RAHIM YAR KHAN - Pak-istan Tehreek-e-Insaf (PTI)chairman Imran Khan on Sun-day demanded a judicial com-mission to probe the allegationsof rigging in general elections2013, adding that Nawaz Sharifcan remain Prime Minister ifthe inquiry is apt.

Pakistan Tehreek-i-Insaaf(PTI) Chairman Imran Khan onSunday said that members ofthe Inter-Services Intelligence(ISI) and Military Intelligence(MI) should should sit on acommission headed by theSupreme Court to investigaterigging in the 2013 GeneralElections.

While addressing a largepublic gathering in Rahim YarKhan, the PTI chief said that2013 General Elections wereconducted in a free and fair

manner. He said that the gov-ernment should set up the com-mission by November 30.

“People from MI and theISI should also sit in the com-mission,” the PTI leader said.He said that the commissionshould take six weeks to inves-tigate alleged rigging in theelection.

“If the commission givesthe decision the rigging tookplace, then Nawaz Sharif has tohand in his resignation,” ImranKhan said. ‘I spent spent eightdays in jail in Dera Gazi Khanfor the independence of thejudiciary,” Imran said.

Pakistan Tehreek-e-Insaf(PTI) Chairman, Imran KhanSunday proposed a programmeto the government to end thepolitical stalemate.

Addressing a public rallyhere at Khawaja Farid Collegeground, Imran Khan proposed

to get the charges of riggingprobed through a judicial com-mission formed under theSupreme Court. The commis-sion, he said, should alsoinclude members from ISI andMI.

He said the government hastime till November 30 to formthis commission tasked to com-plete its investigation in 4 to 6weeks. The head of the com-mission can be appointed byboth sides, he added.

Imran said his party’s ongo-ing sit-in will continue as it isduring the period of the probeand Prime Minister NawazSharif can also continue toremain in his office. Top militantamong 13 killed

in KhyberAgency

RAWALPINDI – At least 13terrorists, including an impor-tant militant commander, werekilled and 10 hideoutsdestroyed in airstrikes of thesecurity forces’ jets here onSunday.

The Inter-Services PublicRelations (ISPR) said that jetfighters of the Pakistan Armytargeted the suspected hide-outs of militants in Akakhelarea of Tirah Valley in KhyberAgency. As a result of aerialstrikes, 13 terrorists werereported killed and severalothers were injured and 10hideouts were razed to ground.The ISPR said a key militantcommander involved in train-ing the militants for carryingout terror attacks in settledareas and two suicide bomberswere also among the terroristskilled in the action.

Security forces killed fiveterrorists of banned Lashkar-e-Islam in Akakhel area of Teravalley in Khyber Agency onSunday. Security sources said,in the action, top terrorist ofthe banned outfit CommanderMunawar was also killed.

Meanwhile, a volunteer ofAman Lashkar lost his life inclash with terrorists in NeeryBaba area of Tera vally. Onemilitant was also killed. Onthe other hand, Aman Lashkar(peace militia) took control ofShalobar area of tehsil Baraand wipe out house of threemilitant commanders.

MUSCAT - With two weeks to a deadlinefor a breakthrough deal, senior envoys ofIran, the United States and EuropeanUnion met in Oman on Sunday to tacklestumbling blocks in efforts to defuse thestandoff over Tehran's nuclear program.

Reiterating Iran's official line, AliAkbar Velayati, a top aide to SupremeLeader Ayatollah Ali Khamenei, was quot-ed by Iranian media as saying the IslamicRepublic would not abandon its nuclear"rights" but was committed to the negotia-tions under Khamenei's leadership.

Western countries and close U.S. allyIsrael suspect Iran has covertly sought todevelop the means to build nuclearweapons, and a decade-long confrontationover the issue has raised the risk of a widerwar in the volatile Middle East. The dis-cussions, between Iranian Foreign Minis-ter Mohammad Javad Zarif, U.S. Secretaryof State John Kerry and EU envoy Cather-ine Ashton, aim to put verifiable limits onIran’s uranium enrichment work - and anyother potential path to a nuclear weapon -in return for a gradual lifting of sanctions.

The negotiations at a luxury hotelappeared to be intense. The Iranian, U.S.and European delegations met from 11:30a.m. to 2:30 p.m. local time, broke forlunch and consultations, and thenresumed three-way talks just before 6p.m. (1400 GMT). Iran denies any secretnuclear weapons agenda, saying it wantspeaceful nuclear energy only, but hasrefused to curb enrichment capacity andhas been hit by damaging U.S., EU andU.N. The thorniest unresolved issues arethe size of Iran's enrichment program, thelength of any long-term agreement andthe pace at which international sanctionswould be phased out, according to West-ern and Iranian diplomats involved in thenegotiations. Washington also wantsintensive verification and monitoringmeasures to ensure Iran is living up to itsend of the bargain.

As Kerry arrived in Oman, a seniorU.S. official said the three-way talkswould be "an important meeting," with

the focus on making progress in order tomeet the deadline. U.S. officials saymajor gaps still remain in negotiatingpositions. Kerry said last week that theUnited States and its partners were notcontemplating an extension of the Nov.24 deadline, although he held out the pos-sibility that negotiations could go beyondthat date if major issues were resolvedand there were only technical details towrap up.

Speaking to Iranian state television onhis arrival in the Omani capital Muscat onSaturday night, Zarif reiterated that sanc-tions imposed on Iran had brought "noresult" for the West. "If the West is inter-ested in reaching such a solution, there ispossibility to find a solution and to reachan understanding before November 24,"he said.

BEIJING - Chinese PresidentXi Jinping called for efforts tocreate and fulfill an Asia-Pacif-ic dream here Sunday, sayingChina's economy will bringhuge opportunities and benefitsto the region and the world.

He made the remarks whileaddressing the Asia-PacificEconomic Cooperation (APEC)CEO Summit, which attractedover 1,500 business peoplefrom 21 APEC membereconomies and 17 other coun-tries and regions.

The Asia-Pacific has astrong impetus for developmentand a bright future, with a risingstanding in the world, but theregion now stands "at a cross-roads", Xi said.

He listed several chal-lenges facing the region, suchas lingering impacts of theinternational financial crisis,fragile recovery in someeconomies, the daunting tasksof raising economic equalityand efficiency, as well as differ-ent directions and priorities inaccelerating the regional eco-nomic integration process. "Thedevelopment prospect of ourregion hinges on the decisionsand actions we take today," hesaid. "We are duty-bound tocreate and fulfill an Asia-Pacif-ic dream for our people."

Ajmal undergoes unofficial testingS

AEED Ajmal, Pakistan'ssuspended offspinner, willundergo unofficial testingon his remodelled bowling

action at Loughborough Universityon Monday. Based on results fromhis unofficial testing, the PCBintends to apply to the ICC for anofficial reassessment ahead of the2015 World Cup.

Over the last one month Ajmalhas been working on his action atthe National Cricket Academy inLahore, under the supervision offormer Pakistan offspinner SaqlainMushtaq. Ajmal is reckoned tohave significantly reduced the flexin his elbow, though any change isyet to be measured since he hasbeen working without the aid of abiomechanics lab at the NCA.

Ajmal will depart for Englandon November 8, and will undergotesting by Dr. Mark King, a mem-ber of the ICC Panel of HumanMovement Specialists, on Novem-ber 10 at Loughborough, the ICC'slatest accredited unit for testingillegal bowling actions.

"I have made some changes tomy action and I am comfortable

with the new action," Ajmal said atthe NCA on Thursday. "I am alsoconfident whenever I am back Iwill be as effective as before. Ihave already undergone someinformal tests under the supervi-sion of our experts so I am going toEngland confident of clearing thetests."

Ajmal, who turned 37 lastmonth, was suspended from bowl-ing in international cricket by theICC in September. Prabharkaran was howev-er, not pleased with the share of spoils thatlocal RAW operatives were giving toLTTE in comparison with its rival militantterrorist groups TELO, EROS, EPRLF,and TEA. He thus asked for Haider’s inter-vention, upon which the former arranged ameeting of Prabharkran with the officialsof Indian Intelligence Bureau (IIB). Thustraining of LTTE was shifted to IIB fromRAW. This created an inter intelligenceagency rivalry and according to Haider,RAW was behind attacks by Tamil ElamLiberation Organization (TELO) and ElamPeople’s Revolutionary Liberation Front(EPRLF) on LTTE.

Former Advisor (to Mrs. Gandhi) K.Mohandas in his affidavit number 64/92-JCI disclosed to the Jain Commissionthat Military training to LTTE was pro-vided by central agencies in Union gov-ernment controlled camps in the states ofTamil Nadu, Karnatka, Uttar Pardesh,Kerala, New Delhi and elsewhere.According to Mohandas militants weretrained, armed and launched into SriLanka to carry out subversion andattacks. Perhaps his most shocking reve-lation was that the LTTE and other mili-tant groups were also provided trainingin the Indian Military Academy DehraDun, which incidentally is the basic mil-itary training institution for officers ofIndian army. This all was happening dueto the then emerging nexus of Hindutvaand the Indian army and country’s secret

agencies while the things have takenhigh dimensions in today’s era.

Col Purohitprocured by him from the Army Ordi-nance Depot in the Indian OccupiedKashmir (IOK). The investigations fur-ther reveal that the sophisticated lockingmechanism used by the Indian Army wasemployed for all these blasts. Accordingto the official Indian sources, the Hin-dutva terror outfits were trained in mak-ing sophisticated Low Intensity Explo-sive Devices by the Army which arevery lethal and effective but require lessquantity of explosive material and samewere used to trigger inferno in theSamjhota Express. The same batch ofSIM cards used in numerous blasts byAbhinav Bharat pointed to the link up ofMI and the Hindutva terrorist outfit.Narayanan who in his capacity as NSAwas the overall Chief of IB, RAW andJoint Intelligence, simply hushed up thisvery issue and the most significant pointof the high level investigations under hiscommand.

The Daily Mail’s findings indicatethat more than one-and-half year afterSamjhota Express blasts, another low-intensity bomb with powerful impactexploded in the small town of Malegaon,Maharashtra, on 29 September 2008,leaving six dead and several injured. He had alsoheaded the BJP’s ex-servicemen’s cell inMumbai. The biggest fish was however,netted by Karkare on November 5, 2008,merely days ahead of 26/11 Mumbaiattack, the first ever serving army officer,Lt. Col Purohit, belonging to MI, wasarrested for procuring the RDX used inthe blast. Arrest of Purohit however,proved more than Karkare could handlefor he was later assassinated by Hindutvaterrorists under the cover of Mumbaiattack on 26/11. Congress Party’s SeniorSecretary General Digvijay Singh hasproved beyond doubts by showing phonerecords that Karkare called him merely afew hours before being assassinated say-ing that he feared for his life as he wasbeing threatened of dire consequences ifhe did not stop probe into the terroristactivities of MI and Saffron terrorist syn-dicates. Karkare requested assurance ofsecurity and safety for himself and hisfamily requesting Digvijay to talk to theCongress high command. According toDigvijay his first reaction when he heardthe news of Karkare’s assassination was“oh my God they (Saffron terrorists)have killed him”

Recovered Audio Tapes expose MI-Hindutva nexus

The Daily Mail’s findings reveal thatKarkare hit a minefield with the arrest ofanother Saffron operative SwamiDayanand Pandey alias ShankarAcharya-Shukhakar Dwivedi, on 14November 2008 that completelyexposed the MI and Abhinav Bharatlink. Swami Pandey had a habit ofrecording all his conversations with his

co-conspirators on his laptop. The ATSretrieved three videos and 37 audiotapes.These proved to be an unprecedentedsource of information. On 21 November2008, 5-days before 26/11 attack,Karkare questioned Pune’s RSS leaderShyam Apte, named in the tapes. By nowRSS and Army were screaming callingKarakare’s line of investigations “blas-phemous”.

The Audio tapes revealed a chillinglandscape. Political bigwigs, RSS func-tionaries, Sangh Parivar activists, Hin-dutva terrorist outfits, as well as servingand retired Indian army officers allformed an integral part of the conspira-cy. The tapes spilled vitriolic hate forPakistan, Muslims and even Hindus whodid not subscribe to their ultra right-wing communal vision. The Group hadset up Abhinav Bharat with the intentionof infiltrating and subverting every insti-tution in the country, particularly theArmed Forces, bureaucracy, media, TV,films and civil society.

The Daily Mail’s investigationsreveal that there are a total of ten servingand retired Indian army officers, whosenames figure in these tapes. There arehowever, clear indications that the net-work has deep institutional roots in Indi-an army from top officers to the low lev-els of ordinary soldiers. At least four ofthe officers, named in the recordingshave an MI background. Apart from Lt.Col Purohit and Maj Upadhyay, there are

names of General JJ Singh -Purohit’smentor in Maratha Regiment, BrigMathur (full name not known, but hewas apparently posted at Deolali Can-tonment near Nashik); Col HasmukhPatel. A JNU graduate, Patel was com-missioned into the Infantry Jat Regimentand later detailed with the MI. He is aspecialist in threat analysis, backgroundchecks, physical- electronic-aviationsecurity, vigilance, investigations, disas-ter management, negotiation and lossprevention. The investigators are under-stood to have questioned him recently.Col Shailesh Raikar is a retired com-mandant, who belonged to the MarathaRegiment. According to the recordings,Raikar was commander of the BhoslaMilitary Academy in Nashik. He provid-ed academy facilities to Purohit andother Abhinav Bharat members forweapons training. Others named in thetapes are Col. Aditya Bappaditya Dhar ;Maj. Nitin Joshi and Maj. PrayagModak. No concrete action is yet to beinitiated by the investigators againstthem. Apart from these men, there is aBrig. Lajpat Prajwal, posted on deputa-tion with the Nepal Army. According tothe tapes, Purohit and Brig Prajwal hadtrained together at Indian Military Acad-emy (IMA) and that Purohit was in con-stant touch with him for logistic support.

The Daily Mail’s investigations indi-cate that it has also been revealed thatLt. Col Purohit speaks in the recordingsof sending thousands to Israel and Nepalfor terrorist training. According to oneMaharashtra ATS official “most of whatPurohit says on the tapes about sendingpeople to Nepal and Israel for trainingwasn’t taken seriously, and deliberatelyoverlooked” adding “the entire truth onPurohit is still not out.” These recordedconversations between Lt. Col Dhar: “We must aim for milita-rization of the organization (AbhinavBharat). Every member at all levels musthave a basic knowledge of weapons. Wehave partially done it so far. We shouldindoctrinate them with our ideology. Weshould establish an academy for ideo-logical indoctrination. At the end of thecourse, each member will be tested andonly those who pass will be finallyadmitted to the organization. The levelof testing is when he will be tried in‘action’. Then our organization willpropagate establishment of Ram Rajyah(mythological kingdom of Hindu GodRam) called Abhinav Bharat (DominantIndia). There will be a uniform code ofconduct irrespective of any caste.Reporting channels like those in thearmed forces will be established. Thiswill ensure the smooth flow of informa-tion and passing of orders. An HonourCourt Committee will exist at all levels.This will ensure strict adherence tomoral and ethical behaviour as decidedby the core group by all the membersbased on our Vedas (Compilation ofHindu Preaching).” Purohit thus pre-sented a completed recipe of a religious-fascist organization.

PANDEY: What if this organizationis banned?

APTE: We will give it an interna-tional aspect... and a covert name. Wehave to fight. See, if you aren’t a Hindu,you are my enemy. I will be unsafe if youare alive… Obviously, this was not justempty bragging.

We have got a listof top 5-6 Maoist financers. You knowone Assam DIG had informed me abouttwo Maoists who had arrived in Delhi tokill me. We caught them at the VasantKunj Civic Centre. We kept them in oursecret place at Munirka through thenight. You know we have encroachedupon a property in Munirka that hassewer lid inside the house. We got theinformation out of them, then killed themand threw them in the gutter.”

Col Purohithad learned Arabic at the Army Educa-tion Corps Training Centre and Collegein Pachmarhi, Madhya Pradesh, in orderto coordinate with Al-Qaeda and Arab-Afghans. The disclosures of Lt. He said that despite the fact that no single per-son at any level, all over Pakistan, ever supportedor appreciated the tragic 26/11 incident and insteaddeeply condemned this gory episode, yet, certainIndian media houses and prominent individualanchorpersons and print media journalists createdan atmosphere to convince the entire Indian nationthat it was the Pakistani nation that was responsi-ble for 26/11. “Well who can call it responsible orsubstantial journalism? This was merely the jour-nalism at its worst. In such a sensitive scenario,Indian media, that is perhaps the biggest and theoldest in the region and has otherwise a very pro-found background, starting from British rule era,should have shown some little level of responsibil-ity while on the other side, a rather minnow, Pak-istani media, showed great responsibility and keptits cool. I believe that the stronger and the vibrantIndian media is, it must display the matching andbefitting maturity and responsibility. There was atime when both Pakistani media and Pakistani gov-ernment used to blame India or it’s RAW for everybad thing happening in Pakistan. But that was tillthe 80s and 90s. It is no more there.

Now, Pakistani media, showing maturity andresponsibility, do not jump straightaway to the con-clusion of blaming India for every evil happeninghere, even amidst very strong doubts about thesame and so have been doing the governments atIslamabad. May be this is because we have real-

ized that it is not India and its RAW or IB alone asmany other foreign agencies and elements are alsocausing troubles in Pakistan or maybe we, the Pak-istani media, have gone too cautious in getting intoa blame game, to save our credibility and reputa-tion across the world. But it is a fact; In Pakistan,you would hardly see such hurriedly hurled blamesover India by media while in India, certain mediapersons have still locked themselves in the theoryof blaming Pakistan for every evil happening inIndia. By doing so, they are actually eliminatingthe possibilities of tracking down the actual cul-prits, actual hands and actual forces behind theseconspiracies and this is what has made Pakistan,India ties very vulnerable to everyone across theworld to dent these ties by hatching such conspira-cies. I have covered many wars as a journalist. Ihave seen wars and I have seen the miseries ofmasses during the wars from Lebanon to Iraq andfrom Iraq to Afghanistan. These wars only help theWestern powers like the United States to sell theirweapons and arms to the war locked countries. Soto my professional advice to my worthy colleaguesin Indian media is that instead of making efforts tocreate war like scenarios between Pakistan andIndia and instead of encouraging Indian Forces togo for aggression, they must make efforts to defusetensions as a Pakistan India war. In today’s sce-nario, would serve none by would simply destroyat least half of the humanity,” asserted MakhdoomBabar.

“We have made it as our next target to formPakistan, India Media Friendship Association withclear and sincere intentions for forging peace, har-mony and friendship amongst the two neighboringcountries through media endeavors, without anyofficial involvement,” stressed Manju. Respondingto this, Mr. Makhdoom Babar very warmly wel-comed the suggestion of the Indian media teamand said that he would put his and his team’s allsincere efforts for such a cause for the promotion

of peace and harmony. “I totally agree with you.There is much need of such a genuine media bodyin this direction. See, SAFMA didn’t work; AmanKi Aasha went even worst as both had very shadybackgrounds and had clouds and clouds of doubtsbehind the intentions. But a genuine media bodylike ours is with regard to China and has genuineacknowledgments from hundreds of genuine jour-nalists from both countries, if launched with regardto India, would surely earn very good results withregards to ensuring peace and in eradicating mis-conceptions amongst both the people and the jour-nalists of the two countries,” said Chairman ofPak-China Media Friendship Association.

ISLAMABAD - The All Pak-istan CNG Association (APC-NGA) on Sunday rejected thedecision of SNGPL to closeCNG stations across Punjabon the pretext of excessiveload on the system.

The unilateral decisionwill hurt the interests of mil-lions of masses and thousandsof CNG filling stations own-ers therefore it cannot beaccepted under any circum-stances, said Pervaiz KhanKhattak, Central ChairmanAPCNGA.

In a statement issued heretoday, he said that closure ofCNG stations throughout Pun-jab on Nov 10 in the garb ofload on system is unaccept-able as there is no city in theprovince facing biting cold.The unilateral and flaweddecision will add to the prob-lems of CNG operators andmiseries of the masses, said

government and business cir-cles cannot tolerate CNG sec-tor even if it is running for twodays a week. The SNGPL hasdeprived masses of affordablefuel many times in recent daysand now the department hasrepeated the decision withouttaking stakeholders on boardwhich is unfortunate, headded.

Pervaiz Khattak said thatclosure of CNG stations willaffect millions of jobs, thou-sands of CNG operatorswhile drivers of taxis, rick-shaws and wagons willincrease fares.

He said that CNG is theonly business in the worldwhich is not allowed to oper-ate for more than two days in aweek and it is being strangu-lated which has left us with nooption but to take a strictaction.

He said that deprivingPunjab’s CNG industry of gasis highly unfortunate thereforethe CNG operators facing thewrath of SNGPL should beimmediately compensatedagainst the wastage of busi-ness days.

According to reports,the couple worked as bonded labour at a brickkiln from whose owner they had taken Rs200,000 advance and wanted to quit withoutbeing able to pay back the money. The ownerlocked them up in a room to prevent them fromleaving while the village cleric asked people viathe mosque loudspeaker to gather at the kilnwhere, he alleged, a Christian woman hadburned the holy Quran. A similar announce-ment was made in an adjoining village. Soon amob gathered and tore down the roof of thecouple's room to take them out. They werebeaten unconscious and then burned alive inthe kiln furnace. The police have made 48arrests while Punjab Chief Minister ShahbazSharif has set up a three-member committee toinvestigate the lynchings. He had done thesame after the godra atrocity but nothing cameout of it.

PRESIDENT Vladimir Putin isoften painted as an ogre in theworld’s media. The seemingly

eternal president of Russia has an irongrip on his nation and a foreign policyto match. Yet a large majority of Rus-sians give him their support.

Is it his early economic success?Or is it because of a new stability? Orthe nation’s growing self-respect afterthe ignominious years that followedthe demise of the Soviet Union? Or is ita sense of besieged defensivenessbecause of the advantage the Westundoubtedly took of Russia after thatdemise.

Under the influ-ence of misguided, radical, Westernfree-market economist advisors pricecontrols were lifted and the price offood rose by 500 per cent, and laterinflation soared. Second, the US sent aTreasury team to Moscow to check onwhether the new Russia would payback the Soviet debt without a word oneconomic aid. (Compare this with theenormous economic help offereddefeated Germany and Japan at the endof the Second World War.)

In March, 1993, Yeltsin went onTV to announce he was suspending theunhelpful and recalcitrant parliamentand called for new elections. The vicepresident, Alexander Rutskoy, and par-liamentary members attempted to

impeach Yeltsin. Yeltsin retaliated witha referendum when he won a slim voteof approval but in a low turn out.Moreover, the ballot papers werequickly incinerated. Yeltsin’s oppo-nents, crying foul, saw no reason toback down.

In September, the US-supportedYeltsin dissolved the Duma (parlia-ment). In response 200 deputies occu-pied the building, voted to strip Yeltsinof the presidency, swore in Rutskoy as

president and armed themselves.Yeltsin ordered a shelling assault onthe parliament building. Yeltsin, the“democrat” was photographed wield-ing a machine gun. The rebellion wasput down. Yeltsin called elections.With the aid of drugs to keep him goinghe won.

Yeltsin then backpedaled on eco-nomic reforms and his governmentbecame more nationalistic. It warnedagainst the expansion of Nato and

argued with Ukraine over Crimea.Meanwhile, corruption soared.

Rich businessmen, each struggling tobe top dog, blew each other up with carbombs.

In December of that year the longwar in Chechnya began.

The war dragged on, the economywas in dire straits and in the parliamen-tary elections a year later the Commu-nist party looked set for a majorrebound. Yeltsin’s party managed anarrow victory.

It was then- in August 1999- thatYeltsin appointed yet another primeminister: Putin. On December 31stYeltsin resigned, having struck a dealwith Putin that his family would beprotected from prosecution if he madehim president. It was the first peacefuland democratic transfer of power inRussian history.

Putin’s greatest achievement wasto revive the economy. Inflation camedown, pensions were paid and incomesincreased by an average 250 per cent.

But on his watch Chechen gunmentook 800 hostages and 130 of themdied when Special Forces made a messof a relief operation. Later two passen-ger jets were downed and terroristsseized a school and hundreds of chil-dren, parents and teachers died inanother botched rescue operation. Theeconomy is no longer doing well.

Nevertheless, after the vicissitudesof the Gorbachev and Yeltsin years, onthe main issues that preoccupy mostpeople, Putin seems to be a steadyleader who gets on top of problems.State controlled TV stations (as inFrance) help ensure popular support.

For now Putin’s support has putdown deep roots. The West mustunderstand why. It is far more than thepopular take over of Crimea or themeddling in Ukraine. If only the Westhad given Gorbachev and Yeltsin asound economic hand all this turbulenthistory might never have happened.

Now Russia, not just Putin, is in avery assertive mood.

of the incident two competing terrorist outfits claimed

responsibility for the carnage was something that put

paid to the officials who often find a terrorist incident

as the last hurrah of the dying demon. On the very

day Wagah parade ground turned into a mass killing

field there were quite a few explosions at some

places while bombs didn't explode at others. At this

point of time it's difficult to know if the Wagah incident

was part of the sect-based extremism that raises its

ugly head during the holy days of Ashura. But, it has

to be conceded that if a large part of Pakistan is

locked down today, it is only because of the feared

terrorist attacks. Who failed whom is that the crux of

the blame game now on between the Punjab police

and the Rangers establishment. It is only crying over

the spilt milk and of no consolation to the families

who lost their near-ones and dear-ones at the venue

so much symbolic of our national pride. By all

accounts the incidence of terrorism now besetting

Pakistan is huge, stemming as much from failed

state policies, misplaced preferences and unrelent-

ing sectarian strife, a catastrophic breakdown that

must be blamed on both the political elite and reli-

gious leadership. Invariably, we grieve for the dead

and injured, pass condemnatory resolutions, pay vis-

its to hospitals, announce compensatory payments,

and even pledge to eradicate terrorism from its very

roots - but all of it more as a curative treatment than

preventive care. We have no beef with the interior

minister, Chaudhry Nisar Ali Khan who claims that a

warning of suicide bombing in Lahore was issued

and 'investigation would be initiated against those

who had not taken necessary steps to forestall this

tragedy'. But how to prevent the potentially-primed

suicide-bomber from exploding at a bus stop or rail-

way station that would result in equal number if not

more casualties, remains an unanswered question.

The federal government reduced the price ofpetrol this weekend under the Fuel PriceAdjustment (FPA) component defined as pass-through to consumers of any reduction in theinternational price of imported fuel. The price offuel to domestic consumers is not directlylinked to any International Monetary Fund(IMF) condition under the 6.64 billion dollar cur-rently stalled Extended Fund Facility. However,the government does generate considerablerevenue from sale of fuel through the petrole-um development levy (budgeted to generate123 billion rupees in the current year) as wellas sales tax with collections rising with a rise infuel price - revenue that is a component of anyIMF package.

sent a Treasury team to Moscow to check on

whether the new Russia would pay back the

Soviet debt without a word on economic aid.

help offered defeated Germany and Japan at

the end of the Second World War.) In

March, 1993, Yeltsin went on TV to

announce he was suspending the unhelpful

and recalcitrant parliament and called for

new elections. The vice president, Alexander

Rutskoy, and parliamentary members

attempted to impeach Yeltsin. Yeltsin

retaliated with a referendum when he won a

slim vote of approval but in a low turn out.

Moreover, the ballot papers were quickly

incinerated. Yeltsin’s opponents, crying

foul, saw no reason to back down.

Russia growing toughJonathan Power

IT was 25 years ago this week thatthe wall came tumbling down. Itdidn’t exactly crumble until the

bulldozers came to the party, butordinary folks were able to beginchipping away at it with little dangerof being shot down.

It made for powerful footage onthe nightly television news. Noother structure defined the Cold Warquite so solidly, and seeminglyineradicably. Back in the early1960s, when the wall was a novelty,young Germans got killed trying toclimb over or dig under it. Morebroadly, the wall could be seen as aphysical manifestation of what Win-ston Churchill had unhelpfullydubbed the Iron Curtain.

US president John F. Kennedytold his aides in 1961 that it wasn’t“a very nice solution, but a wall is ahelluva lot better than a war”. Niki-ta Khrushchev would probably haveseconded that sentiment.

Just as the wall symbolised theCold War, its downfall 28 years laterwas a crucial juncture in the remark-able transformation that occurredduring the latter half of the 1980s,beginning with Mikhail Gorbachev’sascent to the pinnacle of the Soviethierarchy in 1985.

Gorby, as he popularly becameknown in the West, was no springchicken but he was considerablyyounger than his predecessors and,unbeknownst to most of his col-leagues, was determined to drasti-cally shift the status quo. “We can-not,” he had resolved, “go on livinglike this.” Albeit unwilling to pub-licly admit it initially, he hadrealised that the Soviet Union’sclaim to being a workers’ paradisewas substantially spurious.

The changes this realisationentailed included the recognitionthat it was unrealistic for Moscow toguide the fortunes of its East Euro-pean allies, and to provide a militarysolution whenever things went awry,as they notably had in Hungary in1956 and in Czechoslovakia a dozenyears later.

The Soviet Union broadly gotaway with its interventions in Hun-gary, Poland and East Germany inthe 1950s (although it is worth not-ing that the reconquest of Budapestsparked an exodus from communistparties in the west), but its brutalresponse to the Prague Spring in1968 was harder to dismiss as parfor the course.

It was more than a decade later,

though, that the Soviet Union madeits gravest military error by invadingAfghanistan to prop up an unpopularregime. It is seldom noted, though,that the decision was preceded by aconsiderably more vigorous debatein Moscow than the power structuresin Washington bothered with in2001. What’s more, as the then USnational security adviser ZbigniewBrzezinski has admitted, there wasan American plot to lure the Rus-sians into a war they couldn’t possi-bly win. It was revenge for Vietnam— even though no one has ever sug-gested that the Soviets had any inter-est in encouraging their adversariesto enter Indochina.

At the same time, theAfghanistan factor is all too fre-quently excessively weighted as acontributor to the demise of theUSSR. Sure, it wasn’t just an awk-ward coincidence. But at a differentjuncture in its trajectory, the SovietUnion could have survived the blowto its prestige and reputation for mil-itary prowess. In the late 1980s,though, it faced a great deal morethan humiliation on its southernflank. Under Gorbachev’s glasnostand perestroika policies, its internalweaknesses had become all tooapparent — not just to the world atlarge, but to Soviet citizens them-selves.

The imbalance in internationalaffairs has been harder to cover up,though, and perhaps it is best epito-mised by the fact that most of theMoscow’s old allies, as well as sev-eral former components of the Sovi-

et Union itself, are now members ofthe North Atlantic Treaty Alliance(Nato), which really ought to havebitten the dust when the rival War-saw Pact ceased to exist after all, USsecretary of state James Baker hadagreed wholeheartedly with Gor-bachev when the latter had declaredthat Nato’s expansion eastwardswould be unacceptable. The ongo-ing crisis in Ukraine is in severalways a consequence of that promisebeing ignored by Baker’s succes-sors.

The fact that many East Euro-pean countries have veered to theopposite end of the ideological spec-trum — with Hungary a clear exam-ple, while Poland and the CzechRepublic have attracted ignominy bycollaborating with the CIA’s extraju-dicial activities — is one of manyunfortunate consequences of theprocess that acquired unstoppablemomentum 25 years ago this week.And the existence, meanwhile, ofpockets of nostalgia for the veritiesof the communist past across East-ern Europe and Russia is a reminderthat the baby was thrown out withthe bathwater, making it necessaryfor the post-capitalist path to bedelineated once more.

It’s been a largely unrewardingprocess so far. It is not inconceiv-able, though, that shocks to the sys-tem roughly equivalent to the demo-lition of the Berlin Wall could usherin a more constructive phase in theprogress of the 21st century.

Laundering money via stock market

THERE is jubilation in the stock market after the Finance Minister agreedto the proposals put forward by the SECP. In fact, the market had rallied

almost 10% ahead of the finance minister approval to the proposals, indicat-ing clearly that insiders were aware that these measures will be approved. Sowhat are these measures about?

1. Source of income will not be asked till 2014 and after 2014 thesefunds will be treated as white money.

2. Capital gains tax will be same at 10% till 2014.3. NCCPL will directly deduct CGT.4. Withholding tax on sale of shares will be abolished.The most interesting and controversial clause is that no question will be

asked regarding the source of funds for investments in the stock market till2014 and which will subsequently be declared white after 2014.This means that the tax authorities will not question anyone whoinvests in the stock market beyond his identifiable source ofincome till 2014. Is the finance minister trying to makethe stock market a money laundering platform where theill gotten wealth could be channelized and subsequentlydeclared as legitimate asset of the individuals? Historically,during the times of various governments whitening schemeswere announced but never before to such an extent.

One obvious benefit is that this move could entice peopleto channel their wealth away from the areas which don’t getdeclared for the tax authorities. A distinction should be made between whatis ill-gotten wealth made through illegal means and the wealth made on realbusiness activities without coming into in the ambit of tax. The latterincludes areas such as real estate, retail businesses and whole sale distribu-tion etc. These are the real business activities people are engaged in with-out getting themselves into the ambit of declaring their income. Thewealth accumulated through such businesses normally doesn’t getdeclared and thus people are able to avoid paying taxes on their wealth.However, at the same time, there are ways to make their wealth white bybuying prize bonds etc at a cost not exceeding 10% of the wealth. So any-one wishing to make his wealth white has to pay 10% upfront, that’s it. It canbe done when there is a need to do so as this window is always available.Hence, these people are not going to start investing in the stock market just

because of this announcement. They will continue to invest in their ownareas where they are making reasonable returns.

The people who could potentially start investing money in the stockmarket, who are not involved in any real business activities but park theirinvestment in various informal businesses, buying of real estate or such busi-ness areas where they are not required to declare their source of funding.Their original source of income is quite often ill-gotten wealth from dubiousmeans. They can’t afford to bring out their wealth to the tax authorities asthey don’t have the means to justify its origin from legal activities. Bydeclaring that the stock market investment will not be questioned is tanta-mount to opening an easy way to launder ill-gotten money. Someone hascommented that the minister has created a window for the present rulingelites of PPP to launder their money through the stock market which they

have made while in office. These are the questions people willbe asking the minister as the government is in

the last year of its office. There are seriousaccusations of corruption against thisgovernment and therefore it is quite rea-sonable that people will voice their con-

cern about the intention of this move at thisstage.

Should FBR stop asking aboutthe source of income then there isno limit to what people candeclare as their wealth but it’s not

going be like this. The measuresannounced on one hand intends to

bring in money back into the stock market from apparentlythose who don’t want to declare their source of income and

at the same time it wants to deduct capital gainsin the form of withholding tax through theNational Clearing Company (NCCPL). The

message is… “Okay! You come to the stock mar-ket, we will not ask any question about thesource of income but whatever gains you make it

will be liable to pay capital gains tax at source”.This appears to be a good arrangement on the surface but how this thing willwork is rather difficult to comprehend at this stage. Whether its stock mar-ket investments, initiating any business or building a house; there is boundto be question about the source of income in most countries. While announc-

ing these measures for stock investments, one should ask the finance minis-ter why single out stock market investments only, why not people should beexempted from declaring their source of funding if someone wants to start abusiness or for that matter why not people who make their own home shouldbe exempted from declaring the source of funding.

Education is the third eye of a man

OUR country got independence almost 64 years ago, since then, it can-not be said that a public sector has not even fulfilled the requirement of

the people of Pakistan by providing them good education. The contributionimparted by this sector is a little bit worth to be maintained. Our govern-ment system is moving towards destruction due to which not only the teach-ers are taking interest, nor the students are getting satisfied. Now, day byday, situation is getting so worst that in government institutions, teacherdoes not comes regularly which is definitely resulting in destroying the edu-cation system of Pakistan. Even, nowadays, the cheating has also becomeso common that, it is destroying the image of our education sectors. In myopinion, the basic reason behind this nuisance in our country is wide spreadcorruption.

I must say, our government should be blamed for all this, because theyare not properly providing the funds to the institutions, or else, if the fundsare provided, then they are being misused by our senior government staffs.Secondly, our education has always remained as an orphan child in oursociety by facing double standard which is thus creating an atmosphere offrustration for the young ones. This is so because, our government them-selves have divided the education system into several different boards.Thus, this is creating a vast difference in the minds of the high and low classpeople for educating their generations. Kindly, I request you to please putan eye on this matter and take my advice as an appeal to the media and toour President. I am raising my voice, so that they must ponder of how tobring a change in our education system to improve our society. If our soci-ety will improve, then it would definitely help our country to move towardssuccess and prosperity.

Wake up call to the West

NAFTALI Bennett, Israel’s Min-ister of the Economy and leaderof the Jewish Home Party, amajor component of the current

Israeli government, is widely seen as thepolitician on the rise in Israel and a poten-tial successor to Benjamin Netanyahu asprime minister after the next Israeli elec-tions.

On Nov. 6, he published a highly sig-nificant opinion article, entitled “ForIsrael, two-state is no solution”, in theInternational New York Times.

In this article, Bennett argues that “forits security, Israel cannot withdraw frommore territory and cannot allow for theestablishment of a Palestinian state in theWest Bank” and then proceeds to proposehis own “four-step plan” for peace.

His “peace plan” notably includesIsrael’s unilateral annexation of Area C,approximately 61 percent of the WestBank, so as to “reduce the scope of theterritory in dispute, making it easier toreach a long-term agreement in thefuture.” In his vision of peace, any “Pales-tinian entity” on residual ink spots ofAreas A and B of the West Bank “will beshort of a state. It will not control its ownborders and will not be allowed to have anarmy.” As for Gaza, “it cannot be a partyto any agreement.”

Bennett concludes: “I am aware thatthe world will not immediately accept thisproposal. It seems to go against every-thing Israel, the Palestinians and the inter-national community have worked towardover the last 20 years. But I will work tomake this plan government policybecause there is a new realty in the Mid-dle East, which has brought an end to theviability of the Oslo peace process.”

One may hope that Bennett’s blast ofhonesty will blow away any residual illu-sions within those western governments,which have for decades been blocking therealization of a Palestinian state by argu-ing that a it can only exist, even on a pure-ly legal level, as a result of negotiationswith Israel — i.e., after almost half a cen-tury of belligerent occupation, with theprior consent of the occupying power.

One may also hope that Bennett’shonesty will help western governments torecognize the urgent necessity to save thetwo-state solution by one or, ideally, bothof the only two conceivable courses ofaction to do so — (1) the United States notvetoing an application by the State ofPalestine for full member state status atthe United Nations and, thereby, letting ithappen and (2) building on the virtuousexample of Sweden, a tsunami of diplo-matic recognitions of the State of Pales-tine by the 19 European Union states,which have not yet done so, followed by aclear and coherent program for intensify-ing EU sanctions until Israel complieswith international law and relevant UNresolutions by withdrawing fully from theoccupied State of Palestine.

In a world that still professes formalrespect for international law and the UNCharter, the occupation of a UN memberstate by a neighboring state cannot be per-mitted to endure indefinitely, and Europeis Israel’s principal trading partner andcultural homeland, with Israel enjoyingspecial privileges that give it many of theadvantages of virtual EU membership.Either course of action would represent awholesome and constructive reality checkto Israeli society and render the end of theoccupation a mere question of when

rather than of whether.It appears that the legislatures of

France and Spain are on track to vote onrecognizing the State of Palestine prior toyear-end, although, as in the case of theoverwhelming favorable vote in theBritish House of Commons and the unan-imous favorable vote in the Irish Senate,neither vote would be binding on theirrespective governments.

If the US government were to permitthe State of Palestine to become a UNmember state, there is good reason tobelieve that a wave of diplomatic recogni-tions by EU states, which have traditional-ly deferred to the US on all matters relat-ing to Israel, Palestine and the so-called“peace process,” would rapidly follow.

There is also some reason for hopethat the Republican Party’s new total con-trol of the US Congress, which rules outany domestic achievement for PresidentObama in his final two years in office,will focus the Nobel Peace Prize laure-ate’s attention on leaving a legacy of his-toric foreign policy achievements whichremain within his discretion and power toachieve.

If, however, neither of these twocourses of action has eventuated by mid-2015, the Palestinian people and leader-ship, as well as all decent people whotruly seek peace with some measure ofjustice in Israel/Palestine, should con-sign the “two-state solution” and the cur-rent “two-state legality” to the trash heapof history, accept the current “one-statereality” and embark upon a principled,long-term, anti-apartheid struggle forequal rights and human dignity in a uni-tary state for all who live in former Man-date Palestine.

An Exciting EndeavorE

VEN though one enjoys a comfort-able and busy retirement, therecomes a phase when one gets utterly

bored, feels useless and craves for somereal excitement. It was on one such daythat I met Chris Basher after some sevenyears. I was a supervisor at a leading out-let store and Chris Basher used to come tothe store for shopping very often. He had acharm of his own, a pleasantly lookingguy and a good conversationalist. You nat-urally felt attracted towards him and likedhim, that is, if you are prepared to over-look the fact that he was twice arrested forshoplifting!

Spotting me at a Starbucks coffee shop,he rushed towards me, his one hand wav-ing heartily and the other holding a cup ofcoffee. Spilling coffee on my new shirt, hehugged me. “Long time no see! Wherehave you been, Raf? “I told him that I wasnow retired and asked, “How are you? Stillat the old tricks?”

He laughed out and said very somberly,“No more of that stuff. I have turned a newleaf. A few years ago a sudden revelationgot hold of me. I must do something goodin life. Since then I have been helping peo-ple in distress. Everywhere in the world,there’re people who need money, time andyour devotion, and I have been channelingmost of my time towards collecting dona-tions for such people. Right now I am busyhelping retired firefighters who are eitherdisabled or hospitalized, needing funds.”

“Good to hear that,” I said. “Wish youall the best in this noble endeavor.”

He nodded thoughtfully and said, “I waswondering if you can help me in this cause,put in some time since you are nowretired?”

“Always ready to do whatever I cantowards alleviating the sufferings of needypeople. How can I help?”

“ These days I am aiming at the residentsof Addison. What I do is to contact the res-idents at their homes by phone, requestdonations for this noble cause and get theirpledges. The following day, a representa-tive of Daring Firefighters Foundation, acharity organization formed by me, goes tothe houses and collects the promised dona-tion. Would you like to be a representative?

I’ll give you ten percent of the collectionthe very same evening.”

I thought for a moment. Well, I waslooking for some excitement in life, andhere was a good chance for that. Meetingso many people and working for a goodcause! I told him that I was ready for thejob and that I really didn’t need the ten per-cent from this worthwhile collection. Heinsisted that I must at least be given gasmoney, as I’ll have to drive my own car alot.

American people, I must say, are verycharitable. They lighten their wallet with-out hesitation for a noble cause. And so,collecting donation was so easy. In a day,on an average, I would get a thousand dol-lars, which I would hand over to Chris inthe evening, and he would put a fifty-dollarbill in my pocket. Things were going onfine, till oneevening when I rang a bell and the occu-pant turned out to be a local cop. Well, ifhe was only a cop it would have beenokay, but he was a cop of a special tem-perament. He opened the door and lookedat me with fire in his eyes. Seemingly, hewas off duty, for he seemed to have got upfrom a couch where he was relaxing inpink shorts and a glass of liquor. He wasshort but very heavily built, with a gener-ous growth of hair on his forearms, legsand chest. In contrast to his big round facehis eyes looked small and menacing. Hewas chewing the hair that invaded hismouth from his offensive-looking mous-tache. “Well, how dare you ring the bell?Didn’t you notice the sign at the door: NoSoliciting. Trespassers will be prosecut-ed.”

“I just came to collect the donationpromised by you to Chris Basher for hisDaring Firefighters Foundation,” I said,nervously.

“Chris Basher? He is phony. His Foun-dation is phony and you look like phonytoo,” he roared. “Do you have any identifi-cation letter or card with you? If not, I’llstraightaway march you off to the AddisonPolice Station, sticking my gun at yourback.”

Taken aback, I lied, “The papers are inmy car. Do you want me to get them?”

“Of course! Go get them while I load mygun.”

Here was a chance to escape from thislunatic. I didn’t want to be marched off tothe police station and got arrested. Whatwould my grand children think of me whenthey grew up? I could imagine them dis-cussing the topic with friends. Theyoungest, a talkative one, would say, “Lis-ten dude, my grandpa was once marchedoff to a police station by a burly cop in pinkshorts with a gun…”

I got into my car, turned on the ignitionkey and sped off like a racing car, not giv-ing him a chance to note down my licenseplate number. I, however, could see him bythe front door, dangling his gun and shout-ing, “Hey!”

There was a mall nearby, and I parkedmy car in a parking space among hundredsof other cars. Heaving a sigh of relief, I lita cigarette to soothe my jumpy nerves.Later that evening, I went to Chris’ placeand told him about the nerve-shatteringexperience. He was enjoying a jumbo glassof whiskey and seemed unperturbed.“Well, there are nasty people everywhere.Anyway, you just take a couple of days offand rest. Will see you next Thursday, andyes, you deserve some bonus today.” Say-ing so, he put a hundred dollar bill in mypocket.

A couple of days later, a news itemcaught my eye. It read: Scam artistabsconding. A forty-year old person by thename of Chris Basher has been fleecingthe residents of northwest suburbs of theirvaluable earnings by asking them to givedonations for what he calls Daring Fire-fighters Foundation to help retired andneedy firefighters. He has been activesince last April and has amassed thousandsof dollars. Police, when they came toknow about the scam, raided the apartmentwhere he lived, but found him abscond-ing….

The copy of the newspaper, which I wasreading, fell down from my hands. Excite-ment! I had enough of it. Retirement is thetime to rest, to see the world, to love peo-ple and spread sweetness and light, to playwith your grand kids, to enjoy the blessingsbestowed by God and to thank Him.

THE British analyst Alastair Crooks iswrong in saying that: “There is reallyalmost nothing that the West can doabout it (DĀESH), but sit and watch.”

Whereas it is the West, whose primary respon-sibility is to develop a strategy and a newapproach, to deal with the growingphenomenon of Dāesh, because West itself isthe catalyst, as Noam Chomsky rightly says:

“The appearance of ISIS and the generalspread of radical Jihadism is a fairly naturaloutgrowth of Washington wielding its sledge-hammer at the fragile Muslim societies. The sit-uation is a disaster forthe US, and a naturalresult of its invasions.One of the grim con-sequences of US –UKaggression was toinflame sectarian con-flict that are now tear-ing Iraq and Syria toshreds, and havespread over the wholeregion with awfulconsequences.”

The brutalities of‘shock and awe’ com-mitted onAfghanistan, Iraq,Lebanon and Ghaza,drew the ‘hate-line’ offrustration, despairand revenge and theconsequential growthof resistance byTaliban, Dāesh,Hizbullah and Ham-mas. The world organ-izations and the Secu-rity Council remainedalmost passive specta-tors of brutalitiescommitted on theMuslim Societies.Therefore the Westjust cannot sit andwatch. It has theresponsibility to find“proper response,with balming effect,and not the bombings”which have causedsuch chaos, death anddestruction to theMuslims of the world.

Dāesh comprisesthree elements mainly– the Iraqi, Syrian andSaudi. The Iraqi groupconsists of Saddam’sdisbanded army, supported by Iraqi Sunnis.They are the strongest of the three, being welltrained and possess enough military hardwarecaptured from the Iraqi military (INA). Theircommander is Izzat Ibrahimi, and the target isIraqi regime. Ideologically they are close toSalafi school of thought. Their strength is esti-mated at 50,000 – 60,000. The Syrian groupconsists of The Syrian Opposition Army andthe Moderate Opposition of Syria, who weretrained and equipped by US and Sunni coun-tries of the region, against the Syrian regime,now have joined Dāesh, yet their primary targetis the Syrian regime. Ideologically they areclose to Salafis. Their strength is estimated at30,000 – 40,000. The Saudi Group consists ofthe Wahabi dissidents, who oppose the Saudiregime, “because the Saudi government hasmodernized / westernized and has drifted awayfrom the puritan ways of the Wahabis”. “Theirreal potential for destruction lies – in the implo-sion of Saudi Arabia.” Alastair Crooks. There isa constant flow of Saudi dissidents, joining thegroup. The strength of the group, commandedby Khoshgi is estimated 8,000–10,000.

These three components form the coalitionunder Abu Bakar Al-Baghdadi, who hasdeclared himself Caliph. His primary aim is toestablish the Islamic State over the territories,which once were part of the Ottoman Empire,but in 1920 were divided into several countries.Dāesh’s main asset is the perennial source ofJihadi volunteers, pouring-in from “eightycountries of the world. – UN.” Thus, Dāeshposes threat to the three regimes mainly and alesser degree of threat to other Muslim coun-tries. The threat to the regional states could beas serious as described here:

“Gulf will never be the same again and theMiddle East will be un-recognizable, as the

new Sunni State – is taking shape at the veryheart of what they regard as a historical Sunnipatrimony, drawn by Dāesh Salafiideology.”(Alastair Crooke).

Beyond the Islamic State region, the Dāeshthreat is likely to emerge in two forms. Onemay be the repeat of Afghan jihad fall-out.After the defeat of the Soviets, “the 60,000jihadis who had come from seventy countriesof the world – CIA” went back to their home-lands except those who were considered dan-gerous and were not allowed to return. Theybecame non-citizens of the world, like Al-

Qaeda and others, andstill continue to wagejihad in Afghanistan,Pakistan, North Africaand the Middle East.Something similarmay happen in case ofDāesh also, as theJihadis from USA,UK, Europe and othercountries, start return-ing home, and thereshould be no bar onsuch returnees,because at home, theycan be kept underwatch. The ‘ideologi-cal threat’ to Muslimcountries will be lim-ited, because countrieslike Afghanistan andPakistan, follow the“Dêobandi, Barelvi,Maliki, Qadria andNaqshbandi order, andare opposed to Dāeshideology.

The world at largeseems to have noviable option to dealwith Dāesh. Airstrikes and Kurd re-enforcements areweak responses andwill prove counterproductive. Therefore,it would be better tolook at the problemdispassionately. TheDāesh are, attemptingto correct the wrongdone in 1920” andwant to establish theIslamic State of theLevant. To grant themthis right, is an option.Nearer at home, inAfghanistan the Tal-

iban are trying to correct the ‘wrong done in1979 and 2001. To grant them the Islamic Emi-rates of Afghanistan, is an option, because theground realities suggest that, with Americanforces leaving, the Taliban would prevail. TheAfghan National Army (ANA) cannot stand-upagainst them:

“The ANA hide from battle. It cannot leador fight at night. Soldiers refuse to fight, andhide behind rocks and among trees. I am sure,when the Americans leave, Afghan Army willscatter like leaves in the stiff breeze. There areno illusions about the consequences of ANA.Zero.” Maj. Gen. The West has to accept these realities andcorrect the course, by looking deeper into the“heart of the matter”, i.e. “abandoning thepolitico-ideological crusade” which aims totransform the Muslim societies into liberal/sec-ular and modern entities, “who prefer an orderthat favors individual autonomy and marginal-ized God. The Muslim societies, during the last four-teen hundred years have learnt to assimilate allsuch elements. Pakistan is a perfect example ofa moderate Muslim Society, living peacefullywith all schools of religious thought such as,Kharji, Takfiri, Salfi, Wahabi, Qadri, Naqsh-bandi, Dêobandi, Barelvi, Shia and Sunni. Butunfortunately the “political-ideological cru-sade” has debased the very face of the moder-ate Muslim society of Pakistan. The West has toaccept the reality and correct the course, for thegood of the humanity.

The brutalities of ‘shockand awe’ committed onAfghanistan, Iraq, Lebanonand Ghaza, drew the ‘hate-line’ of frustration, despairand revenge and the conse-quential growth ofresistance by Taliban,Dāesh, Hizbullah and Ham-mas. The world organiza-tions and the Security Coun-cil remained almost passivespectators of brutalitiescommitted on the MuslimSocieties. Therefore theWest just cannot sit andwatch. It has the responsi-bility to find “properresponse, with balmingeffect, and not the bomb-ings” which have causedsuch chaos, death anddestruction to the Muslimsof the world. Dāesh compris-es three elements mainly –the Iraqi, Syrian and Saudi.The Iraqi group consists ofSaddam’s disbanded army,supported by Iraqi Sunnis.
