 persons should be performing. No performers are generally permitted to be on the tractor component of the tableau. Attractive ground elements, however, can be considered on a limited number of tableaux only if it goes with the theme.

6. In case of tableau on cultural, historical/traditional themes, the colours, designs, costumes, material, etc. used should be authentic.

7. The sketch should clearly depict as to how the tractor pulling the tableaux will be used as part of the theme. Camouflaging the tractor should be in harmony with the main theme of the tableau. There should be gap of about 6-7 feet between the tractor and the trailer and/or between two trailers for turning or maneuvering. This should be taken into account while designing the tableau.

8. In case, the tableau is proposed to be integrated with a folk dance it should be ensured that the selected dance is a genuine folk dance, the costumes and musical instruments are traditional and authentic.

9. While preparing the sketches and subsequently, three dimensional models, the participants may take into account the following approximate dimensions of the trailers and tractors, which will be supplied to them for the fabrication of the tableau. Specifications of the trailer are:-Length 24' 8", width 8', height 4' 2" and load carrying capacity 10 tons.

10. The length, breadth and height of single tableaux should not exceed 45', 14' and 16' (from the ground level respectively).

11. Writing or use of logos on tableaux is not allowed except the name of States/ UTs presenting which is allowed in Hindi in the front, in English on the back and in Regional language on the sides of the tableau. Similarly, in case of Ministries/Departments and other agencies, name of the Ministry/Department/ Organisation is to be given in Hindi in the front and in English on the back. Design in virtual reality in the form of CD showing the various components displayed from different angles, can also be presented.

Other Guidelines: The selection process is multi-stage. After selection of the agency, the conceptualized proposal(s) shall be put up before the Expert Committee of Ministry of Defence (MOD). The selection of any one of the proposals would mean finalization of the theme and design for the Tableau. The selected agency will then submit, within the stipulated time period, three dimensional model on the theme and design finalized. Assessment of three dimensional model will be done by the Expert Committee. Only on final selection of the three dimensional model of the proposed Tableaux by the Expert Committee, this Directorate will award the job of preparation and presentation of the Tableau to the organization concerned. The Committee of this Directorate reserves the right to accept or reject any offer without assigning any reason. Eligibility criteria

(i) Agency having experience of conceptualization of theme, fabrication and display of Republic Day Tableau at least for three years. (ii) Agency having experience of conceptualization of theme, fabrication and display of tableau/lounges in other events of repute at least for four years can also apply. (iii) Agency should have a minimum annual turnover of Rs. 1.00 (one) crore and above for last 3 years. (iv) Agency must have experienced creative personnel like visualizer, concept director, fabricators etc. either on its rolls or on retainer basis. (v) Agencies that have won prizes/commendations for tableaux/lounges designed by them in the Republic Day parade in the previous years and/or for such events will be given preference. (vi) Agencies must be registered with the competent authority for GST. (vii) Agencies having valid PAN. (viii) Agencies who have filed returns of Income tax for the last three years i.e. A.Y. 2016-17, 2015-16 & 2014-15.

B. Submission of proposal and selection of agency:

The agencies will have to submit the proposal alongwith Earnest Money Deposit (EMD) of Rs. 1,00,000/- (Rupees One Lac only) - in the form of Pay Order/Bank Draft in favour of "ZAO, CDBT", payable at New Delhi and in two separate Sealed Envelopes placed within an outer envelope as mentioned below:-

1. First sealed envelope super-scribed "Technical Bid" should contain particulars regarding

eligibility criteria and treatment of the theme as under:- (i) Experience of conceptualization of theme, fabrication and display of Republic Day tableaux,

(ii) Experience of conceptualization of theme, fabrication and display of tableaux/lounges in other events of repute, (iii) Details of annual turnover for the last three years, (iv) Details of No. of Tableaux/lounges participated in Republic Day Parade and Other Events of repute (v) Details of experience of creative personnel like visualizers, concept directors, fabricators etc, (vi) Details of prizes won , (vii) Registration of the agency with the competent authority for GST etc. as applicable, (viii) Chartered Accountant's certificate indicating the turnover of the agency in the last three years, (ix) Particulars of PAN, (x) Copies of returns of Income tax filed for the last three years, (xi) EMD for Rs. 1,00,000/- (xii) A narrative explanation for the treatment suggested for the theme selected by the Directorate. Besides a narrative explanation, the treatment should contain drawings and designs explaining the manner in which the theme can be presented. The agencies can present more than one design for the theme.

2. Second sealed envelope super-scribed "Financial Bid" should contain consolidated single price including all components such as design, 3-D models, fabrication, composition of music etc. This price should be inclusive of all taxes. The agencies are required to understand the work properly before quoting the rates.

The bids are called under the two bid system as per Rules163 of GFR, 2017. Initial short listing will be made on the evaluation of Technical Bids. Technical evaluation will be as per the criteria laid down from serial number I to V in the table given below in Section C. Out of this, S. No. I to IV will account for 40 points and S. No. V will account for 60 points. The cut off for S. No. I to IV shall be 60 % i.e. 24 points. Only those bidders who score 24 points or more in the first stage will be invited for presentation as per S. No. V. The cut off for three parameters (a), (b) and (c) under S.No. V shall be 50% individually i.e. 10 points each and overall 70% i.e. 42 points. Financial bids of only those bidders who separately meet the cut off for criteria specified at S. No. I to IV and V respectively will be opened. Final selection shall be made by giving 70:30 weight-age to technical and financial bid, respectively. The bidder who secures highest points in the technical evaluation will be awarded maximum points i.e. 70 while the other bidders will be given relative points on pro rata basis. Similarly, the bidder quoting the lowest price will be assigned maximum points i.e. 30 while the others will be assigned points on pro rata basis. The proposal securing the highest combined marks will be considered for award of work. An example of detailed working is given in Annexure C to this Tender Notice. The decision of this Directorate with regard to

selection of agency will be final and binding and no communication in this regard will be entertained. A brief on the theme is enclosed as Annexure D. C. Evaluation Criteria for Technical Score:

D. Scope of Work:

i) The work has to be undertaken on a turnkey basis and will include all aspects of fabrication of tableaux i.e. from conceptualization, making of designs, modification of designs from time to time as per the requirement and instructions, presentation of the designs before the committee of the Directorate and Ministry of Defence, Govt of India, fabrication of the models, modifications thereof as per requirements and instructions, presentation of the model before the committee of the Department and Ministry of Defence and upon selection of the model, fabrication of the actual tableaux as per the requirement, specification, time schedule and instructions by the Directorate and Ministry of Defence.

ii) Providing of suitable/appropriate lyrics, composing of music, arrangements of artists

and actual pre-recording of the music for use in the tableau. iii) Arrangements of choreography as per requirement including arrangements of

artists. iv) The job will also involve actual presentation and display of tableau during the RD

parade, full dress rehearsals (if required) and maintenance of required services at the time of presentation during the event.

v) The turnkey project would also include any other work that may have direct or

indirect bearing with the fabrication and presentation of the tableau and may facilitate the project in any manner viz. printing of tableau brochures, PR with - print & electronic media etc. Information about the Department and relevant inputs as required will be made available by the Department.

vi) This Directorate will have the right to modify, change, accept or reject the work in

totality or any part thereof or cancel the project any stage without assigning any reason. vii) The copyright of the work shall vest with this Directorate and it would have

exclusive rights on the work and the awards won, if any. viii) Any other requirement, specification, instructions etc. by the Directorate and

Ministry of Defence.

E. Security Deposit:

In case of award of work, an amount equal to 10% of the contract value shall be deposited as performance security in the form of Pay Order/Bank Draft in favour of "ZAO, CBDT", payable at New Delhi and shall be released after sixty days of successful completion of job, all contractual obligations including warranty obligations of the supplier.

F. Time Performance (i) The agency selected for the execution of the job has to complete the tableau as per the deadlines and time schedules fixed by the Ministry of Defence for completion of the various stages of the work and any time schedule to be fixed by the Directorate so as to enable this Directorate to fine tune the processes involved in fabrication as per requirement from time to time before the display.

(ii) The designated officer in-charge will have the right to make necessary modifications/alterations in the layout till the last moment in order to ensure that a quality product is finally put on display. (iii) Failure to meet the time schedules will invite penalty @ 5% of the contract value per day. (iv) After the event is over the party shall be responsible for dismantling and removing the materials as per the prescribed time schedule of the Defence Ministry and shall be liable to pay any demurrage that might be imposed by Ministry of Defence for non-compliance of dismantling schedule. (v) The dismantling and removal of the material have to be done by the agency at its own cost and hence the same may be factored in the financial quote. G. Term of Payments:

Payment to the agency shall be made after successful completion of the work including display of Tableau of the Directorate at Rajpath on Republic Day.

10% of the cost of the project will be deducted as salvage value of the tableau from the final bill.

Deduction at source for income tax or any other tax as applicable shall be made as per rules.

This Directorate shall not be liable for any default of payment by the agency to the parties involved or engaged by it for this project.

The Directorate will not bear any additional cost whatsoever of any kind for any work that the agency may have to undertake in course of the project beyond agreed amount as per tender.

This Directorate shall not entertain any claim or damages, whether liquidated or otherwise, that may arise from any other party during or after the completion of all works pertaining to the tableau.

No payment shall be made in respect of proposals, drawing/sketch work etc.

In case of default of any kind, including failure to fulfill the terms and conditions of the job agreement/tender, this Directorate can forfeit the security deposit provided by the Agency.

5% of quoted price will be paid if the tableau reaches at the 3-D model stage, even if not finally selected for the Republic Day Parade, 2018.

F. Timelines: The bid envelope should be dropped by 11:00 a.m. of 06.09.2017 in the Tender Box kept in room no 603, Mayur Bhawan, Connaught Circus, New Delhi-110001. Technical bids will be opened at 03:30 p.m. on 06.09.2017. Those bidders who qualify as per technical bids [as per criteria laid down in Para C(I) to (IV)] would be required to make power point presentation before a Screening/Evaluation Committee of the Directorate on 08.09.2017 at 11:00 a.m. for short listing the names of the bidders whose financial bids are to be considered for opening on 14.09.2017 at 03:00 p.m. The bidders, if they so desire, may depute authorised representatives in whose presence the Technical/Financial bids shall be opened. The dates/time for evaluation by the Screening Committee/opening bids of successful bidders are subject to change and shall be communicated separately in case of any change. Clean Money Tableau-technical brief

Action against black money- a commitment to the People of India

The Government adopted a holistic approach to rooting out the menace of black money from India

since May 2014 in a show of its supreme commitment to the cause. All limbs of governmental

authority were energized and ploughed into taking committed action towards this goal. The actions

taken had three broad themes- improve compliance infrastructure (ease compliance), incentivize

the honest taxpayer and penalize the tax evaders.

Legislative actions

The stringent Black Money (Undisclosed Foreign Income and

Assets) and Imposition of Tax Act, 2015 was brought in todeal

specifically with black money stashed abroad. It came into effect

from 1 July, 2015. It makes the offence of willful attempt to evade

tax in relation to undisclosed foreign income/assets a Scheduled

Offence under the Prevention of Money-laundering Act, 2002

(PMLA), allowing for higher corporal sanctions that cannot be

escaped by payment of fine. It is not encumbered by the limitations

of existing direct taxes laws, which treats unaccounted assets held

within the country and those held abroad on the same footing and

permits all tax evasion offences to be compounded.

A chance was offered to those who had failed to declare their

foreign assets in the past to come clean through a compliance

window of three months – July to September 2015. 648

declarantsdisclosed undisclosed foreign assets worth Rs.4164

crore in the 3 months.Rs.2476 crorewas collected as tax and

penalty.

The old Benami Act was overhauled to rid it of infirmities and bring

in provisions to deal with persons hiding their wealth in the names

of bogus name-lenders. Since the operationalization of the Benami

Act in November 2016, more than 240 benami properties have

been attached of market value of more than Rs. 600 crore.

Cash transactions, the vehicle for generation of black money and means of hiding incomes, have

been severely checked.PAN-Aadhar linkage has ensured that dummy companies are not used for

converting black money into white.

Better Enforcement actions

The Income-tax Department has conducted searches on 2144 groups in last 3 years, seizing

undisclosed assets worth Rs.2942 crore. They admitted undisclosed income of Rs.37,174 crores.

21,989 businesses and companies were surveyed resulting in detection of undisclosed income of

Rs.36,234 crore. Criminal charges were framed in more than 6000 cases of tax evasion, out of which

in more than 3000 cases criminality was established during compounding before Income-tax

authorities or conviction in courts.

These have been results of improved coordination and information sharing between all

government agencies working in tandem and increasing use of technology, leadingto focussed

actions and successful outcomes.

THE INCOME DECLARATION SCHEME, 2016 (THE SCHEME):

The Government brought in the Income Declaration

Scheme (IDS) in the Budget 2016 to provide an

opportunity to black money holders to declare their

undisclosed income during 1st June 2016 to 30th

September, 2016.About 71,726 declarations

disclosing undisclosed income of Rs.67,382 crore

were made under this scheme.

FOREIGN ASSETS CASES - HSBC, ICIJ and

PANAMA

Despite severe limitations of availability of information, investigations into HSBC and ICIJ casesare

successfully underway. Undisclosed income of more than Rs 8000 crores have been brought to tax

in HSBC cases and more than Rs 1100 crores have been detected in ICIJ cases.

International cooperation

India now has tax treaties for information exchange with 139 countries. India is also in the forefront

in the implementation of international agreement on automatic sharing of information amongst

nations under the CRS. The India-Mauritius and India-Singapore treaties have been amended to

prevent treaty abuse and round tripping of funds.

Demonetization – mass participation in fight against black money and corruption

The Government cancelled the legal tender character of the High Denomination bank notes of

Rs.500 and Rs.1000 denominations issued by RBI (SBNs) from 9 November, 2016, referred

popularly as the demonetization scheme.This was yet another push to kill the hydra headed,

parallel shadow economy ailing the country. Demonetisationtook the fight against black money to

the doorstep of common people and bank accounts of the cash hoarders. It was an effort towards

massive mobilization of public opinion and government agencies forreporting and tracking of

unaccounted cash that entered the banking system.

The scale of impact on modes of functioning of the Income-tax Department, in the wake of

demonetization was huge and transformative. It allowed a never before opportunity to the

Department to collect, analyse and mount action based on more than one crore units of data on

cash deposits made in banks.About900groups were searched which led to seizure of cash and

valuables of more than Rs. 900 crores. The undisclosed income detected in these two months was

more than Rs. 16,000 crore. Surveys were conducted in 8,239 cases leading to undisclosed income

of Rs. 6,746 crore. More than 400 cases were referred to ED and CBI where instances of criminality

were found.More than 56 persons were arrested by the CBI and the ED during the 2 months period.

Operation Clean Money – betteringtax compliance through citizen’s participation

Demonetization spawned the idea of Operation Clean Money. The Operation rests on four pillars –

data on cash deposits, advanced data analytics employed to analyse and extract actionable

information from this huge cache of data, complete transparency and accountability of the

government processes and citizen engagement. Its focus areas are:

The scale of the Operation Clean Money can be estimated from the fact that in the first phase of the

operation, about 18 lakhs cases of cash transactions that did not appear to be in line with the tax

payer’s profile were identified for seeking online response. Online responses of 9.72 lakh persons

were captured within 3-4 weeks; 5.27 lakh within first 12 days. These taxpayers provided response

for 13.33 lakh accounts involving cash deposits of around Rs.2.89 lakh crore.

The operation clean money has since moved into the next phase and towards taxpayer engagement

and more targeted actions to severely penalise the habitual offenders. More than 60,000 persons,

including 1300 high risk persons, more than 6000 transactions of high value property purchase

and 6600+ cases of outward remittances have been identified for detailed investigation and

appropriate enforcement action.
