Could not provide exact address but could location by satellite photograph mapping with online application due to the large number of trucks parked at this location. Location is approximately four blocks off of Highway 65 by going east on NW 250 BC Highway (screen photograph shot attached).

Concern Info CP is concerned about a roof being removed from his neighbors house. He has called Catherine Reid with the KC Health Dept, Air Quality Program, and left several voicemails. Shingles are being removed from a house, a detached garage, and a storage shed on the residential property. CP believes the house was built in the 1950-1960s. The contractor started removing shingles yesterday and is placing them into an open top trailer pulled by a truck. The truck is not marked with any business information. They have already removed one load of shingles. The dust wasn't as bad yesterday as it is today because it rained yesterday. CP has photo documentation.

Concern Info Incident Report from Odessa Fire District:

"On 10/23/2016 at approximately 1523 hrs., Odessa Fire was dispatched for a unknown type fire. The location of the fire was located in Land of Lakes at the closest intersection being Greenway and Peggy Dr. Odessa brush 3 arrived to find a small pile of papers on fire. Several residences in the area had noticed suspicious activity for the past week in the area. One of the neighboring residence stated just prior to calling 911 there was a Uhaul truck on the property and it left in a hurry with the back door open. They also report a black car leaving the scene too. A license plate was provided and given to the county deputy. Another neighbor reports hearing a wood chipper on this day. There were no responsible parties on scene when fire personnel arrived.

The attached photos are evidence of our findings. There are medical records and also legal documents in several boxes. Brush 3 requested A Lafayette County deputy and also Odessa Officer 3 to the scene. I spoke with one of the neighbors and they gave me property information as being Lot 2-3 block 11 plot 1. Information was turned over to county deputies.

Odessa brush 3 extinguished the fire.

Concern Info An individual is tearing down a one and a half story house and burning it little by little onsite. The burn pile is about the size of a pickup. The house is being torn down with a grapple and approximately 80% is still standing. The caller reported he thinks this is a new owner of the property that is doing this. According to the county planner the former owner is Mary Schmidt. The burning was first noticed today. The fire department will extinguish the fire and try to get more information.

Update: Valerie L Schmidt is the property owner. She hired a contractor and told the fire department that she paid to have a dumpster on the property for proper disposal. She doesn’t know why the contractor is burning the waste. Her phone number is 816-284-7036. Call her to get details about the contractor.

Concern Info CP stated that the wastewater treatment sand filter at Woodland Elementary is and has been creating noxious odors that are then being drawn into the building and breathed by students and faculty on a daily basis. CP is concerned about the potential health impacts from the situation. Burning DRWoods Heights

Concern Info Eric Sappington from ESP called and told me that Wood Heights had called about a illegal burn that occurred on 10/25/2016 at night in an abandoned rock quarry east of town on highway 10. The company is Capital Electric and they are building power lines in the area and have rubber mats that they place on the highway. The company has taken the rubber mats back to the quarry where they are storing their equipment and have burned some treated lumber along with the rubber mats. Wood Heights FD responded to the fire and extinguished it; they have a written report and photos that will be sent to Eric and he will forward them to me. The general Forman is Matt Wiseman and he has contacted Wood Heights for a burn permit to burn the rubber mats. I called Mr. Wiseman on 10/27/2016, at 9:30 am, and left a voice mail for him to contact me about the burn permit.

Air Odors SNBlue Springs

Concern Info CP stated that very strong odors are smelt in the evenings at their home and they are unable to be outside or have their windows open. They believed the odors are coming from Pink Hill Landfill.

On 11/15/16 Jessica Collins conducted a solid waste inspection of the landfill and discovered the strong odors were coming from a leachate tank at the landfill. The landfill operator stated that since it has been dry there has not been enough leachate coming off of the landfill to flush the tank. It was recommended that the tank be flushed with fresh water to clean it out and stop the odor issues.

On 11/21/16 I contacted the CP and they stated there are still odor issues. I notified them that the source is believed to be the leachate tank at the landfill and that they were asked to flush the tank. Odors are the strongest in the evenings around 7 or 8 pm but slight odors can be smelt throughout the day.

Concern Info Certified Repair Service in Sedalia is allegedly sandblasting various tanks (propane, gasoline, diesel, etc.) outside their facility without any type of containment. They also have a paint shop that has no air handling or any type of “reclaimer”. Finally, the tipster stated that there is a “tar pit” behind the dumpster. This, apparently, is a hole they dug to dump in tar and you are supposed to be able to see it oozing up.

Concern Info Received report of illegal burn from Richmond Fire Department - 2 separate visits were made to this residence, first to inform them it was an illegal burn and the residents did not want the fire put out as they had it under control, and second to have the fire extinguished as it had gotten out of hand.

At 17:28 on 11/27/16, residents were originally found to be burning tree trunks, brush, wooden house trim, and trash. Occupants were advised that this was an illegal burn and would be turned into the MoDNR. Occupants stated that they had the firer under control and did not want it put out. Fire Dept then left the scene. At 19:14 on 11/27/16, residents called the Fire Dept back stating that the fire was out of control and wanted them to come put it out. The second visit found them to be burning tree trunks, tree limbs, brush, microwaves, plastic buckets, what appeared to be vinyl siding, plastic coolers, remnants of a mattress, plastic trash cans, plastic dog kennel, garden hose, used oil containers, and numerous other plastics and trash. Fire Dept extinguished the fire and informed that they would be reporting this to MoDNR.

(Richmond Fire Department reports for both visits were faxed to our office and can be given to whoever is assigned the concern)

I arrived at the office and spoke with Mr. Allen on December 7, 2016. He admitted to burning brush, pallets, and probably some other stuff that he was unaware of. He told me that they had a problem with dumping going on at the property and that when they burnt the pile they didn’t know it was in there.

I advised him of the applicable solid waste regulations and open burning regulation.

I arrived at the site and found a burn pile approximately 10 foot in diameter and 4 feet high. The pile contained vegetative waste, household waste, a mattress, construction and demolition waste, and other prohibited items.

Concern Info Brian Nuncy, who works at the cemetery, has been dumping and burning waste at the Memorial Gardens Cemetery since 2011. Waste consists of: household trash (from his house), paint cans, plastic bottles, food cans, wood, oil bottles, glass bottles, paper, mattress, furniture, etc. The cemetery owner is Clint Allen. CP called the Sherriff Department and they said that it's his land and he can do anything he wants. Right now there's another pile about 10'X14' X4' high. sitting at the northwest corner cemetery ready to be burned.

Comments It appears that the project of concern is exempt from the asbestos NESHAP requirements. Mr. Sleeper committed to following safe work practices during the project although he is not required to do so. No further action warranted at this time.

I contacted Mr. Dave Sleeper and informed him of the concern call. Mr. Sleeper told me he owns one of the four units attached to the townhome. He told me his maintenance worker was going to remove the disturbed ceiling texture in the bedroom and hall area on the upper floor. I told Mr. Sleeper that the project is exempt from the NESHAP requirements because it is a residential structure containing four or less units. I discussed proper work practices regarding removing and disposing of the popcorn texture. Mr. Sleeper told me the maintenance worker would wear a mask while conducting the work. He told me the ceiling texture would be thoroughly wetted when removing it. He told me he would isolate the area with plastic and cover any vents in the area. He also told me that the waste material would be double bagged and taken to a landfill for proper disposal. I recommended that he conduct air sampling after the work was completed. He told me he would contact me if he had any questions or concerns during the project. I contacted the concerned party and discussed the results of my findings.

Asbestos CWBlue Springs

Concern Info Concerned party reports the past landlord is going to abate some asbestos containing popcorn ceiling texture at her old residence. She is concerned that the landlord will abate and dispose of the waste improperly. The landlord owns one of the four attached units at a townhome. The ceiling texture started peeling off and falling to the floor on the upper floor of the unit. She ordered an asbestos sampling kit, collected samples, and sent them to a lab. The results of the popcorn texture came back positive and contains 4% chrysotile asbestos.

Concern Info Caller said that he had called the Health Department who referred him to DNR. The caller said that smoke was coming into his store and it has been ongoing but yesterday was the worst. He rated the odor a 5 on a scale 1 to 5 but said it usually is a 3. He said that it is coming from a restaurant called Tanner's. His store is located to the north of the restaurant. They moved their smoker the first of the year to make room for a patio section. He said it is worse on the days Saturday, Friday and Wednesday but yesterday (which was a Monday) was worse.

Concern Info Caller said that he called the EPA and they told him to call DNR. The caller said that he lives in an apartment in downtown KC called Towerside Apartments. In the last couple of weeks there has been construction going on inside the apartment including jackhammering the floors and tearing down walls causing dust to be everywhere within the apartment building. He said that he has seen black mold and that because the building is so old (built in 1918), he thinks that lead is possibly in the dust from the construction. The current management company, as of a month ago, is ARKC Management. He said that the tenants were given no notice concerning the construction and are supposed to be out of their apartments by the 31st of the month. He said that he knows of 4 people including himself that are sick because of the dust.

Concern Info Caller reports someone is burning rubber at a house and has been burning for the last three days. The burning occurs mostly at night though it is burning right now (4 p.m.). Caller believes they may be burning copper wire. There was at least 1 tire burned also. The burning is thought to be conducted by an adult son of the property owner, Larry Dawson. The caller does not know the son's name. There may be a friend of the son also conducting the burning. The burning seems to take place when there are extra vehicles around.

Stated that they recently redid their roof and kitchen and burned all the remodeling waste and shingles. Also stated that they have a large pile of household waste constantly smoldering in their yard. Also stated they have a large pile of furniture and appliances in their back yard with trees growing around it that they intend to burn it sometime in the future. Several junk cars and sheds full of trash also on the property.

Concern Info Caller reports that a guy has been burning something noxious like plastic or rubber for the last 1.5 weeks daily. This site is located near Holts Summit on Cedar Lane. It is the fourth house on the right and usually has a silver car and black truck in the driveway with candy corn in the yard.

Joe issued a LOW to a guy on this road recently and Pete may have been nearby too.

Concern Info A building was demolished and was observed burning on Sunday October 23 on Highway 87 in Prairie Home. The waste has been separated into piles and was smoking. The building may or may not have been subject to asbestos requirements. No demolition notification has been submitted for the site.

Concern Info Caller states the old women's prison is being demolished. Caller states the contractor is hauling brick, floor tile, pipes and other possible asbestos containing materials off site to a location near where the fire department has a training site. Caller states many of the pipes being hauled off have asbestos wrapping on them. Caller is worried about possible asbestos contamination.

Notification #A6966-2016 - abatement project was finished on 10-28-16. Pipes were being painted white after abatement.

The caller could see flames and black smoke but was unable to see the debris being burned. The caller reported that burning had taken place here previously but that this was the first time that the smoke was black and had a strong smell like burning plastic. When the caller called the sheriff's department, they were informed that the person conducting the burning notified the sheriff's department that they were doing a "controlled burn." I contacted the sheriff's department to obtain the name and contact information of the potential responsible party. Comments I investigated this open burning concern on 10/25/16 at Buckman Laboratories. Buckman is a manufacturer of specialty chemicals for water treatment, pulp and paper, and the leather industries. They were unaware of any recent open burning in the area, although they stated that residents west of the facility are known to burn their household waste. There was no sign of burning at Buckman Laboratories. Buckman did obtain a burn permit for land clearing in July 2016 for a recently acquired adjacent property located at 15400 Highway 47. The permit was in effect for 60 days and expired on 9/9/16. See the attached application for permit to open burn vegetative or untreated wood. Mr. Lamb of Buckman stated that they haven't burned anything on the property since this burn permit was in effect.

I continued with performing an air compliance inspection at Buckman Laboratories and found no compliance issues at the facility.

No further investigation required on this concern at this time.

I monitored the area from 10:40 a.m. to 12:00 p.m. and then from 1:10 p.m. to 1:30 p.m.Several dump trucks were noted hauling dirt from the fenced property. The trucks were loaded by a bulldozer with a scoop attachment that was used to scoop up and lift the dirt and empty it on to the dump trucks. There were some cattle grazing on the property. The haul road in use in this part of the property has a gate to allow trucks to leave. No violation of Missouri Air Conservation Commission rule 10 Code of State Regulations 10-6.170 Restriction of Particulate Matter to the Ambient Air Beyond the Premises of Origin was observed. I returned to the site on November 30, 2016, to check for further developments. The site was muddy from recent rainfall and no activity was noted. I telephoned Mr. Charles Heisserer on December 2, 2016, Mr. Heisserer stated that since his last telephone discussion with me (on October 20, 2016) that when the wind is out of the south they have been watering the haul road to try to keep down dust whenever dirt is being hauled.

This facility produces agriculture lime for farming. This product can not be watered after it has been crushed. The primary and secondary crusher have spray bars attached to the machinery. Strack Stone is also utilizing their Dust Boss. Strack Stone has a ag-lime pile located on the opposite side of the property from the concerned party. This is approximately 900 yards from the concerned party primary residence.

Dust was not leaving the property boundary of Strack Stone.

Comments I investigated this concern on November 10th around 10:00 a.m. and there was none to very faint odors of the landfill around the surrounding property. The odor was not great enough to detect anything through use of the nasal ranger. I also stopped by the adjacent quarry office and asked them about landfill odors. She stated that they do smell the landfill frequently, about 2-3 times/week depending on weather conditions and is usually greater in the mornings on these days. However, it fades away and doesn’t last all day. The only location that I detected the landfill odor was just south of the quarry on Oak Hill Road with the windows down. I stopped, but the odor faded away before using the nasal ranger. The odor was faint, but enough to smell the landfill for a brief few seconds.

I then proceeded to Prairie Valley landfill to perform a routine air compliance inspection. There were no air compliance concerns observed or noted otherwise at the time of inspection/investigation. Landfill operations were normal and the landfill director of operations stated that they cover the active area at the end of each day with 30 yards of dirt or sometimes with a tarp, weather permitting. At the end of the week, they always cover with dirt for over the weekends.

On November 18th, I again performed an odor survey around the surrounding area and did not detect any landfill odors. See the attachment. The weather conditions were 66°, Mostly Cloudy, Winds from the SSW @ 16mph and Humidity of 69%.

No violations observed. No further investigation on this concern at this time.

Comments On November 16th I investigated this odor concern. I have previously performed an odor survey around the surrounding area of the landfill and used these same designated spots to try and detect an odor at each location. See the attached map of the designated areas and the attached odor survey. There was only a faint odor at the two locations nearest the landfill at the time of investigation. The odors however, were not able to be detected through use of the nasal ranger. I then found Thunder Ridge Road which is the entrance into Lake Forest Farms off of Hwy WW just 1-2 miles north of the landfill. I drove approximately a mile past a couple houses with the windows down and did not detect odors of any kind at the time of investigation.

I also received an email from the concerned party about H2S odors that he and other property owners smell on a regular basis. Our solid waste inspector should or may have already contacted you in regards to your questions on testing air samples and such.

No violations observed. No further investigation on this concern at this time.

Comments On 11/8/16, Gary from Royal Oak in Summersville contacted the Southeast Regional Office of the Department of Natural Resources to report that their burners would be down for cleaning and should be back up later in the afternoon.

On 11/9/16, I performed an air compliance inspection at Royal Oak and observed a great deal of black smoke. I was informed that the pipes over the kilns were plugged and were being cleaned out. The manager, Mr. Gary Birdsong stated that it's not normally smoking as it was at the time of inspection.

On 11/22/16, I drove past the facility and did not observe black smoke leaving the property, only some in the air from truck traffic on site. I again drove past the facility on 11/29/16 and only observed some black smoke from truck traffic on the property.

On 12/2/16, I sent an email to my contact with Royal Oak out of West Plains after not being able to make contact by phone to the Summersville facility about the concern. Mr. Bryan Matt responded and contacted me on 12/5/16 about the black smoke concern. He stated that he was on site 11/29 and 11/30 and said there were no great amounts of black smoke to be of concern and that the pipes were all cleaned out and everything should be good to go now.

This facility produces agriculture lime for farming. This product can not be watered after it has been crushed. The primary and secondary crusher have spray bars attached to the machinery. Strack Stone is also utilizing their Dust Boss. Strack Stone has a ag-lime pile located on the opposite side of the property from the concerned party. This is approximately 900 yards from the concerned party primary residence.

Haul roads are watered by pumping from Hubble Creek into the water truck by Corps of Engineers permit and from the quarry pit when available.

He told me to go out at night and shine a flashlight at my place of residence, that the particles are most likely there as well and not only at his property.

Comments On December 6, 2016 I visited King Quarry for an air compliance inspection along with another inspector performing a wastewater inspection. I talked with the owners about the aerial photography and the "white" look on the trees. Mr. Crider informed me that the north wind in the winter blows across the quarry and must be contributing to the dust on the trees to the south of the plant. I asked if they watered the roads and he stated that they haven't had to with how the quarry sits down farther, but on occasion will use the loader bucket to water certain areas. The entrance to the quarry is paved to the office and then gravel down into the quarry. He stated it hasn't ever been a problem. I suggested that watering records should be kept which can/should include rainfall amounts. Could not see dust or the "white" look on the trees from ground level. See photos below.

Concern Info Mr. Sommers called to follow-up on a complaint that I had investigated in 2015 (Concern #4,814, ACE# 23018, 4/16/2015) about buses and trucks idling at the Drury Inn, while parked in the hotel parking lot directly adjacent to his home. His new complaint regarding idling on 11/17/2016: two busses were idling about 100 feet from his house. After about 20 minutes he called the Drury Inn front desk and described the problem and asked to speak to the manager as was determined to be the initial action after the incident last year. The Drury employees were not cooperative and explained that the buses had dropped off some kids and were waiting for them to get back on the bus to take them to the mall. The bus continued to idle, Mr. Summers estimated for about 45 minutes total. He stated that the bus company was Cline, bus numbers 809 & 861, and their company phone number is 800-233-5307. Noise from idling buses and trucks can disturb his family after his young child has gone to sleep and fumes from exhaust can enter their house and affect their asthma.

Comments On October 25, 2016 a site visit was conducted to determine if solid waste was being brought into the property and burned. Upon arrival to the location I observed the yard to be well kept with no scattered trash seen in the area. It was confirmed that no one was home at the time of the visit so I left a business card at the front door asking for a call back.

On October 26, 2016 I received a call from Mr. Kenny Davis. Mr. Davis was informed of the concern and allegations. Mr. Davis informed me he has burnt his trash in the past which I told him if it was his household waste then he could legally do this. I advised him he was not allowed to bring in trash from other persons and burn it. This waste would need to go to a landfill or transfer station. Mr. Davis agreed and stated he would provide me receipts showing future disposal. No violations were found at time of site visit. Mr. Davis was educated on the Missouri Solid Waste Law and will be given a door hanger packet for more education.

Comments Prior to the investigation, I reviewed the files for the facility to familiarize myself with the requirements specific to this facility. The investigation was conducted during normal business hours. Prior notification of the investigation was not provided.

I arrived at the site and drove around the accessible perimeter to do a cursory observation of the facility. The source of the concern could be seen from the roadway we observed large piles of waste from the roadside flea market scattered across the property (Photographs 2, 3, and 4). Matthew Knight and I moved to the front doors of the property, to get into contact with the current resident. After knocking on the door, no one answered the door. A business card was left and we moved back to the road to document the property from the public roadway. During the documentation I observed two burn piles on the property (Photograph 1). The first one was located behind a small hill near the residents building. The second was located further up on the central staging area for the flea market. After documenting the property, we moved back to the vehicle, ending our investigation. Mr. Sosa made contact with the department after retrieving the card left at the property where I informed him that the burning taking place on his property was illegal. Mr. Sosa stated that he had been renting the property to a Mr. Matthew Wise, who is currently incarcerated. Mr. Sosa was in contact with the Sheriff’s Department who stated that the material on the property was Mr. Wise’s and that he could not dispose of it. Mr. Sosa will be working with Matthew Knight in cleaning up the property. I told Mr. Sosa that the burned remains of the material needed to be cleaned up and disposed of properly. Mr. Sosa agreed and offered any help he could.Low Issued

Concern Info On October 12, 2016, I observed illegal dumping and burning being conducted on Highway 76/South 265, 1.5-2 miles east of the intersection of Highway 76 and Business Highway 13 in Branson West. The burning is being done on the site of an outdoor “flea market” located on the south side of 76/265, just west of (and next to) the turnoff to the Acorn Acres RV Park (there’s a large yellow sign on the south side of the road with the RV Park name on it). I will send an e-mail with a couple of photos showing the material and the burning. At the time I was on my way to a meeting and training in Branson West. When I got to City Hall, I inquired with the City staff about the property. The operation was known to City staff, and they said they had gotten complaints about it. They were unable to take action on this property since it is outside of the Branson West city limits. While I was there, they looked up on the assessor’s map for the county and found the property is owned by Andrea and Marco Sosa, address is: 29 Acorn Acres Lane, Branson West. Concern Info Odors at NF Protein, Mayor Brian Leonard stated that after adjourning their meeting he had several calls on the plant smelling. He went to check it out and the wind was out of the south-southeast. Several people were smelling it in town. He drove by the south side of the bldg and could not smell it, but as he drove by the west side, the north-west corner doors were open and smoke was coming out of the stack. The smell was rancid and pungent. The smell appeared to be coming from the north side of the bldg and then rising up into the air so you can't smell it unless you are right next to the plant.

Concern Info Caller said there is a terrible odor coming from protein plant in Joplin on 32nd street. He said it is very bad on days when the wind is from the south. His house is approximately 1/2 mile from the plant, he said this weekend, Saturday the 22nd they had to leave town with out-of-town guests as the smell was so bad. Also said they had to relocate a company picnic several weeks ago due to the odor. Caller went to the plant and talked to the plant manager, who told him the situation was being addressed and should be better in approximately 3 weeks, but is has not gotten better. Caller also called the city, said the city investigated. He called the city again and was told to call the health department. He called the health department and was told to call the city…. He said he just picked up a newspaper and saw an article about what is being done in Nevada for odor and wants to know why nothing is being done for the odor in Joplin. Caller said he thought the name of the plant was KD protein but said the business doesn't post a sign saying its name.

I arrived to the site and drove around the accessible perimeter to do a cursory observation of the home. I then knocked on the door of the residence requesting the current resident of the home to meet with me to conduct the investigation. Ms. Carol Mills answered the door and I presented my credentials and explained the investigation procedure.

Ms. Carol Mills then decided to stay in the house and allowed me to move to the side yard and investigate the burn pile. During the investigation I observed a single burn pile that included furniture. The pile was eight feet wide and thirteen feet long. With the furniture the pile also contained a large amount of household trash, as well as some brush. Sitting fifteen feet away from the burn pile was a small trailer with two couches not yet burned. After documenting the area, I moved back to the front of the home and explained that open burning of furniture is illegal. I also informed Ms. Mills that burning of household trash is only legal in locations zoned as agricultural zones, or listed on the assessors page as A-1. After locating the assessors page, the property is listed as R-1, or residential, making the burning of household waste illegal. Dear Commissioners, I am writing to try to get help for our residential neighborhood in northern Greene County. I have contacted other departments and have received no help to get this problem stopped. There is a resident on our street who is hauling trash from somewhere else (assorted garbage, aerosol cans, plastic, anything and everything INCLUDING upholstered furniture) to his property and burning it out in the open. As you can imagine this creates all kinds of noxious smoke that is a hazard to everyone. The homes in our neighborhood are on approx acre lots so when this resident starts burning we are all affected by it and can not even step outside without feeling sick from the smell. Not to mention this burning is taking place less than 100 feet from an active sink hole (what I mean by active is that it fills up during heavy rains and drains rather quickly once rain stops), a sinkhole that no doubts drains down into our underground waterways which considering where our neighborhood is most likely goes straight to Springfields' water supply at Fulbright Springs. I arrived to the site and drove around the accessible perimeter to do a cursory observation of the property. I then entered the property requesting the contractor manager to meet with me to conduct the investigation. I presented my credentials and explained the investigation procedure. I began the inspection by reviewing the contractor’s information with Mr. Jeremy Willmon. I found that the facility had not submitted their application for an open burning permit as required. Mr. Willmon stated that he had been land clearing all of the brush, leaves and grass on the property to open burn. Mr. Willmon also stated that 12 loads of trees had been removed to Hansen’s commercial tree facility. Mr. Willmon then joined me for the visual investigation of the burn pile. During the investigation I observed two separate burn piles of mulched vegetative waste. These piles were smoldering slowly and causing an abundant amount of smoke. I informed Mr. Willmon of this and stated that the fire must be put out, and the vegetative waste disposed of properly. Mr. Willmon agreed to stop open burning and instead spread the mulch around the property. I informed him that a letter of warning would be drafted and sent to him and that a response would be required. I then left the property, ending my investigation. LOW Issued

He claimed that the fire he had burned was a recreational fire and that he told the fire department before conducting the burn. In the report it states that he did call ahead of time to inform the fire department. According to the report by the fire department, the pile was 30 yards long, and 10 feet high. It also states that the entirety of the pile was on fire by the time the department arrived. The department also called in the Greene County Sheriffs Department to assist with the call. During the site visit, Mr. Galinski was able to provide a large number of Hanson's receipts to help prove that his commercial tree trimmings are being disposed of properly. However, Mr. Galinski has been told before that open burning when running a business out of his home is not allowed due to confusion of what is trade waste, and what is personal waste on site. Due to the fire departments response and the concerns the neighboring homes have had, the department will be issuing a NOV to Affordable Heights Tree Trimming Service. NOV Issued due to violations on multiple occasions.

Comments On December 28, 2016 I arrived at the location of 5896 County Lane 305, Carl Junction, Missouri. Upon arrival I observed a pile of household waste on the south side of a mobile home. I proceeded to knock on the door and could here numerous dogs barking with someone yelling at them to shut up. A few minute's later a lady opened the door I later identified at Mrs. Sherry Commer. I advised Mrs. Commer the reason for my visit. She became very irritated and yelled she had no money for trash service. I told her she was allowed to dispose of her own household waste but if it scattered off the property then I would be called back out and enforcement would begin. I gave her a door hanger bag provided by SWRO and a business card. She then went back into the mobile home. No further action is needed at this time. The waste in question is on her property along with several mobile homes being used for storage.

There is no trash service that has ever been seen that comes to her home on a weekly basis. The trash is piled up in visible sight at the end of her driveway and in front of her trailer. The odor is becoming overwhelming & the rodents and roaches have also increased as a result. It is an eyesore to the rest of the neighborhood and is decreasing the value of all of our properties.
