1.0 District Profile

Rohtak is a city and the administrative headquarters of the Rohtak District in the Indianstate of Haryana. It lies 70 kilometres (43 mi) north-west of New Delhi and 250 kilometres(160 mi) south of the state capital Chandigarh on NH 9 (old NH 10). Rohtak forms a part ofthe National Capital Region (NCR). Rohtak is also a railway junction and is connected byrailway to Delhi, Chandigarh via Gohana, Jind, Bhiwani, and Rewari via Rohtak.

Clay mounds of coins discovered at Khokhrakot have thrown light on the process ofcasting coins in ancient India. The coin moulds of the later Yaudheyas of the 3rd or 4th centuryAD have been discovered in large number here, along with several clay seals of the same andsubsequent dates. A Gupta terracotta plaque and a head of later date have also beendiscovered. The town continued to flourish till the 10th century AD, as coins of King SamantaDeva of the Hindu Shahi dynasty of Kabul have been found here.[7]

Rohtak is listed in the Ain-i-Akbari as a pargana under Delhi sarkar, producing a revenueof 8,599,270 dams for the imperial treasury and supplying a force of 2000 infantry and 100cavalry. The existence of a brick fort was also noted.

The Rohtak District was one of the seven district when Haryana was carved out of UnitedPunjab on 01 November 1966. Average annual rainfall in Rohtak city is 597 mm. Rohtak'sclimate shows extreme variation in temperature. It does not usually fall below freezing point inthe winter months from November to February. In summer from April to June, the daytemperature generally remains between 30 °C and 42 °C. The highest temperature everrecorded in Rohtak city was 47.2 °C (May 8, 1995) while the lowest recorded temperature is -0.5 °C. About 71 percent of the annual normal rainfall is received during the short south-westmonsoon period, July to September, July and August being the rainiest months.

At the time of the 2011 Census of India, 95.56% of the population in the districtspoke Hindi and 4.04% Punjabi as their first language.

District Administrative Set-up

According to the 2011 census Rohtak district had a population of 1,061,204. This gives ita ranking of 428th in India (out of a total of 640). The district had a population density of 607inhabitants per square kilometre (1,570/sq mi) . Rohtak had a sex ratio of 868 females for every1000 males, and a literacy rate of 80.4%.

The district lies in Rohtak Division having 04 no. of Tehsils namely Rohtak, Meham,Kalanaur, Sampla. The 05 no. of Community Development Blocks, namely, Rohtak, Meham,Kalanaur, Sampla and Lakhan Majra have been set up for the development of rural area. TheDistrict

c. Natural Resources Water bodies

The district area falls in Yamuna subbasin of Ganga basin, and is mainly drained by the

artificial drain No. 8 which flows from north to south. JawaharLal Nehru feeder and

Bhalaut sub Branch are main canals of the district. Bhalaut sub branch irrigate the area

falling in Kalanaur, Rohtak and Sampla blocks. The Bhiwani sub branch and Kahnaur

distributary irrigates the areas covering Kalanaur, Meham and LakhanMajra blocks.

Area under Canal irrigation is about 84193 hact. in the district.

Availability of water resources

The Jawaharlal Nehru Canal (JNC) and Bhalaut sub branch is the major source of canal

irrigation. The WJC passes through the central part of the district covering part of

Rohtak, Kalanaur and Sampla blocks. Out of 1,25,000 ha net irrigated area, 84,000 ha

is irrigated by canal and 41,000 ha is irrigated by ground water. About 32.8 % of the

irrigation is based on ground water resources. The gross irrigated area has been worked

out as 1,83,000 ha, which is 3.53% to the State total.

Forest coverageThe Total Geographical area of 1,74,500 Hectare in District Rohtak. Rohtak is ahistorical city. It was one of the 07 District when State of Haryana was carved out ofPunjab in 1966. The Division divided in Two Ranges i.e. Rohtak and Sampla which isfurther divided into 05 Block. Approximately 4600 Hectares of land is under the controlof Forest Department which constitutes 2.64 % Forest Area of Geographical area inDistrict. Most of the Forest Area in the form of strips excepts the Forest under section38.

d. Geography & DemographyRohtak is located at 28.8909°N 76.5796°E It has an average elevation of 220 metres(720 feet).It is located in the central part of Haryana. It is surrounded by Jind in North,district Rohtak in south, district Bhiwani in East and district Sonipat in the West. Thegeographical area of the district is 1,745 km2. which is 5.4% of the state share. Out of thetotal geographical area of the district, 83% is under cultivation. The main cropsare wheat, gram, sugarcane and bajra. There is no perennial river in the district.However, the district has many canals.According to the 2011 census Rohtak district had a population of 1,061,204. f. ClimateThe climate of Rohtak being Gangetic Type is hot in summer and cold in winter. Thecoldest month is January and the hottest is June. Most of the annual rainfall about 80%occurs between July and September. Annual rainfall in the study area is 500 mm to1000 mm. The remaining months are almost dry except January, which notable WildLife Population. The main crops are paddy, maize, wheat, gram and sugarcane.Occasionally receives light showers of winter rains.

(i) Solid Waste Managementa. Current status related to solid Waste management

In District Rohtak, there are 01 Corporation, 03 Municipal Committee, 05 No. ofRevenue Blocks and 147 No. of Village Panchayats presently the solid waste generatedfrom the MC areas is being collected and sent to the integrated Solid WasteManagement site at Village Sunaria, Rohtak. The wet solid waste is either composted ormicro composted. The plastic waste is collected and partly used for recycling and partlyin road laying and the inert material is disposed in the landfill sites.

As per Hon'ble NGT order dated 15.07.2019 in O.A. No.710-713/2017, thedetailed guidelines to be followed in respect of Solid Waste Management Rules, 2016are illustrated below:

(v) Hazardous Waste Management

a. Current Status related to Hazardous Waste ManagementDistrict Rohtak is known for its wet blue to electroplating, pickling, refining of used

oil, cleaning of used containers/barrels, lead recycler industrial units which generatesthe effluent carrying Hazardous Waste. Basically the Hazardous Waste mentioned atcategory 34.3 i,e. ETP sludge is mainly generated from these industries on account ofthe treatment of the industrial effluent in ETPs. Moreover Hazardous Waste mentionedat category 9.1 i,e. lead bearing residue is mainly generated from lead recyclingindustries.

There are total 294 no. of industries existing in District Rohtak and out of which122 no. of industries are generating hazardous waste, hence having potential ofgeneration of hazardous waste as listed under Schedule-I of Hazardous and OtherWastes (Management and Transboundary Movement) Rules, 2016. Further there is apotential of generation of approx. 2615.88 MT/Annum of hazardous waste from theseindustries.

The hazardous waste generated is scientifically treated and disposed as per theprovisions of Hazardous and Other Wastes (M&TBM) Rule 2016 with having agreementeither with Gujarat Environment Protection & Infrastructure Ltd. (GEPIL) which is a Statelevel single facility as a Common Hazardous Waste Treatment and Disposal facilitylocated at Village Pali, District Faridabad or through recycler of hazardous wasteauthorized by HSPCB and HSPCB is regularly monitoring the generation and disposal ofhazardous Wastes by the way of conducting monthly mandatory inspections of theseindustries.

The detail of such Industries generating Hazardous waste and obtained consentto operate under Water Act 1974 and Air Act 1981 and authorization under theprovisions of Hazardous and Other Wastes (Management and TransboundaryMovement) Rules, 2016 from HSPCB is given as follows:-

Water quality management is a commonly used and somewhat vague expression referring to the(systematic) usage of a set of technical and non-technical measures and activities, to maintain orimprove quality according to the requirements of water uses and to "protect" ecosystems.

4.2 Domestic Sewage

a. Current status related to Domestic Sewage Management in the District

In District Rohtak, Haryana, total sewage generation is around 87 MLD and there are 08 SewageTreatment Plants at a total capacity of 105.5 MLD are in operation at all Municipalities and Towns.

CPCB and HSPCB have periodically issued directions to the urban/ local bodies to set up SewageTreatment Plants (STPs) of adequate capacity including provision for sewerage system to cover the entirelocal/urban areas and the treated effluent to comply with the standards in order to prevent deterioration ofsurface, sub-surface and coastal waters.

The treated sewage, after ensuring that the prescribed standards for core parameters are met areeither used for irrigation or let into water bodies.

As per Hon‟ble NGT order dated 27.11.2018 in OA No.148/2018 directed that all the States andUnion Territories ought to prepare and furnish their action plans for utilization of treated sewage is givenbelow.

5.0 Industrial waste water management

a. Current Status related to Industrial Wastewater Management

There are total 436 no. of industries existing in District Rohtak and out of which 134 No. ofindustries are generating industrial waste water and engaged in process of sugar mills, brick kilns, leadrecycler, hot mix plant, electroplaters, pickling, used oil refiners, plywood etc.etc. Further there is apotential of generation of approx. 13.4 MLD of waste water from these industries. The waste watergenerated is scientifically treated through Effluent Treatment Plants (ETPs) and ETP sludge is beingdisposed as per the provisions of Hazardous and Other Wastes (M&TBM) Rule 2016 with havingagreement either with Gujarat Environment Protection & Infrastructure Ltd. (GEPIL) which is a Statelevel single facility as a Common Hazardous Waste Treatment and Disposal facility located at VillagePali, District Faridabad or through recycler of hazardous waste authorized by HSPCB and HSPCB isregularly monitoring the working of ETPs by the way of conducting monthly mandatory inspections ofthese industries.

In District Rohtak, Haryana, total industrial effluent generation is around 13.4 MLD and there are01 Common Effluent Treatment Plants at a total capacity of 10 MLD is in operation in District Rohtak forthe treatment of industrial effluent.

CPCB and HSPCB have periodically issued directions to the HSIIDC to set up 01 CommonEffluent Treatment Plant of adequate capacity including provision for industrial effluent cover all theindustrial areas and the treated effluent to comply with the standards in order to prevent deterioration ofsurface, sub-surface and coastal waters.

The treated effluent, after ensuring that the prescribed standards for core parameters are metare either used for irrigation or let into water bodies.

The detail of such Industries generating waste water and having obtained consent to operateunder Water Act 1974 and Air Act 1981 and authorization under the provisions of Hazardous and OtherWastes (Management and Transboundary Movement) Rules, 2016 from HSPCB is given as follows:-

Other Environmental Issues :a) Management of Solid Waste and Liquid Waste generated from unauthorized colonies

/residential complexes/commercial complexes developed by private builders. All the unauthorized colonies /residential complexes/commercial complexes developed by private

builders are in MC limits and MC has submitted proposal of the solid waste and liquid waste generatedfrom all 67 nos. wards in the respective head of environmental plan along with time lines.

b) Management of Carcasses in the rural area : Presently Deep Burial Method is being adopted in the Village panchayats and in MC Area for disposal

of the dead animals in district Rohtak and 01 slaughter house exists in the jurisdiction of District Rohak.

c) Management of solid and liquid waste generated by the poultry farms of the district: Presently 83 no of poultry farms existing in the District Rohtak.

1 no of poultry farm is having bird capacity more than 1 lac birds and obtained CTO from the Board. 82 no of poultry farm is having bird capacity less than 1 lac birds and does not requires CTO from the

Board. inventorization of the data w.r.t capacity of poultry farm, quantity of solid waste and waste water

generated by these poultry farm will be completed by 31.12.2021 and action plan for the scientificdisposal of the solid waste and waste water generated by these poultry farm will be prepared andimplemented by 30.06.2022.
