The Domestic Abuse Program has changed their name to
Victim Services. The name change was approved at the
March Board of Directors Meeting. The staff feel that the
new name encompasses all of the services that the program
provides. In addition to providing advocacy for victims of
domestic abuse, Victim Services also provides orders of
protection and advocacy for victims of other crimes such as
assault, stalking, and harassment.
Another change in Victim Services is the increase they have
seen in domestic violence cases within the Agency's service
area since the statewide Stay-at-Home Order was issued in
March. The program says this is due to victims being in
isolation with their abusers. Luckily, Victim Services was able
to continue providing advocacy to victims during this time
with the use of face masks donated to the program by
ProCure Help (pictured above).

Head Start Holds SummerProgramDistrict 4 HRDC’s Head Start program
was the recipient of a Summer Program
grant from the Office of Head Start. The
grants purpose is to address program
closures across the nation that prevented
many Head Start and Early Head Start
programs from offering their full range of
services. Many HS/EHS programs are still
closed and offering distance learning.
Northern Montana Child Development
Center (NMCDC) was the first program in
the state to reopen their doors following
guidance from the Office of Head Start,
Hill County Health Department,
Childcare Licensing, and the Governors
phased reopening plan. NMCDC is using
this funding to offer a 6 week summer
cohort specifically for Head Start
children who are transitioning to
Kindergarten or with specific needs that
will benefit from additional educational
programming.
The program started on June 9th and
ends July 17th. Education staff have
taken advantage of the summer weather
for field trips and outside programming.
Pathways Clients Shinethis SemesterFour participants of HRDC's Pathways
program graduated from local colleges
this semester. Of those four, three of the
participants graduated with honors.
Pathways also had one participant
graduate from a local high school. HRDC
would like to congratulate these
graduates, as well as all other graduates,
and wish them the most success moving
forward!
Stay-at Home SoireeFundraiser a SwingingSuccessThe Havre Community Food Bank
received over four thousand dollars from
area donors during the Stay-at-Home
Soiree Fundraiser held in May. The mail-
in fundraising campaign was held
throughout the month in lieu of the
Tacos and Tunes event that District 4
HRDC would usually hold in May. The
event could not be held due to the Stay-
at-Home orders that were issued in
March due to COVID-19.
The Stay-at-Home Soiree was a
humorous take on staying home instead
of attending a fundraising event. Donors
could pick a contribution level such as
"Now I don't have to find a babysitter for
the evening! Here's my $50". The Havre
Community Food Bank has seen
increased demands for food due to the
COVID-19 pandemic and these funds will
help support those needs. District 4
HRDC would like to thank everyone who
donated to the fundraiser.
CARES Act Rental AssistanceAvailableThrough funding made available by the
CARES Act, the Housing Program is able
to provide rental assistance to
households affected by COVID-19 in Hill,
Blaine, Liberty, Phillips, Valley, Daniels,
Sheridan, and Roosevelt counties. Seven
families have received rental assistance
so far.

Development Council's Early Head
Start program's playground received a
makeover with help from members of
Havre Masonic Lodge #50, the Church
of Jesus Christ Latter-Day Saints
volunteers and HRDC Early Head Start
program employees.
After years of use, the old wooden
playground mulch had broken down
into dirt and needed replacing.
Volunteers came together Monday to
remove and replace the old
playground mulch with 6,000 pounds
of new rubber mulch.
"The work was very labor-intensive and
we could not have done it without
their help" District 4 Human Resources
Development Council Child Services
Director Samantha Clawson said.
HRDC's Early Head Start program is
working on upgrading its aging
playground "in order to keep it safe
and fun for the 30 infants and toddlers
in our program who use it on a daily
basis," Clawson said.

Emergency LIEAP FundsAvailable Emergency help is available for
households who have been negatively
affected by COVID-19. Those who may
have experienced difficulty paying their
heat or power bills can apply for COVID-
19 Emergency LIEAP Funds. Residents of
Hill, Blaine, and Liberty counties can
apply for this benefit by filling out an
application if they did not already
receive a benefit for the 2019/2020
LIEAP season. Households that already
received a benefit do not have to fill out
an application; they will have a
supplemental benefit added to their
account.

have an application mailed can call

Food Bank ResilientThrough COVID-19The Havre Community Food Bank (team
pictured above) has partnered with The
Hill County Health Department to deliver
food boxes to individuals that have been
instructed to self-quarantine, The Food
Bank is also open on Wednesdays to
accommodate seniors and at-risk
individuals.
In order to provide services in a safe,
healthy and convenient way to clients in
Hill County, The Havre Community Food
Bank has submitted 3 major grants With
reduced donations and minimal
opportunities to fundraise, the Food
Bank is seeking innovative ways to better
serve our community.
Did you know?Through HRDC 4's Section 8 Program,$97,447 was paid in June 2020 toparticipating landlords in Hill, Blaine,and Liberty Counties. This includes ModRehab, Veteran Affairs SupportiveHousing, and Housing Choice Vouchers.An additional $4,605 was paid directly totenants in utility reimbursements.
