GPS TESTING
LOWER MISSISSIPPI RIVER - SAFETY ADVISORY/CHANNEL CONDITION
The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to the local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, http://www.fbi.gov/about-us/investigate/terrorism/terrorism_jttfs, or to other appropriate authorities. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the www.AmericasWaterwayWatch.org, the National Response Center (NRC) 1-800-424-8802 or 1-877-24WATCH.
The U.S. Coast Guard is responsible for placing and maintaining all aids to navigation. Buoys are set to mark project depths taking into consideration the prevailing river stages and obstructions. Buoy positions on the Inland Electronic Navigation Chart (IENC) are approximate, and subject to change depending on prevailing river stages and obstructions. Buoys should always be given as wide a berth in passing as possible, consistent with the length and width of the vessel or tow and the width of the bend or crossing. Buoys should always be used with caution. They may be carried off position by high water, accumulation of drift, ice, or sunk by collision or other causes. In those circumstances buoy marks will remain on the IENC and indicate the last known position of the buoy. Presence of a buoy mark on the IENC does not necessarily mean a buoy will be physically on position. When buoys are missing they will be replaced as soon as possible.
At times, throughout our area or responsibility, multiple U.S. Government Agencies conduct GPS testing. These tests vary in duration, affected range from the test site and potential impact to the maritime user as they may affect systems that rely on GPS such as E-911, AIS and DSC. More information is available at the U.S. Coast Guard Navigation Center Website, https://www.navcen.uscg.gov. During these periods, GPS users are encouraged to report any GPS outages that they may experience, to the Navigation Information Service (NIS) by calling (703) 313-5900 or by using the NAVCEN Website to submit a GPS problem report.
The COTP Lower Mississippi River has issued a high water Safety Advisory from Mile 439.0 to Mile 303.0, due to hazardous conditions associatedwith strong currents, severe outdrafts, missing/off station aids to navigation and diving buoys. The COTP in concurrence with the Lower Mississippi River Committee recommends the following limits to tows when the Vicksburg Gauge reaches 36.0 feet and that will be transiting between Mile 439.0 and 303.0. Down-bound: Wheelmen are to have experience handling the current conditions. Towing vessels must have at least 240 h.p. per loaded barge with a maximum of 36 barges. Towing vessels with less than 6,000 h.p. a maximum tow size of 25 loaded barges. Towing vessels 6,001 h.p. to 7,200 h.p., maximum tow size of 30 barges. Towing vessels 7,201 h.p. to 8,400 h.p., maximum tow size of 35 barges.

Towing vessels with greater than 8,401 h.p., maximum tow size of 36 barges. Fleet operators should regularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard. Mariners are requested to contact U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or at (866) 777-2784, for additional information or to report areas of concern.
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex: Omaha Reach (Mile 630.0 – Mile 500.0) and St Joseph Reach (Mile 500.0 – Mile 400.0).High water and drift could be encountered in these areas. Mariners are advised to minimize wake and exercise caution. The laying up on leveesis prohibited and recreational vessel traffic is not recommended. Mariners should be experienced in high water conditions and avoid down-streaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate actions to prevent breakaways. Navigational buoys may have been draggedoff station, so remain cautious while transiting.
The following area is in the high water action phase IAW the Western Rivers WAP Annex: Zone 28 (Mile 185.4 – Mile 109.9).Down streaming operations are not recommended unless the vessel is equal to or greater than 75 feet in length and the vessel has a minimum of1,800 h.p. Towboat operators should use caution, minimize wake where possible, and be experienced in high water operations. Mariners should remain vigilant to an increase in debris in the water and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways from occurring. Use caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Buoys may have been dragged off station so remain cautious while transiting.
The following area is in the high water watch phase IAW the Western Rivers WAP Annex: Pool 3 (Mile 815.1 – Mile 796.9).High water and drift potential may be encountered in this area. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water conditions and avoid down-streaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Navigational buoys may have been dragged off station, so remain cautious while transiting.
Multiple L/D’s on the Arkansas River, have varying states of availability and operations. Closures of locks will occur as local conditions warrant. Mariners are encouraged to contact the respective lock masters, for additional information regarding L/D closures or restrictions.

Attached as an enclosure to this LNM, is Special Public Notice D8 DWB-889, regarding drawbridge operation on the Upper Mississippi River, St. Croix River and the Missouri River.

Mariners are advised to transit these areas with caution due to the hazardous conditions associated with missing or off station aids to navigation. Fleet operators should regularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or at (866) 777-2784, for further information or to report areas of concern.

Ninth Street Bridge; Due to planned work, the vertical clearance may be reduced by 1-foot below low steel. Mariners are urged to transit the bridge with caution.
The Pittsburgh Water and Sewer Authority has installed 34 Temporary Unlighted Buoys to mark the pipeline replacement area to avoid and to aid navigation of the recreational mariner during the repair phases of the Fort Duquesne Bridge, in the vicinity of Mile 0.25, Allegheny County, Pennsylvania. These temporary buoys shall remain on location until completion of the pipeline replacement. Mariners may directly contact the Pittsburgh Water and Sewer Authority at (412) 255-8800, or via e-mail at [email protected]. Mariners are advised to exercise caution in this vicinity and to completely avoid navigating outside of the navigable channel in the area.
Significant shoaling has been reported in multiple areas between approximate Miles 366.3 and 345.9. The USACE sailing instructions is attached asan enclosure, as well as a USACE Notice to Navigation Interests 2019-21.1, survey of the area. Mariners are urged to exercise caution in the area.
Continuing until further notice, the pool 10 water elevation will change to 338.0, as measured at the Dardanelle L/D 10. This change is necessary for scheduled maintenance in the area. The flow on the Arkansas River, at Murray L/D, vicinity of Mile 125.4, has exceeded 70,000 C.F.S. The Regulated Navigation Area, at Little Rock, Arkansas, from Mile 125.4 to Mile 118.2, is now in effect. Mariners transiting this area must follow the Special Operating Procedures outlined in Title 33 Code of Federal Regulations, Part 165.817 and Part 117.123.
Continuing until further notice, contractors are conducting maintenance work on the rock structure at the end of the down-stream lock wall of Colonel Charles D. Maynard L/D 5 in the vicinity of Mile 86.3. Mariners are advised to contact the L/D, prior to arrival. The Tuscaloosa Christmas Afloat nautical parade will take place on Saturday, December 14, 2019, from 4:00 p.m., until 8:00 p.m., on the Black Warrior-Tombigbee River, Mile 338.0 through Mile 342.0. In addition, there will be a fireworks display at 5:45 p.m., adjacent to the river. The U.S. Coast Guard Auxiliary will accompany the parade and will monitor VHF-FM Channel 16. Mariners are urged to use caution when transiting the area. For up-to-date information, mariners can contact Mr. Anthony Perkins, at the BW&T/Alabama-Coosa Project Management Office (CESAM-OP-BA), at (205) 752-3571.
State Route 13 Bridge Replacement; Substructure construction is ongoing both sides of the river. The floating plant may at times be moored at edge of navigation channel. A minimum of 250 feet of horizontal clearance will be maintained at all times. Mariners may contact onsite workboat M/V FALCON via VHF-FM Channel 13 or 16, or at (870) 377-1889, for more information.
High water conditions reportedly exist between approximate Miles 64.0 and 62.0. The COTP Ohio valley has issued a Safety Advisory in the area. The L/D 2 has ceased locking operations with an upper gauge reading above 22.5 feet. Mariners are urged to exercise caution in the area. Mariners should contact the lock operator to determine if it is safe to navigate over the weir.
Continuing until further notice, the M/V LaSALLE is conducting dredging operations in the vicinity of Mile 249.9. Work will be conducted from 7:00 a.m. until 5:00 p.m., daily. The M/V LaSALLE will monitor VHF-FM Channel 13, 14 or 82 and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution, after passing arrangements have been made.
Utica Highway Bridge; Horizontal clearance may be reduced to 325 feet, due to ongoing construction of the bridge. Work barges may be in the river, during daylight hours, Monday through Saturday. The M/V EARL FRANKLIN will monitor VHF-FM Channel 13 or 16. During nonworking hours, the contractor's floating plant will be moored at the work site and lighted according to regulation. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution.
Multiple can buoys have been reported missing in the vicinity of Mile 801.3. Mariners are urged to exercise caution in the area.
Continuing until approximately January 21, 2020, 3 lighted test buoys have been placed in the vicinity of Mile 725.5, McKellar Lake, approximately 100-120 feet from shore. A barge fleet will be established in close proximity to this project outside of the navigation channel. The M/V MISS NINA and designated work boats will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.
Continuing until approximately February 1, 2020, a contractor for the USACE will construct dikes and levees between approximate Miles 443.0 and439.0, LDB. Work will be conducted from 6:00 a.m. until 6:00 p.m., 7-days a week. The contractors floating plant will consist of the M/V PINE BLUFF, spud barges, tender boats and survey boats. A barge fleet will be established in close proximity to the worksite, outside of the navigation channel. The M/V PINE BLUFF and designated workboats will monitor VHF-FM Channel 13 or 16. Continuing until approximately February 1, 2020, tows are to enter the lock wall at a DEAD SLOW speed, tows will be restricted to a length no more than 1,100 feet and will line up along the floating guidewall before proceeding into the lock’s chamber. Two line-handlers (with life vests) andbumpers are required when approaching and exiting the lock. Vessels must be moored by the bow and stern to the floating timber-heads. Continuing until approximately January 1, 2020, the Old River L/D, in the vicinity of Mile 304.0, will be subject to intermittent delays to navigation (up to 12-hours), for repairs. Subaqueous stone placement along the RDB in the vicinity of Mile 257.5, has been completed.
Continuing until approximately December 21, 2019, a U.S. Government Contractor will be placing subaqueous stone along the RDB in the vicinity ofMile 239.2. The Contractor will work 7-days a week, 12-hours a day, during daylight hours and the plant will include an anchor barge with hydraulic backhoe. An office barge and various material barges will be on-site, staged along the river at this location. The M/V ALBOB can be contacted on VHF-FM Channel 13 or 72. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution afterpassing arrangements have been made. Shoaling has been reported between approximate Miles 820.0 and 818.0. Mariners are urged to exercise caution in the area.
Shoaling exists between approximate Miles 800.7 and 800.4. A 240-foot wide channel with a minimum depth of 9 feet has been dredged through the area. Buoys in the area may be missing or not correctly marking the 240-foot channel. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.
Continuing until approximately December 16, 2019, Newt Marine Services is conducting dredging operations in the vicinity of Mile 799.0. The floating plant will consist of the M/V CAPTAIN RIES, M/V LADY POTSA and support vessels/equipment. The floating plant will be operating close to the channel line. A dredge pipeline, no more than 3-4 feet below the waterline is in place and marked with buoys inside the channel at Sturgeon Lake. From Sturgeon Lake boat ramp to Corp Island, additional pipeline marked with buoys for crossing, is in place. Work will be conducted Monday through Friday, 24-hours a day. The M/V CAPTAIN RIES will monitor VHF-FM Channel 13, 14 or 16, for passing arrangements. Mariners are urged to exercise caution in the area.
Red Wing Highway Bridge; Continuing until further notice, a work barge will be in the channel starting December 2, 2019 during daylight hours only, a one hour advance notice is required to transit by notifying “Zenith Tech Barge” via VHF-FM Channel 16 or via cell phone (715) 610-4002. Horizontal clearance may be reduced to 385 feet at all other times while construction is ongoing. For additional information, mariners may contact the site supervisor Ben Johnson via phone (208) 313-3393.
Severe shoaling has been reported between approximate Miles 723.6 and 723.4. A 150-foot wide channel is marked with AIS virtual buoys. The channel favors the left descending side of the charted channel. Commercial vessel traffic is restricted to one-way transits, based upon a RIAC managed queue. Mariners are urged to exercise caution in the area.
Continuing until March 14, 2020, L/D 6 in the vicinity of Mile 714.3, will be closed for maintenance. The following aids to navigation have been removed for the 2019/2020 ice season:Dutchman Island Lighted Buoy (LLNR-15395), in the vicinity of Mile 384.8, replaced with an unlighted buoy,Sunken M/V John Paul Lighted Buoy (LLNR-15435), in the vicinity of Mile 378.4, replaced with an unlighted buoy andWaggoner PT Lighted Buoy (LLNR-15475), in the vicinity of Mile 367.2, replaced with an unlighted buoy.
Cross channel shoaling has been reported in the vicinity of Mile 336.0. Mariners are urged to exercise caution in the area.
Shoaling has been reported in the vicinity of Mile 332.7, extending from the center of the channel to the LDB. Mariners are urged to exercise caution in the area.
Commencing 6:00 a.m., December 15, 2019 and continuing until 5:00 p.m., March 31, 2020, L/D 24 in the vicinity of Mile 273.4, will be closed for maintenance. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the lockmaster.
Commencing 6:00 a.m., December 15, 2019 and continuing until 5:00 p.m., March 31, 2020, L/D 25 in the vicinity of Mile 241.4, will be closed for maintenance. All navigation interests should be alert for, and abide by, any special instructions that may be issued by the lockmaster.
On December 19, 2019, from 6:30 a.m. until 3:30 p.m., the L/D 27 (main chamber), in the vicinity of Mile 185.5, will be closed for inspection. Mariners should be alert for and abide by any special instructions from the lockmaster.
Douglas MacArthur Bridge; Two suspended platforms are located in the center navigation span. Each platform measures 9 feet wide and hang 5 feet below low steel. One platform is located 60 feet channelward of the right descending pier and the other platform is located 120 feet channelward of the left descending pier. There are also 3 platforms located at various locations in the Illinois span. Mariners are urged to transit the bridge with caution.
Mormon Trails Dual Highway Bridge: Daily inspections and maintenance on the bridge will be conducted using a work platform which will extend 5 feet below low steel.
Atchison Railroad Drawbridge; There is damage to the beams on the right descending pier. Mariners are advised to transit the bridge with caution.
Shoaling has been reported between approximate Mile 217.7 and 217.0, mid-channel. Based on a USACE Survey, November 1, 2019, significant scouring and relief has occurred of the previously reported shoaling along the LDB. Three nun buoys have been set to better mark the channel. Mariners are advised to transit the area, favoring the can side of the channel. Mariners are urged to exercise caution in the area.
Chevron Appalachia L.L.C., has reported the installation of 4 temporary unlighted information buoys located in approximate position 39-55-55.42N, 079-55-56.61W, Mile 72.7, RDB, Fayette County, Pennsylvania. The 4 temporary unlighted information buoys will be deployed until March 16, 2020. Chevron Appalachia, L.L.C., shall install four (4) temporary lighted danger buoys to mark the perimeter of their Herminie South Intake pump structures. The temporary lighted danger buoys shall be located on the Youghiogheny River at approximate Mile 25.1, RDB, from December 27, 2019 until April 4, 2020. The four (4) lighted danger buoys shall display FL W 2.5s. New Wellsburg Bridge; Construction of trestles continue out from both left and right descending banks. A 814-foot navigational horizontal clearance will be maintained at all times, during the construction period. The onsite workboat M/V TAYLOR NICOLE can be reached via VHF-FM Channel 19, for further information. Mariners are advised to transit the area with caution.
Ninth Street Highway Bridge; Due to a containment system installed below low steel, vertical clearance is reduced to 72.8 feet, above normal pool.
Continuing until approximately December 12, 2019, from 7:00 a.m. until 5:30 p.m., each day, power line work will be conducted between approximate Miles 103.0 and 105.0. The COTP Pittsburgh has established a Safety Zone to facilitate this operation. Entry into this Safety Zone is prohibited unless granted by the U.S. Coast Guard. Mariners may contact U.S. Coast Guard MSU Pittsburgh at (412) 670-4288, to request permission to access the area.
Continuing until approximately December 30, 2019, McGinnis Inc., will conduct dredging operations between approximate Miles 476.7 and 477.1, RDB, Tresler Fleet. Work will be conducted from 6:00 a.m. until 6:00 p.m., 7-days a week. Dredged material will be transported to an upland disposal site. The contractors floating plant will consist of a floating crane and hopper barges. The floating plant will monitor VHF-FM Channel 7, 13 or 16. Mariners may contact Doug Hedrick at (513) 941-0200 or (513) 200-5380, for additional information. Mariners are urged to exercise caution in the area.
Continuing until approximately January 2020, C&B Energy Services will install pipeline in the vicinity of Mile 626.5, LDB. The contractors floating plant will consist of the M/V MARY JANE, 2 crane/spud barges, 4 hopper barges and 2 material/deck barges. Work will be conducted 24-hours a day, Monday through Saturday. During nonworking hours the contractors floating plant will be moored on-site and lighted accordingly. The M/V MARY JANE will monitor VHF-FM Channel 13 or 16. Mariners are urged to exercise caution in the area.
Continuing until further notice, the Olmsted L/D navigation lane, in the vicinity of Mile 962.6, has shifted to the navigation pass. The navigation lane is 900 feet wide in the center. Attached as an enclosure to this LNM, is USACE Notice to Navigation Interests 2019-073, regarding the navigation lane change. Mariners are to take direction from the Olmsted L/D control tower. Mariners are urged to transit the area with caution.
I-80 Texas Street Bridge; Rehab work equipment may extend up to 5 feet below low steel of the bridge.
Several buoys have been reported not properly marking the channel between approximate Miles 53.0 and 52.0, RDB. Mariners are urged to exercise caution in the area.

Continuing until approximately February 1, 2020, the M/V LOW BID TOO will construct 2 mooring cells in the vicinity of Mile 303.0. The contractors floating plant will consist of the M/V LOW BID TOO, a crane barge and a flat deck barge. Work will be conducted during daylight hours, Monday through Friday. The M/V LOW BID TOO will monitor VHF-FM Channel 13. During non-working hours, the contractors floating plant will be moored at the worksite. Mooring at this location is prohibited during this construction. Tows should use the mooring cells located at Mile 303.3. Mariners are urged to exercise caution in the area.
Louisville and Nashville Railroad Drawbridge; A work barge with a crane on it will be spudded down at various locations on the down-stream side ofthe bridge removing old telephone lines. The work barge will not be in the navigation channel nor will it interfere with the operation of the drawbridge.

NavNot SWL 19-85 – The rock work identified in this notice has paused due to high flows. Work will resume when flows decrease. NavNot SWL 19-84 – Lock 10, down-bound tows must stop and orient themselves in a straight position prior to lockage & avoid contact with the lock walls in the vicinity of the new stoplog slot cuts. Contact the lock prior to arrival for current conditions and further instructions. Nav Not SWL 19-58 – Montgomery Pt, No passing in the navigation pass. NM 355.0 to 356.0 – Mariners at their own risk may run outside of normal channel on green line. Entire width of channel is restricted by shoaling, adjustments to channel sailing lines are being made to shift channel over ~200’ plus.
NM 366.0 to 366.3 – Run green line upon entrance/ exit to Lock 16. No up bound double lockage’s until further notice. The Corps is in the process of repositioning buoys and setting temporary markers in these areas. This Navigation Notice will be updated as more information becomes available. R.S. Kerr Pool No. 15 has significant shoaling between NM 346.0 to 349.0, NM 355.0 to
356.0 and NM 366.0 to 366.3. These areas have been marked with buoys, see below
for sailing instructions.
NM 345.9 to 346.7 – Run red line (half channel width);
NM 347.2 to 348.1 – Run green line (half channel width);
NM 348.1 to 348.9 – Dredging completed. Alternate route abandoned. Full
normal channel width available.
NM 355.0 to 356.0 – Buoys have been set full channel width available between
buoys.
NM 366.0 to 366.3 – Run green line upon entrance/ exit to Lock 16. No up
bound double lockage’s until further notice.
The Corps has repositioned buoys in these areas. This Navigation Notice will be
updated as more information becomes available. Waterway users are asked to check
with Lock No. 15 for the latest information. Questions or request for additional

OLMSTED LOCKS AND DAM
NAVIGATION LANE AND TOW SIZE

REFERENCE: Navigation Notice #2019-066, dated October 8, 2019 Effective now until further notice, traffic will continue utilizing the navigation pass at Olmsted Locks and Dam (Ohio River Mile 964.6). The navigation lane will be 900 feet wide as marked by buoys; See References 1 and 2, attached. There are no marine construction activities at Olmsted in-progress at this time, and marine demolition activities at Locks and Dam 53 (Ohio River Mile 962.6) have been suspended for the high water season. Effective 1200 CDT, 06 December 2019 until further notice, tow size/configuration is restricted as follows:
Down bound tow maximum dimensions are 175' x 1200' including towboat, with no more than 25 regulation barges and not to exceed 5 wide. No hip barges or other deviation that could degrade normal steerage characteristics are allowed for down bound tows. Up bound tow maximum dimensions are 140' x 1600' including towboat, with no more than 28 regulation barges and not to exceed 4 wide. Up bound tows shall have adequate power to maintain an average speed of 3 miles per hour.
All mariners will take direction from the Olmsted Locks and Dam control tower.
