    Environmental Impact Assessment

    EIA and SEA are the most demanding EU policies in terms ofspatial dataQuestionnaire to the EIA experts in the EU-15 countries during INSPIRE preparation:– 9,500-15,000 EIAs and 2,800-4,400 SEAs are carried out

    every year in the EU-15– Average cost of preparing EIA and SEA reports is €73,000– Total cost for carrying out these environmental assessments in

    the Member States ranges between €900-1,400m– Problems related to the availability of spatial data increase the

    costs of EIA and SEA studies by, on average, nearly 13%– If all these costs could be removed savings of €120-180m per

    annum could be achieved

    DIVA Project - Spatial Information for Environmental Assessments

    The project is intended to ensure a more efficient and reliable process to environmental assessments (SEA, EIA) and environmental authorizations (IPPC), with a significant reduction of time and costs for all the stakeholders involved (private and public sector)

    Overcome difficulties faced by private companies and public administrations in carrying out assessment analysis, with regard to environmental and spatial data detection and access, and the possibility of common reference models

    Environmental authorities will be able to reduce verification time, and to avoid any further ex-post validation of the environmental reference frameworks for plans and projects.

    The process of environmental assessments and authorizations will be enhanced, in terms of clearness, rapidity and costs saving for both the enterprise and the public administration, that is, for the citizen.

    DIVA Project – Specific Objectives

    Building a proper baseline for environmental planning, verification and monitoring in the areas of interestPreparing and offering a spatial and environmental common basis for all activities, intended for istitutional and private purposes, with the aim of facilitating environmental analysis, verification procedures, and the subsequent monitoring segmentSharing technical-scientific criteria, methodologies and tools for the whole process

    Providing users with clear and effective, though not comprehensive, environmental baselines

    Use of the INSPIRE infrastructure and tools in order to share information avoiding duplication of systems

    Sharing Certified Environmental Data and Information– Locating and gathering data and information of interest

    from public administrations and private organizations– Data verification, validation and classification in compliance

    with national and international standards– Sharing available information offering a unique access point

    and free consultation– Organizing information according to environmental

    reference frameworks designed for environmental assessments, either for what concerns public administrations jurisdiction, or plans and projects conceiving

    – Defining specific data sharing agreements in order to maintain information at the most appropriate level and to allow periodical updating

    Identification and Collection

    Information produced– by or for the Directorate of Environmental Protection, in the

    sphere of all activities under its jurisdiction, or under the jurisdiction of other associated Divisions, such as the Commission for Technical Verification of the Environmental Impact;

    – by or for the Ministry of Environment and Protection of Land and Sea, in the sphere of all activities under its jurisdiction, or under the jurisdiction of any of its divisions, departments, bodies;

    – by public administrations, agencies, authorities, that can be national, regional or local;

    – by other actors, in the sphere of their activities and directly or indirectly related to environment, such as, for example, information addressed to environmental impact studies or monitoring used for environmental authorizations (EIA, SEA, IPPC).

    Objectives

    Implementation and management of an integrated platform, for sharing, managing and utilizing documental and cartographic information, both environmental and territorial, consistent with the whole process and with preiously developed projects:

    – Ensuring a spatial and environmental data system, constantly updated and reliable, representing the fundamental issue for planning and implementing ex ante actions aimed to Environment protection and safety, at a local and central level, pursuing the prevention instead of the emergency management approach

    – Making available environmental information to the widest possible public, also through the information and communication technologies (Aarhus Convention, Directive 2003/4/EC, Leg. Dec. 195/2005)

    – Developing a systematic process of data interchange and sharing inside public administration system, prefiguring the possibility of specific promotional, support and sensiblization actions.
