Signature next to the Supervisor’s name at the top should be fine. The only memo needed by the Clerk is the one from
the Chair’s office stating that the item has been approved for agendizing. The Clerk’s office has advised that Third
District has the memo template and will take care of that portion.
Also, I received a call from Joyce at your office who advised that the reference to “King” should be changed to
“General”. This change has been made in the attached ASR.

Stacy,
Please review the attached ASR — changes are tracked.
I used County “resources” instead of “staff time” just in case we have our contractors do the
maintenance.
Please let me know if you need me to make further changes.
Thank you!

FYI, OCPW responses to my additional detailed questions about what they would require to install
statue at Mile Square.
I presume that you won’t want to add in approval to expend County funds on any of the items below to
the ASR, so you and I will need to talk through how we can make this as cost-effective as possible
(perhaps Shane can help) once you have a contractor on board who is willing to donate time and go
through the process.

Good Afternoon please see the answers to your questions in red. Let me know if you have any
additional questions.
1. Confirmation that hand drawn stamped plan is sufficient to issue bldg permit (e.g. Is additional
engineering or design work needed?) Clii Yang with OCPW Planning reviewed the drawn and
stamped calculations and advised that \ould be sufficient to obtain a permit, however, page 3
titled “Foundation Design” would also need a stamp from the Ci 1 ho designed it. We do need
to have a siined stamped site plan identify ing the ADA path of travel to the monument from the
nearest ADA compliant parking stall. and the nearest ADA compliant bathroom. Cost of a site
plan from Harris and Associates is $3.000. this is based on site plan recently obtained
br Bent 1 ree Stair\\ay Replacement/site plan. l’his site plan along with the calculations from the
original civil would he the complete package that needs to he submitted to DC Planning for theirpermit.2. Is any soils or other environmental work needed? Per Clii Yang with ()CPW Planning.additional soils or environmental vill not he necessary.3, Will install of the statue in this location require any ADA improvements? If so, what are theyand can Parks accomplish them later in the year and still allow this to move forward in next 5weeks? I reviewed the path of’ travel with Derek Ankerstar this afternoon. 11’ we use the path oftravel liom the statue (facing the lake) to the left toward the ADA compliant restroom and thento the left and under the bridge there are three appropriate ADA stalls. Minor restriping willneed to take place to comph v ith current ADA regulations taking the three ADA to t\ocompliant ADA stalls— one v ith van access ss ith the addition of a small “$200 Fine” sign. Re—striping will take approximately I day and the cost. s ill be less than $3,000.4. Confirmation of inspections needed, and cost. Total cost For permit and inspection is less than$500. We may need assistance From Shanc Silshy to waive the IS da review period v%ith OCPlanning. or to shorten it. This would ensure that the plans would he approved and the pI’ojectreach For installation in order to meet the req Lured timel ines.5. Anything else that I’m missing... .nothing that I can think of.

1st district has identified their preferred location for the RR statue, location map and photoattached. As of last night, they also indicated that they have identified a 3rd party contractor whowould like to donate the labor to build/install the statue base. They would like to know if it
would be possible (assuming BOS approval on 5-5) to actually complete construction beforetheir intended June 12 dedication date. So. what I need from you by end of week, in conjunctionwith OCPW is the following:1. Confirmation that hand drawn stamped plan is sufficient to issue bldg permit (e.g. Is additionalengineering or design work needed?)2. Is any soils or other environmental work needed? Confirm cost if so.3. Will install of the statue in this location require any ADA improvements? Good Morning Ms. Blackwood,
Thank you for this draft ASR. I have learned that more than one statue may now be donated to OC Parks and designated
for Mile Square park. Additionally, I expect permitting, actual construction and installation to be covered by donors.
Accordingly, please assist in revising the ASR to allow for accepting three statues, President Ronal Regan, Miguel Hidalgo
and King Tran Hung Dao, We request this ASR be added as supplemental to the May 5th 2015 Board of Supervisors’

The donated Ronald Reagan statue is proposed to be dedicated at a publicdedication and unveiling event at Mile Square Park on June 12, 2015.
Maintenance costs for the statue are expected to be minimal and consist primarily of periodic dustingusing blowers and occasional pressure washing and graffiti removal. Maintenance of the statue would beincorporated into maintenance activities already conducted in the park, similar to features in other Countyparks, such as the cannons at the Old County Courthouse and Irvine Regional Park and the James Irvine IIstatue at Irvine Regional Park, and would be handled using existing staff and contracts.
Government Code section 26227 allows the Board of Supervisors to appropriate and expend money fromthe general fund of the county to establish county programs or to fund other programs deemed by theBoard of Supervisors to be necessary to meet the social needs of the population of the county, includingbut not limited to, the areas of health, law enforcement, public safety, rehabilitation, welfare, education, and legal services, and the needs of physically, mentally and financially handicapped persons and agedpersons. The proposed statue of former President Ronald Reagan will serve Orange County park visitorsin commemorating the connection between the President and the Orange County community andprompting educational discussions about the political process.
Compliance with CEQA: The proposed project is Categorically Exempt (Classes 1 & 3) from theprovisions of CEQA pursuant to Sections 15301 & 15303, because it involves new construction andinstallation of a small structure (statue) in an existing facility, involving negligible or no expansion of usebeyond the existing.
FINANCIAL IMPACT:
Sufficient funds are available in OC Parks Fund 405 to provide for up to $5,000 in equipment andrefreshment costs related to the event on June 12, 2015.
STAFFING IMPACT:

Minimal staff time associated with developing and hosting the proposed June 12 dedication event, andongoing maintenance of the statue following installation, can be absorbed in the OC Parks work plan forcurrent and future years.

Good Afternoon,
Please see the cost breakdown below provided to us by Ed Robb. As he mentioned this does not include and ADA
requirements for an accessible path of travel, hardscape, or lighting. This estimate assumes that the statue will be
purchased separately and delivered to the site by the manufacturer to be set by the contractor, and that the statue will
be within close proximity to a roadway.
Please let me know if you have any additional questions.
Thank you,

Renee,
In Cecelia’s absence I offer you the following response to her request for a quick rough high level cost estimate for the
installation of a concrete statue foundation somewhere at Mile Square Regional Park per the attached sketches.
The assumption is that this statue will be located close to a roadway within the park and that there are no requirementsfor an assessable path of travel or hardscape near or around the statue, nor lighting. If they are needed the costs will goup accordingly.
• Geotechnical Engineering $ 3,500• Over excavation & compacting- if required $ 2,500• Concrete reinforced foundation $ 8,000• Permit & Inspection Fees $ 1,000• Parks staff & FO tradesmen $ 2,300• A&E staff & admin charges $ 8,600• Contingency $ 2,500
Total Estimated Cost= $28,400
Please review and advise of any questions or comments that you may have at this time. Thank you.

Good Afternoon Ms. Blackwood,
Nick Lecong asked if I would request from you the photos that were taken when the Supervisor visited Mile Square park,
particularly the area where the Reagan statue will be placed.
Also, when might be a convenient time for Supervisor Do to view the Reagan statue?
Thank you for your time. Have a great afternoon.

Good afternoon, gentlemen.
I spoke with OC Public Works about the base for the proposed statue, but they aren’t able to confirmcosts/methods for permits and construction until we have specs to share with them. You indicated you mighthave stamped drawings early this week? Should I stop by your office and collect them?
Thanks very much.
