The Roman Catholic Church

Although the CIA began as a mostly Protestant organization, Roman Catholics

quickly came to dominate the new covert-action wing in 1948. All were staunchly

conservative, fiercely anti-communist and socially elite. Just a few of the many

Catholic operatives included future CIA directors William Colby, William Casey,

and John McCone. Another well-known personality from this period was William

F. Buckley, Jr., editor of the National Review and gadfly host of TVs Firing Line.

Buckley, it turns out, served as a CIA agent in Mexico City, and his experiences

there served as fodder for his Blackford Oakes spy novels.

There were several reasons for this influx of Catholic elites. First, Wisner(himself

a Wall Street lawyer)had an extensive and glamorous circle of friends to recruit

from. Second, Italy was in constant crisis in the 1940s, both during World War II

and after. Throughout this troubledperiod, the American intelligence communitys

greatest ally in Italy was the Roman Catholic Church.

The Roman Catholic Church, of course, is one of the most anti-communist

organizations in the world. The Marxist doctrine of atheism threatens Catholic

theology, and its equality threatens the Churchs strict tradition of hierarchy andauthoritarianism. When Hitler invaded Communist Russia, the Vatican openly

approved. Jesuit Michael Serafian wrote: "It cannot be denied that [Pope] Pius

XII's closest advisors for some time regarded Hitler's armoured divisions as the

right hand of God."

But Hitler persecuted Catholics as well, and ultimately drove the Church to the

Americans. In 1943, the Vatican reached a secret agreement with OSS Chief

Donovanhimself a devout Catholicto let the Holy See become the center of

Allied spy operations in Italy. Donovan considered the Church to be one of his

prize intelligence assets, given its global power, membership and contacts. He

cultivated this alliance by sending Americas most prestigious Catholics to the

Vatican to establish rapport and forge an alliance.

After the war, half of Europe lay under Communist control, and the Italian

communist party threatened to win the 1948 elections. The prospect of

communism ruling over the heart of Catholicism terrified the Vatican. Once again,

American intelligence gathered their most prestigious Catholics to strengthen ties with the

Vatican. Because this was the first mission of the new covert action

division, the American Catholic agents acquired positions of power early on, and

would dominate covert operations for the rest of the Cold War.

At a public level, the U.S. government sunk $350 million in social and military aid

into Italy to sway the vote. On a secret level, Wisner spent $10 million in black

budget funds to steal the elections. This included disseminating propaganda,

beating up left-wing politicians, intimidating voters and disrupting leftist parties.The dirty tricks workedthe Communists lost, and the Catholic Americans

success permanently secured their power within the CIA.

The Knights of Malta

The Roman Catholic Church did not forget the American agents who had saved

them from both Nazism and Communism. It rewarded them by making them

Knights of Malta, or members of the Sovereign Military Order of Malta (SMOM).SMOM is one of the oldest and most elite religious orders in the Catholic Church.

Until recently, it limited its membership to Italians and foreign heads of state. In

1927, however, an exception was made for the United States, given its emerging

status as a world power. SMOM opened an American branch, awarding

knighthood or damehood to several American Catholic business tycoons. This

group was so conservative that one, John Raskob, the Chairman of General

Motors, actually became involved in an aborted military plot to remove Franklin

Roosevelt from the White House. SMOM has also been embarrassed by knighting

or giving awards to countless people who later turned out to be Nazi war

criminals. This is the sort of culture that thrives within the leadership of SMOM.

Officially, the Knights of Malta are a global charity organization. But beginning in

the 1940s, knighthood was granted to countless CIA agents, and the organization

has become a front for intelligence operations. SMOM is ideal for this kind of

activity, because it is recognized as the worlds only landless sovereignty, and

members enjoy diplomatic immunity. This allows agents and supplies to pass

through customs without interference from the host country. Such privileges

enabled the Knights of Malta to become a major supplier of "humanitarian aid" to

the Contras during their war in the 1980s.

A partial list of the Knights and Dames of Malta reads like a Whos Who of

American Catholicism:

prestigious form of knighthood that has only been given to a hundred other

men in history.

vice-president of CBS-TV and vice-chairman of RKO General Inc.He is

currently chairman of the board of trustees at the Heritage Foundation, a

right-wing think tank.

William Simon Treasury Secretary under President Nixon. In the private

sector, he has become one of Americas 400 richest individuals by working in

international finance. Today he is the President of the John M. Olin

Foundation, a major funder of right-wing think tanks.

William F. Buckley, Jr.CIA agent, conservative pundit and mass media

personality.

James Buckley Williams brother, head of Radio Free Europe and Radio

Liberty.

Clare Boothe Luce - The grand dame of the Cold War was also a Dame of

Malta. She was a popular playwright and the wife

of the publishing tycoon Henry Luce, who cofounded Time magazine.

The CIA has also used other religious and charity organizations as fronts. For

example, John F. Kennedy -- another anticommunist Roman Catholic who greatly

expanded covert operations -- created the U.S. Peace Corps to serve as cover for

CIA operatives. The CIA has also made extensive use of missionaries, with the

blessings of many right-wing, anticommunist Christian denominations.

CIA files reveal that 4 chemical weapon

attacks relied on US intel

(Newser)The US may be outraged by Syria's alleged use of chemical weapons, but its

hands aren't exactly clean of gas or blood.Newly declassified CIA documents prove that

the US gave intelligence to Saddam Hussein, including satellite imagery, Iranian troop

locations, and more, that was used to plan sarin nerve gas attacks against Iran, Foreign

Policyreports. Iraq used US intelligence for four major offensives that year, all of which began

with sarin or mustard gas attacks.

The documents prove the CIA was fully aware that Iraq was using chemical weapons as

early as 1983, a fact it never shared with the UN. "The Iraqis never told us that they intended

to use nerve gas,"one retired colonel recalls. "They didn't have to. We already knew."The CIA

reasoned that Iran might never find proof, and that if it did, international blowback would be

minimal. The Soviet Union, after all, had used chemical weapons in Afghanistan with few

(Newser)It's only taken 60 years, but the CIA has finally acknowledged its role in the

1953 coup of democratically elected Iranian PM Mohammad Mossadeq. In documents

released to the independent National Security Archive website, an internal report says: " [T]he

mil itary coup that overthr ew Mosadeq and his National F ront cabinet was carr ied out under

CIA dir ection as an act of US foreign pol icy,"Foreign Policy reports. It was hardly a secret

former operatives have written books about the coup, and both Clinton and Obama have

acknowledged it. But this appears to be the first time the CIA ever has.

" [I ]t was estimated that I ran was in r eal danger of f alli ng behind the I ron Cur tain; if that

happened it would mean a victory for the Soviets in the Cold War and a major setback for the

West in the Middle East,"the operation's architect, Donald Wilber, wrote in one document, per

the BBC. The US and its partner in the operation, the UK, were also motivated by Mossadeq'smove to nationalize the country's formerly British-controlled oil industry. The documents show

the CIA planted anti-Mossadeq stories in both the Iranian and US media, and organized rallies

against him. "By the end of 19 August," wrote Wilber, "members of the Mossadeq government

were either in hiding or were incarcerated."

U.S. weapons reaching Syrian rebels

The CIA has begun delivering weapons to rebels in Syria, ending months of delay in lethal

aid that had been promised by the Obama administration, according to U.S. officials and Syrian

figures. The shipments began streaming into the country over the past two weeks, along with

separate deliveries by the State Department of vehicles and other geara flow of material that

marks a major escalation of the U.S. role in Syrias civil war.

The arms shipments, which are limited to light weapons and other munitions that can be tracked,

began arriving in Syria at a moment of heightened tensions over threats by President Obama to

order missile strikes to punish the regime of Bashar al-Assad for his alleged use of chemical

weapons in a deadly attack near Damascus last month.

The arms are being delivered as the United States is also shipping new types of nonlethal gear to

rebels. That aid includes vehicles, sophisticated communications equipment and advanced

combat medical kits.

U.S. officials hope that, taken together, the weapons and gear will boost the profile and prowess

of rebel fighters in a conflict that started about 21 / 2 years ago.

Although the Obama administration signaled months ago that it would increase aid to Syrian

rebels, the efforts have lagged because of the logistical challenges involved in delivering

equipment in a war zone and officials fears that any assistance could wind up in the hands of

jihadists. Secretary of State John F. Kerry hadpromised in Aprilthat the nonlethal aid would

start flowing in a matter of weeks.

The delays prompted several senior U.S. lawmakers to chide the Obama administration for not

moving more quickly to aid the Syrian opposition after promising lethal assistance in June. The

criticism has grown louder amid the debate over whether Washington should use military force

against the Syrian regime, with some lawmakers withholding support until the administration

committed to providing the rebels with more assistance.

Sen. Bob Corker (R-Tenn.), who has pressed the Obama administration to do more to help the

rebels, said he felt embarrassed when he met with Syrians along the Turkish border three weeks

ago.

It was humiliating, he said in an interview Wednesday night. The president had announced

that we would be providing lethal aid, and not a drop of it had begun. They were very short on

ammunition, and the weapons had not begun to flow.

The latest effort to provide aid is aimed at supporting rebel fighters who are under the command

of Gen. Salim Idriss, according to officials, some of whom spoke on the condition of anonymity

because part of the initiative is covert. Idriss is the commander of the Supreme Military Council,

a faction of the disjointed armed opposition.

U.S. officials, speaking about the provision of nonlethal aid, said they are determined to increase

the cohesion and structure of the rebel fighting units.

This doesnt only lead to a more effective force, but it increases its ability to hold coalition

groups together, said Mark S. Ward, the State Departments senior adviser on assistance to

Syria, who coordinates nonlethal aid to rebels from southern Turkey. They see their leadership

is having some impact.

U.S. officials decided to expand nonlethal assistance to Syrias armed rebels after they delivered

more than 350,000 high-calorie U.S. military food packets through the Supreme Military Council

in May. The distribution gave U.S. officials confidence that it was possible to limit aid to select

rebel units in a battlefield where thousands of fighters share al-Qaedas ideology, U.S. officials

said.

Khaled Saleh, a spokesman for the Syrian Opposition Coalition, said Washingtons revamped

efforts are welcome but insufficient to turn the tide of the civil war between rebels and forces

loyal to Assad.

The Syrian Military Council is receiving so little support that any support we receive is a

relief, he said. But if you compare what we are getting compared to the assistance Assad

receives from Iran and Russia, we have a long battle ahead of us.

Its better than nothing

While the State Department is coordinating nonlethal aid, the CIA is overseeing the

delivery of weaponry and other lethal equipment to the rebels . An opposition official,

speaking on the condition of anonymity to discuss covert arms transfers, said U.S. intelligence

personnel have begun delivering long-promised light weapons and ammunition to rebel groups in

the past couple of weeks.

The weaponry doesnt solve all the needs the guys have, but its better than nothing, the

opposition official said. He added that Washington remains reluctant to give the rebels what they

most desire: antitank and antiaircraft weapons.

The CIA shipments are to flow through a network of clandestine bases in Turkey and

Jordan that were expanded over the past year as the agency sought to help Middle Eastern

allies, including Saudi Arabia and Qatar, direct weapons to moderate Syrian rebel forces.

The CIA declined to comment.

The distribution of vehicles and communications equipment is part of an effort to direct U.S. aid

to Syrian rebels in a more assertive, targeted manner. Before Ward established a team of about

two dozen diplomats and aid workers in southern Turkey, Washington was doing little more than

paying for truckloads of food and medicine for Syrian rebels. U.S. officials concede that the

shipments often went to the most accessible, and not necessarily the neediest, places.

Boosting moderate factions

In addition to boosting support for rebels under the command ofIdriss, who speaks fluent

English and taught at a military academybefore defecting from the Syrian army last year, U.S.

officials in southern Turkey are using aid to promote emerging moderate leaders in towns

and villages in rebel-held areas. Across much of the north, Syrians have begun electing local

councils and attempting to rebuild communities devastated by war.

Wards team working primarily out of hotel lobbieshas spent the past few months

studying the demographics and dynamics of communities where extremists are making inroads.

Targeted U.S. aid, he said, can be used to empower emerging local leaders who are moderate and

to jump-start basic services while dimming the appeal of extremists.

We feel were able to get these local councils off to a good start, saidWard, a veteran U.S.

Agency for International Development officialwho has worked in Libya, Afghanistan and

Pakistan. We vet individuals who are getting our assistance to make sure they are not affiliated

with terror organizations.

The assistance to local communities includes training in municipal management as well as basic

infrastructure such as garbage trucks, ambulances and firetrucks. The areas receiving this aid are

carefully selected, U.S. officials said, noting that extremist groups, including Jabhat al-Nusra, are

delivering services to communities newly under rebel control.

If you see new firetrucks and ambulances in places where al-Nusra is trying to win hearts and

minds, this might not be a coincidence, said a U.S. official, who spoke on the condition of

anonymity to explain details of a sensitive strategy.

The initiatives are part of a $250 million effort to support moderate factions of the Syrian

opposition. Of that, the United States has earmarked $26.6 million in aid for the Supreme

Military Council. The delivery that began this week does not include items that the rebels have

long identified as priorities: night-

vision goggles and body armor.

Mohammed Ghanem, director of government relations at the Syrian American Council, which

supports the opposition, said the U.S. initiatives are steps in the right direction after years of

inaction and misguided policies.

Weve definitely seen a structural and conceptual evolution in terms of their understanding

of whats going on on the ground,he said in an interview. On the other hand, were always

lagging behind. Were not leading. Developments are always like six months ahead of us.

Ghanem said the effect of U.S. assistance is limited by the number of proxies that Washington

must use to deliver it. U.S. officials in Turkey rely on a network of contractors and

subcontractors to deliver the aid.

Ward said he hopes the assistance efforts will position the United States to have strong

relationships in a postwar Syria.

When you finally have a free Syrian government, you will know them and they will know us,

Ward said. We will have been working with them week after week, month after month. These

wont be strangers.
