    1.0 Background

    Disaster Management Institute (DMI), Bhopal, in coordination with the Directorate ofFactories, Govt Punjab organised a two day training cum-awareness programme

    with the support of InWEnt and GTZ-ASEM under the Indo-German bilateralcooperation on Industrial Disaster Risk Management (iDRM) with the objective ofdisaster risk reduction in the area of industrial (chemical) disasters.

    The prime objectives of conducting the programme are to:

    improve the awareness in area of industrial disaster risk management with allstakeholders,

    promoting the civil administration, industries and communities to develop adisaster resilience society jointly by establishing the dialogue,

    concept development of hazards identification and risk assessment (HIRA)and its application in overall emergency development,

    on-site and off-site emergency planning development to reduce thevulnerability of the industries and society respectively,

    make aware of iDRM web platform www.hrdp-idrm.in and make the widerutility by involving the various stake holders to it.

    Under the Indo-German bilateral programme, in addition to organise the numbers oftraining programmes, a web platform www.hrdp-idrm.in has also been developed toachieve all training related activities. The details of the programme and activitieshave been organized at web platform on www.hrdp-idrm.in for view and download of

    the relevant information.

    2.0 The need of the programme

    In the iDRM project operation plan, approved by MoEF, the need for transfer ofknowledge, demonstration of state-of-the-art technologies and processes that cancreate multiple effects in the area of industrial disaster risk management wasexpressed with organisation of a series of the awareness and training programmes.

    To make it more effective, a series training / awareness at the regional level with

    various stakeholders have been planned. The programme at Chandigarh in north isplanned to cater Indias Industrialised and rich state Punjab with the following thrust:

    to share experiences in HIRA, off-Site and on-site plans to get a commonunderstanding and getting ideas about increasing overall emergencypreparedness,

    to discuss about the possibilities of inclusion of Civil Defence, Medicalpreparedness, fire fighting effectively in iDRM,

    to identify the existing and relevant databases, review documents andassessments process and provide direct access to the knowledge amongst

    various stakeholders,

    to exchange experiences about capacity building efforts and constraints in thearea of iDRM,

    to highlight the importance of mock drills in the area of iDRM to target theoverall capacity development in preparedness, response and planning withthe help of NDMA,

    to discuss about the possibilities for a joint use ofwww.hrdp-idrm.in webplatform for knowledge management and management of training events iniDRM.

    3.0 Overall objectives

    The overall objectives of the workshop is to impart awareness and knowledge in thearea of iDRMwith all key stakeholders

    Awareness:To provide awareness on the following:All aspects of disaster management e.g. preparedness, prevention, mitigation,response, rehabilitation and resettlement for Disaster Risk Reduction in futuredevelopment with case studies.Communication with local community for effective preparedness & response.

    DMI - BhopalKnowledge:To provide knowledge on the following:

    Understanding hazards, risk, consequences by making available the postersand literature for all types of target groups.

    Availability of various Indian Standards and regulations on hazardous

    chemicals and safety related information.

    4.0 Programme details

    Dates and Venue:

    The programme commenced on Thursday, January 07th, 2010 and concluded onFriday, January 08th, 2010 successfully at CII Auditorium, Chandigarh with thesupport of Directorate of Factories (Under the Department of Labour, Govt ofPunjab).

    Registration

    The programme started as per schedule on Thursday, January 07th, 2010 with theregistration of the participants. The participants assembled in the Reception Counterfor registration at 9.30 am.

    Inauguration

    Shri Tiksham Sud, Hoble Minister for Forests and Labour, Govt of Punjab,Chandigarh inaugurated the programme at 10.30 am. In the inaugural speech heinformed that District Crisis Groups (DCGs) have been notified under thechairmanship of respective Deputy Commissioners in all districts of the Punjab tomonitor and enforce the regulations of chemical/industrial disaster management. Hestressed the need of the training to refresh the reflex action during the emergencyand highlighted the importance of disaster mock drills for improving the response

    mechanism of the civil administration.

    Shri N K Wadhawan, Punjab Labour Commissioner, appreciated the initiativestaken by Directorate of Factories and Disaster Management Institute jointly, to linkthe capacity building initiatives with the InWEnt-gtz-ASEM under Indo-Germanbilateral programme.

    Dr Rakesh Dubey, Director, Disaster Management Institute highlighted theactivities of DMI in various states of the country and MAH industries, he alsoappreciated that Punjab Govt initiated the preparation of off-site plans of MAHdistricts by applying the risk assessment.

    Sri Hardayal Singh Gill, Additional Director, Directorate of Factories of Punjaband Joint Director Sri Sodhi Mall were also present and expressed the vote ofthanks.

    Dr Florian Bemmerlein-Lux, Sr Advisor, InWEnt-gtz-ASEM, Nuremberg,Germany was present as special invitee during inaugural function and highlightedthe ASEM and capacity development programme on iDRM.

    After inauguration programme was started as per the schedule given in annexure II.The session by activities is listed below:

    Session 1:Dr Rakesh Dubey started the 1st technical session and delivered talk onPresent Scenarios of Chemical (industrial) Disaster Risk Management in India.He

    highlighted the importance of preparedness and response parts in overall disastermanagement. He stressed the application of hazards identification and riskassessment (HIRA) process in both on-site and off-site emergency planning foreffective emergency planning. The spatial planning at local and regional level canonly be possible when proper simulation of chemical releases is carried out with thesupport of reliable software and trained manpower. He was of the view that to controlhazards the following protocol should be applied in national action plan:

    o Elimination,o Substitution,o Engineering control,o Administrative control,o PPEs.

    He has shown some of the examples of these controls in his presentation.

    Session 2: Dr Florian Bemmerlein-Lux made the second presentation andhighlighted the importance of knowledge and information sharing in the area of iDRMby explaining the utility ofwww.hrdp-idrm.in . He also shown the online web platformto all delegates and urged to share their activities on this platform. He made awarethe whole floor about the web platform by making live demonstrating.

    Session 3: The regulatory activities on iDRM was presented by Sri Sodhi Mall,Joint Director, and Directorate of Factories Punjab and requested to all MAHindustries to follow and take all necessary steps in making compliance of the legalprovisions to reduce the chemical risk at acceptable level. He also highlighted theoff-site emergency plans prepared by DMI in reducing the risk in the districts.

    Session 4: Sri Bhupesh H Upadhyaya, General Manager (EHS), M/s RanbaxyLabs, Mohali made a presentation in length on Emergency Preparedness, Planning:a case study of M/s Ranbaxy Lab. He highlighted how his unit has prepared planand conducting the drills to review the weaknesses of response and preparedness

    mechanism of his unit. He stressed that every unit should take action for hazardsidentification and risk analysis before making on-site emergency plans and shouldshare it for making off-site plan with deputy commissioner of the respective district.

    Session 5:Brig (Dr) B K Khanna, Sr Specialist, from NDMA made an elaboratedpresentation based on the chemical (industrial) drills he did in the country. Headdressed how DMI helped NDMA in making technical scenarios in making drillssuccessful stories. Through his presentation he requested to state govt Punjab totake action for strengthening the medical and fire fighting departments on priority.

    Session 6: Occupational health aspects were discussed by Dr Paramjeet Singh,

    Medical Advisor, M/s Parabolic Drugs Ltd., Derabassi. He is of the view thatoccupation health can be improved with disclosure of hazards to workers and also

    the local community as workers are the local community after the work hours andalso the spokesperson of the industry. Action plan for medical preparedness isgenerally weak in most of the industries so he stressed the proper follow up withmanagement to meet out the challenges.

    Session 7: The second day started at sharp 9.30 am with Dr Rakesh Dubey whomade a presentation of RRPTC Punjab. RRPTC is the data management of variousindustries located in the different district. It was appreciated by all participantsbecause the data is available at one place and can be used by various agencies foremergency purposes. The RRPTC is prepared by DMI for the state of Punjab and isavailable with the Punjab Pollution Control Board.

    Session 8:Shri Prasant K Shukla, Dy Manager (operation), M/s Bharat PetroleumCorp. Ltd., Mohali and Shri Yogesh Pandey, territory Manager M/s Bharat PetroleumCorp. Ltd., made a detail joint presentation of emergency preparedness of his LPGbottling plant. He highlighted the properties of LPG and also demonstrated theimportance of MSDS for hazardous chemicals. He has also shown the findings ofMockdrills of his plant. His presentation was liked by many participants.

    Session 9: How we should do the HIRA and how it should be applied in on-siteemergency management plan was discussed in detail. The off-site emergency plansprepared by DMI were discussed in detail. Certain software were also demonstratedin this session.

    Session 10: Chlor-alkalies plants carry a very high degree of risks within the plantand outside the plant due production, processing, storing and transportation of

    Chlorine gas. How we should minimise the risks was discussed beautifully withnumbers of slides and photographs by Shri Sanjeev Verma, Sr Manager, M/s SeilLtd., Rajpura, Patiala.

    Session 11: US Communication model for community information was discussed so thattechnical information can be disclosed to local community for their preparedness. A film onRisk assessment was also shown to have better understanding of the risk.

    Session 12: Afterevaluation of the programme was done by participants through a formatthe valedictory programme was organized for concluding the programme. Shri N KWadhawan, Punjab Labour Commissioner was the Guest of this session.

    Participants express their views about the programme and made remarks that suchprogrammes should be organised at least twice in year to upgrade and refresh theirlevel of knowledge in the area of industrial disaster management. With thedistribution of certificate of participation the programme was concluded and allparticipants dispersed to their respective places after tea.

    5.0 Participants

    Altogether more than senior and middle cadre level 100 participants as per theannexure III, participated in the programme. All participants are responsible for

    formulation & implementation of industrial disaster risk reduction programmes in theirrespective industries and were present from all MAH industries of the state ofPunjab. Officers from the state of Punjab from Directorate of Factories were alsoparticipated and interacted with MAH industries to review the overall emergencypreparedness for accident reduction. Short Description about participatingInstitutions is given in following paragraphs:

    National Disaster Management Authority (NDMA)

    The National Disaster Management Authority (NDMA), headed by the Prime Ministerof India, is the Apex Body for Disaster Management in India. The setting up of theNDMA and the creating of an enabling environment for institutional mechanisms atthe State and District levels is mandated by the Disaster Management Act, 2005.

    The development and promotion of an ethos of prevention, mitigation andpreparedness Country wide to mitigate the damage and destruction caused bynatural and man-made disasters is main focus of NDMA. NDMA translating its effortsthrough sustained and collective efforts of all Government agencies, Non-Governmental Organisations and peoples participation, by adopting a Technology-Driven, Pro-Active, Multi-Hazard and Multi-Sectoral Strategy. The building of a Safer,

    Disaster Resilient and Dynamic India is the ultimate goal of the NDMA.

    Brig. (Dr) B K Khanna, Sr Specialist, NDMA, participated in the programme anddelivered a lecture on Mockdrills and shared his experience of the drills conductedby NDMA countrywide.

    Disaster Management Institute (DMI)

    DMI was established in 1987 in the backdrop of worlds worst ever chemical disasterin Bhopal. The President of the organization is the Chief Minister of MP and the vice-

    president is the Minister of Environment of the state. The principal objective of theinstitute is to evolve the techniques for and enhance competence in prevention,mitigation and management of natural as well as industrial disasters in India.

    The other objectives includes Train government officials, executives of PSUs and private sector firms invarious facets of Disaster Management.

    Carry out research on causes, effects etc. of disasters.Collect, store and effectively disseminate information regarding hazards anddisasters for mitigation and prevention state-of-the-art techniques.

    Offer consultancy services to the industries and others.Institute awards, medals, scholarships and prizes to promote these objectives.

    Presently the institute is partner with InWEnt-GTZ-ASEM on capacity developmentproject on iDRM under Indo-German bilateral programme. Institute is also workingvery closely with MOEF, GOI and NDMA to develop national policies andprogrammes on disaster management and coordinates with various state

    governments.

    National Civil Defence College (NCDC), Nagpur

    NCDC was founded on 29th April 1957 at Nagpur as Central Emergency ReliefTraining Institute (CERTI) to offer advanced and specialist training for efficientconduct of relief operation after any disaster. The training programmes of CERTIprimarily focused on response mechanism during and after emergency necessary tobe organized for civil protection. CERTI was renamed as National Civil DefenceCollege in 1968 after the passage of Civil Defence Act, 1968 by the Parliament.

    The objectives of NCDC includes DMI - Bhopal

    To organize scientific and specialized skill oriented training of trainers in orderto enhance capabilities of Emergency Relief officers and personnel forefficient conduct of Disaster Response and Relief operations during WarEmergencies and Disasters.To advise Ministry of Home Affairs in technical matters related to CivilDefence Organisation.To assist the Ministry of Home Affairs in compilation of handbooks, manuals

    and other Civil Defence literature.

    Sri G S Saini, Director, NCDC participated in the programme and delivered a lecturein the programme to improve the civil defence in the area of iDRM.

    Directorate of Factories, Punjab

    Directorate Industrial Safety and Health is a part of Labour and EmploymentDepartment, Govt. of Punjab, and looks after the industrial health and safety issuesand implements the following:

    The Factories Act 1948 and Punjab Factories Rules,The Manufacture, Storage and Import of Hazardous Chemical Rules, 1989,Chemical Accidents (Emergency Planning, Preparedness and Response )Rules,1996 of The Environment Protection Act, 1986 to prevent, prepare andplan for any type of chemical/industrial disasters.

    Directorate of Factories, Punjab coordinated and organised the programme.

    Major Accidents Hazards (MAH) industries

    MAH industries from the state of Punjab participated actively and reviewed theiroverall emergency preparedness. A few of them presented their preparedness in the

    training programme. The following categories of industries were present across thewhole state of Punjab:

    Chemical fertilisers, Chlor-alkalies, Pharmaceuticals, Metallurgical, Heavy Engineering, LPG, Refineries, Spinning mills, Paper and pulp, Etc.

    6.0 Conclusions and Recommendations

    The second day concluded with valedictory session with the followingrecommendations:

    1. In the northern region, Punjab Govt will support national efforts in reducing theindustrial accidents by better planning and all participants agreed that suchprogrammes should be organised twice a year.

    2. Participants were of the view that such programmes should also be organisedto RTOs for reducing and controlling the road disasters while transporting thehazardous chemicals.

    3. Since M/s Seil Chemical Ltd., Rajpura has better preparedness plan forChlorine disasters hence Seil model can be replicated to other Chlor-alkaliesplants of the country and Directorate of Factories of Punjab will support DMIand NDMA in this regards. Further action may be finalised at DMI level.

    4. M/s Ranbaxy Lab has also good emergency planning procedures for thepharmacy sectors hence the experience of M/s Ranbaxy can be utilised toother pharmacy units. Ranbaxy is ready to share their experience for capacitybuilding measures in the area of chemical emergency planning.

    5. Participants were ready to use www.hrdp-idrm.in platform for knowledgesharing.

    6. Participants were happy to know the RRPTC of Punjab and off-site plansprepared by DMI Bhopal.
