Competent Authorities
The Ministry of Health - acts as the Competent Authority for the food safety in the country
Office of the Registrar of Pesticides under Department of Agriculture - acts as the competent authority for the establishment of food safety criteria on pesticides in the field level, (such as establishment of MRLs).
But by producing tea Sri Lanka Tea Board has their own regulations and test facilities.

Sample analysis for pesticide residues:
Most important part of the pre-preparedness of the audit is sample analysis for pesticide residues
Minimum detection limits of the laboratory Needs to meet EU MRL
A general default MRL of 0.01 mg/kg applies where a pesticide is not specifically mentioned.
Analysis must done in a accredited laboratory
Analytical cost of residue analysis is very high.
CODEX sampling procedure need to be applied
Trained CAB officers/ROP laboratory staff to collect the samples
Sample analysis for pesticide residues:
50 samples collected at the farmer fields will be analyzed for the
pre-preparedness of the audit
The analytical cost will be bear by exporters association and the
DOA (1:1 basis).(Decided at the 2nd Core Group meeting held on
30th May 2016 at ISTI of DOA)
28 samples were collected and given to the ITI for analysis
Actions to be Implemented
National Action Plan for pesticide residue analysis
Samples will be collected in 3 layers of farms, pack
houses and markets
Implementing a procedure for registering the EU Exporters
at the Department of Agriculture
Immediate action for getting centella farms in to GAP
procedure
Centella (Gotukola) cannot be exported to EU market,
from the other than the GAP certified farms
GAP officers also will be trained for the CODEX sampling
procedure
