    ********This part of the presentation has been structured in a Q A*In organisational and infrastructural terms, the Armed Forces provide a speedy and efficient response in dealing with a disaster situation which is beyond the resources of the civil administration. They are also capable of providing emergency health operations and relief measures, particularly in search, rescue and evacuation, shelter for victims and damage assessment.

    Consequently, the Govt often falls back on the Armed Forces during emergencies.

    Certain other attributes due to which Armed Forces are looked up upon to tackle disaster challenges are

    *As a result, efficient disaster management mechanisms incorporate the Armed Forces at each level when contingency plans are formulated, and specify the assistance likely to be required in disaster prone areas. This facilitates a more efficient response by the Armed Forces when called upon, and provides an interface mechanism in an emergency, thereby ensuring synergy and effective response. The presence of Armed Forces in remote underdeveloped areas in the country helps it to contribute to the relief endeavours, where the State Government relief mechanisms and resources are insufficient.

    Certain guidelines to be adhered to during employment of the Armed Forces in the disaster management:- (a) No role during active operations as far as possible.(b) Emp of Armed Forces in DM will only be during peace time and during major disasters only. (c) Duration of assistance should not be too long, preferably not exceeding 15 days.

    **(a) SVY, RECCE & DAMAGE ASSESMENT. The plethora of manpower, expertise and experience of Armed forces can contribute in Svy & Recce of Affected A and carry out Damage Assesment to control Spread of Disaster. (b) INFRASTR for COMD and CTRL. This would entail provn of comns and making available tech specialist manpower.(c) MED AID. Provision of med care at the incident site and evac of cas.(d) TN OF RELIEF MTRL. Provn of lgs back up ac/ heli / ships / boats / vehs for tn of relief mtrl to the affected As.(e) EST OF RELIEF CAMPS. Setting up and running of relief camps.(f) CONSTR AND REPAIR OF RDS AND BRS. Army Engineers could undertake constr and repair of rds and brs to enable relief teams / mtrl to reach affected As. This would also include provn of tech and plant eqpt like cranes, dozers etc.(g) MAINT OF ESSENTIAL SERVICES. Army Engrs and Sigs pers could undertake repair, main and running of essential services especially in the initial stages of disaster relief.(h) EVAC OF PEOPLE TO SAFE As. Provision of assistance in evacuation of people to safe places before and after the disaster would be an important task.

    Work out hazard/vulnerability and risk assessment of the entire country. Study the State/Dist disaster plans. Pre-allot resources in terms of units and mtrl for different risk profiles. Coord the info with the state govts and GOI /NDMA for detailed resource networking. Train own manpower in est disaster related Site Operation Centres and also in rescue during different Disasters, First Aid, Evacuation Techniques and Relief Ops. Necessary Docu procedures. Make plans for Est of Comn.
