INTRODUCTION

The National Board of Examinations (NBE) was established in 1975 by theGovernment of India with the prime objectives of improving the quality of theMedical Education by establishing high and uniform standards of postgraduateexaminations in modern medicine on an all India basis.

The Board at present conducts postgraduate and postdoctoral examinationsin disciplines approved by the Board for the award of Diplomate of NationalBoard. The Medical Council of India has laid down standards for postgraduateexaminations conducted by various medical colleges and affiliated toconcerned universities and other institutions, yet the levels of proficiencyand standards of evaluation vary considerably in these institutions.

The setting up of a National Body to conduct postgraduate medicalexamination was intended to provide a common standard and mechanism ofevaluation of minimum level of attainment of the objective for whichpostgraduate courses were started in medical institutions. Moreover, intracountry and international comparison is facilitated with the availability ofcommonly accepted evaluation mechanism like DNB.

RECOGNITION OF DNB QUALIFICATIONS

The Nomenclature of the qualification awarded by the National Board ofExaminations is “Diplomate of National Board”. The list of recognisedqualifications awarded by the Board in various Broad and Super specialitiesas approved by the Government of India and included in the First Scheduleof IMC Act 1956 is as at Annexure I.

The Diplomate qualifications awarded by the National Board of Examinationshave been equated with the postgraduate and post doctorate degreesawarded by other Indian Universities for all purposes including appointmentto teaching posts as lecture/Assistant Professor by the Government of India,Ministry of Health and Family Welfare; vide their notifications issued fromtime to time. The latest notification issued by the Government of India dated20th February 2009 is placed at Annexure IIIA.

The holders of Board’s qualification awarded after an examination i.e. DNBare eligible to be considered for specialist’s post/faculty in any Hospitalincluding a training/teaching institution on a teaching post/ as faculty member.

INFORMATION FOR CANDIDATES

2.1. DNB – Final is an exit examination leading to the award of DNBqualification.

2.2.(a) A candidate holding a medical qualification (MD/MS) i.e. having passedthe final examination in a broad specialty recognized as per theprovisions of Indian Medical Council Act 1956 as amended from time totime OR a candidate registered with the Board as a DNB trainee andobtaining requisite period of training as prescribed by the Board & fulfillingother eligibility criteria as stated in the Information Bulletin may appearfor the DNB final examination (Broad Specility)

2.2(b) A candidate holding a medical qualification (DM/MCh) i.e. having passedthe final examination in a specialty recognized as per the provision ofIndian Medical Council Act 1956 as amended from time to time OR acandidate registered with the Board as a DNB trainee and obtainingrequisite period of training as prescribed by the Board & fulfilling othereligibility criteria as stated in the Information Bulletin May appear for theDNB final examination (Super Specialty).

2.3. The examinations are held only as per the schedule of examinationsprescribed by the Board from time to time.

2.4 Applications for admission to the examination should definitely reachNBE by the specified date.

2.5. Statements made by the candidate in the application form shall becertified by the head of the institution at the appropriate place and theapplication shall be supported by the relevant documents. Candidateswho are not in service shall get their forms signed by a GazettedOfficer.

2.6. Applications of candidates producing false or fabricated records willnot be considered and the candidate may be further debarred fromappearing in any future examinations.

2.7. Candidates should go through the bulletin carefully for eligibility criteriabefore writing to the Board’s Office. Queries pertaining to eligibility andother issues will only be entertained if the information requested is notgiven in bulletin or on website www.natboard.edu.in

2.8. Incomplete applications or application not in accordance with instructionswill not be considered. In such cases, the examination fee will notbe refunded.

2.9. Fee will neither be carried forward to a future date nor refunded under

any circumstances. Applications in original along with enclosures

received after the due date will be returned.

2.10. Candidate found to be ineligible at any stage of DNB examination,

will not be permitted to appear in the examination. In an unlikely

event of any ineligible candidate appearing and/or passing the

DNB examination the results/candidature of such candidate will

be cancelled and/or are deemed to be cancelled.

2.11. Instructions in the information-bulletin are liable to change based on

decisions taken by the Board from time to time. However, candidates

will be governed by Information Bulletin vide which they were registered

for determining the eligibility. For theory & Practical Exams the candidates

will be governed by Information Bulletin by which they apply for the theory

Examinations.

2.12 NBE reserves the right to withdraw permission, if any, granted

inadvertently to any candidate who is not eligible to appear in the

DNB Examinations even though the admit card/roll number has

been issued or name/roll number is displayed on the website of

the Board.

2.13 Candidates’ eligibility is purely provisional & is subjected to the fulfillment

of meeting eligibility criteria as defined by the Board.

2.14 NBE reserves its absolute rights to alter the examination schedule,

pattern, policy and guidelines at any time during the continuation or after

the completion of DNB training (2 or 3 years/as the case may be.) The

candidate shall have no right whatsoever for claiming/deriving any right

from past or present schedule, policy and guidelines of NBE.

2.15. The existing schedule, pattern, policy and guidelines are for ready

reference only but in no way they are or are ought to be treated as

representative or acknowledgment of fact that NBE is bound to follow

the same, in future.

2.16. In case of any ambiguity in interpretation of any of the instructions/ terms/

rules/criteria regarding the determination of eligibility/conduct of

examinations/registration of candidates/information contained herein

the interpretation of the National Board of Examinations shall be final

and binding in nature.

2.17. Request will not be entertained for change in date/center of examination

under any circumstances.

2.18. Absentees from the examination will forfeit their examination fee.

2.19. Photocopy of the filled in application form may be retained by the

candidate for future reference.

2.20. All certificates (photocopies) should be attested by a Gazetted Officer

/ self-certified. Unattested/Uncertified copies will not be accepted under

any circumstances.

2.21. Result and Roll number for DNB Final Examinations may also be seen

on the website www.natboard.edu.in

2.22. Candidates should ensure before applying for the registration that their

MBBS/MD/MS/Diploma is recognized by MCI. If it is found at any time

that the Degree/Diploma is not recognized by MCI then the NBE will

have the right to cancel the registration.

Registration with NBE is mandatory for all candidates appearing in DNB

Examinations.

2.23. Candidates are advised to read the registration rules carefully at the

time of start of their training.

2.24 Unfair means NBE reserves its absolute rights to take penal action

under applicable civil/criminal procedure/guideline or any other action

deemed appropriate against candidates/persons found using unfair

means.

Unfair means includes canvassing for support of a candidate with

examiners of DNB Exam/NBE office/any other functionary/use of

electronic gadges as Mobile Phones during exam/impersonation/use of

study aids as books/notes etc. during exam./Influencing any functionary

of exam system/any other act intended to breach the sanctity of

examinations process.

For Broad Specialties :The DNB Final is a two-stage examination comprising the theory andpractical part.

An eligible candidate who has qualified the theory exam is permitted toappear in the practical examination.

A candidate unsuccessful in the first attempt of practical examination ispermitted to undertake two more attempt(s) in practical examination, theseattempts shall be any two practical exams of the exams placed with thenext three sessions of theory exam and after payment of full examinationfees as may be prescribed by the Board.

(Example : candidates qualifying theory exam in June 2010 session shallappear for their first attempt in the practical exams placed in Sep/Oct/Nov2010 session compulsorily and in the event of they not passing thispractical exam, the candidate(s) may take any two attempts at the practicalexams placed along with the next three theory sessions)

4.1 Eligibility (Broad Specialty) :

a. DNB training: Candidates who have undergone training as a DNBtrainee at any National Board of Examinations accredited institute orany medical college/university recognized institute after having registeredwith the Board as a DNB trainee and are completing their prescribed (asper registration letter) training as DNB trainee by the 15th September2010 can undertake the Board’s exam in the same specialty subjectedto completion of training by the date mentioned & submission of certificateto this effect.Submission of Training Completion Certificate for DNBtrainees is an essential pre-requisite. In case the candidate doesnot submit the training Completion certificate (as per applicableformat given in Annexure V & VI ) with the application form, his/her application may be rejected and fees forfeited.Ex- candidates are required to submit copy of training completioncertificate as per Annexure VI.

b. MD/MS: Candidates who have passed the final examination leading tothe award of Post Graduate Degree from Indian Universities which areduly recognized as per provisions of Indian Medical Council Act 1956i.e. have passed the final examinations for MD/MS degrees on or beforethe last date of submission of application form for DNB examinationcan apply for the DNB Final examination in same broad specialty. Aproof to this effect has to be submitted along with the application formfor DNB final exam.Submission of proof of having passed the MD/MS final exam before thelast date of submitting application for DNB Final exam is an essentialpre-requisite. In case the candidate does not submit requisite proofof passing MD/MS with the application form, his/her applicationshall be rejected and fees forfeited.

c. Post Diploma Candidates: Who are registered with the Board andcompleting their prescribed training (as per the registration letter) bythe 15th September 2010 are eligible. Submission of Training CompletionCertificate for DNB trainees is an essential pre-requisite. In case thecandidate does not submit the training Completion certificate (as per

applicable format given in Annexure V & VI) with the application form, his/herapplication may be rejected and fees forfeited.

Submission of Provisional Training Completion Certificate for DNBtrainees is an essential pre-requisite, in case the candidate does notsubmit the training Completion certificate (as per format given inAnnexureV) with the application form, his/her application may be rejectedand fees forfeited. Candidates who have not completed their training atthe time of submitting application are also required to submit AnnexureVI within 15 days of completion of their training, failing which their resultwill not be declared.

b. DM/MCh : Candidates who have passed the final examination leading tothe award of Post Doctoral Degree from Indian Universities which are dulyrecognized as per provisions of Indian Medical Council Act 1956 i.e. have passedthe final examinations for DM/MCh degrees on or before the last date ofsubmission of application form for DNB examination can apply for the DNBFinal examination in same super specialty. A proof to this effect has to besubmitted along with the application form for DNB final exam.Submission of proof of having passed the DM/MCh final exam before the lastdate of submitting application for DM/MCh Final exam is an essentialprerequisite, in cae the candidate does not submit requisite proof of passingDM/MCh with the application form, his/her application shall be rejected andfees forfeited

All candidates registered with the Board have to submit a self-attestedcopy of the registration letter/registration number issued by NBE with theapplication form for final exam.4.3 Examination (Broad Specialties) :

a) Theory Exam

I. The theory exam comprises of four papers, maximum marks 100 each.

II. There are 10 short notes of 10 marks each, in each of the papers. Thenumber of short notes and their respective marks weightage may varyin some subjects/some papers.

III. Maximum time permitted is 3 hours.

IV. Candidate must score at least 50% in the aggregate of 4 papers toqualify the theory exam.

V. Candidates who have qualified the theory exam are permitted to takeup the practical exam.

b) Practical Exam:

I. Maximum Marks: 300.

II. Comprises of Clinical Examination and Viva.

III. Candidate must obtain a minimum of 50 % marks in the ClinicalExamination (including Viva) to qualify for the Practical exam.

IV. There are a maximum of three attempts that can be availed by acandidate for Practical Exam.

V. First attempt is the practical exam following immediately after thedeclaration of theory results.

VI. Second and Third attempt in practical examination shall be permittedout of the next three sessions of practical examinations placed alongwiththe next three successive theory exam sessions; after payment of fullexamination fees as may be prescribed by the Board.

VII. Absentation from Practical Exam is counted as an attempt.

4.4 Examination (Super Specialties) :

a) Theory Exam

I. The theory exam comprises of four papers, maximum marks 100 each.

II. There are 10 short notes of 10 marks each, in each of the papers. Thenumber of short notes and their respective marks weightage may varyin some subjects/some papers.

III. Maximum time permitted is 3 hours for each paper.

IV. Candidate must score at least 50% in the aggregate of 3 papers toqualify the theory exam.

V. Candidates who have qualified the theory exam are permitted to takeup the practical exam.

b) Practical Exam:

I. Maximum Marks: 300.

II. Comprises of Clinical Examination and Viva.

III. Candidate must obtain a minimum of 50% marks in the ClinicalExamination (including Viva) to qualify for the Practical exam.

IV. There are a maximum of two attempts that can be availed by a candidatefor Practical Exam.

V. First attempt is the practical exam following immediately after thedeclaration of theory results.

VI. The final attempt can be taken by the candidate within two years ofpassing the theory exam.

VII. Absentation from Practical Exam is counted as an attempt.

VIII. Appearance in first practical exam is compulsory.

4.4 Declaration of DNB Final Results

A. DNB final is a qualifying examination.B. Results of DNB final examinations (theory & practical) are declared as

PASS/FAIL.C. The details of marks obtained/grading in final theory/practical Examinations

will be provided to unsuccessful candidates.

D. There will be no re-evaluation or rechecking/retotaling of papers.Requests for re-evaluation/retotling shall not be entertained.

E. The results can also be seen on website www.natboard.edu.in or at the(Ansari Nagar) office of the Board. The signed copy of results shall betreated as final for all intents and purposes.

F. Candidates successful in theory exam will be informed by means of aletter, about details of the practical center. No separate certificates forpassing theory examination will be issued. These letters are sent by SPEEDPOST.The practical exam centers can also be seen at the websitewww.natboard.edu.in

G. Candidates successful in the practical examination are sent ProvisionalCertificate of Passing DNB individually by Speed Post.

H. Under normal circumstances the certificates of passing aredispatched to the candidates within four weeks of declaration ofresults, however, due to unforeseen circumstances, this period mayvary.

I. For duplicate provisional pass certificate submit a request letter statingreasons to issue a duplicate certificate, copy of FIR lodged with policeauthorities for loss of certificate, affidavit in support of application (attestedby public notary/oath commissioner/judicial magistrate), fee of five hundredrupees by demand draft favouring National Board of Examinations, payableat New Delhi.

J. Candidates are advised not to canvass or approach the Board for handingover the passing certificate.

4.5 Enrolment Fees & Award of DNB Certificates.

All successful candidates have to pay enrolment fees of Rs.1000/- (OneThousand Only), towards enrolment as a Diplomate of National Board ofExaminations.The fees is to be paid by a Pay order/DD favoring “National Board ofExaminations”, payable at New Delhi, within one month of passing theDNB Final examination.After enrolment as Diplomate of National Board, the DNB Certificatesare awarded at a Convocation Ceremony, details for the same areannounced separately.The details of convocation are announced at the websitewww.natboard.edu.in; Candidates may receive the DNB certificate in15 30

Sir,

I am directed to invite your kind attention to this Ministry’s letter No. V.11025/6/94-ME(UG), dated 2.10.1994 (copy enclosed) on the above mentioned subjectwherein it was stated that due importance to NBE qualifications may be givenand the same may be treated at par with MD/MS degrees of Indian Universitiesor all posts, including teaching posts as National Board of Examinations is anautonomous body directly under the control of the Central Government andis keeping high standard of medical education. It was also provided their inthat for teaching appointments in Broad specialities, the holder of DiplomateNBE should have at least one year teaching experience as Tutor/Registrar/Demonstrator or equivalent post in a recognized medical college impartingundergraduate training to be eligible for appointment as Lecturer, and theholder of Diplomate NBE in Super-Specialities is required to undergo trainingfor two years in a recognized medical college having recognized postgraduatemedical degree in the concerned speciality to be eligible for appointment asLecturer.

2 The Government has reviewed in detail the issue of the above requirementof additional one/two years teaching experience for DNB degree holders forappointment as Lecturer in Broad Specialities/Super-specialities. After takinginto consideration all facts of the matter, the Government has come to theconclusion that for the purpose of appointment of DNB degree holders to theteaching posts, the requirement of additional one/two years teaching experienceas stipulated in the above instructions dated 3.10.1994 needs to be discontinued.Accordingly, these instructions stand amended to this extent.

3.It was also brought to the notice of this Ministry that some of the employingorganizations are not considering the medical qualifications awarded by theNational Board of Examinations a s equivalent to MD/MS, DM/M.Ch. degreesawarded by various other universities for appointment to various posts. Theadvertisements issued for specialist/faculty positions by various recruitingagencies thus do not invited applications from the holders of the DNBqualifications. As clarified in the above instructions dated 3.10.94, it is reiteratedthat the medical qualifications awarded by NBE are recognized qualificationsincluded in the First Schedule to IMC Act, 1956 and are considered at par withMD/MS,DM/M.Ch qualifications of other universities.

4. It is therefore requested that the above position may please be brought tothe notice of recruiting agencies under your control that while advertising forvarious positions for which MD/MS, DM/M.Ch. qualifications are required, itmay also be specifically mentioned therein that hose candidates possessingthe DNB qualifications are also eligible to apply for such positions. Further,in view of the above decision to discontinue the requirement of teachingexperience of one/two years for those having Diplomate NBE qualificationsin broad/super-speciality disciplines for appointment to teaching posts, thecandidates possessing the DNB qualifications may be considered forappointment to teaching posts as Lecturer in speciality/ super specialitydisciplines without insisting on the additional teaching experience.

I am directed to say that medical qualification awarded by the National Boardof Examinations are included in the First Schedule to the Indian Medical CouncilAct, 1956 and are considered at par with Postgraduate Medical qualificationsof the Indian universities. However, it has been brought to our notice thatemploying organizations are not recognizing these degrees at par with MD/MS degrees of other universities. As the National Board of Examinations, anautonomous body directly under the control of the Central Govt., is keepinghigh standard of medical examinations and it is requested that all concernedmay please be instructed to give due importance to NBE qualifications andtreat them at par with MD/MS of Indian Universities for all posts, includingteaching post.

The Medical Council of India while considering the question of equivalence ofMAMC/MNAMS/Dip. N.B. qualification awarded by the National Board ofExaminations with M.D./M.S. and D.M./M.Ch. qualifications granted by theuniversity/medical Institutions, has adopted the following recommendation,which was circulated to all the authorities concerned by the Council on 6.12.93for information and necessary guidance:

It is recommended that for teaching appointments in the broad specialities theholder of Diplomate NBE should have at least 1 year teaching experience asTutor/Registrar/Demonstrator or equivalent post in a recognized medical collegeimparting undergraduate teaching and training for appointment as Lecturer.Regarding the candidates holding Diplomate NBE in super specialities, thetraining shall be for 2 years in a recognized medical college having recognisedpostgraduate medical degree in the concerned speciality for appointment asLecturers”

I am directed to say that this Ministry vide letter of even number dated 17thAugust, 2004 communicated its decision that the medical institutions in thecountry running post-graduate/super-speciality courses permitted/ recognizedas per MCI norms, are permitted to run DNB programmes provided they haveadditional faculty to train DNB candidates. The position was also reiterated videletter dated 19th September, 2005 addressed to various Health/Medical EducationSecretaries of all the States/UTs to admit DNB trainees in various PG/Super-Speciality courses provided they have additional faculty since it was broughtto our notice that the medical colleges are not being able to start the DNBcourses even though they had additional faculty. This was primarily with a viewto ensuring optimal utilization of manpower and the clinical load, which isavailable in various medical colleges for production of quality manpower. Thisletter was based on MCI’s stand in the matter as contained in their letterno.22(1)/96-Med/14368 dated 17.9.1996 that it would not have any objectionin introducing DNB courses in medical institutions in the concerned departmentsprovided the PG teachers of the respective departments admitting studentsunder them for MD/MS/DM/M.Ch. courses may not register students underthem for DNB Courses simultaneously.

It has now been brought to our notice that the MCI vide their letter dated11.11.2005 addressed to various Universities, Directors of Medical Educationof all State Governments/UTs, Secretaries of health/Medical EducationDepartments of all the States etc, interalia, informing them that it may be madesure by them not to conduct DNB and other parallel courses i.e. CPS etc. inany subject along with MD/MS/DM/M.Ch./PG Diploma courses wherever theintuitions have been permitted/recognized to conduct MD/MS/DM/M.Ch. andPG diploma courses. It has also been stated therein that the decision has beentaken by the PG Committee and the same ahs been communicated to allconcerned. This is contrary to the stand taken by this Ministry in this regard.In this connection,

it is also to be stated that any decision taken by the PG Committee of MCI,including those with regard to the policies, is only recommendatory in natureand requires the approval of the Council and the Government. In the presentcase, if the PG Committee/the Council considered that the earlier policy ofallowing DNB courses to be run parallel to MD/MS etc. in medical collegesrequires any change, the Council should have sent such proposal along withreasons for the proposed change of their stand to the Government for itsconsideration particularly when the Central Government have issued instructionsto all concerned allowing conduct of DNB courses along with MD/MS etc.subject to availability of additional faculty, it is pertinent to point out that thecopy of the instructions of the Central Government dated 19.9.2005 was alsospecifically endorsed to the Acting President of MCI for their information.Accordingly, MCI may send the recommendation of the PG Committee alongwith detailed reasons for change of their earlier stand in regard to allowingDNB courses to be run in medical colleges along with MD/MS/DM/M.Ch./PGDiploma courses against excess faculty to the Government for consideration.

Issue of this communication dated 11.11.2005 by the MCI directly to variousagencies including State Governments contrary to the instructions issued bythe Central Government based on the MCI’s earlier stand on the matter is notonly not appropriate but has also created confusion in various institutions/StateGovernments. Till such time as the Government takes a final decision on thePG Committee recommendations, the Government instructions as containedin letter dated 19th September, 2005 will remain in force.
