• The Community Energy Association (CEA) conducted a district energy prefeasibility study of Township of Langley in March – April 2009.
• A district energy prefeasibility study is an initial survey of district energy options within the Township, in order to determine the potential scope of district energy
• CEA conducted a review of existing and projected energy demands across the Township, a review of potential energy sources, a visit to potential district energy sites, interviews with key people, a discussion with a panel of experts and identification of best project opportunities

RecommendationsRecommendations• Approve the development of a Murrayville core district
energy implementation plan by staff and/or consultants as a first step towards a Murrayville district energy pilot project
• Ensure Community Energy and Emissions Plan specifically supports district energy in high-potential areas and building-scale renewable heat in low density areas
• Allocate budget to proceed with a feasibility study for the Murrayville site including further analysis of ownership / governance options
• Contact BC Hydro and Terasen regarding financial support for the study
