    Introduction

    Free and compulsory education to all children up tothe age of fourteen years is our constitutionalcommitment.

    The Government of India has initiated a number ofprogrammes to achieve the goal of Universalizationof Elementary Education (UEE).

    The Sarva Shiksha Abhiyan (SSA) is a historic stridetowards achieving the long cherished goal of

    Universalisation of Elementary Education (UEE)through a time bound integrated approach aims toprovide useful and quality elementary education toall children in the 6-14 age groups.

    In the context of implementation of Sarva SikshaAbhiyan (SSA), a massive programmeundertaken in the realm of education sector, whatassumes greater significance is properimplementation of the programme itself to derive

    appropriate results? Become aware ofinformation, or from observation.

    For effective implementation of such large-scaleprogramme, collecting information, analyzing the

    results, identifying the corrective course, derivinginstructions based on the actual situation is verymuch essential.

    As per the desire of the MHRD, GoI the 5%sample check of the DISE data by an external

    research agency has been asked by the StateProject Director, SSA, The National Institute ofRural Development has taken up the study in 3Districts of Andhra Pradesh namely

    Kadapa, Nellore and Warangal.

    Objectives

    The main objectives of the study are:

    Evaluate the quality check of the DISE data

    Measure the precision levels as well asdeviation of DISE data

    Suggest measures for strengthening database on information pertaining to SSA inAndhra Pradesho practice under supervision.

    Reference period

    The DISE data pertains to the year 2011 with30th September as reference date. The postenumeration survey was also of the same period.Though the MoU was signed in the month of

    December 2011, the study was launched inJanuary 2012, because of certain administrativereasons.

    Data Analysis:

    The overall deviation of data has been calculated asper following formula.

    Where d1, d2.d3 stands for deviation of items ofDISE data from Post Enumeration Survey data ignoring

    + or - signs and a, b, c, denote items of PostEnumeration Survey data.

    Conclusions

    The overall deviation of DISE data from PES data,in respect of all comparable of items, is 7.32%,

    which is within the range of permissiblepercentage of deviation i.e. 10%, and there bygiving a precision level of 92.68% for DISE datain relation to PES data

    Within the available comparable data, few schoolsdid not provide the information on some of theitems.

    The highest deviation of data is observed in

    respect of items which are based on respondentsinterpretation i.e. In Type of schools, status ofschool buildings, condition of boundary wall,management of schools, drinking water facilityand children enrollment.

    The items like type of management, number ofblocks in schools, teacher posts sanctioned,

    teachers in position, disability, repitation rate,availability of computers have not been reportedproperly. Hence, it was felt difficult to establishdeviation on such an important variables.

    As much as seven per cent of schools among 8%schools were not open at the time of surveycausing lot of inconvenience while collecting datafor these schools investigators visited second

    time. It is found that among the sample schools 90%

    percentage of teachers come on time to schoolwhere as in 10% schools teachers are notattending the school in time.

    As much as 19% of Head Masters concernedcould not able to provide requisite information

    pertaining to his/her school though records areavailable.

    In 14% of the Tribal schools, it was observed thatTeachers were not on time to school for various

    reasons. 25.5% of the schools even do not have

    photocopy of DISE format though requisiteinstructions were in vogue.

    In as much as 38.3% of schools Display Boardswere not available. Even in case of the schoolswhere the display boards are available theinformation was not written on the boards.

    Still considerable number of schools was nothaving exclusive toilets for girl children. Even in

    case of schools the toilets are available runningwater facility is not available.

    Enrolment of girls (86.30%) is quite encouraging

    especially among the SC, ST and OBCcommunities.

    Suggestions

    The field experience reveals that theheadmasters/teachers feel that it is an additional

    burden to them and some times found it difficult inproviding of the required data.

    Therefore, the headmasters/teachers need to begiven an understanding that supplying of

    educational data of the school is mandatory andit is a part of their job. Therefore, they are to beserious and sincere in providing the data.

    The formats canvassed for Post EnumerationSurvey (DCF) and the District InformationSystem of Education (DISE) were quite differentin terms of certain variables/aspects. This hasbeen resulting difficulty in establishing similaritiesor confirmation of data through Five Percent

    Check.

    The School complex Head Masters, MandalEducational Officers, Officers of District projectSSA and DIET faculty should be given training oncollection and utilization of DISE data and its allrelated soft ware applications for proper planningand implementation of Educational activities.

    The investigators faced the problem in gettingthe data about previous academic year as therecords are not maintained properly, therefore,

    the headmasters need to be advised to maintaina single register which contains year wise data ofthe school and the required data of any yearbecomes easy to be supplied.

    All the teachers must be given proper orientationand awareness regarding the importance of DISEdata and its utility.

    Effective supervision and monitoring should beensured at all levels for quality data crosschecking of filled in DISE format may beundertaken to improve the quality of information.

    MIS Units should be strengthened byappointing properly trained professionals.
